97. The representative of the European Union, on behalf of the Chair of the IWG on DETA, presented informal document WP.29-176-23. He mentioned that the expert from CITA offered to fund the development of the Declaration of Conformance (DoC) functionality in DETA as it may offer a platform for exchanging information about permissible vehicle software (including version numbers and integrity validation data) for various use cases and stakeholders including PTI and also for providing type approval information for the benefit of the PTI process as stated in WP.29-176-18.
98. The representative of OICA stated the highly confidential nature of documents stored in DETA and highlighted the need to create access rights that would respect their intellectual property and confidentiality. He proposed that WP.29 clarify who would be able to access the documents in DETA. The representative of Germany offered that IWG on DETA explore the possibility to organize a WebEx meeting to work on this issue and proposed that only type approval authorities should have access to the DETA, in a first stage.
99. The representative of France sought clarification whether the starting date for the use of DETA in its productive phase is meant to have an optional or mandatory nature.
100. The representative of Tunisia highlighted the importance to have secured and reliable access to trustworthy type approval documentation in the shortest time frame possible to allow the verification of authenticity of type approval documentation.
101. The representative of Spain requested further information on the status of the availability of a manual detailing the protocol to access and use DETA.
102. The representative from EuroMed mentioned that access to DETA was critical for all EuroMed countries and requested information on the ways to access to DETA.
103. The representative of Global NCAP explained, as an example, that South American countries envisaged applying United Nations regulations as an interim measure until they potentially accede to the 1958, 1997 and 1998 Agreements. He stated that these countries, not yet contracting party to the agreements would need access to DETA and that it might accelerate the adhesion process.
104. The secretariat invited the heads of delegations to provide the secretariat with the Single Point Of Contact (SPOC) on the designation of type approval authorities and technical services that would receive credentials for accessing the application for introducing new or changes to existing information.
105. The representative from CITA introduced a proposal for a next evolution of DETA by presenting WP.29-176-18 on individual vehicle specific information on permissible vehicle software. This would support the process of Periodic Technical Inspection (PTI) of modern vehicles, which is an important factor for road safety.
106. CITA confirmed its financial contribution for the development of the Document of Conformity (DoC) module of DETA without any preconditions.
107. The representative of the United Kingdom expressed, in principal, his agreement to the availability of software information (RxSWIN) for the purpose of PTI, nevertheless, questions on confidentiality and data security need to be solved first.
108. The representative of OICA recalled ongoing work in the Task Force on Cyber security, where software information is handled as software identifier RxSWIN, and introduced as part of the type approval certificate.
108 bis. The representative from the Netherlands supported this. The WP.29 Chair expressed the need for coordination between the Task Force on Cyber Security and the IWG on DETA on this issue.
109. Addressed by the WP.29 Chair on financial contributions to the further development of DATA for the module of the Unique Identifier (UI): - CLEPA stated that a budget had been reserved and awaited the outcome of Executive Committee (EXCOM) discussions on the ECE budget proposal, an anticipated funding was envisaged for 2019;
- ETRTO confirmed its commitment to contribute to funding UI; and
- OICA reiterated their willingness to contribute to developing UI, if CLEPA, ETRTO and other stakeholders would do so.

72. The representative of the European Union, on behalf of the Chair of the IWG on DETA, presented the informal document WP.29-175-16 detailing the state of play of the development of DETA. She requested an update by the secretariat on actions taken for the financing of DETA under the ECE regular budget. She added that the IWG on DETA was initiating a pilot project in August 2018. So far, six institutions have volunteered to participate in the pilot project, and the IWG was willing to welcome more volunteers to test the functioning of DETA.
73. The WP.29 Secretary referred to the new United Nations budget process (informal document WP.29-175-26). The hosting and maintenance costs of DETA had been added under Part III of the draft ECE budget proposal for 2020, and would follow the internal procedure within ECE and at United Nations Headquarters leading to a general assembly resolution.
74. WP.29 welcomed that OICA and CITA, respectively, would contribute to the development of the Unique Identifier and Declaration of Conformance modules and would act as contractor vis-à-vis the software provider.
75. The representative of ETRTO stated that he would also contribute on the condition that DETA would be migrated to the United Nations servers by 2020.
76. The representative of CLEPA clarified that he would also contribute once DETA would be on United Nations servers.
77. The representative of the European Union requested a better coordination of funders to make DETA a reality in the short term. In this context, the secretariat reiterated that contribution from contracting parties would also be welcomed.
78. The representative of the Russian Federation expressed his interest of being involved in the testing of the DETA system. The importance of the activity in testing the DETA system was also conditioned by the present work for the soon planned start of the electronic Whole Vehicle Type Approval (WVTA) in the Russian Federation.

The Chair of the IWG on DETA presented the existing numerous benefits of DETA as well as those of the future further development of this data exchange system, with possible linkages to other parties engaged in the vehicle regulatory process, such as vehicle certification agencies, vehicle registration authorities, vehicle testing centres, enforcement authorities or customs and thus providing a seamless flow of vehicle related technical information among themselves (WP.29-174-19).

76. The Chair of the IWG on DETA reported on the last meeting of the IWG (WP.29‑174-05) highlighting the importance and necessity of having DETA operational and expressed his hopes to have a positive decision towards the financing of DETA under regular budget by EXCOM, as alternative financing solutions were proven not to be feasible in the short term. He also proposed, in this context, to rename DETA to better reflect its universal use.
77. WP.29 recognized the huge efforts made by Germany and thanked the German Government for its offer and decided to proceed towards scenario 3. WP.29 requested the UNECE secretariat to take the necessary steps to request financing for the hosting of DETA under regular budget. The World Forum invited the IWG on DETA to continue work on further software developments for the Unique Identifier (UI) and the Declaration of Conformance (DoC).
78. The representative of the United Kingdom reiterated his country’s willingness to contribute to the hosting of DETA based on an equal share with all other contracting parties.
79. The representative of OICA expressed the willingness of his organization to financially contribute to the development of the software for the UI with $50,000, as previously requested by WP.29, however the software for the DoC was not in the core interest of the automotive industry for the time being, but, with additional features such as information on software versions of electronically controlled vehicle systems, this position could change. He stressed that OICA would only invest in DETA once long-term assurance of its operation is granted, independent of the solution.
80. The representatives of CLEPA and ETRTO expressed a positive attitude towards financial contributions for the future development of DETA, once its operation at UNECE was secured.
81. The representative of IMMA stated that, considering current situation and government program status, IMMA is neutral towards DETA and hence currently has no interest to participate in the sponsoring of the Unique Identifier.
82. The representative of Germany stressed the fact that access to type approval data via DETA was important for the approval process, which is an authoritative task of the government. He therefore advised WP.29 to consider that the financing of DETA operation and further development should not be covered by the industry but preferably by the regular budget.
83. The representative of CITA stated the readiness of his organization to collaborate on, and to contribute to the further development of DETA, as access to information was crucial for performing Periodic Technical Inspections (PTI).
84. The representative of Australia expressed the willingness of his Government to contribute to the financing of DETA.

63. The secretariat updated WP.29 about developments on the hosting of DETA by UNECE and the discussion of the UNECE Executive Committee (EXCOM) related to financing DETA (WP.29-173-04). The representative of the European Union gave, on behalf of the Chair of the IWG on DETA, a status report of the activities of the group at its thirtieth meeting. The secretariat presented WP.29-173-15 on behalf of the Chair of the IWG, explaining (i) what DETA is, (ii) the link between DETA and the activities of the WP.29, (iii) the expected benefits, (iv) the potential additional features of DETA, and (v) three scenarios to organize the migration of DETA to UNECE. He explained that scenario one corresponded to a stand-alone project as presented in WP.29-173-04, scenario two was based on scenario one but with important savings realized in segmenting the project and obtaining additional human resources through a Junior Professional Officer financed by one Contracting Party (potentially Germany). Scenario three was presented by the representative of Germany (WP.29-173-13) and proposed to temporarily host and finance DETA under the condition that UNECE takes over DETA under regular budget at the latest from 2022 onwards2 and that the industry covers the development costs of the Unique Identifier and the Declaration of Conformity. Scenario three would allow an implementation date of DETA by mid 2018.
63 bis. Germany also presented a proposal (WP.29-173-13) to rename DETA which will be considered at the next session of WP.29 in March 2018.
64. WP.29 preferred the scenario three and thanked Germany for its offer. The representative of OICA clarified that their possible commitment covered only a fair share of the development costs of the Unique Identifier and mentioned that other industries and governments would also benefit from this DETA development and therefore should also contribute. The representatives of IMMA and CLEPA stated on the question of sponsoring the development of the Unique Identifier as part of the DETA-project, that they were studying the question and could not make any commitment at this time. The representative of Germany hope but cannot assure that the offer can be maintained for the March 2018 session of WP.29. The Chair urged all Contracting Parties to the 1958 Agreement and all stakeholders to find a solution for the financing for DETA before the next session of WP.29 in March 2018.
65. In parallel, WP.29 requested the secretariat and the IWG on DETA to reflect on the proposal made by the representatives of Australia, Austria and South Africa to explore ways to extend DETA with a feature allowing to charge users on a subscription basis, per download and/or upload of Type Approval documentation, as an alternative way to finance the hosting of DETA at UNECE, on the condition that this would not delay the installation of DETA at UNECE.
2 Note by the secretariat: as UN Regular Budget is decided by Member States at the UN General Assembly, UNECE is not in the position to commit at this stage.

As the UNECE at the moment is still not in the position for financing DETA, Germany offers to host DETA and bear the one-time license, ramp-up, and annual running costs beginning second quarter 2018 until 2021 subject to certain conditions.

63. The secretariat updated WP.29 about developments on the hosting of DETA by UNECE and the discussion of the UNECE Executive Committee (EXCOM) related to financing DETA (WP.29-173-04). The representative of the European Union gave, on behalf of the Chair of the IWG on DETA, a status report of the activities of the group at its thirtieth meeting. The secretariat presented WP.29-173-15 on behalf of the Chair of the IWG, explaining (i) what DETA is, (ii) the link between DETA and the activities of the WP.29, (iii) the expected benefits, (iv) the potential additional features of DETA, and (v) three scenarios to organize the migration of DETA to UNECE. He explained that scenario one corresponded to a stand-alone project as presented in WP.29-173-04, scenario two was based on scenario one but with important savings realized in segmenting the project and obtaining additional human resources through a Junior Professional Officer financed by one Contracting Party (potentially Germany). Scenario three was presented by the representative of Germany (WP.29-173-13) and proposed to temporarily host and finance DETA under the condition that UNECE takes over DETA under regular budget at the latest from 2022 onwards2 and that the industry covers the development costs of the Unique Identifier and the Declaration of Conformity. Scenario three would allow an implementation date of DETA by mid 2018.
63 bis. Germany also presented a proposal (WP.29-173-13) to rename DETA which will be considered at the next session of WP.29 in March 2018.
64. WP.29 preferred the scenario three and thanked Germany for its offer. The representative of OICA clarified that their possible commitment covered only a fair share of the development costs of the Unique Identifier and mentioned that other industries and governments would also benefit from this DETA development and therefore should also contribute. The representatives of IMMA and CLEPA stated on the question of sponsoring the development of the Unique Identifier as part of the DETA-project, that they were studying the question and could not make any commitment at this time. The representative of Germany hope but cannot assure that the offer can be maintained for the March 2018 session of WP.29. The Chair urged all Contracting Parties to the 1958 Agreement and all stakeholders to find a solution for the financing for DETA before the next session of WP.29 in March 2018.
65. In parallel, WP.29 requested the secretariat and the IWG on DETA to reflect on the proposal made by the representatives of Australia, Austria and South Africa to explore ways to extend DETA with a feature allowing to charge users on a subscription basis, per download and/or upload of Type Approval documentation, as an alternative way to finance the hosting of DETA at UNECE, on the condition that this would not delay the installation of DETA at UNECE.

7. On behalf of the Informal Working Group ‘Simplification of the Lighting and Light-Signalling Regulations’ (IWG SLR), the expert from GTB reported on the progress and schedule of IWG SLR (GRE-78-34) in preparing the three new simplified UN Regulations on Light-Signalling Devices (LSD), Road Illumination Devices (RID) and Retro-Reflective Devices (RRD). He presented a draft LSD Regulation (ECE/TRANS/WP.29/GRE/2017/9), amendments to Regulations Nos. 48, 53, 74 and 86 that group the definitions and introduce references to the new simplified Regulations (ECE/TRANS/WP.29/GRE/2017/10, ECE/TRANS/WP.29/GRE/2017/11, GRE-78-11, GRE-78-12, GRE-78-13, GRE-78-14, GRE-78-15 and GRE-78-20), and the new transitional provisions to Regulations Nos. 3, 4, 6, 7, 19, 23, 27, 38, 50, 69, 70, 77, 87, 91, 98, 104, 112, 113, 119 and 123 (ECE/TRANS/WP.29/GRE/2017/13). The expert from India commented on the IWG SLR proposals (GRE-78-26).
8. GRE agreed that the new UN Regulations and the necessary amendments to the existing Regulations should be adopted as a package, possibly at the next session. GRE was of the view that all definitions should be moved to one place and that Regulation No. 48 would be the best choice for that purpose, in spite of the fact that not all Contracting Parties to the 1958 Agreement applied this Regulation. GRE also agreed, in principle, that the transitional period to start the application of the new UN Regulations should be twenty-four months, as proposed by IWG SLR in the draft transitional provisions. GRE decided to revert to this issue once the timeline for the entry into force of the new UN Regulations was known, and which depends on IWG SLR progress.
9. The expert from Germany drew the attention of GRE to the non-availability of the electronic database for the exchange of type approval documentation (DETA) and the Unique Identifier (UI) at the time of the entry into force of the new UN Regulations (GRE-78-27). This might create difficulties for applying approval markings and would make the full benefits of SLR impossible to reap. GRE agreed that the new UN Regulations should include a substitute solution of quasi-traditional approval markings pending the availability of UI.
10. On behalf of IWG SLR, the expert of GTB presented a new concept of “change index” which aims to adapt and simplify the traditional approval markings in the context of the new LSD Regulation (GRE-78-35 and Rev.1). In particular, he proposed a table that lists all devices covered by the LSD Regulation and indicates the series of amendments with the most stringent requirements for each device. Following an in-depth discussion, GRE felt that having in the approval marking both series of amendments and a change index would be superfluous. A number of experts spoke in favour of indicating the series of amendments only, preceded by the Regulation number. The expert from UK pointed out the need to study how the proposed solution would work for extension of type approvals. The Chair requested IWG SLR to address this issue and invited the expert from UK to contribute.
11. GRE requested IWG SLR to consult the European Committee of Associations of Manufacturers of Agricultural Machinery (CEMA) about the draft amendments to Regulation No. 86. GRE also noted that IWG SLR would consult the IWG on the International Whole Vehicle Type Approval (IWVTA) about the approval markings for the new LSD Regulation.

66. On behalf of the Chair and the Secretary of the IWG on DETA, the representative of the EU conveyed the requests of the IWG. The IWG on DETA requested (i) WP.29 to request the Executive Committee (EXCOM) to endorse the decision of the ITC at its forthcoming March 2017 session, (ii) the WP.29 Secretariat to inform the permanent missions of Contracting Parties represented in EXCOM of the upcoming budget request and of the discussions on the DETA financing, (iii) WP.29 to advise on suitable options for extra-budgetary financing other than the proposed Trust Fund to finance the development costs of the new DETA functions, (iv) Delegations to consider potential pledges to contribute financially to the development costs of DETA and (v) WP.29 to consider their request presented in WP.29-171-16. WP.29 noted the justifications presented in WP.29-171-16 and endorsed the recommendation for the UN Secretariat to consider initiating a procedure in the best interest of the Contracting Parties especially addressing the tight time line so that DETA would be available when the Rev.3 of the 1958 Agreement would enter ito force such as the Sole Source purchase procedure as listed in the United Nations Procurement Manual.

66. The secretariat informed WP.29 about developments related to the establishment and hosting of DETA by UNECE. The Director of the UNECE Program Management Unit (PMU) informed the World Forum that, due to the upcoming budget cuts s, the establishment and hosting of DETA could not be financed from the UNECE biennial Regular Budget. The Director of the Sustainable Transport Division emphasized that the Division services 70 per cent of the meetings and produces 40 per cent of all parliamentary documents of UNECE. Therefore, it cannot absorb additional work within existing resources which have been further reduced in the 2016-2017 biennium.
67. The Director of PMU proposed an alternative option of submitting Programme Budgetary Implications (PBI) on the decision for establishing DETA under the UNECE auspices. She stated that the process would require patience and firm commitment from the Contracting Parties, since the decision-making process on budgetary issues is lengthy and depends on the Member States both in Geneva and New York.
69. The World Forum requested the Secretariat to share information on the PBI process in writing as it would be very useful for the capitals and reaching out to the delegates in New York.

30. Finally, GRSP noted GRSP-60-02, tabled by the expert from the Netherlands, to prevent the use of a Unique Identifier (UI), as allowed in future Revision 3 of the 1958 Agreement, since the type approval mark carries relevant information for the users. GRSP requested the secretariat to distribute GRSP-60-02 with an official symbol at its May 2017 session.
36. The expert from France also furthermore introduced two parallel amendments to the 01 and 02 series of amendments to the Regulation that provide editorial corrections to the text (ECE/TRANS/WP.29/GRSP/2016/22 and ECE/TRANS/WP.29/GRSP/2016/23). GRSP adopted ECE/TRANS/WP.29/GRSP/2016/22, as amended by Annex V to this report (GRSP-60-09-Rev.2) and ECE/TRANS/WP.29/GRSP/2016/23, as amended by Annex V to the report (GRSP-60-08-Rev.1). The secretariat was requested to submit: (a) ECE/TRANS/WP.29/GRSP/2016/22, as Supplement 2 to the 01 series of amendments and (b) ECE/TRANS/WP.29/GRSP/2016/23, as part of (see para. 35) draft Supplement 1 to the 02 series of amendments to Regulation No. 129, for consideration and vote at the June 2017 sessions of WP.29 and AC.1. Referring to the discussion held under agenda item 14 (see para. 30 above), GRSP requested the secretariat to distribute GRSP-60-02 with an official symbol at its May 2017 session, and specifically for the text dedicated to Regulation No. 129. Finally, GRSP agreed to seek the endorsement of WP.29 at its March 2017 sessions to extend the mandate of the IWG until December 2017.

11. GRE had a first exchange of views on the need to streamline approval markings of lighting and light-signalling devices as part of the SLR process. The expert from GTB reported on their participation in the WP.29 Informal Working Group on the Database for the Exchange of Type Approval (IWG DETA) and the future application of the Unique Identifier (UI) and DETA in accordance with Schedule 5 of the revised 1958 Agreement (GRE-76-24-Rev.1). GRE was of the view that UI and DETA would be indispensable for the purposes of SLR and called for their introduction without delay. At the same time, GRE experts pointed out that the application of UI for new series of amendments and for extensions of existing type approvals should be clarified. GRE noted that IWG DETA would soon publish guidelines (a ‘questions and answers’ document) which should address these issues.

Mr. Secretary shows on screen the ‘try-out version’ of DETA. Then explains document DETA-22-04e rev. 01. This document shows the attributes currently in as well as proposals for attributes to be added. It is decided to modify the document to distinguish between approvals for systems/components and IWVTA’s and to make clear which attributes should be entered by the TAA, which attributes may be entered by the manufacturers or which are generated automatically by the DETA system.
The group is in favour of deleting some attributes currently in. Mr. Secretary will put these between square brackets and will check before next session the reason for these attributes within ETAES.
With regard to the attribute “Commercial Name(s)” it is recognized that the type approval may include more commercial names where the DoC applies to a single vehicle and can have only one commercial name. Because this situation results in the technical difficulty of generating the DoC with the corresponding commercial name, and because the commercial name is not necessary for the purpose of the DoC, SGR0-18 will be requested to remove the commercial name from the DoC.
Finally it has been decided that the user manual for DETA should give a precise description/definition of the various attributes.
Further details with regard to the outcome of this discussion will be included in DETA-22-04e rev. 02.

The representative of the software house T-Systems explains the state of play. There is no issue with regard to the first step of exchanging approvals (pdf files) between Type Approval Authorities. With regard to the second step, where manufacturers are involved exchanging information on single vehicles (DoC), the representative requests, for technical reasons, to include the variant/version into the attributes. However, as the “type” refers to one conformance level only, it is concluded that the attribute “type” should be sufficient. The representative of T-Systems will confirm before next meeting if this is achievable.
Also it is decided that the grey coloured solutions in document DETA-21-04e need to be deleted as these solutions are not yet agreed with.
The group furthermore confirmed that it is the manufacturers responsibility to upload the correct VIN information to DETA.

57. The secretariat presented informal document WP.29-166-07 detailing the different financing options for DETA. The secretariat explained that there were two options to cover financing: either by UN regular budget or by extra-budgetary funds. The secretariat noted that the option of establishing a trust fund (an example of extra-budgetary), would be the preferred option of the secretariat.
58. The representatives of Belgium, Germany, the Netherlands, and Switzerland expressed their support of funding DETA by additional regular UN budget. The secretariat explained that the request for additional budget should come from the member States and that the secretariat was searching for precedent cases, so that the practical steps on how to proceed could be identified.
59. The representative of Germany offered to host DETA in the beginning by his country, if necessary, until UN financing issues are resolved.
60. The World Forum decided to continue discussions on the matter at the next session of WP.29.

52. The Secretary of the Informal Working Group on DETA reported on the meeting of the informal group held on 9 March 2015. He noted that the financing of DETA should be included in the regular budget of the UNECE. He added that the IWG on DETA would provide guidance on DETA and the use of the Unique Identifier. He informed WP.29 that a drafting group would meet in the beginning of April and WP.29 delegates were invited to participate in this meeting. He informed WP.29 that Mr. Guiting (Netherlands) had agreed to take over the tasks of the Secretary of the IWG as of June 2015.
53. The secretariat informed WP.29 that the financing of DETA was not covered by the draft regular budget 2016/2017 of the UNECE. The secretariat offered to explore options for financing DETA by extrabudgetary resources and to present them to WP.29 at the June 2015 session.

The secretariat delivered a presentation (GRE-71-21) outlining the progress made in establishing the Database for the Exchange of Type Approval documentation (DETA) which, inter alia, would allow the simplification of the approval markings by implementing the “unique identifier” (UI) function. GRE noted that, until all Contracting Parties adopt the DETA marking scheme, the use of UI may remain optional, unless stated otherwise in a given UN Regulation. GRE agreed to resume consideration of this item at its October 2014 session.

54. The Chair of the informal group on DETA presented an interim report and informed WP.29 that his group had concluded, at its meeting held in Geneva on 11 March 2013, the first stage. He introduced WP.29-159-21 proposing an updated roadmap on the implementation procedure for a database facilitating the exchange of type approval documentation, including IWVTA. He sought the endorsement by WP.29 on the proposed approach, if possible for the June 2013 session in order to be in the position to insert the appropriate amendments into the revision of the 1958 Agreement. Some concerns were raised and the Chair of the informal group announced that a revised document would be transmitted to the secretariat for its distribution with an official symbol at the June 2013 session.

The UNECE secretariat informed the group that UNECE can accept the text with regard to the financing of DETA and suggested to deleted the specific reference to ISU. The report will be amended accordingly.
This means that the costs can be taken over as from 2015. The chair indicated that the date would be March 2015 and that this shall be preceded by a try-out phase. The roadmap will indicate for March 2014 the assistance to UNECE by the chairman and the secretariat of DETA for the change of server and application.

The IWVTA subgroup SG58 that is drafting the new text of the 1958 Agreement in order to make the agreement more attraction for new counties will propose that once a new country has become a Contracting Party it acceeds to a Regulation, it can grant approvals to all series of amendments provided it has the technical competence and has to accept approvals to the latest version of the regulation. When approvals are granted to previous series of amendments (the text of former series will be cast in stone) it will be including all supplements for that series of amendments.
The IWVTA subgroup SGR0 prepares a new Regulation 0 for an international whole vehicle type approval. For making it attractive for new countries a certain level of flexibility is needed; two suggestions are made:
- - the secretariat of UNECE suggested a two levels of stringency, level 00 on the lowest level and level 01 of the highest level for the European Union; amendments would have the format of a supplement,
and
- - OICA suggested the approach of a universal type approval with the application of several separate regulation and a lower level on the basis is (some) previous versions of separate UN regulation as a type approval with limited acceptance.
Both subgroups will meet again in January 2013, where the suggestions for amending the 1958 Agreement and the draft Regulation should include proposals from DETA on the application of DETA and the Unique Identifier. These groups might also discuss a proposal from the Netherlands on the numbering of type approvals and their marking.
As one of the major tasks the informal group DETA also considered document DETA-16-04 from the expert from the UK in which an entry will be introduced in the revised 1958 Agreement for the use of the DETA system in article 5 and an Unique Identifier in article 2. Further details (like the use of DETA) should be specified in an appendix [X] to the Agreement.
DETA shall be used where a regulation requires so or when a copy of an approval is requested. The documents to be stored in the database shall be those specified in each Regulation. Where the approval is stored in the database the “standard” approval marking may be replaced by the Unique Identifier. The document is after discussion revised as DETA-16-04rev.1 . Up to 7 December it is possible to send comments on this document to the secretariat of DETA; after that, the result will be sent to WP.29 as official document and to the subgroups of IWVTA as well for discussion in their January meetings. Document DETA-15-06 has been superseded by DETA-16-04Rev.1.
IG-DETA also discussed the topic of access rights and concluded that, once the systems is operational, this has to arranged in a guidance document.

9a. DETA access rights

The representative of OICA informed the IG that document DETA-15-04 has presented in the previous meeting and is only intended for information.
As a solution is available for the financing of DETA document DETA-15-05 is not up to date anymore and not relevant anymore for step 1 of the development of DETA.
Both documents remain as reference document available.
9b Benefits by using DETA for the different user groups

The informal group also noted a presentation (DETA-16-03) by GTB on the simplification of the approval marking. It contains:
- - the approach of replacing approval markings by a Unique Identifier,
- - the information to be included in the database like a photo and the approved functions and
- - changes required to the Regulations with regard to the application of approval, markings, composition of approval marking, Communication form and example of approval marks.
The informal group concluded that also other devices than lighting devices might benefit by a similar approach, to be decided by the relevant GR.
9c New approach on lighting regulations
Finally the IG stressed the necessity that the approval, especially the photo, will only be available in the database as from a date as agreed with the manufacturer.
The system is available for the try-out and documents can be uploaded; it also means that Contracting Parties may request for access to the system.

The secretariat gave feedback from the meetings on the IWVTA that were held on 20 to 22 June in Paris. The proposals from DETA (DETA-15-03) were not discussed in the 2 working groups but only in the informal group IWVTA, which expressed its concerns on the proposed mandatory use of DETA for all approvals.
DETA took note of a proposal (DETA-15-06) from the chairman and the secretariat for a more limited amendment of the 1958 Agreement, which has been changed during the meeting according DETA-15-06rev.1. In addition the UN secretariat suggested to align the wording with document ECE/TRANS/WP.29/1044/Rev.1 and replace “ equipment” by “systems and components”.
After a discussion the DETA group concluded that the following approach could be suggested to IWVTA:
- - a limited amendments to article 5 of the Agreement stating that the notification concerning approvals should be according the procedures in a new appendix (placeholder) with administrative provisions;
- - the administrative provisions should give several options for the distribution of type approval data including the possibility of the use of a common secure electronic data exchange system (DETA),
- - the specification in each regulation which procedure might or has to be used (for Regulation 0 the DETA system) and
- - in cases where the Unique Identifier will be used or otherwise requested in a separate Regulation the DETA system shall be applied.
The ECE stressed this to be structured in the DETA meetings for showing the benefits of DETA.
To give further input to the next meetings of the two IWVTA subgroups all delegated will inform the secretariat before the end of August with topic that has to be dealt with in the relevant placeholder, which the chair and secretariat will convert into a proposal for IWVTA in September.

The informal group noted two presentations by OICA on the rights (creating, reading, deleting) and the benefits of a DETA system for approval authorities, vehicle manufactures and part manufactures. A further discussion on both topics is needed in November.
Finally the informal group noted a clarification by GTB on its informal document 12 of the 157th meeting of WP.29. There are concerns in WP.29 that the present regulations are design restrictive and that many amendments are needed to facilitate innovations, very often for design reasons. Long procedures for implementing the amendments of the regulations in some countries prevent innovations to be quickly applied in those markets. Therefor GTB wants to make the regulations performance based what could result in grouping several individual device regulations into one regulation having general provisions and specific requirements for each device in an Annex. As the series of amendments will most likely be different for each device it is important to replace the approval marking by a unique identifier/number as foreseen by DETA.

The informal group also noted a presentation (DETA-16-03) by GTB on the simplification of the approval marking. It contains:
- - the approach of replacing approval markings by a Unique Identifier,
- - the information to be included in the database like a photo and the approved functions and
- - changes required to the Regulations with regard to the application of approval, markings, composition of approval marking, Communication form and example of approval marks.
The informal group concluded that also other devices than lighting devices might benefit by a similar approach, to be decided by the relevant GR.

Finally the IG stressed the necessity that the approval, especially the photo, will only be available in the database as from a date as agreed with the manufacturer.

The secretariat gave feedback from the meetings on the IWVTA that were held on 20 to 22 June in Paris. The proposals from DETA (DETA-15-03) were not discussed in the 2 working groups but only in the informal group IWVTA, which expressed its concerns on the proposed mandatory use of DETA for all approvals.
DETA took note of a proposal (DETA-15-06) from the chairman and the secretariat for a more limited amendment of the 1958 Agreement, which has been changed during the meeting according DETA-15-06rev.1. In addition the UN secretariat suggested to align the wording with document ECE/TRANS/WP.29/1044/Rev.1 and replace “ equipment” by “systems and components”.
After a discussion the DETA group concluded that the following approach could be suggested to IWVTA:
- - a limited amendments to article 5 of the Agreement stating that the notification concerning approvals should be according the procedures in a new appendix (placeholder) with administrative provisions;
- - the administrative provisions should give several options for the distribution of type approval data including the possibility of the use of a common secure electronic data exchange system (DETA),
- - the specification in each regulation which procedure might or has to be used (for Regulation 0 the DETA system) and
- - in cases where the Unique Identifier will be used or otherwise requested in a separate Regulation the DETA system shall be applied.
The ECE stressed this to be structured in the DETA meetings for showing the benefits of DETA.
To give further input to the next meetings of the two IWVTA subgroups all delegated will inform the secretariat before the end of August with topic that has to be dealt with in the relevant placeholder, which the chair and secretariat will convert into a proposal for IWVTA in September.

The IWVTA subgroup SG58 that is drafting the new text of the 1958 Agreement in order to make the agreement more attraction for new counties will propose that once a new country has become a Contracting Party it acceeds to a Regulation, it can grant approvals to all series of amendments provided it has the technical competence and has to accept approvals to the latest version of the regulation. When approvals are granted to previous series of amendments (the text of former series will be cast in stone) it will be including all supplements for that series of amendments.
The IWVTA subgroup SGR0 prepares a new Regulation 0 for an international whole vehicle type approval. For making it attractive for new countries a certain level of flexibility is needed; two suggestions are made:
- - the secretariat of UNECE suggested a two levels of stringency, level 00 on the lowest level and level 01 of the highest level for the European Union; amendments would have the format of a supplement,
and
- - OICA suggested the approach of a universal type approval with the application of several separate regulation and a lower level on the basis is (some) previous versions of separate UN regulation as a type approval with limited acceptance.
Both subgroups will meet again in January 2013, where the suggestions for amending the 1958 Agreement and the draft Regulation should include proposals from DETA on the application of DETA and the Unique Identifier. These groups might also discuss a proposal from the Netherlands on the numbering of type approvals and their marking.
As one of the major tasks the informal group DETA also considered document DETA-16-04 from the expert from the UK in which an entry will be introduced in the revised 1958 Agreement for the use of the DETA system in article 5 and an Unique Identifier in article 2. Further details (like the use of DETA) should be specified in an appendix [X] to the Agreement.
DETA shall be used where a regulation requires so or when a copy of an approval is requested. The documents to be stored in the database shall be those specified in each Regulation. Where the approval is stored in the database the “standard” approval marking may be replaced by the Unique Identifier. The document is after discussion revised as DETA-16-04rev.1 . Up to 7 December it is possible to send comments on this document to the secretariat of DETA; after that, the result will be sent to WP.29 as official document and to the subgroups of IWVTA as well for discussion in their January meetings. Document DETA-15-06 has been superseded by DETA-16-04Rev.1.
IG-DETA also discussed the topic of access rights and concluded that, once the systems is operational, this has to arranged in a guidance document.
The IG also agreed that document DETA-15-03-rev.1 with amendments to the draft Regulation 0 should be forwarded to the IWVTA-SGR0 as input from the DETA group. If adopted by that SGR0 there is no need to send it to WP.29 as well.

He introduced WP.29-156-24 proposing a feasible roadmap for the further development of DETA. The representative of the Netherlands recalled that the initial goal of DETA was aimed at simplifying the markings of components and, therefore, especially invited CLEPA and GTB to participate in the informal meetings. The representative of United States of America raised concerns on the prioritization of requested financing scheme for DETA, given the limited resources of the WP.29 secretariat.

He underlined that one of the main final objectives of DETA was the simplification of the markings required in UN Regulations and the establishment of the future IWVTA. He announced the informal group’s intention to develop a further Appendix to the 1958 Agreement clarifying the administrative procedure for possible use of DETA. Referring to WP.29-156-24, he volunteered to prepare a more detailed and updated road map for the development of DETA. He also announced the group’s intention to develop a concrete financing scheme for the launching phase (three years) of the DETA system, taking into account the possibility of UNECE to take over hosting the DETA system after the launching phase.
43. Recalling the discussion at the previous session of WP.29, the Chair of DETA reiterated the need for decisions by the World Forum, at its November 2012 session, on a number of administrative and legal issues listed in ECE/TRANS/WP.29/2012/35.

41. The Chair of the informal working group on DETA reported on the progress made by the group at its meeting held in Geneva on 12 November 2012. He withdrew ECE/TRANS/WP.29/2012/35 and WP.29-156-24. He announced the intention of the informal group to present an interim report, including an updated road map, on the way to move forward with the establishment of DETA, for consideration by WP.29 at its March 2013 session. He expressed the intention of DETA to submit in due time proposals to both subgroups of IWVTA for consideration in January 2013. The representative of OICA referred to informal document WP.29-150-20 and to document ECE/TRANS/WP.29/2010/143, referring to a possible simplification of marking.
42. The Chair of the group informed WP.29 that the testing phase was launched and that all interested Contracting Parties could now have access to the DETA database.

The secretariat of the UN reports that AC2 has decided to defer the decision on the questions raised in document (ECE/TRANS/WP.29/2012/35) on the legal basis of DETA in the 1958 Agreement, the steering committee, implementing of DETA in different stages, financing, the server and unique identifier to the November meeting. Especially the European Commission needs more time to decide on the link with the International Whole Vehicle Type Approval (IWVTA).
He also informed that the chairman and secretariat will get mandate to upload documents on the website of DETA in order to reduce the workload for the UN secretariat.

As the question list did not lead to the respective answers in WP.29 the chairman proposes to withdraw document ECE/TRANS/WP.29/2012/35 and to replace it by an interim report on the future approach. The representatives of the UK, Germany and the Netherlands will prepare within 3 weeks a first draft which will be finalised by a correspondence group. It will contain the work done by the informal DETA group, a final proposal for DETA and proposal for amending – in parallel the IWVTA will be informed about the DETA outcome- the text of the 1958 Agreement and the draft Regulation 0. As a solution is found for the financing of the DETA system there is no more need for a special steering group; adjustments of the system can be done through an informal group under WP.29. The interim report will either be an informal document for the March 2013 session of WP.29 or an official document for June 2012; it will also suggest to set the informal group on an idling stage.

For the try-out period of the system KBA offers to take care of the costs. However a solution is needed for the financing of the final DETA application which should be simple and fair. The simplest way would be that the Contracting Parties to the 1958 Agreement pay a flat rate for all the costs; depending on the number of participants that rate might vary between $1,000 and $3,000 per year. For a fair system the costs should be shared by those who have benefits from the application.
Depending on the content of DETA, the representative of OICA sees certain benefits for his members and stated that a cost of $3,000 per year would not be such a problem. He also pointed out that his members do not need the first page.
Some Contracting Parties are of the opinion that, until the IWVTA becomes possible, there are no benefits for the approval authorities.
The representative from GTB indicated that his members have learned to cope with the long approval marking during the last years and that a contribution to the financing would be problematic.
Japan needs more information to define its benefits and needs more time to reflect the new situation.
Australia sees the availability of more approval information, recalls and availability of information for the police as benefits from DETA; sharing the costs is acceptable.
IMMA regards the reduction of paperwork as a real benefit of the system, but could not yet take a position of the financing.
DETA might firstly focus on a database with type approvals for a limited number of regulations without the first page and without the unique identifier. The developments on the IWVTA would still justify the DETA system and a road map for the development of DETA in line with the road map for IWVTA should be made available for presenting it to WP.29 in March 2012.
Finally the chair requests all delegates to make an inventory of possible benefits of the system, where the questionnaire (that has been performed earlier by DETA) can be helpful.

DETA considers it necessary that, once DETA is opperational, the system gets an official legal status under the umbrella of WP.29. Such a legal status could be a committee with members, an elected chairperson and an elected secretary. A first draft for the Terms of Reference for such a committee is given in document DETA-12-06 while the first draft for the Rules of Procedures is reflected in DETA-12-07. The secretary will request the informal group on the International Whole Vehicle Type Approval (IWVTA) to create a official legal status for DETA in the next version of the 1958 Agreement.
Informal Group on the International Whole Vehicle Type Approval System | Session 7 | 28 Sep 2011
Netherlands (Technical Secretary of DETA Informal Group) asked comments on creating a legal basis for DETA and the mandatory application of the system. DETA Informal Group will submit a proposal to WP.29 at its November, 2011 Session on this issue.
EC pointed out that the order of discussion should be reversed. First, WP.29 should approve the proposal of DETA Informal Group, and then WP.29 should request IWVTA Informal Group to consider necessary revisions of the 1958 Agreement on this issue.
Netherlands replied that DETA Informal Group wanted to give related information to IWVTA Informal Group in advance of getting approval of WP.29.
The Chairman stated that information was welcome on every occasion and confirmed that the decision would be made by WP.29.

The chairman presented once again the application to be used during the try-out, for which a manual will be provided soon. Industry will have (reading) access to the data, which means that an agreement of the manufacturer is needed before uploading any approval. The approval documentation shall be accompagnied by a first page. The model of the first page is described in DETA-11-03. The unique identifier shall be according DETA-12-09.
The application is now ready for the try-out.
The simplification of approval marks and the access to the data in the database require that for each product a unique identifier is available. Such an identifier shall be present on the product and on the first page as well. The unique identifier on a product shall be recognisable as such. The chairman and secretary present a draft model for the unique identifier which is based a symbol derived from the truncated approval mark of Annex 3 to Regulation 37 and which is complemented by a unique number which is generated by the application software. The draft will be forwarded to WP.29 for adoption.

The chair presents document DETA-12-08 with several options for financing the DETA system. The delegations are requested to provide the pros and cons for all options and to indicate their preferred option. The representative of UNECE is of the opinion that the system should be low cost and that the (distribution of the) fee should be fair. Allocation of all the costs to UNECE would be the simplest solution provided that this is feasible. Depending on the agreed solution for the financing the Rules of Procedures for the Administrative Committee might need to be amended.

DETA considers it necessary that, once DETA is opperational, the system gets an official legal status under the umbrella of WP.29. Such a legal status could be a committee with members, an elected chairperson and an elected secretary. A first draft for the Terms of Reference for such a committee is given in document DETA-12-06 while the first draft for the Rules of Procedures is reflected in DETA-12-07. The secretary will request the informal group on the International Whole Vehicle Type Approval (IWVTA) to create a official legal status for DETA in the next version of the 1958 Agreement.

DETA noted a PowerPoint presentation (DETA-12-05) by Mr. Volkan on the analysis of the cost for implementing the DETA application by UNECE. Due to the confidential character of the data outsourcing is not considered. The initial costs are approximately $148.360 and the annual recurring cost about $111.666, while costs for the licence for the |DETA software (€40.000) are not yet included. In principle a new machine is needed, which requires a test phase of about 3 month; however a start can be made on an existing machine.

The informal group noted a presentation by the representative of the UK type approval authority on a position paper, which explains key elements of the system which have been discussed in the informal group. It deals with the objectives, the stakeholders, the progress to date, the approval marking, the benefits of the system, the legal basis, the financing, the database design inclusive access, inputs, outputs and the database administration. It was stressed that there might be legal problems related to the liability of the data when that is used for other purposes than type approval, like for enforcment. The position paper contains points for which further action is needed.

The chairman presented once again the application to be used during the try-out, for which a manual will be provided soon. Industry will have (reading) access to the data, which means that an agreement of the manufacturer is needed before uploading any approval. The approval documentation shall be accompagnied by a first page. The model of the first page is described in DETA-11-03. The unique identifier shall be according DETA-12-09.
The application is now ready for the try-out.
