WP.29/2017/58 03 May 2017 World Forum Safety-Belt and ISOFIX Anchorages Safety-Belt/ISOFIX Anchorages Uniform Provisions Concerning the Approval of Vehicles with regard to Safety-belt Anchorages, ISOFIX Anchorages Systems and ISOFIX Top Tether Anchorages Proposal to align UN R14 with recent changes to UN R16 on occupant restraint systems. Two “Booster Seat” fixtures (ISO/B2 and ISO/B3) were added to UN R16 to coincide with the implementation of Phase 2 of UN R129 (enhanced child restraint systems). These fixtures were developed within ISO/TC 22/SC 36/WG 2 (Child Restraint Systems) and follow the principle already established in Regulations 16 and 129 to ensure child restraint to car compatibility. An additional “Reduced-Size Rearward Facing toddler CRS” fixture (ISO/R2x) was added to facilitate compatibility in small cars/seating positions. Vehicles Equipped with Safety-belts, Safety-belt Reminders, Restraint Systems, Child Restraint Systems and ISOFIX Child Restraint Systems Proposal to add new CRS fixtures and otherwise align UN R16 with changes introduced through UN R129 (enhanced child restraint systems). Two “Booster Seat” fixtures (ISO/B2 and ISO/B3) were added to UN R16 to coincide with the implementation of Phase 2 of UN R129. These fixtures were developed within ISO/TC 22/SC 36/WG 2 (Child Restraint Systems) and follow the principle already established in Regulations 16 and 129 to ensure child restraint to car compatibility. Proposal for Supplement 3 to the 03 series of amendments to Regulation No. 80
WP.29/2017/61 09 May 2017 World Forum Seat Strength and Seat Anchorages for Large Passenger Vehicles Coach Seat Strength Uniform Provisions Concerning the Approval of Seats of Large Passenger Vehicles and of these Vehicles with regard to the Strength of the Seats and their Anchorages Under UN R80, head restraints must comply with the requirements of UN R25. This proposal updates the reference to UN R25 to specify compliance according to the 04 series of amendments (from the current reference to the 03 series of amendments). This change thus updates UN R80 to incorporate changes in impact-energy dissipation criteria made to UN R25 pursuant to changes allowing greater forward displacement of occupants under UN R16. Proposal to align the provisions on toxicity and flammability of materials used to manufacture Child Restraint Systems (CRS) and to update test provisions of UN Regulation introduced by the Supplement 1 to the 01 series of amendments to UN Regulation No. 129. The proposal also clarifies requirements and improves the text of the 02 series of amendments, including strap positioning provisions and labeling requirements for detachable child seat impact shields. WP.29/2017/67 12 May 2017 World Forum 1958 Agreement 1958 Agreement Agreement Concerning the Adoption of Uniform Technical Prescriptions for Wheeled Vehicles, Equipment and Parts which can be Fitted and/or be Used on Wheeled Vehicles and the Conditions for Reciprocal Recognition of Approvals Granted on the Basis of these Prescriptions Proposal to supersede the current guidelines for regulatory procedures and transitional provisions for UN Regulations (document WP.29/1044 and its Revision 1) with updated general guidelines for establishing or amending UN Regulations, including for the definition of scope, administrative and transitional provisions, use of alternative requirements, and cross-referencing with other regulations. This proposal aims to <ol class="alpha"><li>Streamline future work without superseding provisions of the 1958 Agreement and the existing UN Regulations,</li><li>Clarify rulemaking procedures pursuant to Revision 3 of the 1958 Agreement, and</li><li>Ensure "good regulatory practice" through clarifications to avoid divergence between the interpretation of Revision 3 and the application to UN Regulations.</li></ul> WP.29/2017/0067

WP.29/2017/73 03 May 2017 World Forum Direction Indicators Direction Indicators Uniform provisions concerning the approval of direction indicators for power-driven vehicles and their trailers Proposal to clarify the provisions for sequential activation of direction indicator lighting, especially concerning the interpretation of the phrase "one continuous line". The proposal, developed by a special task force, clarifies the type definition and reduces the need for dividing sequential direction indicators into different types. This proposal revises the text to be more technology-neutral, removing specifications on how light sources are activated to focus on the visual performance as sequential lighting. The amendment of sub-paragraph 5.6.<notextile>(c)</notextile> of UN R6 clarifies what kind of vertical movement is not allowed in the sequential direction indicators, proposing a new new term “vertical oscillations” instead of the current wording “repeating alternation in the vertical direction”. The meaning is that not more than one change of direction upwards or downwards along the vertical axis is possible. The “continuous signal” is also defined in sub-paragraph 5.6.(c) of Regulation No. 6. The allowed distance between adjacent or tangential distinct parts is limited 50mm (which differs in this case from UN R48 specifications). Transitional provisions have been included. WP.29/2017/0073

WP.29/2017/104 29 May 2017 World Forum International Whole Vehicle Type Approval System (IWVTA) International Whole Vehicle Type Approval UN Regulation No. 0 on uniform provisions concerning the International Whole Vehicle Type Approval Proposal submitted by the informal working group on the International Whole Vehicle Type Approval for the establishment of UN Regulation No. 0 regarding the approval of whole vehicles within the framework of the 1958 Agreement. The regulations would establish an International Whole Vehicle Type Approval (IWVTA) scheme whereby Contracting Parties adhering to the Regulation may issue approvals to either a limited level (L-IWVTA) or to a wider range of technical topics included in the universal level (U-IWVTA). Contracting Parties are able to apply the limited or universal IWVTA depending upon the national situation. The Universal-IWVTA (U-IWVTA) provides a greater level of certainty for vehicle manufacturers and Contracting Parties applying this UN Regulation, as the approval has to be accepted without further assessment of the technical items covered by the U-IWVTA issued. Contracting Parties applying this UN Regulation are not obliged to accept approvals to the limited level (L-IWVTA) but may do so at their choice. However, they have also to accept approvals issued pursuant to U-IWVTA. The UN Regulation includes the administrative obligations of the IWVTA scheme. It does not establish separate technical requirements but instead refers to the provisions of the separate UN Regulations. WP.29/2017/0104
