29. The expert from Netherlands on behalf of IWG on Event Data Recorder (EDR) / Data Storage system for Automated Driving Vehicles (DSSAD) introduced the status report (GRSG-124-13) of the group. He informed GRSG that the primary objective of a DSSAD system was that, “Data recorded to evaluate/monitor overall safety performance and identify when Autonomous Driving System (ADS) is in control of vehicles”. He also underlined that the focus of the group was on data collection for ADS in a broader perspective. He added that for EDR for Heavy Duty Vehicles (HDV), the IWG would focus on a new UN Regulation. In this latter case, IWG had challenges with triggering crash events (e.g. acceleration, safety-systems and last stop trigger). He finally, requested advice on an appropriate deadline to deliver a common technical document for establishing the UN Regulation on EDR for HDV. The expert from AAPC stated his support for harmonization in a broad scope, and for not focusing on a particular regional regulation. He finally stated that the latest deadline proposed by IWG would be the preferred option that would allow time for a better text (October 2023 session of GRSG and March 2024 session of WP.29 for final adoption). The expert from the United States of America also suggested the same option to have time to collect the broadest range of data. The expert from China also stated the need for time for data collection and preferred the later deadline. The expert from EC explained that the deadline of the November 2023 session of WP.29 was the most relevant for his organization, and proposed as an option the possibility to organize a special session of GRSG in case the group would not be in the position to adopt the proposal at its March 2023 session. The GRSG Chair suggested in this latter case to submit the final document to WP.29 at the October 2022 session of GRSG for final revision. GRSG agreed to seek guidance from AC.2 and WP.29 at their November 2022 sessions on the basis of the highlights of its October 2022 session. Moreover, GRSG agreed to incorporate GRSG-124-14 (Updated Content and Schedule for EDR/DSSAD IWG Deliverables) into the revised programme of work of GRSG (GRSG-124-06-Rev.3). Finally, GRSG noted the proposal of the expert from China to submit for consideration and vote at the next AC.3 sessions, the Chinese national standard for its establishment into the Compendium of Candidates of the 1998 Agreement.

The expert from Japan, Co-Chair of the IWG on Event Data Recorder (EDR) / Data Storage Systems for Automated Driving (DSSAD), presented GRVA-14-39, recalling the mandate of the group, providing an overview of the group’s activities and listing the activities of the group since the May 2022 session of GRVA. He explained that the group clarified the primary objective of DSSAD, which was to record data to evaluate and monitor the overall safety performance and identify when ADS was in control of vehicles. GRVA agreed with the group’s suggestion that, while data obtained from DSSAD could be used for other purposes including liability, this was not the primary goal or objective of the DSSAD requirements.

30. He reported that the Co-Chairs of the IWG on EDR/DSSAD held discussions with the Co-Chairs of the Special Group on Automated Lane Keeping System (ALKS) and OICA to review ECE/TRANS/WP.29/2022/59/Rev.1 and replace ‘Abortion of Lane Change Procedure’, that is to be recorded, by ’Abortion of Lane Change Manoeuvre’, as proposed in ECE/TRANS/WP.29/GRVA/2022/16 under agenda item 4(d).

31. GRVA reviewed GRVA-14-40 (Inventory of best ADS storage practices (Review of the existing national / regional activities and a proposed way forward for DSSAD)) and adopted GRVA-14-40/Rev.1, a version including updates by the expert from France. GRVA requested the secretariat to submit it to WP.29 for information at its November 2022 session.

23. The expert from the United States of America, Co-Chair of the IWG on EDR/DSSAD, updated GRVA on the recent achievements of the group (GRVA-13-21). She recalled the mandate of the group (ECE/TRANS/WP.29/1147, Annex VII) and the distinction made between EDR and DSSAD. She mentioned that the group had had 56 meetings since its inception in 2019.

24. She recalled that the group produced WP.29-179-19 (in November 2019), clarifying the purpose of EDR and DSSAD and explained that the group would consider revising it. She reported that the group collected the national positions, reproduced in GRVA-13-06, and compiling best practices. She highlighted that the group was still reflecting on the purpose of DSSAD, some experts preferring to focus on the performance of the system itself, others having additional purposes in mind, such as crash reconstruction and liability determination.

25. The expert from OICA noted that some Contracting Parties were envisaging to require additional data points. He stated that the work was still ongoing and that it would be preferable to further discuss and develop a harmonized approach.

26. The expert from France clarified that their national input would likely need to be revised and based on experience gathered while implementing UN Regulations Nos. 157 and 160.

27. GRVA noted with thanks the status report of the IWG on Event Data Recorder / Data Storage System for Automated Driving (EDR/DSSAD).

51. The expert from Netherlands on behalf of IWG EDR/DSSAD introduced the status report (GRSG-123-20) of the group. He clarified that the group’s activities directly considered the following: (a) complete EDR common performance elements for the 1958/1998 Agreements, (b) EDR performance for Autonomous Driving systems and (c) finalize a new UN Regulation or amend UN Regulation No. 160 for common technical elements on EDR of heavy duty vehicles (trucks and buses). At the same time, he also explained the IWG subjects that were in cooperation with GRVA. He clarified that the timing indicated in GRSG-123-20 would be subject to the IWG programme plan. Furthermore, he introduced GRSG-123-21-Rev.1 that reviews the existing national/regional activities and proposes way forward for EDR at the global level.

52. GRSG agreed to send GRSG-123-21-Rev.1 as an informal document for information to the November 2022 session of WP.29. GRSG noted that a document on the Data Storage system for Automated Driving Vehicles (DSSAD) may be also sent to that session of WP.29, pending the outcome of discussions of GRVA.

53. Moreover, the expert from China introduced GRSG-123-27 that suggested the way forward for full harmonization of EDR. He underlined that the first step of the process of EDR Guidance for 1958 and 1998 had been finalized and that the IWG was moving forward to the second step. To accelerate step 2 in EDR IWG, he suggested listing the existing national EDR regulations/standards into the compendium of candidates. The expert from the United States of America informed GRSG that the Code of Federal Regulation 49, part 563 had been established 15 years ago and would be revised soon. Thus, she suggested that discussion at AC.3 was premature, and she invited experts and representatives of contracting parties to continue exchanges of view on experience and recent implementation of National Regulations. The expert from the Netherlands suggested working in parallel on step 2 and eventually review the deadline for its completion. The expert from Japan endorsed the comments from` the experts of the Netherlands and the United States of America. He valued the presentation from the expert from China, but he suggested continuing discussions within IWG. He further informed GRSG that his country had implemented UN Regulation No. 160 into its national legislation in September 2021 and was ready to incorporate the 01 series of amendments. However, he concluded that further harmonization would need time. The Chair of GRSG recapped that the expert from China might propose his National Standard in the Compendium of the 1998 Agreement. Conversely, other contracting parties to the 1998 Agreement considered this action premature.

27. GRVA received a progress report from the expert from United Kingdom of Great Britain and Northern Ireland, Co-Chair of the Special Interest Group on UN Regulation No. 157 (GRVA-12-36) on the activities of the group. He introduced ECE/TRANS/WP.29/GRVA/2022/3 and ECE/TRANS/WP.29/GRVA/2022/4, aimed at proposing provisions addressing lane change manoeuvres and increasing the maximum design speed of ALKS, up to 130 km/h.

28. The expert from Germany introduced GRVA-12-20. She announced that some discussions were still taking place and that a revised document would be produced in the course of the week. The expert from EC recalled that the document had been discussed by the IWG on EDR/DSSAD and considered by GRSG, as it had been initially drafted as an amendment to UN Regulation No. 160 (EDR). He explained that following discussions, it was advised that the provisions should be inserted in UN Regulation No. 157, and that therefore the document had then been submitted to the Special Interest Group on UN Regulation No. 157. The expert from CLEPA confirmed that the industry did not have issues with the proposal but that a few last-minute clarifying amendments to the document were necessary. The expert from AAPC mentioned that he would circulate the proposal among his members, with the aim to provide feedback, if possible, during the week.

29. Later in the week, GRVA considered a revised document (GRVA-12-20/Rev.1). The expert from the United States of America, Co-Chair of the IWG on EDR/DSSAD, requested the possibility for her group to review the revised proposal, at a meeting taking place one working day after GRVA. Accordingly, GRVA agreed to keep the text contained in the document in square brackets.

30. GRVA reviewed GRVA-12-51 and GRVA-12-51/Rev.1 (note: document not available) prepared during the week and requested the secretariat to submit GRVA-12-52 (based on formal documents ECE/TRANS/WP.29/GRVA/2022/3, ECE/TRANS/WP.29/GRVA/2022/4 and informal documents GRVA-12-34, GRVA-12-35, GRVA-12-20/Rev.1 (including square brackets) to WP.29 and AC.1 for consideration and vote at their June 2022 sessions, subject to final review by GRVA at its May 2022 session.

25. GRVA received a progress report (GRVA-12-33) by the expert from Japan, Co-Chair of the IWG on Event Data Recorder (EDR) / Data Storage System for Automated Driving (DSSAD) on the current activities of the group.

26. GRVA discussed that the comparison table between EDR and DSSAD was no longer up-to-date and needed to be entirely revisited to clarify that EDR was focusing on crash analysis and that DSSAD was for ADS.
