23. The Secretary of WP.29 introduced the list of Working Parties, Informal Working Groups and Chairs (WP.29-185-01), the calendar of meetings of the World Forum for 2022 (WP.29-185-02) and presented the revised Programme of Work (PoW) with a strategic introduction on the main priorities of the WP.29 work, which are related to the implementation of the ITC strategy 2030 and among others, to vehicle automation and environmental protection. (ECE/TRANS/WP.29/2021/1/Rev.2).
24. The representatives of the United States of America and Japan expressed concern with the dates and timing of the November 2022 session of the World Forum and requested that these dates be re-adjusted to enable their full participation at that session. The representative of Japan also expressed concern with the time of WP.29 and GRs sessions in 2022 and requested that timing is decided taking into account world-wide time zones so that most participants attending remotely can attend at suitable hours without extra burden. The Chair of GRVA expressed concerns about the non-confirmed session of GRVA in May 2022. He recalled the importance for GRVA to hold a third session in the year prior to the June 2022 session of WP.29.
25. The secretariat introduced informal document WP.29-185-06, which will form the basis for the 2022 Programme of Work of the World Forum for Harmonization of Vehicle Regulations and its Subsidiary Bodies. WP.29 noted that the updated list of priorities for GRSP would be provided following the December 2021 session. WP.29 was informed on a scheduled ad-hoc session of AC.2 for final review before the adoption at the March 2022 session of WP.29.
26. The representative of the European Commission introduced informal document WP.29-185-17, proposing a list of priorities from the European Union covering safety and automated/connected vehicles as well as emissions.
27. WP.29 endorsed the revised programme of work as introduced in ECE/TRANS/WP.29/2021/1/Rev.2.

107. The expert from China applauded the work done by the expert from the Netherlands on behalf of the IWG on EDR/DSSAD and appreciated his dedication to the group. He expressed his concerns on the problem with different definitions of the same elements in different UN Regulations, he further expressed concerns that sometimes, different English terms could have the same meaning. He proposed that non-English speaking countries find a way to harmonize resolutions and advised the use of limited English terms to prevent confusion in the use of words.
108. The expert from Netherlands said that the document is a base document for the 1958 Agreement and Contracting Parties to the UN Regulation No. 160 and a few GTRs and they could make some additions to this document to clarify the meaning of the various definitions.
109. GRSG adopted document ECE/TRANS/WP.29/GRSG/2021/33 as amended by GRSG-122-36 to be submitted to WP.29 and AC.1 for voting at their March 2022 sessions. She explained the proposed DSSAD work plan, focusing on the inventory of best ADS storage practices and the activities on DSSAD performance elements for ADS, in coordination with FRAV and VMAD. She detailed the schedule of meetings for the group until the next session of GRVA.

39. The secretariat introduced WP.29-184-15 proposing updates to Table 1 of the Framework document on automated/autonomous vehicles (ECE/TRANS/WP.29/2019/34/Rev.2). He explained that the document was developed by AC.2, and that it had been reviewed and completed by GRVA at its tenth session and that it included the last-minute amendments proposed by the IWGs on Validation Method for Automated Driving (VMAD) and Event Data Recorder / Data Storage System for Automated Driving (EDR/DSSAD).
40. The representative of the European Union introduced document WP.29-184-18 tabling proposed changes to the rows on DSSAD and EDR in WP.29-184-15.
41. The World Forum discussed and endorsed the revised Framework document on automated/autonomous vehicles (ECE/TRANS/WP.29/2019/34/Rev.2), as amended by WP.29-184-15 and the EDR/DSSAD related amendments in WP.29-184-18, with deadlines for submission of EDR related deliverables to WP.29 reflected in its Table 1 remaining in square brackets. WP.29 requested the secretariat to distribute the revised document with an official symbol for final consideration in November 2021.

100. The expert from the European Commission presented a proposal for amendments to UN Regulation No. 160, with the aim to add requirements for recording additional data elements by EDRs of vehicles fitted with an Automated Driving System. He stated that the purpose of the proposal was not to seek its immediate endorsement from GRSG, but to table ideas and stimulate further discussions among stakeholders.
101. The expert from CLEPA stated that elements within the proposal elements would require software and possibly hardware changes and that it would be necessary to further discuss the it within the IWG on EDR/DSSAD.
102. The expert from AAPC also called on further discussions concerning the proposal at the IWG on EDR/DSSAD. He also reflected on the relevance of the proposal for the Working Party on Automated/Autonomous and Connected Vehicles (GRVA) as it addresses automation issues.
103. The representative of Japan underlined the need for discussing on this proposal within the IWG on EDR/DSSAD as well as in coordination with the GRVA IWGs on Functional Requirements for Automated and Autonomous Vehicles (FRAV) and on Validation Method for Automated Driving (VMAD), and among Contracting Parties of both the 1958 and 1998 Agreements.
104. The expert from OICA also stressed that the document requires further discussion within the IWG on EDR/DSSAD, as well as in the Sub-Group on DSSAD.
105. The expert from the United States of America, Co-Chair of IWG on EDR/DSSAD, concurred with previous speakers that the document should be taken back to the IWG for further discussions, in particular with respect to the definitions included in the proposals as there are issues that are being worked through in the GRVA IWG on FRAV, and that the IWG on EDR/DSSAD needed to cooperate with the IWGs on FRAV and VMAD on the definitions.
106. GRSG agreed to forward document GRSG-121-32 to the IWG on EDR/DSSAD, and took note that a revised proposal would potentially be tabled at the next session of GRSG in October 2021.

The expert from Canada, Co-Chair of IWG on EDR/DSSAD, presented the activities of the IWG concerning Heavy Vehicle Event Data Recorders (HVEDR), which discussed the feasibility of equipping HVEDR in motor coaches, buses and school buses, outlined research carried out in Canada in this respect and consequential recommendations, and sought feedback from interested parties on developing an UN Regulation governing their requirements (GRSG-121-28).
97. The expert from the Netherlands, Co-Chair of IWG on EDR/DSSAD, thanked the expert from Canada for sharing the research findings and expressed interest in further exchange or information and research findings concerning the application of HVEDR at the upcoming sessions of the IWG.
98. The expert from the United States of America, Co-Chair of IWG on EDR/DSSAD, also thanked the expert from Canada for sharing the findings of research carried out and looked forward for further discussions within the IWG, underlining that the United States of America could not support an initiative for drafting of a UN Regulation concerning HVEDR as there was no national mandate for such an activity at the time.
99. GRSG took note of the discussion concerning HVEDR and the work of the IWG on EDR/DSSAD in this respect, and expressed support for continued work on the subject matter based on consensus among Contracting Parties.

91. The expert from Netherlands, Co-Chair of IWG on Event Data Recorder (EDR) / Data Storage Systems for Automated Driving (DSSAD) introduced GRSG-121-16 containing a status report of the activities of IWG. He reported on activities between January and April 2021, which included one session of the IWG on EDR/DSSAD and one session of the Sub-Group on EDR. He recalled that the discussions at the 183rd session of WP.29 concerning the work of the IWG, reminding that at that session WP.29 and AC.1 adopted the proposals for a new UN Regulation on EDR, the 01 series of amendments to it and extended the mandate for the IWG until December 2022. He outlined the workplan of the IWG and upcoming activities. He added that the IWG would initiate activities related to heavy-duty vehicles during the third quarter of 2021, stating the expectation that a proposal for WP.29 may be ready by 2024.
92. The expert from OICA inquired on the possibility of splitting the IWG into two, one to address EDR and the other to address DSSAS.
93. The expert from the Netherlands, Co-Chair of IWG on EDR/DSSAD, reconfirmed that the group would continue as one group while holding dedicated sessions on the two topics.
94. The expert from the United States of America, Co-Chair of IWG on EDR/DSSAD, clarified that activities regarding heavy-duty vehicles would be initiated within the IWG during the third quarter of 2021, while the drafting of a new UN Regulation in this respect would depend on the position of all participants concerning the need for such a regulation.
95. The GRSG took note of the information provided by the Co-Chairs of the IWG on EDR/DSSAD and invited experts to actively participate in the work of the group.

The representative from the United States of America, Co-Chair of the IWG on EDR/DSSAD recalled the deliverables produced by the group in 2020: the DSSAD part of UN Regulation No. 157 and the work on a new UN Regulation on EDR. She informed WP.29 that the discussions on the document on EDR Performance Elements Appropriate for Adoption under the 1958 and 1998 Agreements related to the additional data-elements to be captured by an EDR had not been concluded by the group. She said the IWG welcomed any
guidance from WP.29 members on the elements in the document that were still in square brackets, but noted that document was not ready for final consideration by WP.29.
99. She requested extension of the mandate for the group until end of 2022. She noted that in 2020, the IWG focused its efforts almost entirely on drafting the UN regulation for EDRs and with that work completed, the group intended to focus on DSSAD as well as phase II of EDR, focusing on the extension of scope to heavy duty vehicles and buses in 2022.
100. The representative of the European Commission supported the extension of the IWG’s mandate and referred to the European Union programme of work that includes EDR related elements such as extension of scope to heavy duty vehicles in addition to DSSAD for automated vehicles.
101. The Chair of GRVA noted the close interlinkage of the activities of the IWG on EDR/DSSAD with IWGs on VMAD and FRAV. He urged the EDR/DSSAD IWG to prioritize the work on data storage systems for the calendar year ahead now that the EDR regulation had been sent to WP.29 and recalled that the mandate extensions for VMAD and FRAV would be addressed during the special session of AC.2 designated to the topic of vehicle automation.
102. WP.29 adopted the extension of the mandate for the IWG on EDR/DSSAD until 2022.

5. GRSG reviewed the proposals by IWG on EDR/DSSAD for Guidance on Event Data Recorder (EDR) Performance Elements Appropriate for Adoption in 1958 and 1998 Agreements (ECE/TRANS/WP.29/2020/100, as amended by GRSG-120-01 and GRSG-120-05), for a new UN Regulation on Event Data Recorder (ECE/TRANS/WP.29/2020/123, as amended by GRSG-120-02 and GRSG-120-05), and for a new 01 series of amendments to the new UN Regulation on Event Data Recorder (GRSG-120-03 and GRSG-120-05).
6. The expert from AAPC introduced document GRSG-120-06, on data elements for EDR. GRSG took note of the matters raised by the expert.
7. Following detailed technical discussions, including comments from experts from, Belgium, Germany, Italy, Japan, Netherlands, United Kingdom of Great Britain and Northern Ireland, United States of America, the European Commission, the AAPC and OICA, GRSG requested the secretariat to issue a consolidated version of amendments to document ECE/TRANS/WP.29/2020/100, proposal for Guidance on Event Data Recorder (EDR) Performance Elements Appropriate for Adoption in 1958 and 1998 Agreements Resolutions or Regulations, based on informal documents GRSG-120-01 and GRSG-120-05, as an official document with the unsolved elements between square brackets for consideration at the March 2021 WP.29 session.
8. GRSG adopted amendments to document ECE/TRANS/WP.29/2020/123, proposal for a new UN Regulation on Event Data Recorder, based on informal documents GRSG-120-02 and GRSG-120-05 and requested the secretariat to submit it as official document to WP.29 and AC.1 for consideration and vote at their March 2021 sessions.
9. Following detailed technical discussions, including comments from experts from, Belgium, Germany, Italy, Japan, Netherlands, United Kingdom of Great Britain and Northern Ireland, the European Commission and OICA, GRSG adopted a proposal for 01 series of amendments to the new UN Regulation on Event Data Recorder, based on informal documents GRSG-120-03 and GRSG-120-05 with square brackets removed related to the additional data elements (pages 22 and 23 of document GRSG-120-03) and requested the secretariat to submit it as official document to WP.29 and AC.1 for consideration and vote at their March 2021 sessions.
10. As the European Commission request to align transitional provisions with the dates provided by the EU General Safety Regulation did not find support by the other intervening contracting parties during the session, their representative envisaged that a related informal document would be provided by the European Commission to WP.29 for consideration at its March 2021 sessions, subject to the outcome of European Union internal process.

GRSG reviewed the proposals by IWG on EDR/DSSAD for Guidance on Event Data Recorder (EDR) Performance Elements Appropriate for Adoption in 1958 and 1998 Agreements (ECE/TRANS/WP.29/2020/100, as amended by GRSG-120-01 and GRSG-120-05), for a new UN Regulation on Event Data Recorder (ECE/TRANS/WP.29/2020/123, as amended by GRSG-120-02 and GRSG-120-05), and for a new 01 series of amendments to the new UN Regulation on Event Data Recorder (GRSG-120-03 and GRSG-120-05).
6. The expert from AAPC introduced document GRSG-120-06, on data elements for EDR. GRSG took note of the matters raised by the expert.
7. Following detailed technical discussions, including comments from experts from, Belgium, Germany, Italy, Japan, Netherlands, United Kingdom of Great Britain and Northern Ireland, United States of America, the European Commission, the AAPC and OICA, GRSG requested the secretariat to issue a consolidated version of amendments to document ECE/TRANS/WP.29/2020/100, proposal for Guidance on Event Data Recorder (EDR) Performance Elements Appropriate for Adoption in 1958 and 1998 Agreements Resolutions or Regulations, based on informal documents GRSG-120-01 and GRSG-120-05, as an official document with the unsolved elements between square brackets for consideration at the March 2021 WP.29 session.
8. GRSG adopted amendments to document ECE/TRANS/WP.29/2020/123, proposal for a new UN Regulation on Event Data Recorder, based on informal documents GRSG-120-02 and GRSG-120-05 and requested the secretariat to submit it as official document to WP.29 and AC.1 for consideration and vote at their March 2021 sessions.
9. Following detailed technical discussions, including comments from experts from, Belgium, Germany, Italy, Japan, Netherlands, United Kingdom of Great Britain and Northern Ireland, the European Commission and OICA, GRSG adopted a proposal for 01 series of amendments to the new UN Regulation on Event Data Recorder, based on informal documents GRSG-120-03 and GRSG-120-05 with square brackets removed related to the additional data elements (pages 22 and 23 of document GRSG-120-03) and requested the secretariat to submit it as official document to WP.29 and AC.1 for consideration and vote at their March 2021 sessions.
10. As the European Commission request to align transitional provisions with the dates provided by the EU General Safety Regulation did not find support by the other intervening contracting parties during the session, their representative envisaged that a related informal document would be provided by the European Commission to WP.29 for consideration at its March 2021 sessions, subject to the outcome of European Union internal process.

The expert from Netherlands, Co-Chair of IWG on Event Data Recorder (EDR) / Data Storage Systems for Automated Driving (DSSAD) introduced GRSG-120-04 containing a status report of the activities of IWG between October and December 2020, which included two sessions of the IWG on EDR/DSSAD and six sessions of Task-Forces on definitions, as well as of the progress achieved.
