Proposals developed during the EDO session to:

Amend para. 1.1. to include application to evacuation of occupants in emergency events,
amend definitions of child safety lock system, full locking system, and door closure warning system,
insert new definitions of latch release control, door handle, retractable door handle, unlock, unlatch, power loss, vehicle master control switch, main power supply, and door opening,
insert new para. 5.4. establishing requirements for exterior and interior door operation including latch release controls and door handles,
amend para. 6.3.1. to reference exterior latch release control and insert para. 6.3.1.1. requiring full locking systems to activate only when vehicle master control switch is deactivated with specified measures,
amend para. 6.3.2. for side rear doors,
insert new para. 6.4. establishing requirements for intuitive operation of latch release controls and door handles, power-assisted systems capability after 60-minute power loss, and unobstructed positioning,
insert new para. 7.3. requiring testing in accordance with Annex 7,
insert new Annex 7 establishing power loss test procedures for interior and exterior door opening after main power supply disconnection.

The Task Force Emergency Opening is developing this proposal according to GRSP-78-20-Rev.1 terms of reference, with goals to include requirements for intuitive door opening after electricity supply cut off, consider door opening from inside and outside, define test cases, and maintain technology neutrality.

5. The expert from Germany delivered a presentation (informal document GRSP-78-26-Rev.1) on the topic of Emergency Door Opening (EDO). A group of interested experts had met three times between the 77th and 78th sessions of GRSP and identified several issues to be addressed. The meetings were attended by Australia, Canada, CLEPA, China, Germany, Spain, Japan, Republic of Korea, Kingdom of the Netherlands, OICA, Sweden and German Insurers Accident Research (UDV). The expert from Germany gave an overview of the work carried out and the plans to address the issues identified. A first step would tackle general requirements for door systems and windows and would entail amendments to UN Regulations Nos. 11 and 21 and UN Global Technical Regulation (GTR) No. 1. A second step would tackle other post-crash extrication requirements and would entail amendments to UN Regulations Nos. 94, 95, 135 and 137 and UN GTR No. 14. He proposed the creation of a task force.

6. The expert from OICA indicated the willingness of his organization to participate in the task force and asked whether the request for authorization to amend UN GTR No. 1 would delay the work. The expert from Germany argued that it was a good idea to amend the UN GTR given the interest the topic had garnered and indicated that the task force would submit the request for authorisation as soon as possible and continue to work on the technical requirements in parallel. The expert from the Republic of Korea offered to be the vice-leader of the task force.

7. GRSP approved the creation of the Task Force on Emergency Door Opening (TF-EDO) and endorsed its terms of reference (informal document GRSP-78-20-Rev.1).
