32. The GRRF Ambassador recalled the principles of IWVTA and introduced GRRF-74-44. He proposed to assess the table containing relevant items for GRRF. GRRF agreed to upgrade the priority of the item “tyres installation” from “(c)” to “(b)”.
33. The expert from OICA volunteered to develop a proposal on Regulation No. 13-H, splitting this regulation into three parts: braking system, brake assist system and electronic stability control system for consideration at the September 2013 session of GRRF.
34. The expert from ETRTO volunteered to develop a proposal on a new Regulation on tyre installation for consideration at the September 2013 session of GRRF.
35. GRRF requested the secretariat to create a specific agenda item to accommodate both issues.
GRPE
Air-conditioning system was prioritized © because there is no corresponding UN Regulation for air-conditioning system. However, consideration of air-conditioning system is in progress in GRPE from two different aspects, i.e., (i) reducing CO2 emissions and improving overall efficiency, and (ii) test methods to measure leakages of fluorinated greenhouse gases from certain air conditioning systems (EC Regulation 706/2007 and EC Directive 2006/40).

The responsible organizations to review the UN Regulations for GRB are as follows;

(OICA will perform preliminary review by the next GRB session.)

GRRF
-R13H prioritized (b); OICA will take the role to split R13H into three pieces. i.e., “Braking”, “ESC” and “BA”.
-R79 Steering effort” was prioritized (a) if “LKAS” is not be part of R79.
-ETRTO agreed to sponsor the work of “Tire installation” prioritized (b). OICA committed to provide support to ETRTO in this exercise, as this will be a vehicle regulation. The new Regulations will be formulated based on the EU Directive on tire installation.
-R89 “Speed limiters” was prioritized ©.
-R55 “Coupling” was prioritized © because the equipment rate of coupling is as low as 10%.
-It is expected that four documents on “Braking”, “ESC”, “BA” and “Tire installation” will be provided by OICA hopefully before this summer.
GRSG
-Some Contracting Parties at GRSG questioned the opportunity of adding national requirements into UN regulations for the sake of introduction into IWVTA.
-Japan responded that even if the national requirements are proposed to be added into UN Regulations, they will probably not be approved by the respective GRs without legitimate justification.
GRSP
R25 “Head Restraint System”, R94 “Frontal Impact” and “FCV” were prioritized as (b). These activities are in progress by respective Informal Groups.
