66. The expert from the Russian Federation introduced ECE/TRANS/WP.29/GRVA/2019/25, proposing amendments to UN Regulation No. 90 on provisions on the approval making and the approval number. The expert from CLEPA thanked the expert from the Russian Federation for having developed an elegant and creative solution to the marking requirement. GRVA supported the proposal. GRVA also agreed to identify the provisions for Category L6 and L7 vehicles as being identical to the M1 and N1 provisions (as noted in GRVA-04-54). GRVA agreed that the Unique Identifier should not be used as an alternative to the marking provisions in the Regulation. GRVA asked the secretariat to add provisions on the marking size for small parts that could not accommodate the size provision in the Regulation. GRVA requested the secretariat to provide a consolidated text to WP.29 and AC.1 for review and vote at their March 2020 sessions.

WP.29 considered the IWG suggestions (WP.29-178-06) and endorsed ECE/TRANS/WP.29/2017/131/Add.2 as amended by WP.29-178-06.

78. The Chair of IWG on IWVTA reported on the outcome of the thirtieth session held in Paris on 21 June 2019.
79. WP.29 noted that IWG had planned to submit proposals, based on WP.29-178-05, for Supplement 1 to the original version of the regulation, Supplement 1 to the 01 series amendments to UN Regulation No. 0 as well as a proposal for the 02 series of amendments to UN Regulation No. 0 on uniform provisions concerning the IWVTA, to WP.29 for consideration and possible adoption at its November 2019 session.
80. WP.29 also noted that IWG planned to submit a proposed list of UN Regulations for IWVTA, Phase 2 to the WP.29 November session for consideration and possible endorsement.

The Secretary of WP.29 presented informal document WP.29-178-15, the List of Adopted Proposals at the March 2019 session of WP.29 and their expected entry into force, recalling that AC.1 had adopted at the time four new UN Regulations and 46 amendments and seven corrigenda to existing UN Regulations under the 1958 Agreement, that the corrigenda had already entered into force while the amendments would enter into force on 15 October 2019, and the new UN Regulations would enter into force on 15 November 2019.

7. AC.2 reviewed the revised Programme of Work for WP.29 (ECE/TRANS/WP.29/2019/1/Rev.1) and welcomed the work on strategic planning by the Chairs of GRBP and GRPE. Chairs of other Working Parties were requested to deliver their group’s priorities of work. This work of the GRs will be the basis for a more strategically oriented Programme of Work for WP.29.

53. The secretariat reported on the WP.29 considerations, at its June 2019 session, of the signalling requirements for automated/autonomous vehicles (ECE/TRANS/WP.29/1147, paras. 47–50). GRE noted that WP.29 had not been in a position to reach a common position and had referred this issue to WP.1. GRE noted that the Committee for Coordination of Work (WP.29/AC.2) had invited the WP.29 Working Parties (GRs) to identify their priorities with a view to including them into the Programme of Work of WP.29 (ECE/TRANS/WP.29/2019/1/Rev.1). GRE requested IWG SLR to prepare a draft list of GRE priorities.

The study highlighted that GRPE-related UN Regulations had no conflict with schedule 4 of the 1958 Agreement. GRPE acknowledged this outcome and asked the ambassador to report on this issue at forthcoming event of IWVTA.

He detailed the five remaining issues regarding UN Regulations Nos. 24, 49, 133 and forthcoming UN Regulations on WLTP and RDE. GRPE did not take any decision and recalled what had been discussed during the last session of GRPE in January 2019 (ECE/TRANS/WP.29/GRPE/78, paras. 59-61).

47. The expert from the EC introduced GRSP-65-16, explaining the content of the amended General Safety Regulation of the European Union. The new requirements aimed to reduce or to eliminate accidents and injuries in road transport. Moreover, he added that in addition to the safety measures to protect vehicle occupants, the implementation of specific measures to prevent fatalities and injuries of vulnerable users, such as cyclists and pedestrians. As a follow-up, he introduced a new proposal of amendments to UN Regulations (see agenda items Nos. 14, 15 and 23).

10. AC.2 discussed the document titled European Union Work priorities for 2019-2021 for ECE activities and requested the secretariat to transmit it to WP.29 for discussion (WP.29-177-18).
23. The representative of OICA stated that, in particular for the items related to automated and autonomous vehicles, continuous coordination of activities, clear identification and allocation of responsibilities, among the GRs is needed to avoid divergencies in the overall direction of activities.
24. The representative of the United States of America welcomed the document (WP.29-177-18) but invited interested contracting parties to also share their priorities for the work of WP.29 with the Forum and recalled that the priorities for work of the World Forum were contained in its Programme of Work document.

77. The World Forum noted that ECE/TRANS/WP.29/2018/165, Proposal for amendments to Schedule 4 of the 1958 Agreement had remained on the agenda because not all Contracting Parties were in the position to take a vote on this matter during the November 2018, 176th session of the World Forum. WP.29 also noted that ECE/TRANS/WP.29/2017/131, Revision 3 of the 1958 Agreement – questions and answers, was revised based on WP.29-176-22, and issued as ECE/TRANS/WP.29/2017/131/Add.1, a working document for the current session, in order to secure translation of the additional questions and answers content contained in WP.29-176-22 into the official ECE languages.
78. The representative of the Russian Federation sought guidance from WP.29 concerning national administrative and organisational setups (mechanisms) such as a ‘Technical Secretariat’ for e.g. the electronic exchange of information required by Revision 3 of the 1958 Agreement, specifically the newly established electronic platforms, the “343 app” and DETA.
79. WP.29 acknowledged the request of the Russian Federation, recommending an amendment of the Revision 3 of the 1958 Agreement – questions and answers document to address this matter.
80. The Russian Federation volunteered to prepare draft amendments to the Revision 3 of the 1958 Agreement – questions and answers document and submit it to World Forum for consideration at an upcoming session.
81. The World Forum considered the draft amendment to Schedule 4 of the 1958 Agreement (ECE/TRANS/WP.29/2018/165) and recommended its submission to AC.1 for voting.

63. The GRPE Ambassador to IWG on IWVTA introduced GRPE-78-06 which reviews the provisions about approval numbering in UN Regulations developed and maintained by GRPE. He highlighted, for example, the impossibility for certain characters to be used in approval numbering such as “*” that were used in UN Regulations Nos. 115 and 143 to specify fuel type.
64. The Chair asked each Contracting Party to request their Type Approval Authorities if the approval numbering was in compliance with Schedule 4 of the 58 Agreement.
65. The representatives from France, the Netherlands and UK committed themselves to internally verify this compliance.
