27. GRVA received a progress report from the expert from United Kingdom of Great Britain and Northern Ireland, Co-Chair of the Special Interest Group on UN Regulation No. 157 (GRVA-12-36) on the activities of the group. He introduced ECE/TRANS/WP.29/GRVA/2022/3 and ECE/TRANS/WP.29/GRVA/2022/4, aimed at proposing provisions addressing lane change manoeuvres and increasing the maximum design speed of ALKS, up to 130 km/h.
28. The expert from Germany introduced GRVA-12-20. She announced that some discussions were still taking place and that a revised document would be produced in the course of the week. The expert from EC recalled that the document had been discussed by the IWG on EDR/DSSAD and considered by GRSG, as it had been initially drafted as an amendment to UN Regulation No. 160 (EDR). He explained that following discussions, it was advised that the provisions should be inserted in UN Regulation No. 157, and that therefore the document had then been submitted to the Special Interest Group on UN Regulation No. 157. The expert from CLEPA confirmed that the industry did not have issues with the proposal but that a few last-minute clarifying amendments to the document were necessary. The expert from AAPC mentioned that he would circulate the proposal among his members, with the aim to provide feedback, if possible, during the week.
29. Later in the week, GRVA considered a revised document (GRVA-12-20/Rev.1). The expert from the United States of America, Co-Chair of the IWG on EDR/DSSAD, requested the possibility for her group to review the revised proposal, at a meeting taking place one working day after GRVA. Accordingly, GRVA agreed to keep the text contained in the document in square brackets.
30. GRVA reviewed GRVA-12-51 and GRVA-12-51/Rev.1 (note: document not available) prepared during the week and requested the secretariat to submit GRVA-12-52 (based on formal documents ECE/TRANS/WP.29/GRVA/2022/3, ECE/TRANS/WP.29/GRVA/2022/4 and informal documents GRVA-12-34, GRVA-12-35, GRVA-12-20/Rev.1 (including square brackets) to WP.29 and AC.1 for consideration and vote at their June 2022 sessions, subject to final review by GRVA at its May 2022 session.

27. The expert from EC introduced, through a presentation (GRSG-123-30), the draft new UN Regulation No. XXX of VRU-Proxi on Direct Vision (ECE/TRANS/WP.29/GRSG/2022/7 and GRSG-123-09 amending it). He underlined that the new draft UN Regulation would enhance the direct visibility of vulnerable road users from the driver seat, by reducing to the greatest possible extent the blind spots in front of and to the side of the driver. As a follow-up to the EC presentation, the expert from Germany remarked that driver’s behaviour and skills to judge critical situations without technical assistance is increasingly important since more than 90 per cent of road accidents are estimated to result from some level of human error. Therefore, he introduced GRSG-123-08, to ensure among others, that automated vehicles are equipped with the technology to support the driver especially during low-speed manoeuvres. The expert from AAPC endorsed, in principle, the proposal but suggested replacing the term “automated vehicle” with “VRU collision system”. The expert from the United States of America supported the proposal but suggested sending it to IWG on Functional Requirements for Automated Vehicles (FRAV) to verify the consistency with already defined terminology. The expert from the United Kingdom expressed concern for the late submission of the document introducing substantive changes to the draft UN Regulation and seemingly introducing alternative technology. He therefor suggested discussion of GRSG-123-08 at another stage. The expert from Germany suggested discussing the document with the Automated/Autonomous and Connected Vehicles Working Group (GRVA) to determine consistent definitions. The expert from EC replied that the approach proposed by GRSG-123-08 was not new and not endorsed by the majority of contracting parties because the IWG mandate was for a unique technology for direct vision. The experts from Denmark, France, the Netherlands and the United Kingdom supported the position of EC to adopt the draft UN Regulation and discuss GRSG-123-08 at the October 2022 session of GRSG. The expert from the Russian Federation assumed that the new UN Regulation would apply to large trucks and buses (M3 and N3 categories of vehicles) according to the design configuration of the vehicle. The expert from EC confirmed it and clarified that there were options and protocols for manufacturers to follow also for small buses and trucks (N1, N2, M1 and M2). The expert from OICA acknowledged the merit of the proposal. However, he pointed out the issue of lack of harmonization of the three-dimensional point machine to correctly implement the proposed UN Regulation. The expert from Sweden supported the draft new UN Regulation. However, in his view, application on long vehicles would be challenging particularly in view of the changes proposed in GRSG-123-08.
28. GRSG adopted ECE/TRANS/WP.29/GRSG/2022/7 as amended by annex VII to the session report. The secretariat was requested to submit the proposal as draft new UN Regulation No. XXX (VRU Direct Vision) to WP.29 and AC.1 for consideration and vote at their November 2022 sessions.

74. GRVA received the final report (GRVA-13-40/Rev.1) from the expert from Germany, Co-Chair of the IWG on Advanced Emergency Braking Systems (AEBS) for heavy duty vehicles, on the progress made by the group to upgrade and align UN Regulations Nos. 131 and 152. He introduced GRVA-13-09 and GRVA-13-10 and also referred to GRVA‑10‑33 tabled by the expert from OICA.
75. The expert from the European Commission, Co-Chair of the IWG on AEBS for M1 and N1, introduced GRVA-13-08 and GRVA-13-30.
76. GRVA requested the secretariat to distribute GRVA-13-08, GRVA-13-09 and GRVA-13-10 with official symbols at the next GRVA session in September 2022.
77. GRVA agreed that the expert from EC would submit a revised proposal, or a working document based on GRVA-13-30, potentially merged with GRVA-13-08, for consideration at the next GRVA session in September 2022.
78. The expert from OICA introduced GRVA-13-33 concerning the interpretation of the wording “new engine start/run cycle”. GRVA supported the interpretation 1 referred to in that document and requested that proper attention is given to the French translation of the corresponding text in the Regulation.
79. GRVA thanked the IWG for their work and contributions to finalise the work to update the requirements on AEBS for heavy duty vehicles.

31. The representative of the European Commission introduced informal document WP.29-187-25, a proposal prepared by the European Commission regarding a IPR policy. He stressed that this document was not agreed on by AC.2 and invited the representatives of the WP.29 member States to share their feedback with him. The representatives from Canada and the United States of America stated that more time would be needed to examine this document and the potentially new process.
32. WP.29 invited all the representatives to examine the informal document and send their feedback to the representatives of the European Commission to enable progress in the next meeting of AC.2 and WP.29 on this proposal.

The expert from OICA proposed two editorial corrections.
79. The expert from OICA presented GRVA-14-28 proposing clarifications to the provisions in the three official documents above regarding reinstating AEBS e.g. for new engine start. The secretariat prepared GRVA-14-48, GRVA-14-49 and GRVA-14-50 including all modifications proposed.

25. The representative from the European Commission introduced GRPE-86-07 on the development of the 08 series of amendments to UN Regulation No. 83. GRPE agreed to consider a draft proposal for the 08 series of amendments to UN Regulation No. 83 as post session informal document GRPE-86-44 to be shared by the secretariat with all GRPE participants in September 2022, instead of the announced date during the GRPE session because of unexpected complexity. GRPE asked all interested parties to provide written comments to the secretariat, with the intention still being to prepare a working document for the January 2023 session of GRPE.

30. The representative from the European Commission, Chair of the IWG on RDE, introduced GRPE-86-29 providing an update about the latest intention with the finalization of the new UN Regulation on RDE. She informed that more changes beyond the remaining square brackets would be needed and that a final text was expected to be available in the first weeks of July 2022. She kindly requested GRPE to accept a post session submission, and the consideration of the informal document through a written procedure over the summer.
31. GRPE agreed to consider a draft proposal for a draft new UN Regulation on RDE as post session informal document GRPE-86-45 to be shared by the secretariat with all GRPE participants mid July 2022. GRPE asked all interested parties to provide written comments to the secretariat before 19 September 2022, to prepare a working document for the January 2023 session of GRPE.

Following bilateral consultations, the representatives from the European Commission and the Co-Chair of the IWG on PTI introduced GRPE-86-43 as proposed amendments to ECE/TRANS/WP.29/2021/148. 32. The expert from the Informal Working Group on Electromagnetic Compatibility (IWG EMC) presented their status report and outstanding issues (GRE-87-21). The expert from EC reported on the results of their market surveillance tests of vehicles in different normal conditions of use (GRE-87-12-Rev.1) which had demonstrated that certain vehicles with new technologies (e.g. multiple propulsion engines) may have the electromagnetic emissions occasionally higher than the regulatory threshold. On that basis, the expert from EC requested an extension of IWG EMC mandate (GRE-87-25). GRE agreed that IWG EMC should take over the topic of ‘normal conditions of use’, as proposed by the expert from EC. Depending on the IWG EMC progress in the coming months, GRE decided to address, at its next session, possible amendments to the Terms of Reference of IWG EMC.

With this new series of amendments it will be equivalent to the European emission level Euro 6e. The representative from OICA introduced GRPE-87-10 and requested additional time to scrutinize GRPE-87-26-Rev.1. The representative from the UK highlighted the importance of this proposal for their regulatory framework and hoped for a final proposal to be adopted during this session of GRPE.

39. The representative from the EC introduced ECE/TRANS/WP.29/GRPE/2023/3. This document is submitted by the experts of Japan and the European Commission. The text contains changes introduced into European legislation (Euro 6e) since the adoption of the previous version of the draft UN Regulation on RDE prepared by GRPE at its eighty-first session (ECE/TRANS/WP.29/GRPE/81/Add.2 and ECE/TRANS/WP.29/2020/120). The representative from OICA introduced GRPE-87-08 and GRPE-87-09. The representative from Japan supported ECE/TRANS/WP.29/GRPE/2023/3 and GRPE-87-08. The representative from the European Commission had some objections to some elements included in GRPE-87-08 and sought further clarification to make sure over-regulation is not included in the proposal, as might be the case where requiring not to perform RDE trips in reverse gear.
40. The representative from OICA highlighted absolute legal clarity was needed, as stakeholders in other fora had made statement about attempts to make vehicles fail RDE tests, legally compliant but driven in unrealistic conditions.
41. The representative from the European Commission did not support GRPE-87-09, requesting to try and avoid repeat the sub-optimal situation that led to last resort decision in other GRPE legislation and confirmed the European Commission had no mandate to agree on the inclusion of 2 levels in UN Regulation on Global RDE. The representative from Italy understood the intention of the OICA’s proposal, and was open to OICA’s proposal in the spirit of harmonization that is operational.
42. The representative from the UK introduced GRPE-87-44 and GRPE-87-45 and supported an adoption of UN regulation on Global RDE during this session of GRPE.
43. Following additional activities from all concerned parties during the session, the representative from the European Commission introduced GRPE-87-49 as a revised proposal for a new UN Regulation on Global RDE which represented a consensus on the various proposals presented previously.
44. The representatives from France, Germany, Italy, Japan, the UK and the European Commission supported the proposal. GRPE agreed with the content of GRPE-87-49.
45. GRPE adopted ECE/TRANS/WP.29/GRPE/2023/3 as amended by GRPE-87-49, as reflected in Addendum 2, and requested the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their June 2023 sessions as draft new UN Regulation No. [XXX] on Global RDE.

50. The representative from OICA introduced GRPE-87-50, summarizing the proposals on the inclusion of hydrogen as a fuel for internal combustion engines in heavy duty vehicles. He introduced ECE/TRANS/WP.29/GRPE/2023/6 as amended by GRPE-87-30. The representative from the European Commission introduced GRPE-87-31 to support the previous proposal.
51. The representatives from France, Germany, Italy, the Netherlands and Sweden supported the proposal and congratulated all parties involved in the development of this proposal. The representative from the EC highlighted that hydrogen internal combustion engines were important to achieve heavy duty vehicles CO2 emission reduction targets. He also added that the scope of engines covered would be enlarged, as well as the inclusion of dual fuel engines in forthcoming amendments to the related legislation.
52. The representative from India also supported the proposal and requested additional information on the fuel specifications for hydrogen, informing that some parameters differ in UN GTR No. 15 compared to UN regulation No. 49. The representative from OICA confirmed fuel specifications are aligned between UN Regulations Nos. 154 and 49 but could not confirm they are the same in UN GTR No. 15. He explained that the difference might come from the different specifications for hydrogen whether they are used in fuel cells or internal combustion engines. The hydrogen purity needs to be better for fuel cells, explaining potential tighter tolerances if only one grade of hydrogen fuel is specified. He concluded by saying that a similar issue might arise in heavy duty applications when fuel cell trucks are being deployed more broadly.
53. The representative from France introduced GRPE-87-53. The representative from the European Commission clarified some of the content of this proposal.
54. GRPE adopted ECE/TRANS/WP.29/GRPE/2023/6 as amended by GRPE-87-30 and complemented by GRPE-87-53, as reflected in Annex X, and requested the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their June 2023 sessions as draft new supplement to the 07 Series of Amendments to UN Regulation No. 49.
55. The representative from OICA informed GRPE that OICA was exploring the possibility to also include hydrogen as a fuel in older series of amendments to UN Regulation No. 49. He noted that adding hydrogen was expected to be straight forward in the 06 series of amendments, and that an assessment was on-going for such inclusion in the 04 and 05 series of amendments.

74. The Co-Chair of the IWG on EVE introduced ECE/TRANS/WP.29/GRPE/2023/8. The representative from OICA highlighted the need to deep dive into the testing procedure and praised the progress made so far. The Co-Chair of the IWG on EVE congratulated the productive work from the IWG on this matter, especially the constructive collaboration between the members from OICA and the representatives from the European Commission from JRC to deliver on the procedure in a timely matter.
75. GRPE adopted ECE/TRANS/WP.29/GRPE/2023/8 and requested the secretariat to submit them to WP.29 and AC.3 for consideration and vote at their June 2023 sessions as request for authorization to develop a new UN GTR on in-vehicle battery durability for electrified heavy-duty vehicles.

8. The expert of IWG SLR presented draft amendments to UN Regulations Nos. 148, 149 and 150 that introduce summary documents to be placed in the electronic Database for the Exchange of Type Approval documentation (DETA) to support the use of the Unique Identifier (UI) (ECE/TRANS/WP.29/GRE/2022/10, ECE/TRANS/WP.29/GRE/2022/11 and ECE/TRANS/WP.29/GRE/2022/12). GRE pointed out that a template summary document should be developed by IWG DETA and endorsed by WP.29. Awaiting WP.29 and/or IWG DETA guidance on the matter, GRE decided to continue consideration at the next session.
9. GRE noted that the use of UI for a particular UN Regulation should only be possible when the following two conditions are met: - the corresponding summary document has been defined in the Regulation; and
- DETA is providing access to the Summary Document.
10. To stress these requirements, the expert from EC proposed an amendment (GRE-87-24-Rev.1). GRE adopted the proposal and requested the secretariat to submit it for consideration and vote at the March 2023 sessions of WP.29 and AC.1 as a draft Supplement to the 00 and 01 series of amendments to UN Regulations Nos. 148, 149 and 150.
11. In the context of possible replacement of traditional approval markings by UI, the expert from CITA presented a proposal with the aim to ensure the availability of sufficient information on the device for periodic and roadside inspections (ECE/TRANS/WP.29/GRE/2022/13 and GRE-87-07). GRE agreed to revert to this proposal at the next session.

32. The expert from the Informal Working Group on Electromagnetic Compatibility (IWG EMC) presented their status report and outstanding issues (GRE-87-21). The expert from EC reported on the results of their market surveillance tests of vehicles in different normal conditions of use (GRE-87-12-Rev.1) which had demonstrated that certain vehicles with new technologies (e.g. multiple propulsion engines) may have the electromagnetic emissions occasionally higher than the regulatory threshold. On that basis, the expert from EC requested an extension of IWG EMC mandate (GRE-87-25). GRE agreed that IWG EMC should take over the topic of ‘normal conditions of use’, as proposed by the expert from EC. Depending on the IWG EMC progress in the coming months, GRE decided to address, at its next session, possible amendments to the Terms of Reference of IWG EMC.

33. The secretary of the Task Force to transpose Amendment 1 of UN GTR No. 13 into UN Regulation No. 134, introduced GRSP-72-17. GRSP noted that material compatibility, the remote Thermal Pressure Relief Device (TPRD), conformity of production and other elements proposed by GRSP-72-17 were still under discussion in the Task Force.
34. GRSP agreed to resume consideration on the transposition of UN GTR No. 13, Phase 2 into UN Regulation No. 134 on a reviewed proposal drafted by the Task Force at its May 2023 session. The proposal was expected to be submitted as an official document by 20 February 2023.
