30. The Chair of GRRF recalled the authorization to develop an amendment to GTR No. 16 (see ECE/TRANS/WP29/AC.3/42) and the sponsorship of the Russian Federation for this activity. The expert from the Russian Federation reported on the work done by the group of interested experts dealing with this amendment, introducing the draft amendment 1 to GTR No.16 in ECE/TRANS/WP.29/2016/2 as well as the report contained in ECE/TRANS/WP.29/2016/3. He explained that GRRF-81-02 contained additional information to show the amendments to the existing text of the GTR as well as the origin of the amended text. GRRF adopted both official documents above (and removed the square brackets in paras. 14 and 20 of ECE/TRANS/WP.29/GRRF/2016/3). GRRF requested the secretariat to submit them to WP.29 and AC.3 for consideration and vote at their June 2016 sessions.

The proposal also would change the maximum permitted thickness variation of discs for medium and heavy vehicles from 0.030 mm to 0.050 mm (the common OEM specification). This revised proposal clarifies that the proposal would revise the specifications for vehicles of categories M3, N3, O3 and O4 but retain the maximum permitted specification of 0.030mm for vehicles of categories M2 and N2.

The expert from CLEPA presented ECE/TRANS/WP.29/2016/22 based on GRRF-80-12 proposing amendments to provisions defined for equivalent brake discs and drums and a relaxation of the requirement on the thickness variation for interchangeable replacement discs or drums. The expert presented a revised proposal GRRF-81-04 limiting the thickness variation requirement modification to vehicles of category O2, O3, N3 and M3. The expert from Italy expressed his concern with the proposed requirement relaxation. After discussion, GRRF agreed on the revised document GRRF-81-04-Rev.1. GRRF adopted the proposal amended by Annex IV to the report and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2016 sessions, as Supplement 3 to the 02 series of amendments to Regulation No. 90.

17. The expert from CLEPA also presented GRRF-81-06, proposing amendments to Regulation No. 55 in the case of Multiple Vehicle Combinations. GRRF as well as the IWG on MVC supported in principle the proposal and requested that the IWG on Regulation No. 55 prepares an official document for consideration at the next GRRF session.
17. The Secretary of the IWG introduced ECE/TRANS/WP.29/GRRF/2016/29 (amended by GRRF-82-27) with technical requirements for coupling devices for the purpose of modular vehicle combinations as well as “in-use” requirements for the combination of vehicles. The proposal, supported by GRRF, received some comments about the possibility to verify, at the time of type approval, the compliance with these “in use” requirements. GRRF questioned whether a driver could be requested to verify during a coupling phase the compatibility requirements defined in the proposal. The expert from CLEPA showed that calculation tools were available on the website of his company (www.vbg.se) and argued that it would be possible. GRRF agreed that this aspect of the proposal would need further consideration by the IWG who should recognise that new measures must be enforceable via type approval.

18. The expert from CLEPA introduced GRRF-81-07, proposing the procedure to identify allowable combinations of performance values Dc and V for drawbar coupling equipment. The expert from the UK noted that an editorial correction would be needed in paragraph 4.1.1. and proposed to assist the Secretary of the IWG to prepare an official document for consideration at the next GRRF session.
This item was agreed at our Poznan meeting. To our October meeting it was included in the proposal for Item 21. In order to make each proposal easier to comprehend it was now separated out. It was subject to the same principle discussion as Item 20. It was agreed to submit this proposal as an informal document to the GRRF 81.

GRRF agreed that the expert from Germany would chair the IWG and that the expert from the Comité Européen des groupements de constructeurs du machinisme agricole (CEMA) would provide the secretariat of the group. GRRF requested that the IWG would first revise and clarify the ToR of the group.

The Chair of the IWG on the Agricultural Coupling Devices and Components reported on the activities of the group (GRRF-84-27) and presented ECE/TRANS/WP.29/GRRF/2017/13 as amended by GRRF-84-26 with a draft regulation on the Agricultural Coupling. GRRF discussed the texts of para. 4.5. contained in square brackets and requested the group to consider working protection laws. The expert from Sweden proposed to clarify the provisions for remote coupling and remote indication. GRRF agreed that the remote indication should be located where the remote operation takes place. The Chair of the IWG volunteered to submit a revised proposal at the February 2018 session of GRRF.

The proposal received some suggestions to simplify the verification of the compliance with the arrangement requirements. GRRF invited the expert of ETRTO to submit a revised proposal for consideration at the next session of GRRF.
32. The expert from ETRTO introduced ECE/TRANS/WP.29/GRRF/2016/35 as amended by GRRF-82-23 proposing editorial corrections to Regulation No. 54. He also introduced ECE/TRANS/WP.29/GRRF/2016/36 proposing amendments to provisions on the minimum markings heights.
33. GRRF agreed with all documents above (see para. 32.) and requested the secretariat to keep the documents on the agenda for the next session.

44. The expert from the Slovak Republic introduced ECE/TRANS/WP.29/GRRF/2015/39 as amended by GRRF-80-16 proposing clarifications for Regulation No. 109. The expert from ETRTO recalled that the proposed clarifications would also be relevant for Regulations Nos. 30 and 54. GRRF agreed to resume consideration of these clarifications on the basis of a revised proposal that the experts from ETRTO and the Slovak Republic volunteered to prepare for the September 2016 session of GRRF.
39. GRRF resumed consideration of proposed amendments to Annexes 7 and 10 to Regulation No. 109 as well as the proposal originally submitted by the expert from Slovakia, in ECE/TRANS/WP.29/GRRF/2016/40. The expert from ETRTO presented a proposal for amendments to tyre marking requirements in ECE/TRANS/WP.29/GRRF/2016/41.
40. GRRF adopted both proposals and requested the secretariat to submit them as draft Supplement 8 to Regulation No. 109 (Retreaded tyres for commercial vehicles and their trailers) to WP.29 and AC.1 for consideration and vote at their March 2017 sessions.

It has subsequently been concluded that this change to paragraph 2.1.1. is not needed. Therefore, this proposal removes the change to the paragraph from GRRF/2016/20.

50. The expert from Germany, on behalf of the Co-Chairs of the IWG on ACSF, introduced GRRF-81-32 presenting the status of the work done (GRRF-81-18) by the IWG on ACSF. He explained that the IWG was working on the provisions for the proposed five categories of ACSF as well as requirements and testing procedures for the proper assessment of the safety performance of these functions. He clarified that the speed limit for Category E systems would be 130 km/h but that other Categories could work at higher speeds. GRRF endorsed the status report and agreed to resume consideration of this agenda item at its next session.

GRRF also noted that the pre-testing task force would test procedures related to the draft Regulation No. 0 and that GRRF actions related to IWVTA should ideally be completed by February 2016. 28. The secretariat introduced GRRF-81-27 containing the request for clarifications of paragraph 5.2.2.1.1 in Regulation No. 90. Only one minimum shear strength requirement is specified for brake shoe assemblies and one requirement for brake pad assemblies in Regulation No. 90 and it is therefore requested that clarification be provided if these requirements are for both cold and hot shear because ISO 6312 specifies methods for both cold and hot shear tests. GRRF confirmed that Regulation No. 90 requested that the test, according to the mentioned ISO standard, has to be run at ambient temperature only. Several experts noted that a general review of Regulation No. 90 would be useful in order to minimize interpretation issues. Following discussions, the expert from Spain prepared and presented ToR for a SIG of experts to explore whether the issues related to the interpretation of the Regulation were minor and could be managed by GRRF or whether they are significant and would require the establishment of a specific IWG. GRRF agreed with the proposal and endorsed GRRF-81-33.

21. GRRF agreed with the proposal of the expert from EC to reintroduce ECE/TRANS/WP.29/GRRF/2015/41 under agenda item 5(a) and to reconsider the proposal clarifying the possibility to install means to disable the ABS function in certain conditions for L-category vehicles. The expert recalled that a majority of experts expressed specific concerns related to the condition (f) in the proposal at the previous session and therefore agreed to delete it, as shown in GRRF-81-28. The proposal, received some comments to amend the text in a more stringent manner. The expert from IMMA advocated for transitional provisions aligned with those of Euro 5 in Europe. He added that the newly proposed wording was too restrictive and may exclude some vehicles that were already equipped with the feature. GRRF agreed therefore on longer transitional provisions for existing vehicle types, and also to not excessively restrict the kind of vehicle that could be equipped with the ABS off switch function, by softening the wording of these provisions. The Contracting Parties agreed on the amended proposal GRRF-81-28-Rev.1. The expert from Italy expressed a scrutiny reservation on the provisions related to the off road switch. GRRF adopted the proposal as reproduced in Annex III and requested the Secretariat to submit it to WP.29 and AC.1 for consideration at their November 2016 sessions, as a new 04 series of amendments to Regulation No. 78, subject to final review by GRRF in September 2016.
23. GRRF reviewed ECE/TRANS/WP.29/GRRF/2015/41 and GRRF-80-24 under agenda item 5(b) below.
24. The expert from EC introduced ECE/TRANS/WP.29/GRRF/2015/40 and ECE/TRANS/WP.29/GRRF/2015/41, proposing to clarify the possibility to install means to temporarily reduce or disable the ABS function of motorcycles in certain conditions. The expert from Canada submitted an alternative wording (GRRF-80-19) and recalled that an authorization from the Executive Committee AC.3 for developing an amendment to GTR No. 3 would be required. The proposal received some general comments related to road safety. The expert from IMMA briefly introduced GRRF-80-13 commenting the proposals to which the expert from EC responded (GRRF-80-24 and GRRF-80-25). A majority of experts expressed a specific concern related to condition (f). The expert from EC volunteered to prepare two revised proposals for the [February 2016] session of GRRF.

47. The expert from EC informed (GRRF-81-30) GRRF about the Collaborative ITS (C-ITS) platform report. The secretariat noted that the so-called “Day 1 list” in the report contained mainly systems directly related to road vehicles or indirectly, by interacting with road vehicles through their connectivity. He wondered whether EC would wish to contribute at the World Forum level on these systems. The expert from EC explained that no strategy was decided at this stage but he expected that the type-approval requirements for theses vehicle-related systems could be handled by the World Forum, if non-EU Contracting Parties would express their interest in these activities and would wish to contribute.
64. The expert from EC reported (GRRF-81-30) on Gear 2030, being a high level group consisting of the executives of the European automotive sector, relevant Ministers and Commissioners of the European Commission. He added that one of the goals of the group was to develop a roadmap for highly automated driving, within two years.

14. The expert from CLEPA recalled the presentation (GRRF-80-06) made by the expert from China at the previous session of GRRF. He presented GRRF-81-31 answering to the proposal contained in GRRF-80-06. The experts from the Czech Republic and OICA confirmed the information provided by CLEPA. GRRF agreed that the consideration of GRRF-80-06 and GRRF-81-31 was completed.
16. The expert from China introduced GRRF-80-06 proposing amendments to the provisions related to the test of Brake Assist Systems (BAS) based on the assumption that in some cases the operation trigger point of BAS would not reflect human capacities. The proposal received some comments on possible design restrictions. The experts from CLEPA and OICA agreed to further study the proposal. GRRF agreed to keep GRRF-80-06 on the agenda of the eighty-first session of GRRF.

50. The expert from Germany, on behalf of the Co-Chairs of the IWG on ACSF, introduced GRRF-81-32 presenting the status of the work done (GRRF-81-18) by the IWG on ACSF. He explained that the IWG was working on the provisions for the proposed five categories of ACSF as well as requirements and testing procedures for the proper assessment of the safety performance of these functions. He clarified that the speed limit for Category E systems would be 130 km/h but that other Categories could work at higher speeds. GRRF endorsed the status report and agreed to resume consideration of this agenda item at its next session.

28. The secretariat introduced GRRF-81-27 containing the request for clarifications of paragraph 5.2.2.1.1 in Regulation No. 90. Only one minimum shear strength requirement is specified for brake shoe assemblies and one requirement for brake pad assemblies in Regulation No. 90 and it is therefore requested that clarification be provided if these requirements are for both cold and hot shear because ISO 6312 specifies methods for both cold and hot shear tests. GRRF confirmed that Regulation No. 90 requested that the test, according to the mentioned ISO standard, has to be run at ambient temperature only. Several experts noted that a general review of Regulation No. 90 would be useful in order to minimize interpretation issues. Following discussions, the expert from Spain prepared and presented ToR for a SIG of experts to explore whether the issues related to the interpretation of the Regulation were minor and could be managed by GRRF or whether they are significant and would require the establishment of a specific IWG. GRRF agreed with the proposal and endorsed GRRF-81-33.

20. The expert from EC recalled the purpose of GRRF-80-29 aimed at addressing the situation in which coupling balls would be installed right in front of registration plates or rear fog lamps. The proposal received some comments, related to the restriction on the use of a release key in paragraph 1.1.4., and he drafted a revised proposal as reproduced in GRRF-81-34. GRRF adopted the proposal as reproduced in Annex II of this report and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2016 sessions, as Supplement 6 to the 01 series of amendments to Regulation No. 55.
20. The expert from EC introduced GRRF-80-29 aimed at addressing the situation where coupling balls are installed right in front of registration plates or rear fog lamps. 30. The Chair of GRRF recalled the authorization to develop an amendment to GTR No. 16 (see ECE/TRANS/WP29/AC.3/42) and the sponsorship of the Russian Federation for this activity. The expert from the Russian Federation reported on the work done by the group of interested experts dealing with this amendment, introducing the draft amendment 1 to GTR No.16 in ECE/TRANS/WP.29/2016/2 as well as the report contained in ECE/TRANS/WP.29/2016/3. He explained that GRRF-81-02 contained additional information to show the amendments to the existing text of the GTR as well as the origin of the amended text. GRRF adopted both official documents above (and removed the square brackets in paras. 14 and 20 of ECE/TRANS/WP.29/GRRF/2016/3). GRRF requested the secretariat to submit them to WP.29 and AC.3 for consideration and vote at their June 2016 sessions.
30. The Chair of GRRF recalled the establishment of GTR No. 16 (Tyres) in the Global Registry, the authorization to develop an amendment to GTR No. 16 (see ECE/TRANS/WP29/AC.3/42) and the sponsorship of the Russian Federation for this activity. The expert from ETRTO reported (GRRF-80-04, GRRF-80-05) and presented the status of the work done by the group of interested experts dealing with this amendment (GRRF-80-20, GRRF-80-21 and GRRF-80-22). GRRF explored the possible wording to be used to allow Contracting Parties to transpose at their wish some of the optional tests in the GTRs and therefore reviewed the precedent case of GTR No. 7. GRRF experts agreed to send written comments to the group of interested experts and to have a webex meeting in October, so that a formal proposal can be submitted for consideration at the February 2016 session of GRRF.
108. AC.3 agreed to defer this subject to its November 2016 session.
33. In connection with the activities of IWG Tyre GTR, the expert from United States of America presented the outcome of the North American all-season tyre pre-meeting (GRB-68-17). The expert of ETRTO briefly introduced proposals for amendments to UN GTR No. 16 which would be presented in detail at the next session of GRB (GRB-68-18). The expert of ETRTO reported on developing a harmonized high speed test based on the two such tests listed in UN GTR No. 16, namely the one based on UN Regulation No. 30 and the other one based on the American Federal Motor Vehicle Safety Standard (FMVSS) No. 139 (GRB-68-24).

The expert from EC proposed amendments (GRRF-81-17) to ECE/TRANS/WP.29/GRRF/2016/5 clarifying that the manufacturer has the obligation to design a TPMS system which shall detect underinflation under a wide range of driving conditions and not only in the conditions of the test procedures in Annex 3 of the Regulation. GRRF adopted with the proposal as amended (GRRF-81-17-Rev.1). GRRF noted that the agreed proposal would not modify the test procedures as described in Annex 3 of the Regulation. The expert from the Russian Federation and some type-approval authorities raised a question about general provisions in UN Regulations for which no procedure was defined to verify the compliance with these general provisions for manufacturers. GRRF suggested that WP.29 could have a general discussion on the compliance off the test procedures and could provide guidance to the WP.29 subsidiary bodies.
61. GRRF adopted ECE/TRANS/WP.29/GRRF/2016/5 as amended by Annex XI of the report and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2016 sessions.

The expert from OICA presented ECE/TRANS/WP.29/GRRF/2016/6 removing (as suggested by the IWG on IWVTA) the provisions on ESC and Brake Assist Systems (BAS) from Regulation No. 13-H, taking into consideration the comments received at previous sessions of GRRF as well as the transitional provisions proposed by the expert from UK in ECE/TRANS/WP.29/GRRF/2016/10. He introduced ECE/TRANS/WP.29/GRRF/2016/7 proposing a new Regulation on BAS. He also introduced a proposal for a new Regulation on ESC (ECE/TRANS/WP.29/GRRF/2016/8). After discussion, GRRF agreed on the revised proposals in GRRF-81-23, GRRF-81-24 and GRRF-81-25.
55. GRRF adopted ECE/TRANS/WP.29/GRRF/2016/6 as amended by Annex VII to the report and requested the Secretariat to submit it as well as the adopted proposal in ECE/TRANS/WP.29/GRRF/2013/13 to WP.29 and AC.1 for consideration and vote in June 2016 as draft 01 series of amendments to Regulation No. 13-H
7. This item was discussed in conjunction with agenda item 10(b), see para. 36. The expert from OICA introduced ECE/TRANS/WP.29/GRRF/2014/10 as amended by GRRF-76-18 proposing to delete the provisions related to the introduction of ESC and BAS in the two draft Regulations mentioned in para. 36. in favour of separate and discrete regulations for these technologies. GRRF agreed to resume consideration of this item and keep the documentation on the agenda of the September 2014 session of GRRF.

The expert from OICA introduced GRRF-79-05, GRRF-79-06 and GRRF 79 07 superseding official proposals for separate Regulations on Brake Assist Systems (BAS) (ECE/TRANS/WP.29/GRRF/2014/11) and on Electronic Stability Control (ESC) (ECE/TRANS/WP.29/GRRF/2014/12) extracted from Regulation No. 13 H (ECE/TRANS/WP.29/GRRF/2014/10). GRRF agreed that further work e.g. on the transitional provisions, was necessary to make sure that Countries mandating the fitment of ESC or BAS on the basis of the existing text of Regulation No. 13-H would be able to continue to mandate this fitment, unaffected by this extraction. The expert from UK agreed to lead an ad-hoc group of interested members on addressing the transitional provisions, to establish a methodology for all of the regulations that would need to be separated for IWVTA. GRRF agreed to reconsider this proposal at its September 2015 session.

54. The expert from OICA presented ECE/TRANS/WP.29/GRRF/2016/6 removing (as suggested by the IWG on IWVTA) the provisions on ESC and Brake Assist Systems (BAS) from Regulation No. 13-H, taking into consideration the comments received at previous sessions of GRRF as well as the transitional provisions proposed by the expert from UK in ECE/TRANS/WP.29/GRRF/2016/10. He introduced ECE/TRANS/WP.29/GRRF/2016/7 proposing a new Regulation on BAS. He also introduced a proposal for a new Regulation on ESC (ECE/TRANS/WP.29/GRRF/2016/8). After discussion, GRRF agreed on the revised proposals in GRRF-81-23, GRRF-81-24 and GRRF-81-25.
56. GRRF adopted ECE/TRANS/WP.29/GRRF/2016/7 as amended by Annex VIII to the report and requested the Secretariat to submit it to WP.29 and AC.1 for consideration and vote in June 2016.
36. The expert from OICA introduced a proposal for a draft Regulation on Brake Assist Systems (ECE/TRANS/WP.29/GRRF/2014/11 amended by GRRF-76-14 and GRRF-76-33) and a proposal for a draft Regulation on Electronic Stability Control (ECE/TRANS/WP.29/GRRF/2014/12 amended by GRRF-76-13). Addressing the open question on how to deal with the original Annex 8 of Regulation No. 13-H, he presented GRRF-76-40 and the corresponding proposal amending the draft mentioned above (GRRF-76-22 and GRRF-76-23). GRRF agreed to resume consideration of this item and keep the documentation on the agenda of the September 2014 session of GRRF.
48. The expert from OICA announced that GRRF-76-13, GRRF-76-14, GRRF-76-18, GRRF-76-22 and GRRF-76-23 had been replaced by GRRF‑78‑19, GRRF‑78‑20 and GRRF‑78‑21.
49. The expert from OICA introduced the new documents as well as the proposals for separate UN Regulations on Brake Assist Systems (BAS) (ECE/TRANS/WP.29/GRRF/2014/11) and on Electronic Stability Control (ESC) (ECE/TRANS/WP.29/GRRF/2014/12) extracted from UN Regulation No. 13‑H (ECE/TRANS/WP.29/GRRF/2014/10). The Chair recalled the purpose of GRRF-76-33 and GRRF-76-34. OICA stated that GRRF-76-34 had been taken into account when drafting the proposals above. He introduced GRRF-78-29 proposing to delete the k-test method prescribed in Annex 7 and only keep the method prescribed in Appendix 2 to Annex 6 to align the UN Regulation with GTR No. 8. GRRF agreed to reconsider this proposal at its seventy-ninth session.
51. GRRF agreed to resume consideration of this agenda item at its February 2015 session, based on three revised proposals by OICA and CLEPA.
45. The expert from OICA introduced GRRF-79-05, GRRF-79-06 and GRRF 79 07 superseding official proposals for separate Regulations on Brake Assist Systems (BAS) (ECE/TRANS/WP.29/GRRF/2014/11) and on Electronic Stability Control (ESC) (ECE/TRANS/WP.29/GRRF/2014/12) extracted from Regulation No. 13 H (ECE/TRANS/WP.29/GRRF/2014/10). GRRF agreed that further work e.g. on the transitional provisions, was necessary to make sure that Countries mandating the fitment of ESC or BAS on the basis of the existing text of Regulation No. 13-H would be able to continue to mandate this fitment, unaffected by this extraction. The expert from UK agreed to lead an ad-hoc group of interested members on addressing the transitional provisions, to establish a methodology for all of the regulations that would need to be separated for IWVTA. GRRF agreed to reconsider this proposal at its September 2015 session.

53. The expert from OICA introduced ECE/TRANS/WP.29/GRRF/2016/9 proposing a new Regulation on Tyre Installation. The proposal received some comments to harmonize the provisions with those of the corresponding EU Regulation No. 458/2011 (GRRF-81-26). GRRF adopted the proposal as amended by Annex VI to the report and requested the secretariat to submit the amended proposal to WP.29 and AC.1 for consideration and vote in June 2016.
44. The expert from OICA presented GRRF-79-08, superseding ECE/TRANS/WP.29/GRRF/2014/13 on the tyre installation for M1 vehicles. The proposal received some editorial comments. GRRF agreed to revisit this item at its September 2015 session on the basis of a revised proposal by OICA.
59. In absence of new proposals tabled by the expert from OICA, the Chair recalled the purpose of ECE/TRANS/WP.29/GRRF/2014/13 amended by GRRF-79-08 proposing a draft Regulation on tyre installation and that the expert from OICA agreed to table a revised proposal addressing the comments received. The expert from Japan tabled GRRF-80-26 addressing concerns expressed at the seventy-ninth session of GRRF. The expert from EC kindly informed GRRF that the lack of harmonization between the draft UN Regulation and the existing EC Regulation 458/2011 might prevent the EU from applying this regulation. The expert from OICA submitted GRRF-80-36 at the end of the session for review and comments by the experts of GRRF in view of the submission of an official document for the February 2016 session of GRRF.

Proposal to modify the marking requirements to replace PSI with kilopascals (“kPa”). The intent is to harmonize the pressure indication and avoid confusion between UN Regulation No. 54 and US FMVSS 119 or FMVSS 139. The proposal would also change the measurement units for drum speed from min-1 to km.h-1 in alignment with the requirements with other tyre regulations and align the wording in Annex 7, Appendix 1 with the text of the Regulation.

The expert from ETRTO introduced ECE/TRANS/WP.29/GRRF/2016/12, a revised proposal to amend the tyre marking requirements and also containing the amendments previously proposed by the expert from Slovakia. GRRF adopted the proposal and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2016 sessions, as part of the draft Supplement 21 to Regulation No. 54 and as part of the draft Regulation No. 117.
38. The expert from ETRTO also introduced ECE/TRANS/WP.29/GRRF/2015/27 as amended by GRRF-80-10 proposing to replace the “PSI index” by the pressure in “kPa”. The proposal received several comments e.g. on paragraph 3.1.10. and the use of “may” or “shall”. GRRF agreed to resume consideration of this proposal at its next session on the basis of a revised proposal that the expert from ETRTO volunteered to prepare.
40. The expert from the Slovak Republic introduced ECE/TRANS/WP.29/GRRF/2015/38 as amended by GRRF-80-15. GRRF agreed that only proposed minor correction to footnote 2 in Annex 7, Appendix 1 would be relevant. At the request of the Chair of GRRF, the expert from ETRTO agreed to introduce it in its revised proposal for amendments to Regulation No. 54 to be reviewed by GRRF at its February 2016 session.

29. The expert from Italy presented GRRF-81-29 introducing ECE/TRANS/WP.29/GRRF/2016/18. The experts from Spain, UK and EC expressed reservations with the aim of the proposal, taking into account the history of the Regulation No. 90 development. They suggested that a more strategic and coordinated approach was chosen to develop the Regulation. GRRF agreed that this proposal may be reviewed by a SIG dealing with Regulation No. 90.
24. The expert from Italy presented GRRF-79-30, introducing the amendments proposed in ECE/TRANS/WP.29/GRRF/2014/23/Rev.1 as amended by GRR-79-11 and GRRF 79 13 on new requirements for the approval of replacement brake discs for L category vehicles, taking into consideration the latest technologies available in the market.
25. The proposal received some comments. GRRF agreed to revisit this item on the basis of a revised proposal to be submitted by the expert from Italy and taking into account all the comments received
26. The expert from Italy presented GRRF-80-31, introducing ECE/TRANS/WP.29/GRRF/2014/23/Rev.2 and GRRF-80-37 and proposing requirements for the approval of replacement brake discs for L‑category vehicles, taking into consideration the latest technologies available in the market as well as comments received during the previous session of GRRF. GRRF adopted the proposal with the following amendments:
(a) the proposed transitional provisions (paras 12.1 to 12.6) shall be deleted;
(b) The note under Table A15/2.9 shall read: “There are no groups…”
25. The expert from Italy presented GRRF-82-32 introducing ECE/TRANS/WP.29/GRRF/2016/18, which was already presented once, at the February 2016 session. He pointed out that he didn’t receive any feedback or comments on the proposal and that therefore the original proposal was not amended. GRRF adopted the proposal as amended and requested the secretariat to submit this proposal as draft Supplement 4 to the 02 series of amendments to Regulation No. 90 (Replacement braking parts), for consideration and vote at the June 2017 sessions of WP.29 and AC.1.

48. The expert from CLEPA recalled, on behalf of CLCCR, the proposal ECE/TRANS/WP.29/GRRF/2016/20 previously adopted by GRRF with a scrutiny reservation. CLCCR reviewed the text in square brackets and proposed to delete it as proposed in GRRF-81-13. GRRF adopted the proposal as amended by Annex V to the report and requested the secretariat to submit it together with ECE/TRANS/WP.29/GRRF/2013/13 to WP.29 and AC.1 for consideration at their June 2016 sessions, as Supplement 5 to the 01 series of amendments to Regulation No. 79.
37. On behalf of CLCCR, the expert from CLEPA proposed amendments to UN Regulation No. 79 (ECE/TRANS/WP.29/GRRF/2013/25) inserting new requirements for trailers with a steering control system utilising electrical energy from the towing vehicle. The proposal received some comments (GRRF-75-11). The expert from Japan noted the absence of a definition for “IP54”. GRRF agreed to resume consideration of this subject at its next session on the basis of a revised proposal.
31. At the request of the author of ECE/TRANS/WP.29/GRRF/2014/8, GRRF agreed to defer this agenda item to its next session.
40. The expert from CLEPA, on behalf of CLCCR, introduced ECE/TRANS/WP.29/GRRF/2014/8 as amended by GRRF-79-02 and GRRF-79-21, aimed at removing a design restriction from Regulation No. 79 that prevents the approval of new technologies. The proposal received some comments. GRRF agreed to resume consideration on this item at its September 2015 session based on a revised proposal that the author volunteered to prepare. The secretariat agreed to consult the Working Party on Lighting and Light-Signalling on the issue of trailer mounted warning light.
54. The expert from CLEPA introduced on behalf of CLCCR the proposal ECE/TRANS/WP.29/GRRF/2015/43 superseding ECE/TRANS/WP.29/GRRF/2015/8. The proposal received some comments and was amended during the session as reproduced in GRRF-80-40. GRRF agreed with the proposal but preferred to review it again in February 2016 in view of a possible adoption in June 2016 by WP.29 and AC.1.54

63. The expert from OICA presented ECE/TRANS/WP.29/GRRF/2016/21 proposing to extend the possibility of actuating the service braking system to vehicles of categories M2 and N2 below five tons. The proposal received some comments on possible safety risks. The expert from Switzerland explained that his country, due to specific geographic characteristics, had long roads with significant slopes and that the requirements shall take this specificity into consideration. The expert from OICA stated that, due to speed limiter (90 km/h), fully loaded vehicles of category M2 of N2 below five tons would have a smaller kinetic energy than fully loaded vehicles of category N1 driving at 130 km/h, therefore, the proposal is not introducing any road safety issue. The expert from Denmark noted that a tell-tale could be provided, in combination with the system actuating the service brakes, to make the driver aware of the service brake application. GRRF agreed to continue consideration of this agenda item at September 2016 session of GRRF and invited GRRF to provide evidences that no additional safety risk would be expected if the requested extension would be granted.
67. The expert from OICA introduced ECE/TRANS/WP.29/GRRF/2015/44 proposing to extend the possibility of actuating the service braking system as described in Regulation No. 89 to vehicles of categories M2 and N2 below 5t. Some experts expressed concerns related to the risk of “hot brakes” phenomena when the (adjustable) speed limitation device would function down hills. The expert from OICA agreed to provide more information about the proposal to be presented at the February 2016 session of GRRF. GRRF agreed to resume consideration on this item at its February 2016 session and requested the secretariat to dedicate an agenda item to Regulation No. 89.

The expert presented a revised proposal GRRF-81-04 limiting the thickness variation requirement modification to vehicles of category O2, O3, N3 and M3. The expert from Italy expressed his concern with the proposed requirement relaxation. After discussion, GRRF agreed on the revised document GRRF-81-04-Rev.1. GRRF adopted the proposal amended by Annex IV to the report and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2016 sessions, as Supplement 3 to the 02 series of amendments to Regulation No. 90.

The secretariat agreed to prepare a revised version that could potentially be adopted (GRRF-86-40-Rev.1) by AC.1 as a Supplement 4.
