7. The expert from OICA introduced ECE/TRANS/WP.29/GRSG/2022/2 to allow for the possibility of granting type-approvals to the M3 Class I vehicle category (which are not yet part of the scope of UN Regulation No. 118). She explained that the proposal aimed to introduce M3 Class I vehicles into the current scope of the UN Regulation on a voluntary basis. Moreover, she explained that this proposal would ensure that interpretations did not differ among Type Approval Authorities, and therefore provided the same level playing field for vehicle manufacturer’s requests, especially in the case of tenders.
8. GRSG adopted ECE/TRANS/WP.29/GRSG/2022/2, not amended. The secretariat was requested to submit the proposal as Supplement 1 to the 04 series of amendment to UN Regulation No. 118 (Burning behaviour of materials), for consideration and vote at the November 2022 sessions of WP.29 and AC.1.

17. The Chair of GRSG invited the expert from OICA to give her presentation. The expert from OICA recalled that at the 183rd session of WP.29, document ECE/TRANS/WP.29/2021/27 which is a Proposal for the 04 series of amendments to UN Regulation No. 118 (Burning behaviour of materials) was adopted. She further recalled at the document ECE/TRANS/WP.29/GRSG/2021/3 which is a Proposal for Supplement 2 to the 03 series of amendments and Supplement 5 to the 02 series of amendments to UN Regulation No. 118 was adopted at 121st session of GRSG and forwarded to the 185th session of WP.29 for voting. The expert from OICA clarified from GRSG if the supplement to the 02 and 05 series of amendment of UN Regulation No. 118 would be added to the 04 series of amendment assuming it is adopted by WP.29.
18. The secretariat explained, that if the 04 series of amendments have been entered into force, while the 02 and 03 series of amendment are yet to be adopted by WP.29, then an informal document will need to be submitted by OICA at the ongoing session (122nd) GRSG. He further explained that this informal document can be reviewed as a formal document at the 123rd session of GRSG provided the 02 and 03 series are adopted at the 185th session of WP.29.
19. The expert from OICA presented document GRSG-122-40, Proposal for Supplement 1 to the 04 series of amendments to UN Regulation No. 118 (Burning behaviour of materials).
20. GRSG adopted GRSG-122-40 and requested its submission as a formal document for review in the 123rd session of GRSG in March 2022.

The expert from France, Chair of the IWG on Behaviour of M2 and M3 vehicles’ general construction in case of Fire Event (BMFE) introduced document GRSG-122-06, containing an overview of activities of the IWG and the two meetings (15th-16th sessions) held on 10th May and 1st September 2021, the group’s activities, their progress of work, and he also stated the IWG currently, does not have any future planned meetings.

GRSG considered documents GRSG-121-04, GRSG-121-05 and ECE/TRANS/WP.29/GRSG/2021/3, proposals for amendments to UN Regulation No. 118, and upon detailed technical discussion with comments from the European Commission, France, Germany, Italy, the Netherlands, Spain, Switzerland, Sweden, the United Kingdom of Great Britain and Northern Ireland and OICA, requested the secretariat to submit ECE/TRANS/WP.29/GRSG/2021/3, as complemented by GRSG-121-04, as draft Supplement 2 to the 03 series of amendments to UN Regulation No. 118 to WP.29 and AC.1 for consideration and vote at their November 2021 sessions.
