58. WP.29 noted the progress made by the IWG on IWVTA in updating the general guidelines for United Nations regulatory procedures and transitional provisions in UN Regulations (WP.29-170-03). The World Forum agreed to consider this subject at its next session in March 2017 and requested the secretariat to circulate WP.29-170-03 with an official symbol.
58. The representative of Japan, on behalf of the Chair of the Informal Working Group (IWG) on International Whole Vehicle Type Approval (IWVTA), presented the draft General Guidelines for UN regulatory procedures and transitional provisions in UN Regulations (ECE/TRANS/2017/53). He underlined that the aim of the document is to streamline the future work in the subsidiary bodies, to clarify the procedures following Revision 3 of the 1958 Agreement and to ensure “good regulatory practice” by providing clarifications to avoid divergence in the understanding of Revision 3 of the 1958 Agreement and the application of UN Regulations. He informed the World Forum that the IWG on IWVTA had considered the proposed amendments in WP.29-171-13. He concluded that all amendments agreed by the IWG had been reproduced in WP.29-171-24. He informed WP.29 that the forthcoming meeting of the IWG would be held in Madrid on 16 June 2017. The representative of the Russian Federation raised a study reservation on the revised text. The Chair of WP.29 invited all delegates to send their comments on WP.29-171-24 to the Secretary of the IWG on IWVTA by mid of June 2017 at the latest.
59. WP.29 agreed to resume, at its June 2017 session, consideration of ECE/TRANS/2017/53 as reproduced in WP.29-171-24 and to approve it at the November 2017 session when Revision 3 of the 1958 Agreement entered into force.

During the 169th session of WP.29 (para. 39 of the session report), the World Forum was informed that, following the entry into force of the new European legislation on provisions on real driving emissions and Worldwide Harmonized Light Vehicle Test Procedure (WLTP) as of September 2017, no new vehicles will be allowed to enter into the European market without fulfilling these new provisions.
WP.29 agreed to introduce transitional provisions in UN Regulations Nos. 83 and 101 to specify that Contracting Parties applying UN Regulations Nos. 83 and 101 which would also apply WLTP as defined in UN GTR No. 15 (such as the EU) would have no obligation to accept type-approvals granted on the basis of test cycles other than WLTP as of September 2017 (para. 41 of the 169th session report). WP.29 requested the secretariat to prepare an official document for the WP.29 March 2017 session, subject to the endorsement of GRPE at its January 2017 session, on supplements to UN Regulations Nos. 83 and 101 introducing such transitional provisions.
Thus, the secretariat has prepared this text to allow for such a derogation from mutual recognition requirements under UN R83 and R101 until such time as GTR 15 has been transposed into UN Regulations under the 1958 Agreement.

54. The secretariat introduced WP.29-170-05 on new transitional provisions in UN Regulations Nos. 83 and 101 as requested by WP.29 at its last session (see ECE/TRANS/WP.29/1123, para. 41). The provisions specified that Contracting Parties applying UN Regulations Nos. 83 and 101 and also applying WLTP as defined in UN GTR No. 15 (such as EU) would have no obligation to accept type approvals granted according to UN Regulations Nos. 83 and 101 as of September 2017. The secretariat recalled the urgency of this proposal and stressed that it should be an official document for the March 2017 WP.29 session, subject to the endorsement by GRPE in January 2017.
55. The representative of OICA agreed in general with the text of the proposal. He suggested a few improvements in the wording, that he would submit to the secretariat. The representative of EU agreed on the approach to the proposal and she conveyed that some changes may be forwarded to the secretariat in the following days.
56. WP.29 noted WP.29-170-05 and requested the secretariat to issue it as an official document for the next session in March 2017. The secretariat requested the representatives of OICA and EU to provide their comments by 5 December 2016 at the latest, so that they can be taken into account when preparing the official document.

“(e) The disablement of the antilock brake system function shall be indicated by the activation of symbol B.18 as specified in ISO 2575:2010 (ISO 7000-2623) or any other equivalent unequivocal indication of the disabled antilock brake system state. Alternatively, the warning lamp referred to in paragraph 5.1.13. shall be continuously activated (i.e. lit or flashing); and
(f) Prohibition of any software and/or hardware defeat device compromising or allowing to circumnavigate one or more of the requirements set out in points (a) to (e); and"
23. As agreed at the previous session, GRRF reviewed ECE/TRANS/WP.29/2016/114 proposing a new series of amendments to Regulation No. 78 (submitted to WP.29 and AC.1 for review and vote at their coming sessions). The expert from IMMA introduced GRRF-82-06-Rev.1, proposing three minor corrections. GRRF reconfirmed ECE/TRANS/WP.29/2016/114, adopted the editorial corrections, as reproduced in Annex III and requested the secretariat to submit it to WP.29 and AC.1, as an informal document amending ECE/TRANS/WP.29/2016/114 at their November 2016 sessions.

AC.3 agreed with the proposal, invited GRRF to start working on these issues and requested the secretariat to distribute WP.29-170-07 with an official symbol for formal adoption at its March 2017 session.

The representative of Italy presented ECE/TRANS/WP.29/51 proposing that AC.3 authorize the development of an amendment to GTR No. 3 under the sponsorship of his country, in order to align the provisions of global technical regulation No. 3 with those of Regulation No. 78, to ensure electromagnetic immunity of ABS-systems, introduce ABS performance requirements for category 3-5 vehicles (three-wheelers), ensure uniform requirements for equipment such as Electronic Stop Signal System and the means to disable the ABS, if equipped. This amendment aimed to harmonize the global technical regulation with recent amendments of the UN Regulation No.78 and was submitted to AC.3 for consideration.
144. The AC.3 adopted the ECE/TRANS/WP.29/2017/51 and requested the secretariat to reproduce it as an AC.3 document for the fiftieth session of AC.3 in June 2017.

The representative of the Russian Federation, Co-Chair of the IWG on PTI, presented ECE/TRANS/WP.29/2017/49 as amended by WP.29-171-20, proposing amendments to the 1997 Agreement and ECE/TRANS/WP.29/2017/50, with a draft Resolution with requirements for testing equipment, skills and training for inspectors and supervision of test centres.
98. Concerning the proposed amendments to the 1997 Agreement, WP.29 agreed that the secretariat would prepare a consolidated document with all relevant amendments and that the consolidated document in order to resume consideration by the World Forum at the 172nd session in June 2017. The Co-Chair consulted WP.29 whether a Contracting Party would volunteer to submit these amendments to the United Nations Secretary General. The representative of the Russian Federation responded positively, envisaging that a group of several Contracting Parties could submit this amendment proposal.
99. The World Forum adopted ECE/TRANS/WP.29/2017/50, a draft Resolution with requirements for testing equipment, skills and training for inspectors and supervision of test centres.

AC.3 noted the information, as of 15 June 2015, on the status of the Agreement (ECE/TRANS/WP.29/1073/Rev.17), the status of the priorities (based on WP.29-170-16 as reproduced in Annex II to this report) of the Agreement and items on which the exchange of views should continue. AC.3 also noted that assistance could be obtained from the secretariat about the obligations of Contracting Parties in the transposition process. Representatives were also reminded of their obligation to send the mandatory reports on the transposition process through their Permanent Missions in Geneva via the “1998 AGREEMENT-MISSIONS List” electronic system to the secretariat to ensure updating of the status document which is the monitoring tool of the Agreement.

89. The representative of the Russian Federation, Co-Chair of the IWG on Periodical Technical Inspection (PTI) updated World Forum on the work of the group. He thanked the Romanian Automotive Register for arranging the fifth meeting of IWG on PTI in Bucharest. He introduced ECE/TRANS/WP.29/2016/87 superseding ECE/TRANS/WP.29/2013/132/Rev.1 and ECE/TRANS/WP.29/2016/88 superseding ECE/TRANS/WP.29/2013/133/Rev.1, by presenting WP.29-170-23.
90. The representatives of Romania and of the Russian Federation informed WP.29 that some Contracting Parties to the 1997 Agreement would not be in the position to vote on these documents at this session, to avoid conflicting dates of entry into force of similar requirements in other regulatory frameworks. WP.29 agreed to not convene the Administrative Committee of the 1997 Agreement (AC.4).
91. The secretariat agreed to provide assistance to the IWG on PTI, to propose transitional provisions addressing the potential issue of conflicting dates of entry into force mentioned above.

He referred to the model that had been developed to evaluate the energy consumption of a particular vehicle (WP.29-170-30 and WP.29-170-29). He presented ECE/TRANS/WP.29/2016/116 on the request for authorization to develop amendments to UN GTR No. 15 and continue certain research items on environmental requirements for electric vehicles. He explained that the authorization request in ECE/TRANS/WP.29/2016/116 corresponded to part B of the original mandate (ECE/TRANS/WP.29/AC.3/40). He informed AC.3 about the request under each of the areas of work: - develop an amendment to UN GTR No. 15 to establish a procedure for determining the powertrain performance of electrified vehicles;
- continue research on the topic of battery performance and durability with the aim of returning to AC.3 seeking authorization for relevant activities once this additional research would be completed;
- approach the Group of Experts on Energy Efficiency (GEEE) and possibly the Executive Secretary of UNECE to request that they continue work on the method of stating energy consumption with the support of the IWG on EVE.
He mentioned that under the proposal, the recyclability topic would be removed from the mandate.

He referred to the model that had been developed to evaluate the energy consumption of a particular vehicle (WP.29-170-30 and WP.29-170-29). He presented ECE/TRANS/WP.29/2016/116 on the request for authorization to develop amendments to UN GTR No. 15 and continue certain research items on environmental requirements for electric vehicles. He explained that the authorization request in ECE/TRANS/WP.29/2016/116 corresponded to part B of the original mandate (ECE/TRANS/WP.29/AC.3/40). He informed AC.3 about the request under each of the areas of work: - develop an amendment to UN GTR No. 15 to establish a procedure for determining the powertrain performance of electrified vehicles;
- continue research on the topic of battery performance and durability with the aim of returning to AC.3 seeking authorization for relevant activities once this additional research would be completed;
- approach the Group of Experts on Energy Efficiency (GEEE) and possibly the Executive Secretary of UNECE to request that they continue work on the method of stating energy consumption with the support of the IWG on EVE.
He mentioned that under the proposal, the recyclability topic would be removed from the mandate.

86. The representative of Euro NCAP presented the development and outcome of their crash tests campaign with L7 category vehicles. He stated that four vehicles had been displayed on the grounds of the Palais de Nations in an exposition organized with the support of the secretariat. He presented (WP.29-170-38) the results of crash tests on eight different models of L7 category vehicles and highlighted the reasons why these vehicles received low ratings (between zero and two stars on the five-star scale). He stressed that the crash-worthiness of L7 vehicles was substandard and that more stringent regulations on the safety and the construction of these types of vehicles would be justified.

66. The secretariat informed WP.29 about developments related to the establishment and hosting of DETA by UNECE. The Director of the UNECE Program Management Unit (PMU) informed the World Forum that, due to the upcoming budget cuts s, the establishment and hosting of DETA could not be financed from the UNECE biennial Regular Budget. The Director of the Sustainable Transport Division emphasized that the Division services 70 per cent of the meetings and produces 40 per cent of all parliamentary documents of UNECE. Therefore, it cannot absorb additional work within existing resources which have been further reduced in the 2016-2017 biennium.
67. The Director of PMU proposed an alternative option of submitting Programme Budgetary Implications (PBI) on the decision for establishing DETA under the UNECE auspices. She stated that the process would require patience and firm commitment from the Contracting Parties, since the decision-making process on budgetary issues is lengthy and depends on the Member States both in Geneva and New York.
69. The World Forum requested the Secretariat to share information on the PBI process in writing as it would be very useful for the capitals and reaching out to the delegates in New York.

87. The representative from India, highlighted in his intervention the role and positive impact of India’s automotive sector on the country’s strong economic growth. He expressed his satisfaction that major vehicle manufacturers had invested in his country. He informed WP.29 that with the significant achievements resulting from India’s 2006 – 2016 automotive mission plan, the Indian Government has recently finalized its Mission plan for the next ten years. The country expects growth in all road categories of road vehicles manufactured, significant progress in application of green technologies as a result of dedicated actions to mitigate environmental concerns, and important progress in the sphere of road safety. He reported that vehicle standards in India were recently subjected to legislative amendments that provide for a leapfrogging to the latest emission standards and the introduction of crashworthiness requirements and norms for pedestrian safety. The representative from India closed his deliberation by emphasizing India’s commitment to transpose GTRs adopted under the 1998 agreement into national regulations. 23. The World Forum noted the revised programme of work and documentation (ECE/TRANS/WP.29/2016/1/Rev.2). The representatives of the United Kingdom and the European Union requested the introduction of the main strategic areas of work into the next year’s programme of work. Among others, these elements would be related to over the air updates of vehicle operational software, cyber security and data protection. Following these priorities, resources need to be allocated accordingly. This could be done by establishing task forces on these issues.

The expert from the Netherlands, in his capacity of Chair of the Task Force on Tell-Tales (TF TT), introduced revised proposals for amendments to Regulations Nos. 48, 7 and 87 on tell-tales which indicate a failure (ECE/TRANS/WP.29/GRE/2016/7, ECE/TRANS/WP.29/GRE/2016/12 and ECE/TRANS/WP.29/GRE/2016/17). GRE adopted the proposals and decided to submit them to WP.29 and AC.1 for consideration and vote at their November 2016 sessions as draft Supplement 17 to the 04 series of amendments, draft Supplement 10 to the 05 series of amendments and draft Supplement 8 to the 06 series of amendments to Regulation No. 48, draft Supplement 25 to the 02 series of amendments to Regulation No. 7 and draft Supplement 18 to Regulation No. 87.
17. Several experts pointed out that the adopted amendments might also require an amendment to paragraph 5.4. of Regulation No. 121 (Identification of controls, tell-tales and indicators), but no consensus was reached on this issue. GRE invited the Working Party on General Safety Provisions (GRSG), which deals with Regulation No. 121, to address this matter.
26. GRE recalled that ECE/TRANS/WP.29/GRE/2016/12 had been discussed and adopted together with ECE/TRANS/WP.29/GRE/2016/7 (see para. 16 above).

The experts from Germany, France, Italy, UK, CLEPA, GTB and OICA commented on the proposals, in particular on phasing out of light source categories and on the legal form of amendments to Regulations Nos. 37, 99 and 128 (supplements or new series of amendments).
8. GRE adopted the draft Resolution on the common specification of light source categories (ECE/TRANS/WP.29/GRE/2016/5 and Corr.1), as amended by Annex II, and requested the secretariat to submit it to WP.29 for consideration at its November 2016 session. GRE also adopted proposals for amendments to Regulations Nos. 37, 99 and 128 (ECE/TRANS/WP.29/GRE/2016/2, ECE/TRANS/WP.29/GRE/2016/3 and ECE/TRANS/WP.29/GRE/2016/4) not amended and requested the secretariat to submit them to WP.29 and the Administrative Committee of the 1958 Agreement (AC.1) for consideration and vote at their November 2016 sessions as, respectively, draft Supplement 45 to the 03 series of amendments to Regulation No. 37, draft Supplement 12 to the original version of Regulation No. 99 and draft Supplement 6 to the original version of Regulation No. 128. Several experts pointed out that the adopted amendments might also require an amendment to paragraph 5.4. of Regulation No. 121 (Identification of controls, tell-tales and indicators), but no consensus was reached on this issue. 89. The representative of the Russian Federation, Co-Chair of the IWG on Periodical Technical Inspection (PTI) updated World Forum on the work of the group. He thanked the Romanian Automotive Register for arranging the fifth meeting of IWG on PTI in Bucharest. He introduced ECE/TRANS/WP.29/2016/87 superseding ECE/TRANS/WP.29/2013/132/Rev.1 and ECE/TRANS/WP.29/2016/88 superseding ECE/TRANS/WP.29/2013/133/Rev.1, by presenting WP.29-170-23.
90. The representatives of Romania and of the Russian Federation informed WP.29 that some Contracting Parties to the 1997 Agreement would not be in the position to vote on these documents at this session, to avoid conflicting dates of entry into force of similar requirements in other regulatory frameworks. WP.29 agreed to not convene the Administrative Committee of the 1997 Agreement (AC.4).
91. The secretariat agreed to provide assistance to the IWG on PTI, to propose transitional provisions addressing the potential issue of conflicting dates of entry into force mentioned above.
78. The representative of the Russian Federation introduced ECE/TRANS/WP.29/2013/132/Rev.1 and ECE/TRANS/WP.29/2013/133/Rev.1 proposing amendments to UN Rules No. 1 and 2. The representatives of Finland and the Netherlands indicated that the documents would need further amendments to be fully aligned with the corresponding EU directives. WP.29 noted that six out of the twelve Contracting Parties to the Agreement were EU member States and that any divergence between the UN Rules and the corresponding EU Directive would be unacceptable. WP.29 agreed not to hold the session of the Administrative Committee of the 1997 Agreement (AC.4).
The Co-Chair, Mr. Komarov, informed the group, that the revised proposal for Revision 2 to Rule No. 1 and draft amendments to Rule No. 2, developed by the group, were considered by WP.29 at its the 169th session. In result WP.29 requested the IWG on PTI to continue the work on revising UN Rules Nos. 1 and 2 and to submit draft amendments, covering both M1 and N1 vehicle categories for the next session.
The representatives of United Kingdom, Netherland and Japan explained that they have to define their final position regarding the inclusion of light vehicles into the scope of the Rules. Meanwhile they noted that the technical requirements for the vehicles, laid down in the draft amendments to the Rules, could be acceptable. The representative of the Russian Federation supported this conclusion.
Romania and Serbia stated that they preferred to keep light vehicles out of the scope.
ACEA and CITA were in favour of UN Rules Nos. 1 and 2, covering both M1 and N1 vehicle categories, to make them harmonized with the European Directive 2014/45/EU, Customs Union Regulation and other national legislations.
Provided that the task of the IWG on PTI is completing draft amendments to UN Rule 1 and Rule 2 for their possible adoption by AC.4 by voting and following the guidance of WP.29, the group decided to submit the draft amendments to the Rules, covering both M1 and N1 vehicle categories, for the 170-th session of WP.29.
Romania highlighted the importance of having transitional provisions in the amended UN Rules Nos. 1 and 2 to synchronise their enter into force with the Directive 2014/45/EU.

89. The representative of the Russian Federation, Co-Chair of the IWG on Periodical Technical Inspection (PTI) updated World Forum on the work of the group. He thanked the Romanian Automotive Register for arranging the fifth meeting of IWG on PTI in Bucharest. He introduced ECE/TRANS/WP.29/2016/87 superseding ECE/TRANS/WP.29/2013/132/Rev.1 and ECE/TRANS/WP.29/2016/88 superseding ECE/TRANS/WP.29/2013/133/Rev.1, by presenting WP.29-170-23.
90. The representatives of Romania and of the Russian Federation informed WP.29 that some Contracting Parties to the 1997 Agreement would not be in the position to vote on these documents at this session, to avoid conflicting dates of entry into force of similar requirements in other regulatory frameworks. WP.29 agreed to not convene the Administrative Committee of the 1997 Agreement (AC.4).
91. The secretariat agreed to provide assistance to the IWG on PTI, to propose transitional provisions addressing the potential issue of conflicting dates of entry into force mentioned above.
78. The representative of the Russian Federation introduced ECE/TRANS/WP.29/2013/132/Rev.1 and ECE/TRANS/WP.29/2013/133/Rev.1 proposing amendments to UN Rules No. 1 and 2. The representatives of Finland and the Netherlands indicated that the documents would need further amendments to be fully aligned with the corresponding EU directives. WP.29 noted that six out of the twelve Contracting Parties to the Agreement were EU member States and that any divergence between the UN Rules and the corresponding EU Directive would be unacceptable. WP.29 agreed not to hold the session of the Administrative Committee of the 1997 Agreement (AC.4).
The Co-Chair, Mr. Komarov, informed the group, that the revised proposal for Revision 2 to Rule No. 1 and draft amendments to Rule No. 2, developed by the group, were considered by WP.29 at its the 169th session. In result WP.29 requested the IWG on PTI to continue the work on revising UN Rules Nos. 1 and 2 and to submit draft amendments, covering both M1 and N1 vehicle categories for the next session.
The representatives of United Kingdom, Netherland and Japan explained that they have to define their final position regarding the inclusion of light vehicles into the scope of the Rules. Meanwhile they noted that the technical requirements for the vehicles, laid down in the draft amendments to the Rules, could be acceptable. The representative of the Russian Federation supported this conclusion.
Romania and Serbia stated that they preferred to keep light vehicles out of the scope.
ACEA and CITA were in favour of UN Rules Nos. 1 and 2, covering both M1 and N1 vehicle categories, to make them harmonized with the European Directive 2014/45/EU, Customs Union Regulation and other national legislations.
Provided that the task of the IWG on PTI is completing draft amendments to UN Rule 1 and Rule 2 for their possible adoption by AC.4 by voting and following the guidance of WP.29, the group decided to submit the draft amendments to the Rules, covering both M1 and N1 vehicle categories, for the 170-th session of WP.29.
Romania highlighted the importance of having transitional provisions in the amended UN Rules Nos. 1 and 2 to synchronise their enter into force with the Directive 2014/45/EU.

31. The expert from OICA recalled the discussion at the previous GRSG session on ECE/TRANS/WP.29/GRSG/2015/36 proposing to amend the provisions of UN Regulation No. 67 to allow the installation of autonomous CNG heaters for the heating of the engine. The expert from Germany presented GRSG-110-27 further clarifying the text of paragraph 18.5.1.3.
32. GRSG adopted the proposal as reproduced below and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their November 2016 sessions, as draft Supplement 5 to the 01 series of amendments to UN Regulation No. 110.
Paragraph 18.5.1.3., amend to read:
“18.5.1.3. Notwithstanding the provisions of paragraph 18.5.1.2.
(a) the automatic cylinder valve may stay in an open position during commanded stop phases, and
(b) in the case where a fire alarm system is installed in the compartment where a CNG combustion heater is located, the automatic cylinder valve(s) may be opened by an electronic control unit for the purpose of permitting its operation to warm the engine coolant.”
35. The expert from the Netherlands introduced GRSG-110-26 (superseding ECE/TRANS/WP.29/GRSG/2016/8) proposing an amendment to UN Regulation No. 110 to allow Class 0 hoses with couplings using sealing technologies other than those with a 45° cone and, thus, to avoid design restrictive requirements. The proposal received a number of comments.
36. GRSG adopted the proposal as reproduced below and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their November 2016 sessions, as part (see para. 32 above) of draft Supplement 5 to the 01 series of amendments to UN Regulation No. 110.
Annex 4B, paragraph 1.6.2.2., amend to read:
“1.6.2.2. The interface type for the hose coupling shall be:
(a) sealing cone of swivel-nut type of the type with a half vertical angle of 45°, or
(b) other couplings complying with the tests described in paragraph 1.7., as well as the tests mentioned in Annexes 5A and 5B.
In the case of an interface type using a soft seal body (e.g. O-ring), the type of material chosen shall be tested in accordance with Annexes 5D, 5F and 5G.
Couplings shall have complementary counterparts."
37. The expert from the Netherlands presented ECE/TRANS/WP.29/GRSG/2016/9 aimed at correcting a typographical error and clarifying the current provisions of the Regulation. He also introduced ECE/TRANS/WP.29/GRSG/2016/10 proposing to insert provisions for LNG fuel connector as specified in ISO 12617:2015. Both documents received a number of comments. The expert from France raised a study reservation on the reference to the ISO standard in paragraph 2.2. of Annex 4J. Following the discussion, GRSG adopted both proposal as reproduced below and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their November 2016 sessions, as part (see paras. 32 and 36 above) of draft Supplement 5 to the 01 series of amendments to UN Regulation No. 110:

GRSP adopted the proposal, as reproduced in Annex II to this report. The secretariat was requested to submit the proposal for consideration and vote at the November 2016 sessions of WP.29 and AC.1 as part of (see para. 18) draft Supplement 8 to the 06 series of amendments to UN Regulation No. 16.
22. GRSP also considered ECE/TRANS/WP.29/GRSP/2016/15, aimed at clarifying the provisions for dynamic testing of rear seat systems. GRSP adopted the proposal not amended. The secretariat was requested to submit the proposal for consideration and vote at the November 2016 sessions of WP.29 and AC.1 as part of (see paras. 18 and 21) draft Supplement 8 to the 06 series of amendments to UN Regulation No. 16.
17. The expert from France introduced GRSP-60-11-Rev.1 amending ECE/TRANS/WP.29/GRSP/2016/21 and ECE/TRANS/WP.29/GRSP/2016/24 as amended by GRSP-60-10. He added that both proposals introduced provisions for Phase 2 of Regulation No. 129 (see para. 13 above). He also explained that ECE/TRANS/WP.29/GRSP/2016/24 also aligned the 07 series with the 06 series of amendments to the Regulation. The expert from EC introduced GRSP-60-22, improving the provisions concerning contact of the head or of the chest with any rigid part of the vehicle (para. 6.4.1.4.1.2. of the Regulation). GRSP noted that the use of transitional provisions in supplements should be limited as much as possible and only in special cases as indicated by ECE/TRANS/WP.29/1044/Rev.1 (General Guidelines for UN Regulatory Procedures and Transitional Provisions in UN Regulations). Finally, GRSP adopted ECE/TRANS/WP.29/GRSP/2016/21 and ECE/TRANS/WP.29/GRSP/2016/24, as amended by Annex IV to the session report. The expert from Japan showed a presentation (GRSP-59-12) to introduce GRSP-59-06-Rev.2 (superseding ECE/TRANS/WP.29/GRSP/2016/2) aimed at introducing provisions on safety-belt reminders (SBRs) in all vehicle seats. The expert from the United Kingdom recognised technological and operational constraints and supported exemptions for certain vehicle categories and seats (e.g. Wheelchair Accessible Vehicles, removable seats and suspension seats). He thought that some of these need only be temporary to allow for the development of robust solutions. The expert from Italy highlighted the need for a definition of “suspension seat” missing in the current text of the UN Regulation No. 16 and in GRSP-59-06-Rev.2. Moreover, he questioned the reproducibility of the alternative use of human representing a 5th percentile adult female to test the activation of SBRs.
20. GRSP finally adopted ECE/TRANS/WP.29/GRSP/2016/2, as amended by Annex II to this report (GRSP-59-06-Rev.2). The secretariat was requested to submit the proposal for consideration and vote at the November 2016 sessions of WP.29 and AC.1 as draft 07 series of amendments to UN Regulation No. 16. It was agreed that possible changes to transitional provisions (paragraphs 15.4. to 15.10.) could be proposed and submitted as an informal document seven weeks before WP.29 November 2016 to allow consideration by the European Union Council and voting the proposal by AC.1.

33. The expert from Consumer International (CI) introduced ECE/TRANS/WP.29/GRSP/2016/11 to withdraw ISOFIX CRS from UN Regulation No. 44. The expert from CLEPA questioned the proposal since too many ISOFIX products were already in the market. Therefore, he suggested that the proposal would set a proper sunset clause for extension of ISOFIX CRS type approvals according to the UN Regulation and, thus, to avoid distortions in the type approval system. Thus, the expert from CI introduced GRSP-59-15-Rev.1, in cooperation with the experts from CLEPA and OICA. The expert from OICA suggesting that a supplement, rather than a new series of amendments would better fit the scope the proposal. The expert from China explained that the proposal would cause a backlash of costs in his country: national legislation GB 14166 had taken over a great part of the provisions of UN Regulation No. 44 including ISOFIX provisions. Finally, GRSP adopted ECE/TRANS/WP.29/GRSP/2016/11, as amended by Annex III to this report (GRSP-59-15-Rev.1). The secretariat was requested to submit the proposal (as a separate official document) for consideration and vote at the November 2016 sessions of WP.29 and AC.1 as part of (see para. 31) draft Supplement 12 to the 04 series of amendments to UN Regulation No. 44.

Germany has determined that the current text has been misinterpreted with regard to the intended requirement for a safety device that does not break and maintains its capability to retain a passenger’s body in the event of an accident. This proposal clarifies that such any such structure “shall retain its safeguard function during testing”.

The expert from France, Chair of the IWG on Enhanced Child Restraint Systems (ECRS), gave a presentation (GRSP-59-14) on the work progress of the IWG which introducing the latest changes (GRSP-59-08-Rev.1) to the official proposal of the 02 series of amendments to the UN Regulation (ECE/TRANS/WP.29/GRSP/2016/4). He explained that the proposed new series of amendments aimed at including: (i) ECRS from the booster seat category (booster seat with backrest) into the scope of UN Regulation No. 129 and (ii) the proposal from Spain (GRSP-59-03-Rev.1). He concluded that this latest draft series would be acknowledged as Phase 2 of the UN Regulation.
44. GRSP finally adopted ECE/TRANS/WP.29/GRSP/2016/4, as reproduced in Addendum 1 to this report. The secretariat was requested to submit the proposal for consideration and vote at the November 2016 sessions of WP.29 and AC.1 as draft 02 series of amendments to UN Regulation No. 129.

76. The representative of Consumers International (CI) welcomed the adoption of the 02 series of amendments of UN Regulation No. 129, which can be seen as a next milestone in the development of this Regulation. He highlighted that by extending the i-Size concept to children up to 135cm, several consumer issues will be addressed and that also bigger children now will benefit from higher levels of protection. He hoped that the corresponding amendment of UN Regulation No. 16 will be implemented in the short term, allowing it to be operational simultaneously with phase 2 of Regulation No. 129. Finally, he offered the support of CI in the further development of the regulation.

80. The World Forum considered the proposal for a new Regulation under agenda item 4.12.1 and recommended its submission to AC.1 for voting.
81. The representative of Japan announced abstention from voting on the proposal at AC.1.
56. The Chair of the IWG on GFV introduced a status report (GRPE-72-24) on the activities of the group. He updated GRPE on the status of information exchange on GFV related issues in other forums such as the Working Parties on General Safety Provisions (GRSG) and on the Transport of Dangerous Goods (WP.15). He presented a new draft Regulation on the requirements for the type approval of retrofit systems intended to be installed on heavy duty diesel vehicles to enable its operation either in diesel mode or in dual-fuel mode (GRPE-72-12). He mentioned that some provisions were not yet finalized and that the scope of the original version of the Regulation would include Euro V and Enhanced Environmentally friendly Vehicles (EEV). He explained that, similarly to Regulation No. 115, there should be a split between provisions at the UNECE level on the engine retrofit system and additional requirements at the national level on the examination or inspection of the complete installation of the system in the vehicle. He pointed out the complexity to consider within the new Regulation the installation manual of the engine retrofit system due to very different types and applications within heavy duty vehicles.
57. GRPE noted the intention of the IWG on GFV to submit an official document on a new Regulation on the requirements for the type approval of retrofit systems for heavy duty diesel vehicles at the next GRPE session, based on GRPE-72-12. GRPE acknowledged the work progress made by the group and noted the request for a meeting room for half a day during the GRPE week in June 2016.
6. Following GFV-43 five additional web-teleconferences and one more face-to-face meeting (GFV-44) were held to address concerns about these changes and to finalise the administrative provisions. Concerns of the European Commission and Germany were addressed and resolved despite concerns of AEGPL that the changes made the testing procedures too restrictive. The final version of the regulation was prepared as a GRPE Working Document for consideration in June 2016. ECE/Trans/WP.29/GRPE/2016/12 as well as an Informal Document containing some minor corrections (GRPE-73-04).
7. No comments were raised by the participants. The chairman concluded that the working document and the informal document tabled by the GFV to the GRPE could be adopted by the GRPE session. The Chair noted, however, that an informal GRPE document had been submitted by the AEGPL with amendments to the GRPE Dual-Fuel working document and asked an explanation from the AEGPL participants in the meeting.
8. AEGPL indicated that the recommended change comes from a number of important members and that the stringency of current version of the regulation presents a problem. They indicated that there is general agreement between their members that a good resolution must be attempted.
9. Mr. Rijnders took note of the AEGPL informal document for the GPRE and was disappointed that this initiative was not brought to the attention of the GFV informal working group. He indicated still to be positive that CP’s of the GRPE will adopt the new Dual Fuel retrofit regulation in the GRPE session tomorrow.

99. The secretariat informed the World Forum about the proposal for a draft Consolidated Resolution on the common specification of light source categories (ECE/TRANS/WP.29/2016/111). The World Forum adopted the draft Consolidated Resolution with the assigned number R.E.5. WP.29 noted that this Resolution should enter into force on the same date as Supplement 45 to the 03 series of amendments to Regulation No. 37 (Filament lamps), Supplement 12 to the original version of Regulation No. 99 (Gas-discharge light sources) and Supplement 6 to the original version of Regulation No. 128 (Light Emitting Diode (LED) light sources) (agenda items 4.6.1, 4.6.11 and 4.6.12 above).
9. On behalf of IWG SLR, the expert from IEC introduced a draft Resolution on the common specification of light source categories (ECE/TRANS/WP.29/GRE/2015/28 and GRE-74-06), proposals for simplifying Regulations Nos. 37, 99 and 128 by moving data sheets for various light sources from these Regulations to the Resolution as well as some further modifications (ECE/TRANS/WP.29/GRE/2015/25, ECE/TRANS/WP.29/GRE/ 2015/26, ECE/TRANS/WP.29/GRE/2015/27, GRE-74-03, GRE-74-04, GRE-74-05, GRE-74-17, GRE-74-18 and GRE-74-24). The experts from Germany, France, Italy, Netherlands and EC delivered a number of remarks on these proposals, mainly of a terminology nature. The expert from France also requested that all modifications to Regulations Nos. 37, 99 and 128 be clearly explained in the “Justification” section of the respective documents.

GRE stressed the need to ensure the high quality of these documents before submitting them to WP.29 and requested IWG SLR to update the proposals based on the comments received and to submit a revised package for consideration at the next session. Some experts pointed out that the guidance by OLA on establishing a new HRD Resolution (see para. 7 above) was also applicable to the draft Resolution on light sources. GRE recalled that this approach had already been endorsed by WP.29 at its November 2014 session. Nevertheless, GRE requested its Chair to ask WP.29, at its forthcoming session in November 2015, to reconfirm this mandate in the light of the OLA guidance.
7. On behalf of the Informal Working Group “Simplification of the Lighting and Light-Signalling Regulations” (IWG SLR), the expert from IEC introduced a revised proposal for the draft Resolution on the common specification of light source categories (ECE/TRANS/WP.29/GRE/2016/5 and Corr.1, GRE-75-02, GRE-75-03 and GRE-75-04), together with proposals for simplifying Regulations Nos. 37, 99 and 128 by moving light sources data sheets from Annex 1 to these Regulations to the Resolution (ECE/TRANS/WP.29/GRE/2016/2, ECE/TRANS/WP.29/GRE/2016/3 and ECE/TRANS/WP.29/GRE/2016/4). The experts from Germany, France, Italy, UK, CLEPA, GTB and OICA commented on the proposals, in particular on phasing out of light source categories and on the legal form of amendments to Regulations Nos. 37, 99 and 128 (supplements or new series of amendments).
8. GRE adopted the draft Resolution on the common specification of light source categories (ECE/TRANS/WP.29/GRE/2016/5 and Corr.1), as amended by Annex II, and requested the secretariat to submit it to WP.29 for consideration at its November 2016 session. GRE also adopted proposals for amendments to Regulations Nos. 37, 99 and 128 (ECE/TRANS/WP.29/GRE/2016/2, ECE/TRANS/WP.29/GRE/2016/3 and ECE/TRANS/WP.29/GRE/2016/4) not amended and requested the secretariat to submit them to WP.29 and the Administrative Committee of the 1958 Agreement (AC.1) for consideration and vote at their November 2016 sessions as, respectively, draft Supplement 45 to the 03 series of amendments to Regulation No. 37, draft Supplement 12 to the original version of Regulation No. 99 and draft Supplement 6 to the original version of Regulation No. 128. The expert of Germany reserved his position on the adopted proposals.
16. The expert from GTB proposed to correct and amend some specifications in the Consolidated Resolution on the common specification of light source categories (R.E.5) (ECE/TRANS/WP.29/GRE/2017/18). The expert from IEC proposed another correction to R.E.5 (GRE-78-19 and Annex III). GRE adopted these proposals and requested the secretariat to submit them to WP.29 for consideration and adoption at the March 2018 session as draft Amendment 1 to the original version of R.E.5.

31. The Chair of the IWG on EPPR presented a status report (GRPE-73-20) on the activities of the group. He presented ECE/TRANS/WP.29/GRPE/2016/13 on a draft new GTR on the measurement procedure for two- or three-wheeled motor vehicles with regard to on-board diagnostics. He explained the main issues addressed by the group on the applicability, scope and requirements of the draft new GTR (GRPE-73-21). He introduced GRPE-73-16 on modifications to ECE/TRANS/WP.29/GRPE/2016/13 and he referred to GRPE-73-17 as a consolidated version of both documents. He introduced the technical report on the development of the draft new GTR (GRPE-73-18-Rev.1). He announced that the next priority of the IWG on EPPR would be to initiate the work on amendments to GTR No. 2.
32. GRPE adopted ECE/TRANS/WP.29/GRPE/2016/13 as amended by Annex VI of this report and requested the secretariat to submit it to WP.29 and the Executive Committee of the 1998 Agreement (AC.3) for consideration and vote at their November 2016 sessions as a draft new GTR on the measurement procedure for two- or three-wheeled motor vehicles with regard to on-board diagnostics. GRPE also adopted the technical report (GRPE-73-18-Rev.1) as reproduced in Annex VII of this report and requested the secretariat to submit it to WP.29 and AC.3 for consideration and vote at their November 2016 sessions. “(e) The disablement of the antilock brake system function shall be indicated by the activation of symbol B.18 as specified in ISO 2575:2010 (ISO 7000-2623) or any other equivalent unequivocal indication of the disabled antilock brake system state. Alternatively, the warning lamp referred to in paragraph 5.1.13. shall be continuously activated (i.e. lit or flashing); and
(f) Prohibition of any software and/or hardware defeat device compromising or allowing to circumnavigate one or more of the requirements set out in points (a) to (e); and"
23. GRRF reviewed ECE/TRANS/WP.29/GRRF/2015/41 and GRRF-80-24 under agenda item 5(b) below.
24. The expert from EC introduced ECE/TRANS/WP.29/GRRF/2015/40 and ECE/TRANS/WP.29/GRRF/2015/41, proposing to clarify the possibility to install means to temporarily reduce or disable the ABS function of motorcycles in certain conditions. The expert from Canada submitted an alternative wording (GRRF-80-19) and recalled that an authorization from the Executive Committee AC.3 for developing an amendment to GTR No. 3 would be required. The proposal received some general comments related to road safety. The expert from IMMA briefly introduced GRRF-80-13 commenting the proposals to which the expert from EC responded (GRRF-80-24 and GRRF-80-25). A majority of experts expressed a specific concern related to condition (f). The expert from EC volunteered to prepare two revised proposals for the [February 2016] session of GRRF.
21. GRRF agreed with the proposal of the expert from EC to reintroduce ECE/TRANS/WP.29/GRRF/2015/41 under agenda item 5(a) and to reconsider the proposal clarifying the possibility to install means to disable the ABS function in certain conditions for L-category vehicles. The expert recalled that a majority of experts expressed specific concerns related to the condition (f) in the proposal at the previous session and therefore agreed to delete it, as shown in GRRF-81-28. The proposal, received some comments to amend the text in a more stringent manner. The expert from IMMA advocated for transitional provisions aligned with those of Euro 5 in Europe. He added that the newly proposed wording was too restrictive and may exclude some vehicles that were already equipped with the feature. GRRF agreed therefore on longer transitional provisions for existing vehicle types, and also to not excessively restrict the kind of vehicle that could be equipped with the ABS off switch function, by softening the wording of these provisions. The Contracting Parties agreed on the amended proposal GRRF-81-28-Rev.1. The expert from Italy expressed a scrutiny reservation on the provisions related to the off road switch. GRRF adopted the proposal as reproduced in Annex III and requested the Secretariat to submit it to WP.29 and AC.1 for consideration at their November 2016 sessions, as a new 04 series of amendments to Regulation No. 78, subject to final review by GRRF in September 2016.
23. As agreed at the previous session, GRRF reviewed ECE/TRANS/WP.29/2016/114 proposing a new series of amendments to Regulation No. 78 (submitted to WP.29 and AC.1 for review and vote at their coming sessions). The expert from IMMA introduced GRRF-82-06-Rev.1, proposing three minor corrections. GRRF reconfirmed ECE/TRANS/WP.29/2016/114, adopted the editorial corrections, as reproduced in Annex III and requested the secretariat to submit it to WP.29 and AC.1, as an informal document amending ECE/TRANS/WP.29/2016/114 at their November 2016 sessions.

AC.3 adopted ECE/TRANS/WP.29/2016/115, submitted by the representative of the Republic of Korea, on the authorization to develop an amendment to the UN GTR to provide the test procedure for deployable systems of the outer surface to ensure an adequate protection of pedestrians. The secretariat was requested to prepare the corresponding AC.3 document.
134. The representative of the United States of America reported that they had begun discussions with the Chair of the IWG on a way forward for Phase 2. He informed AC.3 that the cost benefits analysis in his country continued to be delayed, but NHTSA was hopeful that during the December 2016 session of GRSP, he would be able to provide a path towards completion of Phase 2. Finally, he suggested an extension of the mandate for the IWG to allow time for completion of this phase of the GTR until December 2017. AC.3 endorsed this request.
122. The expert from the Republic of Korea introduced a proposal for authorization to amend UN GTR (WP.29-169-10), to incorporate provisions for active deployable systems in the bonnet area. AC.3 requested the secretariat to distribute it with an official symbol at its November 2016 session.

The representative of the United States of America informed AC.3 about the final results of part A of the mandate of the IWG on Electric Vehicles and the Environment (EVE) on data and information gathering (WP.29-170-31). He referred to the model that had been developed to evaluate the energy consumption of a particular vehicle (WP.29-170-30 and WP.29-170-29). He presented ECE/TRANS/WP.29/2016/116 on the request for authorization to develop amendments to UN GTR No. 15 and continue certain research items on environmental requirements for electric vehicles. He explained that the authorization request in ECE/TRANS/WP.29/2016/116 corresponded to part B of the original mandate (ECE/TRANS/WP.29/AC.3/40). He informed AC.3 about the request under each of the areas of work: - develop an amendment to UN GTR No. 15 to establish a procedure for determining the powertrain performance of electrified vehicles;
- continue research on the topic of battery performance and durability with the aim of returning to AC.3 seeking authorization for relevant activities once this additional research would be completed;
- approach the Group of Experts on Energy Efficiency (GEEE) and possibly the Executive Secretary of UNECE to request that they continue work on the method of stating energy consumption with the support of the IWG on EVE.
He mentioned that under the proposal, the recyclability topic would be removed from the mandate.
144. AC.3 adopted ECE/TRANS/WP.29/2016/116 on the authorization to develop amendments to UN GTR No. 15 and continue certain research items on environmental requirements for electric vehicles, and requested the secretariat to submit it as an AC.3 official document.
