92. The secretariat presented ECE/TRANS/2015/13, adopted by ITC at its February 2015 session. WP.29 noted that the document represents the midterm review of the UN Decade of Action for Road Safety 2011 to 2020, including the results of the World Forum on the development of UN Regulations and UN GTRs to make vehicles safer.

12. The World Forum noted the revised programme of work and proposed documentation (ECE/TRANS/WP.29/2015/1). The secretariat presented the list of informal working groups (based on WP.29-165-01) and the distribution of tasks in the vehicle regulations and transport innovations section (based on WP.29-165-02). The World Forum noted WP.29-165-01 on the informal working groups and chairmanships of WP.29 and its subsidiary bodies as well as WP.29-165-02 on the current organization of the secretariat.

4. The expert from IMMA proposed to complete a table containing all symbols used in this UN Regulation with the symbols related to the additional sound emission provisions (ASEP) test (GRB-60-06). GRB adopted this proposal as reproduced in Annex II to this report and requested the secretariat to submit it to WP.29 and the Administrative Committee of the 1958 Agreement (AC.1) for consideration and vote at their March 2015 sessions.

55. WP.29 agreed to follow the recommendation of GRB on agenda item 4.6.2, and to resume consideration of the proposal for the 03 series of amendments to Regulation No. 51 (ECE/TRANS/WP.29/2015/3) at the June 2015 session (see para. 32 above).

Consideration of WP.29/2015/3 for adoption postponed at the request of the GRB.

5. On behalf of the Informal Working Group (IWG) on UN Regulations Nos. 51 and 59, the expert from OICA introduced a revised proposal for the 03 series of amendments to UN Regulation No. 51 (ECE/TRANS/WP.29/GRB/2014/5). He explained that the text of this proposal was harmonized, as far as possible, with European Union (EU) Regulation No. 540/2014 on the sound level of motor vehicles and of replacement silencing systems, including a three-phase reduction of the sound level limits. GRB noted that, following the entry into force of phase 2 for new types of vehicles, EU would undertake a detailed study to review the limits of phase 3 and to correct these values, if deemed to be necessary. Other Contracting Parties were invited to conduct similar studies in the future and to transmit their outcomes to GRB. GRB stressed the importance of aligning the timeline for introduction of phases 1-3 of the 03 series of amendments to UN Regulation No. 51 with the step-by-step entry into force of the above EU Regulation. For this reason, GRB agreed that all transitional provisions of paragraph 11. of the proposal should refer to specific dates(i.e., dates identical to those of the EU phase-in). Finally, GRB adopted the proposal, as amended by Annex III to this report, and mandated the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their March 2015 sessions.

6. The expert from Japan suggested that references to ISO 10844:2011 be put in square brackets for the time being and requested GRB to revert to this issue at the next session.

8. GRB noted that the additional sound emission provisions contained in ECE/TRANS/WP.29/2011/64 had been incorporated into the revised proposal for the 03 series of amendments to UN Regulation No. 51 (ECE/TRANS/WP.29/GRB/2014/5) and decided to remove ECE/TRANS/WP.29/2011/64 from the agenda.

9. On behalf of the IWG on UN Regulations Nos. 51 and 59, the expert from OICA presented a revised proposal for the 02 series of amendments to UN Regulation No. 59 (ECE/TRANS/WP.29/GRB/2014/6 and GRB-60-01). He pointed out that this proposal was also aligned with EU Regulation No. 540/2014 on the sound level of motor vehicles and of replacement silencing systems. GRB adopted this proposal, as amended by Annex IV to the present report, and mandated the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their March 2015 sessions.

12. GRB considered additional proposals for the 02 series of amendments to Regulation No. 59 prepared by IWG on Regulations Nos. 51 and 59 (ECE/TRANS/WP.29/GRB/2015/4). GRB adopted these proposals, as amended by Annex IV to this report, and mandated the secretariat to submit them to WP.29 and AC.1 for consideration and vote at their June 2015 sessions as a draft Supplement 1 to the 02 series of amendments to Regulation No. 59.

11. The expert from the Russian Federation introduced some clarifications to be included in UN Regulation No. 117, on data processing for the measurement method of tyre deceleration value obtained in differential form dω/dt (ECE/TRANS/WP.29/GRB/2014/7). GRB adopted this proposal, as amended by Annex V to this report, and requested the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their March 2015 sessions.

29. The expert from ETRTO introduced ECE/TRANS/WP.29/GRRF/2014/25 concerning snow tyres for use in severe snow conditions, specifically the items to be listed in the communication form of Annex 1 to UN Regulation No. 117.

31. GRRF adopted ECE/TRANS/WP.29/GRRF/2014/25 as reproduced in Annex IV to this report, and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their March 2015 sessions as draft Supplement 7 to 02 series of UN Regulation No. 117.

32. The expert from the Russian Federation, Vice-Chair of the Working Party on Noise (GRB), informed GRRF that a revised version of ECE/TRANS/WP.29/GRB/2014/7, including some minor editorial amendments, had been submitted by GRB to WP.29 and AC.1 for consideration at their March 2015 sessions.

15. The expert from CLEPA introduced ECE/TRANS/WP.29/GRRF/2014/27, proposing amendments to Annexes 10 and 13 of UN Regulation No. 13. GRRF adopted the proposal and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their March 2015 sessions as draft Supplement 13 to the 11 series of amendments to UN Regulation No. 13.

16. The Chair of the IWG on UN Regulation No. 55 introduced ECE/TRANS/WP.29/GRRF/2014/28 (based on ECE/TRANS/WP.29/GRRF/2014/14) and deleting references to the standard ISO 7641/1‑2012 as contained in the original proposal.

18. GRRF adopted ECE/TRANS/WP.29/GRRF/2014/28 and requested the secretariat to submit the proposal to WP.29 and AC.1 for consideration at their March 2015 sessions as draft Supplement 4 to the 01 series of amendments to UN Regulation No. 55.

32. The expert from ETRTO introduced ECE/TRANS/WP.29/GRRF/2013/20 and sought guidance. The expert from IMMA proposed to collaborate with ETRTO on this subject. GRRF noted, the amendments proposed in ECE/TRANS/WP.29/GRRF/2013/22 were linked to this item. GRRF agreed to resume consideration of this subject at its next session on the basis of a revised proposal by the expert from ETRTO.

25. The expert from ETRTO presented GRRF-76-25, supporting ECE/TRANS/WP.29/GRRF/2013/20 amended by GRRF-76-06 as well as ECE/TRANS/WP.29/GRRF/2013/22 [concerning UN R106] and proposing the insertion of All Terrain Vehicle (ATV) tyres in UN Regulation No. 75.

26. In response to the proposal above, the expert from IMMA presented GRRF-76-41 supporting the insertion of provisions for ATV tyres in UN Regulation No. 106. GRRF agreed to revisit this subject at it September 2014 session on the basis of a revised proposal that the experts from IMMA and ETRTO agreed to prepare.

34. The expert from ETRTO presented GRRF-78-42 supporting ECE/TRANS/WP.29/GRRF/2013/20 as amended by GRRF-76-06 as well as ECE/TRANS/WP.29/GRRF/2013/22 aimed at inserting All Terrain (AT) tyres in UN Regulation No. 75.

36. Following the discussion GRRF adopted ECE/TRANS/WP.29/GRRF/2013/22 and ECE/TRANS/WP.29/GRRF/2013/20 as amended by GRRF-76-06, GRRF-78-45 and GRRF‑78-46 and as reproduced in Annex V. The secretariat was requested to submit them to WP.29 and AC.1 for consideration at their March 2015 sessions as draft Supplement 12 to UN Regulation No. 106 and Supplement 15 to UN Regulation No. 75, respectively.

57. Agenda item 4.7.4, Regulation No. 78, ECE/TRANS/WP.29/2015/9, correct to read:

Paragraph 5.1.9., correct the wording “brake a common” to read “brake, a common”.

19. The expert from IMMA introduced ECE/TRANS/WP.29/GRRF/2014/21 based on GRRF‑76‑45, proposing general clarifications to UN Regulation No. 78 and specific requirements for the use of Combined Braking Systems (CBS) and the parking brake. He added that the amendments contained in the proposal have been aligned with those proposed for the Global Technical Regulation No. 3 below. GRRF adopted this proposal and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their March 2015 sessions as draft Supplement 2 to the 03 series of amendments to UN Regulation No. 78.

20. The expert from EC introduced GRRF-78-06, supplementing document ECE/TRANS/WP.29/GRRF/2014/21, aimed at establishing technical requirements for ABS systems that are temporarily disabled e.g. in off-road conditions. The expert from Australia offered to provide further data from their current study on this issue. Following the discussion, GRRF agreed to revisit this item at its February 2015 session on the basis of a revised proposal jointly prepared by EC and IMMA.

19. The expert from IMMA presented GRRF-79-16, proposing Electromagnetic Compatibility (EMC) requirements to be introduced in Regulation No. 78. The proposal received some comments. The expert from EC recommended to consider the existing wording applied to other vehicle categories (ECE/TRANS/WP.29/GRRF/2013/13). The expert from IMMA volunteered to prepare a revised proposal for the September 2015 session of GRRF.

20. The expert from EC introduced GRRF-79-16, proposing to apply to tricycles the existing Anti-lock Braking Systems (ABS) requirements for Powered Two Wheelers (PTWs). The proposal was accepted in principle as it proposed a harmonization with the corresponding EU directive. As the proposed wording would also affect other L-category vehicles, the expert from EC volunteered to prepare a revised proposal for the September 2015 session of GRRF.

32. The expert from ETRTO introduced ECE/TRANS/WP.29/GRRF/2013/20 and sought guidance. The expert from IMMA proposed to collaborate with ETRTO on this subject. GRRF noted, the amendments proposed in ECE/TRANS/WP.29/GRRF/2013/22 were linked to this item. GRRF agreed to resume consideration of this subject at its next session on the basis of a revised proposal by the expert from ETRTO.

59. The representative of AGC Glass Europe expressed his concern on the number of test cycles for plastic glazing in item 4.8.1, Regulation No. 43, and the standard deviation of the measured delta haze. He proposed that GRSG extend the mandate of the IWG on Plastic Glazing to further consider these issues. The representative of OICA expressed his view that the amendments had thoroughly been considered by the IWG. The Chair of GRSG offered to revisit, at the forthcoming session of GRSG the concerns raised by AGC Glass Europe on Regulation No. 43 and, if necessary, to extend the mandate of the IWG. The representative of Germany endorsed the proposed procedure.

12. The expert from Germany, Chair of the informal working group (IWG) on Plastic Glazing, introduced GRSG-107-12 with the justification for the proposed amendments to ECE/TRANS/WP.29/GRSG/2014/23, which aims to introduce new provisions for plastic windscreens and laminated plastic panes other than windscreens. GRSG adopted the proposal as amended by Annex II of this report. The secretariat was requested to submit ECE/TRANS/WP.29/GRSG/2014/23 to the March 2015 sessions of WP.29 and AC.1 as draft Supplement 4 to the 01 series of amendments to UN Regulation No. 43. GRSG considered and adopted GRSG-107-16, as reproduced below. The secretariat was requested to submit it to the March 2015 sessions of WP.29 and AC.1 as draft Corrigendum 5 to Revision 3 to the UN Regulation.

Paragraph 5.3.1., amend to read:

7. GRSG considered ECE/TRANS/WP.29/GRSG/2014/22, tabled by the expert from EC, to align Annex 11 of the UN Regulation with Regulation (EU) 1230/2012. The expert from Hungary introduced GRSG-107-04 (for information only) arguing that ECE/TRANS/WP.29/GRSG/2014/22 did not correctly addressing the issue of volume and location of the masses. The expert from OICA introduced GRSG-107-19, amending ECE/TRANS/WP.29/GRSG/2014/22. Finally, GRSG adopted ECE/TRANS/WP.29/GRSG/2014/22 as amended below. The secretariat was requested to submit it to WP.29 and AC.1 for consideration and vote at their March 2015 sessions, as draft Supplement 3 to the 05 series of amendments and as Supplement 3 to the 06 series of amendments to the UN Regulation.

Paragraph 3.2.3.2.1., amend to read:

22. GRSG considered ECE/TRANS/WP.29/GRSG/2014/27 on introducing a new class of compressed natural gas (CNG) components (Class 6). The proposal received a number of comments from GRSG. The expert from IANGV introduced GRSG-107-38 (superseding GRSG-107-03), for the follow-up discussion. Finally, GRSG adopted ECE/TRANS/WP.29/GRSG/2014/27 as amended by Annex III of the GRSG-107 session report. The secretariat was requested to submit the proposal to the March 2015 sessions of WP.29 and AC.1 as draft Supplement 3 to the 01 series of amendments to UN Regulation No. 110.

38. The expert from GTB introduced a proposal to clarify the testing procedures in Regulation No. 3 (ECE/TRANS/WP.29/GRE/2014/17). GRE adopted this proposal and requested the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their March 2015 sessions as draft Supplement 16 to the 02 series of amendments to Regulation No. 3.

25. The expert from GTB proposed to correct an error introduced by Supplement 21 to the 02 series of Regulation No. 7 (GRE-72-11). GRE adopted the proposed correction and requested the secretariat to identify the proper legal form (supplement or corrigendum) and submit to WP.29 and AC.1 for consideration and vote at their March 2015 sessions the following amendment:

39. The expert from GTB proposed to amend the requirements for marking, colour management and ultraviolet testing of light emitting diodes (LED) in Regulation No. 19 (ECE/TRANS/WP.29/GRE/2014/18). GRE adopted this proposal and requested the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their March 2015 sessions as draft Supplement 7 to the 04 series of amendments to Regulation No. 19, subject to the following amendment: Annex 5, paragraph 1.2.1.2., new subparagraph (f), amend to read: “(f) 2±1 parts by weight of surface-actant⁵”.

40. The expert from GTB proposed to amend photometric stability requirements in Regulations Nos. 23 and 119 (ECE/TRANS/WP.29/GRE/2014/19, ECE/TRANS/WP.29/ GRE/2014/27). GRE adopted these proposals and requested the secretariat to submit them to WP.29 and AC.1 for consideration and vote at their March 2015 sessions as draft Supplement 20 to the original series of amendments to Regulation No. 23 and draft Supplement 4 to the 01 series of amendments to Regulation No. 119, respectively.

7. The expert from GTB proposed to introduce new categories of light sources and minor corrections into Regulations Nos. 37, 99 and 128 (ECE/TRANS/GRE/2014/20, ECE/TRANS/GRE/2014/24 and ECE/TRANS/GRE/2014/29), as well as to update references to IEC cap sheets in these Regulations (GRE-72-08). GRE adopted all three proposals as respectively amended by Annexes II, III and IV to this report and requested the secretariat to submit them to WP.29 and the Administrative Committee of the 1958 Agreement (AC.1) for consideration and vote at their March 2015 sessions as draft Supplement 44 to the 03 series of amendments to Regulation No. 37, draft Supplement 10 to the original series of Regulation No. 99 and draft Supplement 4 to the original series of amendments to Regulation No. 128.

8. The expert from OICA pointed out the need to indicate the required voltage range for light sources introduced in the above Regulations. GRE decided to address this issue at its next sessions.

46. The expert from GTB proposed to correct an error introduced by Supplement 16 to the original series of Regulation No. 38 (GRE-72-09). GRE adopted this proposal, as contained in Annex XII to the report, and requested the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their March 2015 sessions as a draft Supplement to Regulation No. 38.

41. The expert from GTB proposed to amend the requirements for the mixture in the dirt test in Regulations Nos. 45, 98, 112, 113 and 123 (ECE/TRANS/WP.29/GRE/2014/21, ECE/TRANS/WP.29/GRE/2014/23, ECE/TRANS/WP.29/GRE/2014/25, ECE/TRANS/ WP.29/GRE/2014/26, ECE/TRANS/WP.29/GRE/2014/28). For Regulations Nos. 112, 113 and 123, the proposal also aimed to simplify measuring the objective luminous flux of LED modules (ECE/TRANS/WP.29/GRE/2014/26, ECE/TRANS/WP.29/GRE/2014/28).

42. GRE noted that, in principle, the provisions amended by GTB are very similar and should become part of a horizontal reference document in the future. Nevertheless, GRE was of the view that the amendment process should not be blocked, pending the outcome of activities of IWG SLR. Thus, GRE adopted the above proposals and requested the secretariat to submit them to WP.29 and AC.1 for consideration and vote at their March 2015 sessions as, respectively, draft Supplement 9 to the 01 series of amendments to Regulation No. 45, draft Supplement 5 to the 01 series of amendments to Regulation No. 98, draft Supplement 5 to the 01 series of amendments to Regulation No. 112, draft Supplement 5 to the 01 series of amendments to Regulation No. 113 and draft Supplement 7 to the 01 series of amendments to Regulation No. 123, subject to the following amendments:

The expert from Germany presented a revised proposal to require side marker lamps to flash together with direction indicators on heavy goods vehicles and buses (ECE/TRANS/WP.29/GRE/2014/33, GRE-72-22) as well as additional transitional provisions (GRE-72-05 and GRE-72-06). Following an in-depth discussion, GRE adopted this proposal as contained in Annex VI to the report and requested the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their March 2015 sessions as draft Supplement 5 to the 06 series of amendments to Regulation No. 48. GRE agreed not to include any specific transitional provisions, because the transitional provisions for the 06 series of amendments would also apply to this proposal.

13. The expert from GTB proposed to remove a conflict with the text of Regulation No. 19 on markings of front fog lamps that are reciprocally incorporated with the main beam (ECE/TRANS/WP.29/GRE/2014/22, GRE-72-10). GRE adopted this proposal as contained in Annex VII to the report and requested the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their March 2015 sessions as a draft Supplements not only to the 06, but also to the 04 and 05 series of amendments to Regulation No. 48.

16. The expert from Italy introduced proposals for correction related to several series of amendments to Regulation No. 48 (ECE/TRANS/WP.29/GRE/2014/37). GRE adopted these proposals and requested the secretariat to combine them with the proposal adopted at the previous session (ECE/TRANS/WP.29/GRE/71, para. 16) and then submit to WP.29 and AC.1 for consideration and vote at their March 2015 sessions as separate draft Supplements to the 04, 05 and 06 series of amendments to Regulation No. 48.

12. 16. The expert from Italy introduced proposals for correction related to several series of amendments to Regulation No. 48 (ECE/TRANS/WP.29/GRE/2014/37). GRE adopted these proposals and requested the secretariat to combine them with the proposal adopted at the previous session (ECE/TRANS/WP.29/GRE/71, para. 16) and then submit to WP.29 and AC.1 for consideration and vote at their March 2015 sessions as separate draft Supplements to the 04, 05 and 06 series of amendments to Regulation No. 48.

10. The expert from Germany introduced a proposal on the activation of a hazard warning signal in case of excess temperature in certain compartments of M2 and M3 buses (ECE/TRANS/WP.29/GRE/2014/39). The expert from OICA introduced an alternative proposal (GRE-72-17). GRE adopted the text as contained in Annex V to the report and requested the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their March 2015 sessions as draft Supplements to the 04, 05 and 06 series of amendments to Regulation No. 48.

13. The expert from GTB proposed to remove a conflict with the text of Regulation No. 19 on markings of front fog lamps that are reciprocally incorporated with the main beam (ECE/TRANS/WP.29/GRE/2014/22, GRE-72-10). GRE adopted these proposals and requested the secretariat to combine them with the proposal adopted at the previous session (ECE/TRANS/WP.29/GRE/71, para. 16) and then submit to WP.29 and AC.1 for consideration and vote at their March 2015 sessions as separate draft Supplements to the 04, 05 and 06 series of amendments to Regulation No. 48.

73(bis). On item 4.14.2 (Regulation No. 107), WP.29 agreed to defer ECE/TRANS/WP.29/2014/77 to the March or June 2015 session, awaiting a parallel amendment to Regulation No. 48 to be submitted by GRE.

61. Agenda item 4.9.11, Regulation No. 50, ECE/TRANS/WP.29/2015/24, amend to read:

The expert from IMMA presented a revised proposal to introduce the possibility of interdependent lamps for dedicated motorcycle lamps into Regulation No. 50 (ECE/TRANS/WP.29/GRE/2014/15, GRE-72-16). GRE adopted the proposal, as amended by Annex XI to this report, and requested the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their March 2015 sessions as draft Supplement 17 to the original version of Regulation No. 50.

37. The expert from IMMA introduced a revised proposal allowing for the possibility of installing interdependent lamps for L3 category vehicles in Regulation No. 53 (ECE/TRANS/WP.29/GRE/2014/16). GRE adopted this proposal and requested the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their March 2015 sessions as draft Supplement 15 to the 01 series of amendments to Regulation No. 53.

28. The expert from the Netherlands, chairing the informal Group on Agricultural Vehicle Lighting Installation (AVLI), introduced a revised proposal to update Regulation No. 86 (ECE/TRANS/WP.29/GRE/2014/30, GRE-72-02 and GRE-72-12) as well as informed GRE about ongoing activities of AVLI according to Phase II of its mandate. GRE adopted this proposal, as amended by Annex IX to the report, and requested the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their March 2015 sessions as draft Supplement 6 to the original series of amendments to Regulation No. 86.

44. The expert from the Netherlands, chairing the informal Group on Agricultural Vehicle Lighting Installation (AVLI), informed GRE about the progress made by AVLI under Phase II of its mandate and introduced a draft proposal for the 01 series of amendments to Regulation No. 86 (GRE-73-02). The experts from Austria, France, Italy and UK commented on this proposal and, in particular, on remaining square brackets in paragraph 6.5.1. and paragraph 3. of Annex 6. GRE invited AVLI to take these comments into account when finalizing the proposal for official submission to the next session of GRE. GRE also noted that Mr. Gerd Kellermann (Germany) would no longer be in a position to co-Chair AVLI and that this position would be taken over by Mr. Timo Kärkkäinen (Finland). The expert from Finland, co-chairing the informal Group on Agricultural Vehicle Lighting Installation (AVLI), introduced a draft proposal for the 01 series of amendments to Regulation No. 86 (ECE/TRANS/WP.29/GRE/2015/43 and GRE-74-02). GRE noted that the only outstanding issue was the text in square brackets in paragraph 6.8.1. on the front position lamps. Following an in-depth discussion, GRE decided to delete this text.

32. The expert from EC pointed out the need to analyse, together with the EC legal services, the consistency between the EU legislation and the proposed draft of the 01 series of amendments to Regulation No. 86. Therefore, he reserved his position and suggested that the adoption of the proposal be postponed to the next session. GRE agreed with his suggestion.

The expert from GTB proposed to introduce new categories of light sources and minor corrections into Regulations Nos. 37, 99 and 128 (ECE/TRANS/GRE/2014/20, ECE/TRANS/GRE/2014/24 and ECE/TRANS/GRE/2014/29), as well as to update references to IEC cap sheets in these Regulations (GRE-72-08). The expert from Germany, Chair of the informal working group (IWG) on Plastic Glazing, introduced GRSG-107-12 with the justification for the proposed amendments to ECE/TRANS/WP.29/GRSG/2014/23, which aims to introduce new provisions for plastic windscreens and laminated plastic panes other than windscreens. GRSG adopted the proposal as amended by Annex II of this report. The secretariat was requested to submit ECE/TRANS/WP.29/GRSG/2014/23 to the March 2015 sessions of WP.29 and AC.1 as draft Supplement 4 to the 01 series of amendments to UN Regulation No. 43. GRSG considered and adopted GRSG-107-16, as reproduced below. The secretariat was requested to submit it to the March 2015 sessions of WP.29 and AC.1 as draft Corrigendum 5 to Revision 3 to the UN Regulation.

Paragraph 5.3.1., amend to read:

35. The secretariat introduced ECE/TRANS/WP.29/GRSG/2014/25 on a first draft of new definitions for agricultural and forestry vehicles that have been prepared by the Working Party on Lighting and Light-Signalling (GRE) Informal Group on Agricultural Vehicle Lighting Installation (AVLI).

36. The expert from EC presented GRSG-107-07 on alternative definitions to those reflected in ECE/TRANS/WP.29/GRSG/2014/25 to align the wording with the EU legislation.

37. GRSG noted no objection and agreed that both proposals should further be considered at the next GRE session.

68. The Chair of GRSG introduced ECE/TRANS/WP.29/2015/36 and ECE/TRANS/WP.29/2015/37. The World Forum decided to defer consideration of these documents to its June 2015 session.

43. Referring to UN Regulation No. 116, the expert from Germany proposed a parallel amendment to UN Regulation No. 97 (sees para. 29). He introduced GRSG-107-26-Rev.1 on the same subject. GRSG adopted the proposal, as reproduced in Annex V to the GRSG-107 report. The secretariat was requested to submit it to WP.29 and AC.1 for consideration and vote at their June 2015 sessions as draft Supplement 8 to the 01 series of amendments to the UN Regulation, subject to a final review of GRSG at its May 2015 session. GRSG also agreed to send GRSG-107-26-Rev.1 to the October 2014 session of GRE for information.

38. GRSG recalled the submission to WP.29 of a proposal (GRSG-107-26-Rev.1) to clarify the requirements on the optical signal outside the vehicle on the status of VAS (ECE/TRANS/WP.29/2015/36), subject to the review by GRE. The experts from France and Germany reported on the concerns raised by GRE at its April 2015 session. Following the discussion, GRSG noted general support on the compromise proposal as reflected in GRSG-108-50.

39. GRSG adopted the proposed amendments to UN Regulation No. 97 as reproduced in Annex II to this report and agreed to remove ECE/TRANS/WP.29/2015/36 from the June 2015 agenda of WP.29. The secretariat requested to submit the adopted proposal to WP.29 and AC.1 for consideration at their November 2015 sessions, as draft Supplement 8 to the 01 series of amendments to UN Regulation No. 97.

49. Recalling its discussion under agenda item 8 (paras. 38-39 above), GRSG agreed to also remove ECE/TRANS/WP.29/2015/37 from the June 2015 agenda of WP.29. GRSG adopted the proposed amendments (GRSG-108-50) to UN Regulation No. 116 as reproduced in Annex III to this report and requested the secretariat to submit the adopted proposal to WP.29 and AC.1 for consideration at their November 2015 sessions, as draft Supplement 5 to UN Regulation No. 116.

47. WP.29 noted the revised text of draft Revision 3 to the 1958 Agreement (ECE/TRANS/WP.29/2014/53) reflecting the discussion of the March 2014 session. The World Forum requested the secretariat to reintroduce the provisions of the equal authenticity of English, French and Russian languages which existed in the first unamended text of the Agreement. WP.29 decided to freeze the draft revision and requested the Contracting Parties to clarify their political and legal views on this draft revision. WP.29 agreed to resume consideration of the revision of the Agreement at its November 2014 session, awaiting the appropriate political and legal guidance.

51. WP.29 recalled the frozen text of draft Revision 3 to the 1958 Agreement (ECE/TRANS/WP.29/2014/53) and the additional provisions on the equal authenticity of English, French and Russian languages (ECE/TRANS/WP.29/2014/82).

56. The World Forum recognized that the Contracting Parties would need more time to review the above proposals and agreed to resume consideration of this subject at its next session in March 2015. The representatives of Germany and the United Kingdom noted the need for a finalized text prior to submitting to their national authorities for approval and so the World Forum agreed that adoption of the revised agreement would be delayed accordingly. The secretariat was also requested to circulate WP.29-164-23 as a separate official document.

54. The Chair of the informal group on IWVTA reported on the outcomes of the last meeting. He reported that OICA had made a formal proposal to revise paragraph 3 of the frozen text of the revision of the 1958 Agreement. After discussions, the group decided not to change the frozen text, but to address the concern of OICA in the revised guidance document ECE/TRANS/WP.29/1044/Rev.1 currently under development. This issue would be revisited at the September meeting of Subgroup for the 1958 Agreement. The representative of OICA clarified he had withdrawn his proposals so as not to risk delaying the final decision on the revision of the 1958 Agreement in many Contracting Parties. The Chair of IWVTA also reported that the decision of the informal group not to amend the current frozen text was also in line with the request from the Russian Federation to keep the frozen text unchanged.

48. The World Forum noted the final version ECE/TRANS/WP.29/2016/2 of draft Revision 3 to the 1958 Agreement, including the comments received by Ukraine and the four-fifth voting majority threshold as agreed upon by WP.29 at its previous session.

49. The representative of EU informed WP.29 delegates that the document had already received positive feedback from the European Council and that EU Member States were currently in the process of consultation for consent on draft Revision 3 at the level of the European Parliament. He announced that he would provide more detailed information on a possible common position at the next sessions of WP.29.

50. The representative of Germany recalled his position at the recent meeting of the IWG on IWVTA and clarified that his Government had not been in the position to support that document. He expressed their preference to strengthen, due the recent incidents of non-compliant vehicles and approvals, the provisions of the type approval procedure to avoid possible future conflicts. He added that Germany had nevertheless to follow the EU decision as a result of the qualified majority voting in favour of draft Revision 3 as reproduced in ECE/TRANS/WP.29/2016/2.

51. The Representative of the Russian Federation informed WP.29 that from 1 January 2016 the Eurasian Economic Union used a system of the vehicle type approval for all categories and plans to start development of an electronic database.

52. The World Forum agreed to resume consideration on this subject at its forthcoming session in June 2016.

51. The World Forum agreed to defer discussion on this subject to its forthcoming session in June 2015. The secretariat was, thus, requested to circulate WP.29-165-04 with an official symbol.

53. The representative of OICA introduced WP.29-164-23 proposing to clarify in Article 3 of draft Revision 3, the special provisions within the UN Regulations with respect to the principles of the mutual recognition. The representative of Australia supported the proposal. WP.29 noted some comments and agreed to resume consideration of this matter at its next session, awaiting the feedback of IWVTA. WP.29 noted a concern expressed by the European Commission services on the late availability of the document and agreed to resume consideration pending the discussion of the document.

56. The World Forum recognized that the Contracting Parties would need more time to review the above proposals and agreed to resume consideration of this subject at its next session in March 2015. The representatives of Germany and the United Kingdom noted the need for a finalized text prior to submitting to their national authorities for approval and so the World Forum agreed that adoption of the revised agreement would be delayed accordingly. The secretariat was also requested to circulate WP.29-164-23 as a separate official document.

115. The representative of the Republic of Korea reported that the new IWG on Panoramic Sunroof Glazing (PSG) expected to convene on 4 May 2015 in conjunction with the forthcoming GRSG session. He announced the Group’s intention to finalize the Terms of Reference and Rules of Procedures. He confirmed that the Republic of Korea would chair the informal working group and act as a technical sponsor. He invited all interested delegates to participate in the informal meeting. AC.3 endorsed the request for authorization to develop an amendment to UN GTR No. 6 (ECE/TRANS/WP.29/2015/42).

71. Mr. Sokchang Kwon, Director General of the Motor Vehicles Policy Division of the Ministry of Land, Transportation and Maritime Affairs of the Republic of Korea gave a presentation on the results of their national defect investigations on panoramic sunroofs (WP.29-162-15). The Chair of GRSG suggested that this topic be investigated further by GRSG experts to determine whether it is necessary to adjust the relevant UN Regulation No. 43 and UN GTR No. 6 on glazing. Thus, he invited the representative of the Republic of Korea to share these findings with GRSG experts during the forthcoming session in May 2014. The representative of the Republic of Korea (Korea Automobile Testing and Research Institute (KATRI)) introduced WP.29-162-22 showing the detailed results of their investigations on safety issues with panoramic sunroofs. The representative of Japan agreed with the suggestion by the Chair of GRSG. Finally, the World Forum requested GRSG to discuss this issue at its forthcoming session in April 2014.

94. WP.29 decided to consider this subject under agenda item 18.9.

121. Referring to the decision taken by WP.29 under agenda item 8.9 (see para. 94 above), AC.3 considered the proposal of authorization to develop an amendment to the UN GTR (WP.29-164-25) and the draft ToR of the IWG (WP.29-164-24). AC.3 endorsed, in principle, the proposal of authorization and the establishment of the IWG as proposed by the representative of Korea. The secretariat was requested to distribute WP.29-164-25 with an official symbol for consideration at the March 2015 session. AC.3 agreed to resume consideration of a revised version of the ToR prepared by the IWG and then endorsed by GRSG at its May 2015 session.

35. GRSP considered and adopted GRSP-56-31-Rev.1, to prevent installation of y-shaped straps on forward facing CRS, as reproduced in Annex V of the GRSP session report. The secretariat was requested to submit the proposal to WP.29 and AC.1, for consideration and vote at their March 2015 sessions, as draft Supplement 4 to the UN Regulation No. 129 (ECE/TRANS/WP.29/2015/43).

7. GRSG considered ECE/TRANS/WP.29/GRSG/2014/22, tabled by the expert from EC, to align Annex 11 of the UN Regulation with Regulation (EU) 1230/2012. The expert from Hungary introduced GRSG-107-04 (for information only) arguing that ECE/TRANS/WP.29/GRSG/2014/22 did not correctly addressing the issue of volume and location of the masses. The expert from OICA introduced GRSG-107-19, amending ECE/TRANS/WP.29/GRSG/2014/22. Finally, GRSG adopted ECE/TRANS/WP.29/GRSG/2014/22 as amended below. The secretariat was requested to submit it to WP.29 and AC.1 for consideration and vote at their March 2015 sessions, as draft Supplement 3 to the 05 series of amendments and as Supplement 3 to the 06 series of amendments to the UN Regulation.
