60. The representative of Japan, on behalf of the Chair of the IWG on IWVTA, introduced ECE/TRANS/WP.29/2017/55 including the editorial correction as reflected in IWVTA-SG58-23-07. The World Forum noted the addition to the “Question and Answer” document on Revision 3 as Q&A No. 22 on the application of the numbering of UN type approvals as from the entry into force of Revision 3 of the 1958 Agreement (WP.29-172-15), and agreed to keep the document on the agenda for its November 2017 session for consideration and adoption when Revision 3 of the 1958 Agreement entered into force.
60. The representative of Japan, Chair of the IWG on IWVTA, introduced the “Question and Answer” (Q&A) document on Revision 3 (ECE/TRANS/WP.29/2017/131) and WP.29-173-16 that clarifies Q&A No. 20. The World Forum adopted ECE/TRANS/WP.29/2017/131 as amended below:

This proposal updates the reference to UN R25 to specify compliance according to the 04 series of amendments (from the current reference to the 03 series of amendments). This change thus updates UN R80 to incorporate changes in impact-energy dissipation criteria made to UN R25 pursuant to changes allowing greater forward displacement of occupants under UN R16.

Proposal to allow, at the manufacturer’s request, extension of a type approval to special purpose vehicles of categories M1, M2, N1 and N2 regardless of their reference mass provided the manufacturer demonstrates that the vehicle in question is a special purpose vehicle. This aligns UN R83 with EU Directive 2007/46/EC where approvals of vehicles with a reference mass less than 2,610 kg can be extended to special purpose vehicles exceeding 2,840 kg (e.g., armored vehicles).

The representative of Japan, on behalf of the Chair of the IWG on IWVTA, presented the draft General Guidelines for UN regulatory procedures and transitional provisions in UN Regulations (ECE/TRANS/WP.29/2017/67). The document aimed to streamline the future work in the subsidiary bodies, to clarify the procedures following Revision 3 of the 1958 Agreement and to ensure “good regulatory practice” by providing clarifications to avoid divergence in the understanding of Revision 3 of the 1958 Agreement and the application of UN Regulations. The document also was largely based on the existing guidelines (ECE/TRANS/WP.29/1044/Rev.1), but updated them in order to reflect Revision 3 of the 1958 Agreement. Finally, the IWG on IWVTA was considering the possibility to transform, in the future, this guidance document into a new Schedule to the 1958 Agreement.
54. WP.29 noted Corrigendum 1 to ECE/TRANS/WP.29/2017/67 to align the French version to the English and Russian versions and endorsed the document. WP.29 further agreed to correct the current version of the guideline document, ECE/TRANS/WP.29/1044/Rev.1, and requested the secretariat to publish a Corrigendum. The World Forum also noted other amendments submitted by the IWG on IWVTA (WP.29-172-11) and from the representative of EU (WP.29-172-16).
55. Following the discussion, WP.29 did not fully endorse the proposed amendments and agreed to keep them in square brackets, subject to a final review by each Working Party that is subsidiary to WP.29, by the IWG on IWVTA, and by the secretariat. Each Working Party is invited to submit the result of final review to the Technical Secretary of IWG on IWVTA and UNECE Secretariat by the end of October 2017 at the latest. WP.29 agreed to consider ECE/TRANS/WP.29/2017/67 and Corr.1, with the proposed amendments contained in by WP.29-172-11 and WP.29-172-16, for adoption at its November 2017 session and requested the secretariat to circulate the proposal as a consolidated document with a new symbol by the end of June 2017.
58. The representative of Japan, on behalf of the Chair of the Informal Working Group (IWG) on International Whole Vehicle Type Approval (IWVTA), presented the draft General Guidelines for UN regulatory procedures and transitional provisions in UN Regulations (ECE/TRANS/2017/53). He underlined that the aim of the document is to streamline the future work in the subsidiary bodies, to clarify the procedures following Revision 3 of the 1958 Agreement and to ensure “good regulatory practice” by providing clarifications to avoid divergence in the understanding of Revision 3 of the 1958 Agreement and the application of UN Regulations. He informed the World Forum that the IWG on IWVTA had considered the proposed amendments in WP.29-171-13. He concluded that all amendments agreed by the IWG had been reproduced in WP.29-171-24. He informed WP.29 that the forthcoming meeting of the IWG would be held in Madrid on 16 June 2017. The representative of the Russian Federation raised a study reservation on the revised text. The Chair of WP.29 invited all delegates to send their comments on WP.29-171-24 to the Secretary of the IWG on IWVTA by mid of June 2017 at the latest.
59. WP.29 agreed to resume, at its June 2017 session, consideration of ECE/TRANS/2017/53 as reproduced in WP.29-171-24 and to approve it at the November 2017 session when Revision 3 of the 1958 Agreement entered into force.

53. WP.29 adopted ECE/TRANS/WP.29/2017/107, Corr.1 and Add.1, as amended below:
“Paragraph 6.1., shall be deleted.
Remove all square brackets in the document, and keep the proposed text.”
53 bis. The representative of the Russian Federation noted that the proposal to delete item 6.1. would require additional elaboration verifying legal consequences, therefore the Russian Federation reserved its position on the issue.

The expert from ETRTO introduced ECE/TRANS/WP.29/GRRF/2017/5 and ECE/TRANS/WP.29/GRRF/2017/6 as amended by GRRF-83-11 and GRRF-83-12, proposing to introduce new tyres size usually listed in Annex 5 in a new Resolution, aimed at simplifying the update of this annex as well as reducing the number of amendments. GRRF noted that Annex 5 was containing non-metric tyre sizes not in line with the general formulae contained in the Regulation; therefore, GRRF wondered whether the right approach would be to introduce the appropriate formulae in the Regulation instead of continuously updating Annex 5. The expert from ETRTO agreed to address this proposal and to submit, if suitable, revised proposals for consideration at the next session.
39. GRRF requested the secretariat to submit the adopted proposals ECE/TRANS/WP.29/GRRF/2017/9 amended by Annex VI (based on GRRF-83-23 and GRRF-83-15) as well as ECE/TRANS/WP.29/GRRF/2016/39 as draft Supplement 15 to Regulation No. 106 (Agricultural tyres) to WP.29 and AC.1 for consideration and vote at their June 2017 sessions.

Proposal to clarify the provisions for sequential activation of direction indicator lighting, especially concerning the interpretation of the phrase “one continuous line”. The proposal, developed by a special task force, clarifies the type definition and reduces the need for dividing sequential direction indicators into different types. This proposal revises the text to be more technology-neutral, removing specifications on how light sources are activated to focus on the visual performance as sequential lighting. The amendment of sub-paragraph 5.6.(c) of UN R6 clarifies what kind of vertical movement is not allowed in the sequential direction indicators, proposing a new new term “vertical oscillations” instead of the current wording “repeating alternation in the vertical direction”. The meaning is that not more than one change of direction upwards or downwards along the vertical axis is possible. The “continuous signal” is also defined in sub-paragraph 5.6.© of Regulation No. 6. The allowed distance between adjacent or tangential distinct parts is limited 50mm (which differs in this case from UN R48 specifications). Transitional provisions have been included.

On behalf of the Task Force on Sequential Activation (TF-SA), the expert from Finland reported on its activities and proposed to clarify the requirements for direction indicators with sequential activation in Regulations Nos. 6 and 50 (ECE/TRANS/WP.29/GRE/2016/20 and GRE-76-10). The proposals received written comments from the experts of France, India and OICA (GRE-76-05, GRE-76-09 and GRE-76-16). Following an extensive discussion, GRE adopted the amended proposals, as laid down in Annex IV. At the same time, GRE was not in a position to reach consensus on whether or not the proposals would require a new series of amendments and/or transitional provisions. GRE decided to come back to this issue at the next session in April 2017. Meanwhile, the secretariat was requested to issue the adopted text (Annex IV) as a document for the June 2017 session of WP.29, upon the understanding that any possible amendments, to be decided by GRE in April 2017, could exceptionally be submitted to WP.29 as a corrigendum or addendum to this document.
26. GRE noted that the proposal to clarify the requirements for direction indicators with sequential activation (ECE/TRANS/WP.29/GRE/2016/20) was considered in conjunction with Regulation No. 6 (para. 22 above).
13. In the view of the ongoing idle period for the existing Regulations (stage 1 of SLR), the expert from Finland sought the consent of GRE to correct a mistake in Supplement 28 to the 01 series of amendments to Regulation No. 6 (GRE-78-06). GRE agreed (see Annex II), and requested the secretariat to submit it, in the proper legal form, to WP.29 and to the Administrative Committee of the 1958 Agreement (AC.1) for consideration and vote at their March 2018 sessions.

GRE recalled its previous considerations of the amendment proposals to Regulations Nos. 6 and 50 concerning direction indicators with sequential activation (ECE/TRANS/WP.29/GRE/76, para. 22 and Annex IV) and resumed the discussion on whether or not these proposals would require a new series of amendments and/or transitional provisions. The expert from OICA pointed out that the proposed amendments included also installation requirements which should be moved to Regulation No. 48. To this end, he introduced draft amendments to Regulation No. 48 as well as revised proposals for amendments to Regulations Nos. 6 and 50, including a new series of amendments and transitional provisions for Regulation No. 6 (GRE-76-26-Rev.1). Following an extensive discussion, GRE was of the view that a new series of amendments was not necessary, as the proposed amendments were of clarification nature and did not introduce new requirements. At the same time, GRE agreed that the industry would need a transition period to take into account, in the design process, the amended provisions and decided to introduce them by means of a Supplement with transitional provisions. GRE adopted the proposals for amendments to Regulations Nos. 6, 48 (05 and 06 series of amendments) and 50, as contained in Annex III, and requested the secretariat to submit them to WP.29 and AC.1 for consideration and vote at their June 2017 sessions.

In line with this request, the expert from EC proposed collective amendments to device Regulations and to Regulation No. 48 (ECE/TRANS/WP.29/GRE/2017/7, Informal document GRE-77-30-Rev.1). Following an in-depth discussion, GRE adopted the proposals for amendments, as laid down in Annex IV, and requested the secretariat to submit them to WP.29 and AC.1 for consideration and vote at their June 2017 sessions.

Description
|
Proposal to clarify the provisions for sequential activation of direction indicator lighting, especially concerning the interpretation of the phrase “one continuous line”. The proposal, developed by a special task force, clarifies the type definition and reduces the need for dividing sequential direction indicators into different types. This proposal revises the text to be more technology-neutral, removing specifications on how light sources are activated to focus on the visual performance as sequential lighting. The amendment of sub-paragraph 5.6.(c) of UN R6 clarifies what kind of vertical movement is not allowed in the sequential direction indicators, proposing a new new term “vertical oscillations” instead of the current wording “repeating alternation in the vertical direction”. The meaning is that not more than one change of direction upwards or downwards along the vertical axis is possible. The “continuous signal” is also defined in sub-paragraph 5.6.(c) of Regulation No. 6. The allowed distance between adjacent or tangential distinct parts is limited 50mm (which differs in this case from UN R48 specifications). Transitional provisions have been included.

On behalf of the Task Force on Sequential Activation (TF-SA), the expert from Finland reported on its activities and proposed to clarify the requirements for direction indicators with sequential activation in Regulations Nos. 6 and 50 (ECE/TRANS/WP.29/GRE/2016/20 and GRE-76-10). The proposals received written comments from the experts of France, India and OICA (GRE-76-05, GRE-76-09 and GRE-76-16). Following an extensive discussion, GRE adopted the amended proposals, as laid down in Annex IV. At the same time, GRE was not in a position to reach consensus on whether or not the proposals would require a new series of amendments and/or transitional provisions. GRE decided to come back to this issue at the next session in April 2017. Meanwhile, the secretariat was requested to issue the adopted text (Annex IV) as a document for the June 2017 session of WP.29, upon the understanding that any possible amendments, to be decided by GRE in April 2017, could exceptionally be submitted to WP.29 as a corrigendum or addendum to this document.
26. GRE noted that the proposal to clarify the requirements for direction indicators with sequential activation (ECE/TRANS/WP.29/GRE/2016/20) was considered in conjunction with Regulation No. 6 (para. 22 above).

- clarify the test cycle with regard to the stability of photometric performance during the heat test, with particular reference to the movement of the cut-off line, and
- harmonize related requirements across Regulations Nos. 19, 98, 112, 113 and 123.
This proposal consolidates the regulation prior to its being “frozen” and superseded by the three new comprehensive regulations (forward lighting, light-signalling, and retro-reflective devices) drafted under the Simplification of Lighting Regulations program.

In line with this request, the expert from EC proposed collective amendments to device Regulations and to Regulation No. 48 (ECE/TRANS/WP.29/GRE/2017/7, Informal document GRE-77-30-Rev.1). Following an in-depth discussion, GRE adopted the proposals for amendments, as laid down in Annex IV, and requested the secretariat to submit them to WP.29 and AC.1 for consideration and vote at their June 2017 sessions.

The representatives of Romania and of the Russian Federation informed WP.29 that some Contracting Parties to the 1997 Agreement would not be in the position to vote on these documents at this session, to avoid conflicting dates of entry into force of similar requirements in other regulatory frameworks. WP.29 agreed to not convene the Administrative Committee of the 1997 Agreement (AC.4).
91. The secretariat agreed to provide assistance to the IWG on PTI, to propose transitional provisions addressing the potential issue of conflicting dates of entry into force mentioned above.

86. The representative of the Russian Federation Co-Chair of the IWG on Periodical Technical Inspection (PTI) updated the World Forum on the work of the group. He reported to the World Forum on the seventh meeting of the IWG on PTI was held on 14 June 2017 in Moscow, the Russian Federation (WP.29-172-22). The group reviewed the proposal for a new Rule No. 3 on Periodical Technical Inspections of motor vehicles using Compressed Natural Gas (CNG) and/or Liquefied Natural Gas (LNG) in their propulsion system (ECE/TRANS/WP.29/2017/93). CITA proposed to modify the document to refer to the recently approved UN Regulation No. 143 and to remove the reference of 300 ppm to assess gas leakages.
99. The representative of the Russian Federation, Co-Chair of the IWG on PTI, presented ECE/TRANS/WP.29/2017/93 proposing the establishment of a new Rule on Periodical Technical Inspections of motor vehicles using Compressed Natural Gas (CNG) and/or Liquefied Natural Gas (LNG) in their propulsion system to be annexed to the 1997 Agreement. Several Contracting Parties indicated that they were in the process of evaluation of the proposal. WP.29 requested the secretariat to prepare a consolidated document for the November 2017 session.
100. WP.29 took note of the progress made on the periodic technical inspection of Compressed Natural Gas (CNG) and Liquefied Natural Gas (LNG) vehicles as well as electric vehicles. WP.29 requested the secretariat to distribute WP.29-171-21 with an official document at its 172nd session in June 2017.
83. The representative of the Russian Federation, Co-Chair of the IWG on PTI, updated the World Forum on the work of the group (WP.29-173-06). He reported to the World Forum on the eighth meeting of the IWG on PTI that was held on 24 October 2017 in Brussels. He explained that the IWG on PTI decided to propose amendments to ECE/TRANS/WP.29/2017/134 under agenda item 7.4 as reproduced in WP.29-173-12. He recalled the proposal made by the representative of Finland and Sweden at the 172nd session of WP.29, that were similar to the earlier proposals presented by the Russian Federation (WP29-147-11 and WP29-165-07) aimed at including PTI relevant provisions in UN Regulations. He mentioned that the group had considerations related to the 1958 Agreement and the new concept “Whole Life Vehicle Compliance” was suggested. He reported on the considerations of the group as a follow-up on the presentation made by the representative of Switzerland on the tampering truck emissions tampering at the June 2017 session of WP.29 and possible benefits of PTI in this context.
87. The representative of the Russian Federation, Co-Chair of the IWG on PTI, presented ECE/TRANS/WP.29/2017/134 that proposes the establishment of a new Rule on Periodical Technical Inspections of motor vehicles using Compressed Natural Gas (CNG) and/or Liquefied Natural Gas (LNG) in their propulsion system, that would be annexed to the 1997 Agreement. He also introduced informal document WP.29-173-12 amending the proposal by adding vehicles using Liquefied Petroleum Gas (LPG). Some Contracting Parties indicated that they were still in the process of evaluating the proposal.
89. WP.29 recommended the submission of the two proposals to AC.4 for voting, noting that some European Contracting Parties would support, in principle, the proposals but felt not in the position to adopt these proposals due to possible inconsistencies with European Directives on PTI on these matters (not specifically addressing additional test items for gas fuelled vehicles and hybrid vehicles).

He also presented GRPE-74-02-Rev.1 introducing some changes to ECE/TRANS/WP.29/GRPE/2017/7 and he referred to GRPE-74-03-Rev.1 as a consolidated version of both documents. He introduced the technical report on the further development of WLTP (GRPE-74-05). He clarified that the technical report was a consolidated version combining all phases of the development of GTR No. 15 up to now.
16. GRPE adopted ECE/TRANS/WP.29/GRPE/2017/7 as amended by Annex V to this report and requested the secretariat to submit it to WP.29 and the Executive Committee of the 1998 Agreement (AC.3) for consideration and vote at their June 2017 sessions as draft Amendment 2 to GTR No. 15 on WLTP. GRPE also adopted the technical report (GRPE-74-05) as reproduced in Addendum 1 to this report and requested the secretariat to submit it to WP.29 and AC.3 for consideration and vote at their June 2017 sessions.

Submitted for consideration and vote, the proposal for Amendments 2 to UN GTR No. 15 on the Worldwide harmonized Light vehicles Test Procedure (WLTP) (ECE/TRANS/WP.29/2017/98, ECE/TRANS/WP.29/2017/99, ECE/TRANS/WP.29/AC.3/44) was established in the UN Global Registry on 21 June 2017 by consensus vote of the following Contracting Parties present and voting: Canada, China, European Union (voting for Cyprus, Finland, France, Germany, Hungary, Italy, Lithuania, Luxembourg, Netherlands, Romania, Slovakia, Slovenia, Spain, Sweden and the United Kingdom), India, Japan, Malaysia, Norway, Republic of Korea, Russian Federation, San Marino, South Africa, Turkey.
120. The representatives from Canada, Kazakhstan and the United States of America abstained to vote.
15. The drafting coordinator of the IWG on WLTP presented ECE/TRANS/WP.29/GRPE/2017/7 on amendments to UN global technical regulation (GTR) No. 15 on WLTP. He also presented GRPE-74-02-Rev.1 introducing some changes to ECE/TRANS/WP.29/GRPE/2017/7 and he referred to GRPE-74-03-Rev.1 as a consolidated version of both documents. He introduced the technical report on the further development of WLTP (GRPE-74-05). He clarified that the technical report was a consolidated version combining all phases of the development of GTR No. 15 up to now.
16. GRPE adopted ECE/TRANS/WP.29/GRPE/2017/7 as amended by Annex V to this report and requested the secretariat to submit it to WP.29 and the Executive Committee of the 1998 Agreement (AC.3) for consideration and vote at their June 2017 sessions as draft Amendment 2 to GTR No. 15 on WLTP. GRPE also adopted the technical report (GRPE-74-05) as reproduced in Addendum 1 to this report and requested the secretariat to submit it to WP.29 and AC.3 for consideration and vote at their June 2017 sessions.

142. The representative of the United States of America, on behalf of the Chair of the IWG on EVS, informed AC.3 that GRSP had recommended submission to the November 2017 session of AC.3, of the draft UN GTR WP.29-172-06 and of the final report of the IWG (WP.29-172-05). AC.3 noted the intention of the IWG to continue its activity by already starting the work on Phase 2 until the end of its mandate in December 2017. AC.3 agreed in principle with the request, pending: (a) an official authorization to develop the work of Phase 2 of the UN GTR for submission to the November 2017 session of AC.3, and (b) the Term of Reference of the IWG for the Phase 2 for submission at a later stage. AC.3 noted that this approach would avoid the discontinuation of IWG work activities and deal with the urgent, pending issues from Phase 1 of the UN GTR (WP.29-172-06).

Description
|
Proposal submitted by the informal working group on the International Whole Vehicle Type Approval for the establishment of UN Regulation No. 0 regarding the approval of whole vehicles within the framework of the 1958 Agreement. The regulations would establish an International Whole Vehicle Type Approval (IWVTA) scheme whereby Contracting Parties adhering to the Regulation may issue approvals to either a limited level (L-IWVTA) or to a wider range of technical topics included in the universal level (U-IWVTA). Contracting Parties are able to apply the limited or universal IWVTA depending upon the national situation.
The Universal-IWVTA (U-IWVTA) provides a greater level of certainty for vehicle manufacturers and Contracting Parties applying this UN Regulation, as the approval has to be accepted without further assessment of the technical items covered by the U-IWVTA issued. Contracting Parties applying this UN Regulation are not obliged to accept approvals to the limited level (L-IWVTA) but may do so at their choice. However, they have also to accept approvals issued pursuant to U-IWVTA.
The UN Regulation includes the administrative obligations of the IWVTA scheme. It does not establish separate technical requirements but instead refers to the provisions of the separate UN Regulations.

56. The representative of Japan, on behalf of the Chair of the IWG on IWVTA introduced the Draft UN Regulation No. 0 on uniform provisions concerning International Whole Vehicle Type Approval (ECE/TRANS/WP.29/2017/104) and the latest amendments to its Annex 4 listing UN Regulations covered by the IWVTA (WP.29-172-12). He highlighted other UN Regulations to be reviewed by the relevant GR before they may be included in the annex, namely UN Regulations Nos. 14, 34, 116, 129 and the future UN Regulation on implementing the Worldwide Light-Duty Test Procedures (WLTP). WP.29 agreed to keep the document on the agenda for its November 2017 session for consideration and adoption.
57. He further introduced a tentative draft of the Rules of Procedures and the Terms of Reference (WP.29-172-14) for the future work of the IWG on IWVTA Phase 2. WP.29 asked to keep the document on the agenda for its November 2017 session for consideration and adoption.
52. The representative of Japan, Co-Chair of the IWG on IWVTA, reported on the progress at the eighteenth meeting of the group. He reported that IWG had introduced two definitions for type: vehicle type, which could contain all variants regardless of their level of conformity, and which corresponded to what we are used to; and IWVTA type, which defined one level of conformity within a vehicle type. He presented informal document WP.29-166-15 on the changes required to the draft UN Regulation No. 0. He clarified that these changes would be included in the text during the September session of the group and would further be included as Revision 1 to document ECE/TRANS/WP.29/2015/68. He notified WP.29 that UN Regulation No. 0 would be pre-tested and that the contact point for pre-testing had been indicated in the informal document for anyone interested. The representative of the Russian Federation highlighted mutual proposal with the European Commission on the applicability of national and regional requirements in addition to IWVTA if there are no such requirements in the existing UN Regulations
60. The representative of Japan, on behalf of the Chair of the IWG on IWVTA, presented WP.29-171-12, on the progress made by the group at the recent meetings on the development of draft UN Regulation No. 0 on IWVTA and seeking guidance from WP.29 the language for application for approval and accompanying documentation. Referring to WP.29-171-11, he reiterated the intention of the IWG to submit a final proposal of the draft UN Regulation for consideration at the November 2017 session of WP.29. The secretariat was requested to circulate WP.29-171-11 with an official symbol at the next session of WP.29.
61. The representative of Japan, on behalf of the Chair of the IWG on IWVTA requested guidance from WP.29 on the matter of streamlining the administrative procedures of type approval processes with the use of the English language as a common language, as proposed in paragraph 3.3 of the draft proposal for UN Regulation No. 0 (informal document WP.29-171-11). The representatives of France and the Russian Federation expressed their concerns about the expansion of this norm for other UN Regulations, which now use three languages as equals and requested additional time to reflect on this issue.
55. The representative of Japan, Chair of the IWG on IWVTA, introduced the draft UN Regulation No. 0 on uniform provisions concerning the International Whole Vehicle Type Approval (ECE/TRANS/WP.29/2017/108). He reported on the latest amendments to Annex 4 listing the UN Regulations covered by IWVTA (WP.29-173-18). He highlighted that other UN Regulations were in the process of being reviewed by the relevant Working Parties and that would be included in near future. Thus, he presented the draft Terms of References and Rules of Procedure for Phase 2 of the IWG on IWVTA (WP.29-173-17).
56. WP.29 welcomed the submission of draft UN Regulation No. 0 and acknowledged the work progress made by the IWG. The World Forum considered ECE/TRANS/WP.29/2017/108 and recommended its submission to AC.1 for voting.
74. The representative of the Republic of Korea announced his intention to abstain from voting at AC.1 on document ECE/TRANS/WP.29/2017/108 (new UN Regulation on IWVTA).
