33. On behalf of GRRF, [the GRRF chair] recommended the establishment of the draft global technical regulation (gtr) on tyres into the Global Registry, on the basis of ECE/TRANS/WP.29/2013/63, as amended by ECE/TRANS/WP.29/2014/83 and WP.29‑164-04. He also recommended amending the final report on Phase I on the development of the gtr (ECE/TRANS/WP.29/2013/122) as indicated in WP.29-164-04. He announced that France had indicated that it would not sponsor Phase II of the gtr.
105. Submitted for consideration and vote, the proposed draft UN GTR on tyres (ECE/TRANS/WP.29/2013/63, ECE/TRANS/WP.29/2014/83, WP.29-164-04) was established in the UN Global Registry on 13 November 2014 by consensus vote of the following Contracting Parties present and voting: Australia, Canada, China, European Union (voting for Cyprus, Finland, France, Germany, Hungary, Italy, Lithuania, Luxembourg, Netherlands, Romania, Slovakia, Spain, Sweden and the United Kingdom), India, Japan, Norway, Republic of Korea, Russian Federation, South Africa and Turkey.
106. The technical report (ECE/TRANS/WP.29/2013/122, WP.29-164-04) and the adopted proposal for the development of the UN GTR (ECE/TRANS/WP.29/AC.3/15) would be appended to the established UN GTR.
107. The United States of America voted to abstain on the UN GTR on tyres. The representative of the United States of America thanked France as sponsor, the United Kingdom for the chairmanship, and the tyre industry for the time and energy involved in the effort. He stated that the UN GTR offers a set of safety requirements that, in its entirety, no single country or region currently has and that, when implemented would truly increase vehicle safety worldwide. He further indicated that the United States of America abstained as it is not in a position to implement the UN GTR within a year due to resource constraints (according to the rules of the 1998 Agreement).
108. The representative of EU expressed his gratitude to the parties for their hard work to finalize the draft GTR on tyres and welcomed the positive vote by the Contracting Parties. He regretted that there had been one abstention and pointed out that the need for efficiency of the 1998 Agreement was more than urgent. The representative of ETRTO echoed a similar statement.
100. The representative of the United Kingdom, Chair of the IWG on the UN GTR on Tyres, informed AC.3 that five questions were still unresolved. He confirmed that two Contracting Parties were still in the process of reviewing the text of the draft UN GTR. Referring to the final report on the development of the UN GTR (WP.29-160-09), he stated that, in the case of disagreement at the September 2013 session of GRRF, an optional test procedure should be included in addition to the two optional modules.
101. The representative of EU stated that a really long list of controversial provisions had been solved by March 2013 and, due to the five remaining unresolved questions, the UN GTR could not be adopted during the current session. He urged the Contracting Parties to make an effort to solve the pending issues at the September 2013 session of GRRF, thus allowing for voting on the draft UN GTR at the November 2013 session of AC.3.
102. The secretariat was requested to distribute WP.29-160-09 with an official symbol for consideration at the November 2013 session of AC.3.
92. The representative of the United Kingdom, Chair of the IWG on the Tyre GTR, informed AC.3 that the draft proposal ECE/TRANS/WP.29/2013/63 was not recommended for vote at this session because GRRF at its September 2013 session had not resolved the pending issues. He expressed his disappointment that it had not been possible to resolve these detailed points but remained optimistic that the GRRF session in February 2014 would finalise the GTR. He therefore, proposed to extend the mandate of IWG until June 2014. The representative of the United States of America clarified that some necessary research in his country had not be concluded on time and therefore supported the proposal to extend the mandate. AC.3 gave its consent for the extension of the mandate.

56. The World Forum recognized that the Contracting Parties would need more time to review the above proposals and agreed to resume consideration of this subject at its next session in March 2015. The representatives of Germany and the United Kingdom noted the need for a finalized text prior to submitting to their national authorities for approval and so the World Forum agreed that adoption of the revised agreement would be delayed accordingly. The secretariat was also requested to circulate WP.29-164-23 as a separate official document.
47. WP.29 noted the revised text of draft Revision 3 to the 1958 Agreement (ECE/TRANS/WP.29/2014/53) reflecting the discussion of the March 2014 session. The World Forum requested the secretariat to reintroduce the provisions of the equal authenticity of English, French and Russian languages which existed in the first unamended text of the Agreement. WP.29 decided to freeze the draft revision and requested the Contracting Parties to clarify their political and legal views on this draft revision. WP.29 agreed to resume consideration of the revision of the Agreement at its November 2014 session, awaiting the appropriate political and legal guidance.
49. The representative of Japan gave an overview of the discussions of the IWG on IWVTA. He referred to ECE/TRANS/WP.29/2015/40 and recalled the discussion of WP.29 at its previous session on the voting majority threshold. He introduced WP.29-165-04 superseding ECE/TRANS/WP.29/2015/41 aimed at amending Article 3 on special provisions. Noting that some critical comments had been received, he added that the IWG would resume discussions on this issue and report back to the June 2015 session of WP.29.
50. The representative of EU informed WP.29 that the EU Member States continue consultation on voting majority threshold and announced to provide more detailed information on a common position in the next sessions of WP.29. He raised concerns about the late submission of the amendments to Article 3 on special provisions and stressed the importance of freezing the text for the adoption process of the third Revision of the 1958 Agreement.
51. The World Forum agreed to defer discussion on this subject to its forthcoming session in June 2015. The secretariat was, thus, requested to circulate WP.29-165-04 with an official symbol.

The secretariat reminded the World Forum that during its last session in March, WP.29 had requested the secretariat to update the document on the revised guidelines on amendments to UN Regulations following discussions in the Subgroup on Revision 3 of the 1958 Agreement. The secretariat noted that it was currently discussing a possible simplification of symbols for documents with the Document Managements Services of UNOG with the goals of (i) replacing double-symbols by single symbols as of entry into force of Revision 3, (ii) indicating versions by an index-number attached to the original symbol, and (iii) introducing a modular concept for UN Regulation No. 0 which would show the applicable vehicle category already in the symbol. The WP.29 secretariat added that texts of Revisions include all previous amendments and corrections of a series of amendments approved by AC.1. The WP.29 secretariat informed WP.29 that previous versions would be made available electronically on the UNECE website at the request of Contracting Parties. The WP.29 Secretary also informed WP.29 that he had requested clarification by OLA on the legal status of documents and OLA had clarified that only the authentic texts that have been voted on by AC.1 were legally binding texts. Therefore from the date of entry into force of documents on 15 June 2015, the documents would bear a disclaimer with the symbols of the authentic texts on their front page. He reminded the World Forum to use static references to standards instead of dynamic ones in regulations.

133. The representative of the Republic Korea recalled the discussion on this item at the previous session of AC.3. He introduced WP.29-164-12-Rev.2 proposing ToR and Rules of Procedure for the IWG on Vehicle Indoor Air Quality (VIAQ). AC.3 endorsed the proposed action plan to, in a first stage, collect information, review existing standards and develop recommendations. AC.3 noted the several aspects linked to VIAQ including safety matters. AC.3 agreed to refer this informal document to GRPE and to delete at this stage this subject of the AC.3 agenda. It was agreed that the Chair of GRPE would regularly report back to WP.29 and AC.3.

In order for the proposed new UN Regulation transposing the GTR on hydrogen fuel-cell vehicles into the 1958 Agreement to be applicable in Japan, the regulation needs to make clear that its scope does not include (i) the electrical safety of electric power train, (ii) the material compatibility and hydrogen embrittlement of the vehicle fuel system and (iii) the post-crash fuel system integrity in the event of full width frontal impact and rear impact. This allows Japanese national regulations to be applied even when accepting a vehicle type-approved under the UN Regulation.

14. WP.29/AC.2 considered WP.29-164-13 on national requirements not covered by the scope of a UN Regulation and endorsed the position of Japan.
71(bis). The representative of OICA supported the adoption of the new draft UN Regulation on hydrogen and fuel cell vehicles as submitted to WP.29 and AC.1. He pointed out that this draft also contains post-crash requirements, because it fully transposes UN GTR No. 13 into the 1958 Agreement framework. He added that the normal procedure would have been to insert these provisions in the relevant UN Regulations on frontal and lateral collision, such as UN Regulations Nos. 94 or 95, similar to the approach used for UN Regulation No. 100 (Safety of battery electric vehicles). Therefore, he suggested that GRSP should revise, in a further step, the UN Regulation focusing on safety requirements for the construction and use of HFCV vehicles, while the post-crash requirements would be transferred to the relevant post-crash Regulations under the 1958 Agreement. WP.29 endorsed this approach.

54. On behalf of Australia, Japan, Malaysia and the Russian Federation, the representative of Japan introduced WP.29-164-14 justifying the need to raise the voting majority threshold from the two-third to a four-fifths majority. The representative of EU presented a declaration (WP.29-164-30) by the European Commission Services on behalf of the EU member States and announced the intention to establish a coordinated position by March 2015.
55. The representative of India stated that his country was thankful to Japan for representing its views in IWVTA on the revision of 1958 Agreement. India was already a Contracting Party to 1998 Agreement. He noted that some of the suggestions were under consideration with respect to the 1958 Agreement. Ideally, India would prefer a consensus vote. Additionally, some suggestions have not reached consensus such as proxy voting, choice for accepting or not accepting higher version of UN Regulation, mechanism of validation of test agencies, dispute resolution mechanism, flexibility to apply a UN Regulation to a sub-set of vehicle categories, Contracting Party’s right to declare which versions it would accept, etc. He further stated that India appreciated that several countries had shown interest in developing the Indian market. This had improved the indigenous manufacturing industry in India, but India was carefully analysing the advantages that the 1958 Agreement would bring. He added that apart from being a large consumer market, India was also a significant producer of automobiles. India had established testing facilities in the country and was planning other advanced testing centres in near future. India also aspired to participate in other markets in future. India would like to actively participate in all WP.29 sessions and remained committed to better safety, emission and energy solutions, thus accepting regulations which were relevant for the country. India would, therefore, convey its decision on the 1958 Agreement after a detailed study of the final draft document before the March 2015 session of WP.29.
56. The World Forum recognized that the Contracting Parties would need more time to review the above proposals and agreed to resume consideration of this subject at its next session in March 2015. The representatives of Germany and the United Kingdom noted the need for a finalized text prior to submitting to their national authorities for approval and so the World Forum agreed that adoption of the revised agreement would be delayed accordingly. The secretariat was also requested to circulate WP.29-164-23 as a separate official document.

128. The representative of Canada stated that EVE had taken note of the content of WP.29-164-17 and that WP.29-164-15 included the corresponding amendments. The representative of EU agreed with the draft proposal as amended WP.29-164-15. AC.3 adopted ECE/TRANS/WP.29/2014/88 as amended by WP.29-164-15 and requested the secretariat to prepare the corresponding AC.3 document.
Mr. Michael Olechiw, Chair of the informal working group, welcomed participants to the meeting. The meeting was well attended, with over 20 participants from contracting parties, other WP.29 working groups, and industry organizations. In addition to Mr. Olechiw, Ms. Marchington (acting Secretary), Mr. Narusawa (Co-Chair), and Ms. Chunmei (Co-Chair, participated by phone) were present at the meeting.
Mr. Olechiw outlined the objective for the 12th EVE meeting, which was to build on discussion during the 11th EVE meeting and continue initiating work on Part A of the new EVE mandate. The goals of the meeting were to: 1) outline concepts for each topic area of the new EVE mandate, 2) finalize proposed changes to the new EVE mandate text if needed (ECE/TRANS/WP.29/2014/88), ahead of the WP.29 November meeting, and 3) finalize the approach for Part A of the new EVE mandate outlined in the ‘path forward’ document (EVE-11-03e-Rev1).
The agenda for the meeting (EVE-12-02e-Rev1) was reviewed and accepted by all participants.
Speaking to agenda item 2, Ms. Marchington reviewed document EVE-11-13e. The EVE group was reminded of the two goals of the EVE-11 meeting, which were to discuss comments received on the path forward document (EVE-11-03e) and, if possible, confirm leads for topic areas of the new EVE mandate. The meeting was successful in that all EVE-11-03e comments received were presented and discussion of those comments was to be continued during the EVE-12 meeting. Also, for each topic area of the new EVE mandate, a party/organization volunteered to lead discussion during the EVE-12 meeting.
Ms. Marchington reviewed the status of the EVE-11 action items. Of the 18 action items, 17 were directly related to the EVE-12 meeting and therefore would be completed once the meeting had occurred. The remaining action item is ongoing and depended on the outcome of the EVE-12 meeting:
ACTION 1 (EVE-11 Action 17, ongoing): The EVE Secretary will complete minor revisions (if needed) to ECE/TRANS/WP.29/2014/88 after the EVE-12 meeting, prior to the November 2014 WP.29 meeting.
To summarize the discussion of agenda items 4-8, Mr. Olechiw presented document EVE-12-11e, which presents the five topics under consideration for the new EVE mandate, major discussion points, and three options: maintain in the EVE mandate, modify in the EVE mandate, or remove from the EVE mandate. For each topic, the group discussed the options and decided on the preferable outcome (highlighted in red text in the document). The outcome of this discussion is summarized as follows: - The topic of ‘vehicle range and energy consumption testing’ should be removed from consideration in Part A or B of the new EVE mandate because it is understood that this issue will be addressed by the WLTP informal working group in future work.
- The topics of ‘method of stating energy consumption’ (China lead) and ‘battery recycling or recyclability’ (no lead) should be addressed under Part A of the new EVE mandate, and thus be considered for further research and information-sharing only, and not considered for GTR development under Part B.
- The topics of ‘battery performance and durability’ (USA and Canada lead) and ‘power determination of EVs’ (Germany and Korea lead) will be addressed in both Part A and Part B of the new EVE mandate.
Based on the above discussion, the EVE group considered the European Commission’s proposed changes (EVE-11-09e) to the new EVE mandate (ECE/TRANS/WP.29/2014/88). In preparation for the November 2014 WP.29 session and anticipated approval of ECE/TRANS/WP.29/2014/88, a new EVE-12 informal document (EVE-12-12e) was drafted. The EVE group agreed in principle to the changes presented in EVE-12-12e, but were requested to provide any further comments to the EVE Secretariat November 4, 2014. The intention of the EVE Secretariat was then to submit EVE-12-12e to the November WP.29 session as an informal document that would amend (ECE/TRANS/WP.29/2014/88).
ACTION 4: The EVE group will provide feedback to the EVE Secretariat on EVE-12-12e by November 4, 2014.
ACTION 5: The EVE Secretariat will submit EVE-12-12e as an informal document for consideration by WP.29 with ECE/TRANS/WP.29/2014/88.
Following on the above, the group initiated discussion on the path forward document (EVE-11-03e-Rev1). However, due to a lack of time, it was decided that this document, along with the European Commission’s comments (EVE-11-10e) would be further discussed at the next meeting. The EVE Secretary agreed to edit the document to incorporate the changes to the new EVE mandate outlined in EVE-12-12e.
ACTION 6: The EVE Secretariat will edit document EVE-11-03e-Rev1 to incorporate the changes to the new EVE mandate outlined in EVE-12-12e and add this issue to the next EVE meeting agenda.

[The GRE chair] informed WP.29 about the deliberations of GRE and its newly established IWG “Simplification of the Lighting and Light-Signalling Regulations” (IWG SLR) to streamline UN Regulations under GRE’s responsibility. GRE adopted the ToR and Rules of Procedure for SLR, which would be submitted to WP.29 for approval. WP.29 gave its consent to establish the IWG. For the purposes of simplification and in line with the ideas of SLR, the expert from IEC proposed to separate data sheets for various light sources from Annex 1 to UN Regulations Nos. 37, 99 and 128 and to place them in a repository document administered by WP.29 (WP.29-164-18). WP.29 noted the GRE was considering the best possible solution for IWVTA to solve the problem with the installation of DRL (see para. 42 above).

49. The representative of Japan, Vice-Chair of the IWG on IWVTA, reported on the work progress made during the meetings held in Paris on the development of draft UN Regulation No. 0 (WP.29-164-21), explaining that the IWG had agreed to submit a second draft to WP.29 for consideration. He gave a presentation on the remaining issues (WP.29-164-22) and sought the advice of WP.29 on: (i) a definition of vehicle type, (ii) the establishment of a Declaration of Conformance (DoC) and (iii) a common procedure for replacement spare parts to be fitted on vehicles covered by an IWVTA.
50. The World Forum underlined the crucial need to develop a harmonized definition for a type of vehicle. WP.29 agreed to re-activate the informal group on the electronic Database for the Exchange of Type Approval documentation (DETA) to develop a harmonized DoC process. WP.29 also agreed to defer to its next session, the decision on how to handle the procedure for replacement spare parts intended to be fitted on vehicles covered by an IWVTA. In this respect, delegates were invited to present their preference on the two options listed in item 5-2 of WP.29-164-22. WP.29 noted the GRE was considering the best possible solution for IWVTA to solve the problem with the installation of DRL (see para. 42 above).

53. The representative of OICA introduced WP.29-164-23 proposing to clarify in Article 3 of draft Revision 3, the special provisions within the UN Regulations with respect to the principles of the mutual recognition. The representative of Australia supported the proposal. WP.29 noted some comments and agreed to resume consideration of this matter at its next session, awaiting the feedback of IWVTA. WP.29 noted a concern expressed by the European Commission services on the late availability of the document and agreed to resume consideration pending the discussion of the document.
56. The World Forum recognized that the Contracting Parties would need more time to review the above proposals and agreed to resume consideration of this subject at its next session in March 2015. The representatives of Germany and the United Kingdom noted the need for a finalized text prior to submitting to their national authorities for approval and so the World Forum agreed that adoption of the revised agreement would be delayed accordingly. The secretariat was also requested to circulate WP.29-164-23 as a separate official document.
47. WP.29 noted the revised text of draft Revision 3 to the 1958 Agreement (ECE/TRANS/WP.29/2014/53) reflecting the discussion of the March 2014 session. The World Forum requested the secretariat to reintroduce the provisions of the equal authenticity of English, French and Russian languages which existed in the first unamended text of the Agreement. WP.29 decided to freeze the draft revision and requested the Contracting Parties to clarify their political and legal views on this draft revision. WP.29 agreed to resume consideration of the revision of the Agreement at its November 2014 session, awaiting the appropriate political and legal guidance.
49. The representative of Japan gave an overview of the discussions of the IWG on IWVTA. He referred to ECE/TRANS/WP.29/2015/40 and recalled the discussion of WP.29 at its previous session on the voting majority threshold. He introduced WP.29-165-04 superseding ECE/TRANS/WP.29/2015/41 aimed at amending Article 3 on special provisions. Noting that some critical comments had been received, he added that the IWG would resume discussions on this issue and report back to the June 2015 session of WP.29.
50. The representative of EU informed WP.29 that the EU Member States continue consultation on voting majority threshold and announced to provide more detailed information on a common position in the next sessions of WP.29. He raised concerns about the late submission of the amendments to Article 3 on special provisions and stressed the importance of freezing the text for the adoption process of the third Revision of the 1958 Agreement.
51. The World Forum agreed to defer discussion on this subject to its forthcoming session in June 2015. The secretariat was, thus, requested to circulate WP.29-165-04 with an official symbol.

46. The secretariat presented WP.29-164-26 and indicated that following the discussions at WP.29 (ECE/TRANS/WP.29/1108, para. 39), the WP.29 Secretary proposed listing best practices on the use of private standards in UN Regulations, UN Rules and UN GTRs managed by WP.29. He recalled the different manners used by the GRs to reference standards (incorporation by reference, partial or full reproduction). He reported on the ISO cooperation with GRSG to access and review two standards during the 107th GRSG session. He outlined the methods of cooperation between GRs with standards developing organizations and how information is received about the content of standards, as well as answering questions raised by the experts. He concluded that these best practices could be extended to all GRs, if needed. The Chairs of GRPE and GRRF announced that they would bring this document to the attention of both GRs.

23. WP.29 noted WP.29-164-27 on the activities of UNECE and the Working Party on Brakes and Running Gear (GRRF) on autonomous vehicles and the request for guidance on the future direction. The Co-Chair of ITS announced that his group could provide recommendations at its forthcoming meetings. The Chair of GRRF stressed the need for feedback before the February 2015 session of GRRF to allow further work progress. WP.29 invited GRRF to follow the recommendations provided by the IWG on ITS, awaiting further instructions by WP.29 at its March or June 2015 sessions. WP.29 agreed to consider both ITS and autonomous vehicles under one agenda item “Intelligent Transport Systems and automated vehicles” at its March 2015 session.
43. The experts from Japan and Sweden presented GRRF-78-14 amending UN Regulation No. 79 aimed at (i) starting a discussion on the removal of the speed limitation for the Automatically Commanded Steering Function, (ii) introducing safety functions such as warnings and (iii) introducing On-Board Diagnostics (OBD) requirements permitting to verify the correct operational status of Electronic Systems assisting the steering. A number of GRRF experts considered some of those requirements to be design-restrictive. The Chair noted that the proposal was beyond the usual mandate of GRRF and he announced his intention to seek the guidance of WP.29 at its November 2014 session.
44. GRRF requested the secretariat to keep GRRF-78-14 as a reference document on the agenda, inform the IWG on ITS about this proposal and distribute GRRF-78-05 with an official symbol for consideration at the next GRRF session.

21. The representatives of Japan and the United Kingdom, co-chairing the informal working group (IWG) on Intelligent Transport Systems (ITS), gave a status report on the group’s activities. They reported that the IWG convened on Tuesday, 11 November 2014 from 9.00 to 10.00 a.m. and that this rescheduling on Tuesdays had been welcomed as it allowed the IWG to efficiently report to WP.29. The main purpose of the IWG was to prepare the Terms of Reference (ToR) for future work (the draft ToR is in WP.29-164-28). The Chair of WP.29 underlined the strategic importance of this work, due to major technological developments, and the necessity to prepare flexible and swift actions. He added that IWG could convene prior to the WP.29 sessions, so that the World Forum could incorporate the IWG propositions and recommendations as soon as possible in its programme of work. IWG would have the freedom to adapt its venue according to the needs. WP.29 endorsed WP.29-164-28 subject to further amendments, permitting the IWG to immediately start its work, especially on the high priority issue of definitions of the various levels of automation at a first meeting by the end of this year. WP.29 agreed to formally adopt the ToR at its March 2015 session on the basis of a final proposal to be submitted.

85. The representative of OICA presented WP.29-164-31. He stressed the importance of the principle of mutual recognition of type approval of the 1958 Agreement. Therefore, he raised his concern on covering vehicle systems and communication standards in different classes, which would prevent by definition the mutual recognition of type approvals not covering the same classes. He suggested limiting the scope of the Regulation to in-vehicle components and excluding communication technology classes specific to each region at this stage. The representative of CLEPA supported the position of OICA.
78. The representative of OICA presented WP.29-163-12, reporting on difficulties faced by the IWG on AECS in the process of developing new provisions and wondered whether communication network protocols could be regulated under the 1958 Agreement. How this issue may be resolved may become a basis for future vehicle connectivity regulatory work and, therefore, needs to be carefully addressed. He concluded his intervention by asking WP.29 representatives to review these issues at the November 2014 session to prepare guidance for the future work of the IWG. The representative of the Russian Federation agreed that this subject was a new challenge and proposed to continue consideration of these issues within the IWG. The representative of ITU recalled the recently agreed collaboration between WP.29 and ITU for addressing these types of issues. He also recalled the scope of activities of his organization, producing recommendations on satellite, navigation and communication that can be implemented in regulations and proposed to strengthen the collaboration on this matter. WP.29 agreed to follow up on this issue and requested the secretariat to keep this item on the agenda of its November 2014 session.

74. The World Forum noted the consolidated document containing the status of the Agreement (ECE/TRANS/WP.29/1073/Rev.11). The secretariat reported that the document reflected the obligation fulfilled by some Contracting Parties since June 2014 of sending their status and final reports, on the progress of transposition of the UN GTRs and their amendments into their domestic law. The representatives of the other Contracting Parties were reminded of their obligation to send the reports on the transposition process only through their Permanent Missions in Geneva via the “1998 AGREEMENT-MISSIONS List” electronic system, as mandatorily requested by UN OLA. The World Forum noted that these reports were not processed if submitted by e-mail to the secretariat. WP.29 agreed that agenda items 5.2 to 5.5 should be considered by AC.3.

78. The representative of the Russian Federation introduced ECE/TRANS/WP.29/2013/132/Rev.1 and ECE/TRANS/WP.29/2013/133/Rev.1 proposing amendments to UN Rules No. 1 and 2. The representatives of Finland and the Netherlands indicated that the documents would need further amendments to be fully aligned with the corresponding EU directives. WP.29 noted that six out of the twelve Contracting Parties to the Agreement were EU member States and that any divergence between the UN Rules and the corresponding EU Directive would be unacceptable. WP.29 agreed not to hold the session of the Administrative Committee of the 1997 Agreement (AC.4).
74. The representative of the Russian Federation presented proposals to the World Forum for amending UN Rules Nos. 1 and 2 (ECE/TRANS/WP.29/2013/132 and ECE/TRANS/WP.29/2013/133). WP.29 agreed to transmit the proposals to AC.4 for consideration at the March 2014 session.
72. The representative of the Russian Federation, Co-Chair of IWG on PTI, presented the revised proposal for Revision 2 to Rule No. 1 and draft amendments to Rule No. 2 developed by the group. He noted that the documents were harmonized with the provisions of the latest Regulations, annexed to the 1958 Agreement, and harmonized with the European Directive 2014/45/EU, Customs Union Regulation and other national legislations.
73. He explained that to ease the conditions for accession to the 1997 Agreement by the majority of Member States of the United Nations, the group proposed to exclude M1 and N1 vehicle categories from the scope of the Rules.
74. He, however, recalled that WP.29 at its 156th session (ECE/TRANS/WP.29/1095, para 84), had decided to extend the scope of the UN Rules to M1 and N1 vehicle categories, which had been reconfirmed at its 162nd session (ECE/TRANS/WP.29/1108) and that the corresponding draft amendments (ECE/TRANS/WP.29/2013/132/Rev.1 and ECE/TRANS/WP.29/2013/133/Rev.1) had been developed by the Russian Federation and CITA. He noted that a limited number of the Contracting Parties attended IWG on PTI and asked, therefore, for guidance by WP.29 on the subject.
75. The representative of Finland proposed to keep M1 and N1 vehicle categories in the scope of the Rules.
76. The representative from Hungary confirmed that for his country UN Rules covering M1 and N1 vehicle categories, harmonized with EU legislation, would be necessary.
77. WP.29 requested the IWG on PTI to continue the work on revising UN Rules Nos. 1 and 2 and to submit draft amendments, covering both M1 and N1 vehicle categories for the next session.
89. The representative of the Russian Federation, Co-Chair of the IWG on Periodical Technical Inspection (PTI) updated World Forum on the work of the group. He thanked the Romanian Automotive Register for arranging the fifth meeting of IWG on PTI in Bucharest. He introduced ECE/TRANS/WP.29/2016/87 superseding ECE/TRANS/WP.29/2013/132/Rev.1 and ECE/TRANS/WP.29/2016/88 superseding ECE/TRANS/WP.29/2013/133/Rev.1, by presenting WP.29-170-23.
90. The representatives of Romania and of the Russian Federation informed WP.29 that some Contracting Parties to the 1997 Agreement would not be in the position to vote on these documents at this session, to avoid conflicting dates of entry into force of similar requirements in other regulatory frameworks. WP.29 agreed to not convene the Administrative Committee of the 1997 Agreement (AC.4).
91. The secretariat agreed to provide assistance to the IWG on PTI, to propose transitional provisions addressing the potential issue of conflicting dates of entry into force mentioned above.
Revised proposals for draft amendments to Rule 2
The document PTI-04-02 with the proposal of the organization Glass for Europe was discussed. The group preferred not to include the suggestions of this document to keep the Rule 2 as in line as possible with the Directive 2014/45.
The document PTI-04-09 contains the output of the meeting regarding the proposals for draft amendments to Rule 2. It was agreed to send it to the WP.29 as an informal document for the meeting on June 2016.
The Co-Chair, Mr. Komarov, informed the group, that the revised proposal for Revision 2 to Rule No. 1 and draft amendments to Rule No. 2, developed by the group, were considered by WP.29 at its the 169th session. In result WP.29 requested the IWG on PTI to continue the work on revising UN Rules Nos. 1 and 2 and to submit draft amendments, covering both M1 and N1 vehicle categories for the next session.
The representatives of United Kingdom, Netherland and Japan explained that they have to define their final position regarding the inclusion of light vehicles into the scope of the Rules. Meanwhile they noted that the technical requirements for the vehicles, laid down in the draft amendments to the Rules, could be acceptable. The representative of the Russian Federation supported this conclusion.
Romania and Serbia stated that they preferred to keep light vehicles out of the scope.
ACEA and CITA were in favour of UN Rules Nos. 1 and 2, covering both M1 and N1 vehicle categories, to make them harmonized with the European Directive 2014/45/EU, Customs Union Regulation and other national legislations.
Provided that the task of the IWG on PTI is completing draft amendments to UN Rule 1 and Rule 2 for their possible adoption by AC.4 by voting and following the guidance of WP.29, the group decided to submit the draft amendments to the Rules, covering both M1 and N1 vehicle categories, for the 170-th session of WP.29.
Romania highlighted the importance of having transitional provisions in the amended UN Rules Nos. 1 and 2 to synchronise their enter into force with the Directive 2014/45/EU.
The group agreed that document PTI-05-04 does not require additional modifications except addition of M1 and N1 vehicle categories and their inspection periodicities (item 3). Secretariat of the group volunteered to make necessary corrections and submit the document to WP.29.
The group concluded that document PTI-05-05 shall be added with M1 and N1 vehicle categories and their inspection periodicities (items 2.4 and 3), as well as related to them contents and methods of testing and assessment of deficiencies of vehicles, deleted by the group at previous stages. Secretariat of the group volunteered to make necessary corrections and submit the document to WP.29.

11. The expert from UK reported on the outcome of the group of experts working on updated transitional provisions of UN Regulations Nos. 13 (GRRF-76-02) and introduced ECE/TRANS/WP.29/GRRF/2014/7. GRRF adopted this proposal as reproduced in Annex II to the session report and requested the secretariat to submit it to World Forum for Harmonization of Vehicle Regulations (WP.29) and the Administrative Committee of the 1958 Agreement (AC.1) for consideration at their June 2014 sessions as part of the draft Supplement 12 to the 11 series of amendments to UN Regulation No. 13.
13. At the request of the expert from Japan, GRRF agreed to take note that the consolidation of the transitional provisions does not change the interpretation of the current text of the Regulation (e.g. transitional provisions for supplements). GRRF agreed that the absence of the historical dates from the latest text simplified interpretation of the requirements for the purposes of issuing type approval. GRRF also noted that references to “registration” had been removed in favour of “national or regional type approval” as recommended by the guidelines in ECE/TRANS/WP.29/1044/Rev.1.
14. GRRF agreed to note in this report the meaning of “according to the basis of the requirement that existed at the time of the original approval” in para. 12.5. of ECE/TRANS/WP.29/GRRF/2014/7. In this context, GRRF agreed that “the requirement that existed” refers to those requirements applied at that time, taking into consideration of the transitional provisions.
16. The expert from the Russian Federation introduced GRRF-76-20, proposing a clarification of UN Regulation No. 13. GRRF adopted this proposal as reproduced below and requested the secretariat to submit the proposal to WP.29 and AC.1 for consideration at their June 2014 sessions as a part of the draft Supplement 12 to the 11 series of amendments to UN Regulation No. 13.
Footnote 12, amend to read:
“…more than 2 axles and hydraulic transmission), Class I, Class A and articulated vehicles of categories M2 and M3, N2 tractors for semi-trailer with a gross vehicle mass (GVM) between 3.5 and 7.5 tonnes…”
European Commission unable to formally consider the editorial correction proposed by the WP.29 secretariat. Therefore, the EC does not have authority to approve the combined package of proposals. Therefore, the vote on adoption must be postponed.

The expert from UK also reported on the outcome of the group of experts working on updated transitional provisions of UN Regulations Nos. 13-H (GRRF-76-04) and introduced ECE/TRANS/WP.29/GRRF/2014/16 as amended by GRRF-76-30. GRRF adopted this proposal as reproduced in Annex III to the session report and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2014 sessions as part of the draft Supplement 16 to UN Regulation No. 13-H.
13. At the request of the expert from Japan, GRRF agreed to take note that the consolidation of the transitional provisions does not change the interpretation of the current text of the Regulation (e.g. transitional provisions for supplements). GRRF agreed that the absence of the historical dates from the latest text simplified interpretation of the requirements for the purposes of issuing type approval. GRRF also noted that references to “registration” had been removed in favour of “national or regional type approval” as recommended by the guidelines in ECE/TRANS/WP.29/1044/Rev.1.

34. The expert from ETRTO proposed to insert new tyre sizes in Annex 5 of UN Regulation No. 106 (ECE/TRANS/WP.29/GRRF/2013/23). GRRF adopted this proposal and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2014 sessions as draft Supplement 11 to the original version of UN Regulation No. 106.
25. The expert from ETRTO presented GRRF-76-25, supporting ECE/TRANS/WP.29/GRRF/2013/20 amended by GRRF-76-06 as well as ECE/TRANS/WP.29/GRRF/2013/22 [concerning UN R106] and proposing the insertion of All Terrain Vehicle (ATV) tyres in UN Regulation No. 75.
26. In response to the proposal above, the expert from IMMA presented GRRF-76-41 supporting the insertion of provisions for ATV tyres in UN Regulation No. 106. GRRF agreed to revisit this subject at it September 2014 session on the basis of a revised proposal that the experts from IMMA and ETRTO agreed to prepare.
27. The expert from ETRTO introduced ECE/TRANS/WP.29/GRRF/2014/2 as amended by GRRF-76-41, inserting a new marking and, under “categories of use”, a definition for construction application (Industrial tractor) tyres. GRRF adopted this proposal as amended by Annex V of the session report and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2014 sessions as a part of the draft Supplement 11 to Regulation No. 106.
28. The expert from ETRTO also introduced ECE/TRANS/WP.29/GRRF/2014/15 clarifying the marking requirements in Regulation No. 106. GRRF adopted this proposal, not amended, and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their June 2014 sessions as a part of the draft Supplement 11 to Regulation No. 106.

6. The expert from IEC presented GRE-71-06 with the aim to introduce proper references to the IEC cap sheet numbers, in accordance with IEC Publication 60061, for new categories of light sources WT21W, WTY21W, WT21/7W and WTY21/7W which have been introduced into United Nations (UN) Regulation No. 37. A similar request (GRE-71-07) was also made for new light source category LW2 which had been previously inserted in UN Regulation No. 128.
7. The experts from Germany and UK expressed their concerns that, in the past, GRE had approved the respective amendment proposals without the relevant references (i.e. blanks in square brackets) which were not available at that time and which de facto required the adoption of an additional supplement for inserting the proper reference at a later stage.
8. GRE adopted both proposals and requested the secretariat to submit them to WP.29 and the Administrative Committee of the 1958 Agreement (AC.1) for consideration at their November 2014 sessions as draft Supplement 43 to the 03 series of amendments to UN Regulation No. 37 and draft Supplement 3 to the original series of amendments to UN Regulation No. 128.

19. The expert from France introduced GRE-71-18 proposing two amendments to series 04 and 05 series of amendments to UN Regulation No. 48:
(a) The first amendment introduced interdependent lamp systems in para. 5.18.4. (b) and was based on ECE/TRANS/WP.29/2014/21 adopted during March 2014 session as a new supplement for 06 series of amendments to UN Regulation No. 48.
(b) The second amendment suggested that the speed limit in paragraph 6.22.7.4.3 was reduced from 70 to 60 km/h and the requirements of paragraph 6.22.7.4.3(a) was amended to indicate a clear alternative to either detect the motorway conditions with sensors or only activate the E mode above a speed of 110 km/h. The objective of this amendment proposal was to improve the performance of the system by avoiding unnecessary on-off activation of the motorway light.
20. GRE adopted proposal (a) above and requested the secretariat to transmit it to WP.29 and AC.1 for consideration at their November 2014 sessions as draft supplement to the 04 and 05 series of amendments to UN Regulation No. 48. GRE decided to come back to proposal (b) at its next session.
62. The expert from CLEPA also proposed ECE/TRANS/WP.29/GRE/2014/13 introducing a new class F of retro-reflecting materials into UN Regulation No. 48, to be applied to special utility vehicles or trailers not regularly covered by standard contour marking materials. GRE adopted this proposal, as amended by Annex III to this report and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their November 2014 sessions as a new Supplement for the 04, 05 and 06 series of amendments to UN Regulation No. 48.

The expert from Germany presented ECE/TRANS/WP.29/GRE/2013/60 and ECE/TRANS/WP.29/GRE/2013/61, two revised proposals by France and Germany introducing provisions of direction indicators with variable apparent surface. He gave a practical demonstration supporting the proposal. The expert from OICA presented a study supporting the benefits of such systems (GRE-70-16). The expert from France proposed amendments (GRE-70-43) to ECE/TRANS/WP.29/GRE/2013/61, addressing comments received during the session. GRE noted the intention to only allow the principle of variable apparent surface for direction indicators. GRE agreed on and adopted these proposals as amended by Annex V to the session report and requested the secretariat to submit them to WP.29 and AC.1 for consideration at their March 2014 sessions as draft Supplement 26 to the 01 series of amendments to UN Regulation No. 6, as draft Supplement 13 to the 04 series of amendments and as draft Supplement 6 to the 05 series of amendments to UN Regulation No. 48.
26. GRE agreed to revisit this item at its next session and consider the prohibition of variable apparent surface direction indicators for a hazard warning signal and may consider its adoption at its next session for the 06 series of amendments to UN Regulation No. 48.
10. The expert from GTB introduced ECE/TRANS/WP.29/GRE/2014/6 to clarify the definitions and requirements associated with the installation of “single lamps”, “lamps marked D” and “interdependent lamps”. GRE adopted this proposal and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their November 2014 sessions as draft supplements to the 04, 05 and 06 series of amendments to UN Regulation No. 48.
32. Having recalled its deliberations at the previous session (ECE/TRANS/WP.29/GRE/70, paras. 25 and 26) on direction indicators with variable apparent surface, GRE agreed not to prohibit the use of such indicators for a hazard warning signal and decided to extend the adopted proposals (ECE/TRANS/WP.29/GRE/2013/60 as amended at the seventieth GRE session) to the 06 series of amendments to UN Regulation No. 48. The secretariat was mandated to submit them to WP.29 and AC.1 for consideration at their November 2014 sessions as a new Supplement to the 06 series of amendments to UN Regulation No. 48.

The expert from IEC presented GRE-71-06 with the aim to introduce proper references to the IEC cap sheet numbers, in accordance with IEC Publication 60061, for new categories of light sources WT21W, WTY21W, WT21/7W and WTY21/7W which have been introduced into United Nations (UN) Regulation No. 37. A similar request (GRE-71-07) was also made for new light source category LW2 which had been previously inserted in UN Regulation No. 128.
7. The experts from Germany and UK expressed their concerns that, in the past, GRE had approved the respective amendment proposals without the relevant references (i.e. blanks in square brackets) which were not available at that time and which de facto required the adoption of an additional supplement for inserting the proper reference at a later stage.
8. GRE adopted both proposals and requested the secretariat to submit them to WP.29 and the Administrative Committee of the 1958 Agreement (AC.1) for consideration at their November 2014 sessions as draft Supplement 43 to the 03 series of amendments to UN Regulation No. 37 and draft Supplement 3 to the original series of amendments to UN Regulation No. 128.

The expert from Japan gave a presentation (GRSG-106-33) justifying the proposed amendments in ECE/TRANS/WP.29/GRSG/2014/16 as amended by GRSG-106-20 to prevent vehicles from fire risks under certain conditions in the event of a rear collision. GRSG noted a number of comments. Following the discussion, GRSG adopted GRSG-106-39, as reproduced in Annex III to the GRSG 106th session report, and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their November 2014 sessions, as draft 03 series of amendments to UN Regulation No. 34, subject to a final review by GRSG at its next session in October 2014.
9. The expert from OICA introduced GRSG-107-17 supplementing ECE/TRANS/WP.29/2014/65, already adopted at the May 2014 session of GRSG, to clarify the transitional provisions. Finally, GRSG confirmed ECE/TRANS/WP.29/2014/65 with the amendments reproduced below. The secretariat was requested to submit the proposed amendments to ECE/TRANS/WP.29/2014/65 to the November 2014 sessions of WP.29 and AC.1 for consideration and vote (WP.29-164-06).

65. The expert from India presented GRSG-108-41 proposing to harmonize the scope of UN Regulation No. 34 and to amend the total permissible mass limit to read “2.5 tonnes” instead of “2.8 tonnes”. The expert from Japan was of the opinion that this amendment would lower the stringency of the provisions of the UN Regulation and, therefore, could not support the proposal. GRSG agreed to resume consideration of this subject at its forthcoming session and requested the secretariat to distribute GRSG-108-41 with an official symbol.

If samples are cut from windscreens, one edge of each such sample shall be part of an edge of the windscreen.”
20. On behalf of IGPG, the expert from France introduced document ECE/TRANS/WP.29/GRSG/2014/15 proposing new definitions on interior and exterior glazing and updated provisions of Annex 21 on the installation of safety glazing on vehicles. GRSG adopted ECE/TRANS/WP.29/GRSG/2014/15 and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their November 2014 sessions, as part (see para. 17 above) of draft Supplement 3 to the 01 series of amendments to UN Regulation No. 43.

GRSG noted a number of comments. Annex 3, insert a new paragraph 7.3.1., to read: “7.3.1. | If the engine compartment of a vehicle is located to the rear of the driver’s compartment, it shall not be possible to start the engine from the driver’s position when the main engine access panel located in the rear face of the vehicle is open and which provide direct access to parts that represent a hazard when the engine is running (e.g. pulley of belt drives).” |

In low floor vehicles only, a kneeling system, but not a retractable step, may be engaged.

The expert from Belgium presented GRSG-106-28 superseding ECE/TRANS/WP.29/GRSG/2014/19 and amending the safety prescriptions for trolleybuses to update these according to the respective electrical standard EN 50502. The expert from the Russian Federation introduced GRSG-106-09 listing a number of suggestions to improve the proposed text. GRSG adopted the document, as reproduced in Annex II to this report, and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their November 2014 sessions, as a part (see paras. 5, 6, 8 and 9 above) of draft Supplement 1 to the 06 series of amendments to UN Regulation No. 107, subject to a final review by GRSG at its next session in October 2014.
14. The expert from OICA presented GRSG-106-18 amending the definition of “overnight locking systems” to clarify that systems, which were intended to be operated by passengers from inside the vehicle, were not considered as overnight locking systems. GRSG adopted the proposal and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their November 2014 sessions, as a part (see paras. 5, 6, 8, 9 and 11 above) of draft Supplement 1 to the 06 series of amendments to UN Regulation No. 107.

GRPE adopted ECE/TRANS/WP.29/GRPE/2014/12 as amended by GRPE-69-30 (containing GRPE-69-07-Rev.1 as well as the correction proposed by the expert from NGV Global) and reproduced in Addendum 1 to this report. GRPE requested the secretariat to submit it to WP.29 and AC.1, for consideration at their November 2014 sessions as Supplement 8 to the 05 series of amendments to Regulation No. 49. The expert from the United Kingdom noted that the proposal didn’t comply with the transitional provisions guidelines by WP.29 and would have to be amended at a later stage accordingly.

71(bis). The representative of OICA supported the adoption of the new draft UN Regulation on hydrogen and fuel cell vehicles as submitted to WP.29 and AC.1. He pointed out that this draft also contains post-crash requirements, because it fully transposes UN GTR No. 13 into the 1958 Agreement framework. He added that the normal procedure would have been to insert these provisions in the relevant UN Regulations on frontal and lateral collision, such as UN Regulations Nos. 94 or 95, similar to the approach used for UN Regulation No. 100 (Safety of battery electric vehicles). Therefore, he suggested that GRSP should revise, in a further step, the UN Regulation focusing on safety requirements for the construction and use of HFCV vehicles, while the post-crash requirements would be transferred to the relevant post-crash Regulations under the 1958 Agreement. WP.29 endorsed this approach.
31. The expert from OICA introduced the last draft UN Regulation on hydrogen and fuel cell vehicles (HFCV) (ECE/TRANS/WP.29/GRSP/2014/8) prepared with the expert of EC and transposing UN GTR No. 13 (HFCV) into the 1958 Agreement. The expert from the Republic of Korea introduced GRSP-55-23, proposing the deletion of any reference to liquefied hydrogen that is not yet covered by the draft UN Regulation. The expert from OICA argued that UN GTR No. 13 also mentioned liquefied hydrogen technology, and that it could be kept as an optional basis for further development. However, he agreed to bring the technology back to the UN Regulation at a later stage when it was ready for regulation.
32. Moreover, the expert from Japan reminded GRSP that his country already legislated Hydrogen Fuelled Vehicles and requested further guidance. GRSP experts noted that Contracting Parties may continue to apply requirements that were in force at the time of accession to this UN Regulation on aspects not currently regulated by the UN Regulation: (i) the electrical safety of electric power train, (ii) the material compatibility and hydrogen embrittlement of the vehicle fuel system and (iii) the post-crash fuel system integrity in the event of full width frontal impact and rear impact. However, the expert from the Netherlands expressed concerns because UN Regulations Nos. 12, 94 and 95 were addressed in the draft UN Regulation to verify post-crash fuel tank integrity. Inversely, he noted that in UN Regulations Nos. 67 (Liquefied Petroleum Gas vehicles) and 110 (Compressed Natural Gases vehicles), reference was not made to such post-crash UN Regulations. Accordingly, it was agreed to insert a footnote in the draft UN Regulation to specify those aspects not yet regulated as a reminder for future development of the UN Regulation and seek further harmonization (GRSP-55-28-Rev.2). However, GRSP agreed to seek guidance from the Administrative Committee for the Coordination of Work (WP.29/AC.2) at its June 2014 session as the issue raised by the expert from Japan would affect a number of UN Regulations.
33. Finally, GRSP adopted ECE/TRANS/WP.29/GRSP/2014/8, as amended by Annex VI to the GRSP 55th session report. The secretariat was requested to submit ECE/TRANS/WP.29/GRSP/2014/8 to WP.29 and AC.1, for consideration and vote at their November 2014 sessions, as draft UN Regulation on hydrogen and fuel cell vehicles.
49. GRSP considered and adopted GRSP-56-25 to correct information provided by a label permanently affixed on hydrogen containers, as reproduced in Annex VIII to the session report. The secretariat was requested to submit the proposal to WP.29 and AC.1, for consideration and vote at their June 2015 sessions, as draft Supplement 1 to the new UN Regulation on hydrogen and fuel cell vehicles (HFCV).

However, GRSP requested the expert from Australia to send the proposals to WP.29 at its June 2014 session on a preliminary basis and to seek guidance from WP.29/AC.2 on: (i) Reference to ISO STD (WorldSID) instead of an Addendum to M.R.1. and (ii) transitional provisions of the 01 series of amendments simultaneously adopted with the original version of the UN Regulation.
36. Finally, GRSP agreed to seek consent from WP.29 and AC.3 at their June 2014 sessions on mandating an IWG to harmonize the 3-D H point machine specifications.
41. The representative of Australia introduced the draft UN Regulation (WP.29-163-14) as well as a draft 01 series of amendments (WP.29-163-15) to receive guidance (see para. 29 above). He explained that a revised version of WP.29-163-14 would be submitted for consideration and vote to the November 2014 session of WP.29 on appropriately addressing the reference to the ISO standard. He indicated that in the framework of the IWG activities on side impact dummies, work was adequately progressing on including the 50th percentile WorldSID into the draft Addendum 2 to M.R.1. He added that, as a result of recent negotiations, ISO would provide the specifications needed. Therefore, he announced that a draft Addendum 2 would be ready for consideration and vote by the end of 2015 or beginning 2016. The representative of the United States of America confirmed this schedule.
48. The expert from Australia introduced GRSP-56-33 (superseding GRSP-56-12), to clarify the scope of the UN Regulation. GRSP adopted the proposal as reproduced in Annex VII of this report. The secretariat was requested to submit the proposal to WP.29 and AC.1, for consideration and vote at their June 2015 sessions, as draft Supplement 1 to the new UN Regulation on Pole Side Impact.

On item 4.13.3 (01 series of amendments to the new Regulation on PSI), the secretariat reminded WP.29 delegates that the UN Office of Legal Affairs (OLA) will not initiate the legal procedure for adoption of the 01 series of amendments until the original version of the Regulation on PSI entered into force.
34. The expert from Australia summarized (GRSP-55-16) the work of transposing UN GTR No. 14 (Pole Side Impact) into a draft new UN Regulation (ECE/TRANS/WP.29/GRSP/2014/9). The experts from the Netherlands and France questioned the inclusion of N1 category of vehicles into the UN Regulation since it was not justified by national data. The expert from the United Kingdom supported this conclusion. The expert from EU informed GRSP that a cost benefit analysis by his organization would better identify the category of vehicles to be addressed. WP.29 noted that a revised version of WP.29-163-15 would be submitted by Australia, with new transitional provisions in line with the general guidelines ECE/TRANS/WP.29/1044/Rev.1.

51. WP.29 recalled the frozen text of draft Revision 3 to the 1958 Agreement (ECE/TRANS/WP.29/2014/53) and the additional provisions on the equal authenticity of English, French and Russian languages (ECE/TRANS/WP.29/2014/82).
56. The World Forum recognized that the Contracting Parties would need more time to review the above proposals and agreed to resume consideration of this subject at its next session in March 2015. The representatives of Germany and the United Kingdom noted the need for a finalized text prior to submitting to their national authorities for approval and so the World Forum agreed that adoption of the revised agreement would be delayed accordingly. The secretariat was also requested to circulate WP.29-164-23 as a separate official document.
47. WP.29 noted the revised text of draft Revision 3 to the 1958 Agreement (ECE/TRANS/WP.29/2014/53) reflecting the discussion of the March 2014 session. The World Forum requested the secretariat to reintroduce the provisions of the equal authenticity of English, French and Russian languages which existed in the first unamended text of the Agreement. WP.29 decided to freeze the draft revision and requested the Contracting Parties to clarify their political and legal views on this draft revision. WP.29 agreed to resume consideration of the revision of the Agreement at its November 2014 session, awaiting the appropriate political and legal guidance.
49. The representative of Japan gave an overview of the discussions of the IWG on IWVTA. He referred to ECE/TRANS/WP.29/2015/40 and recalled the discussion of WP.29 at its previous session on the voting majority threshold. He introduced WP.29-165-04 superseding ECE/TRANS/WP.29/2015/41 aimed at amending Article 3 on special provisions. Noting that some critical comments had been received, he added that the IWG would resume discussions on this issue and report back to the June 2015 session of WP.29.
50. The representative of EU informed WP.29 that the EU Member States continue consultation on voting majority threshold and announced to provide more detailed information on a common position in the next sessions of WP.29. He raised concerns about the late submission of the amendments to Article 3 on special provisions and stressed the importance of freezing the text for the adoption process of the third Revision of the 1958 Agreement.
51. The World Forum agreed to defer discussion on this subject to its forthcoming session in June 2015. The secretariat was, thus, requested to circulate WP.29-165-04 with an official symbol.

On behalf of GRRF, [the GRRF chair] recommended the establishment of the draft global technical regulation (gtr) on tyres into the Global Registry, on the basis of ECE/TRANS/WP.29/2013/63, as amended by ECE/TRANS/WP.29/2014/83 and WP.29‑164-04. He also recommended amending the final report on Phase I on the development of the gtr (ECE/TRANS/WP.29/2013/122) as indicated in WP.29-164-04. He announced that France had indicated that it would not sponsor Phase II of the gtr.
105. Submitted for consideration and vote, the proposed draft UN GTR on tyres (ECE/TRANS/WP.29/2013/63, ECE/TRANS/WP.29/2014/83, WP.29-164-04) was established in the UN Global Registry on 13 November 2014 by consensus vote of the following Contracting Parties present and voting: Australia, Canada, China, European Union (voting for Cyprus, Finland, France, Germany, Hungary, Italy, Lithuania, Luxembourg, Netherlands, Romania, Slovakia, Spain, Sweden and the United Kingdom), India, Japan, Norway, Republic of Korea, Russian Federation, South Africa and Turkey.
106. The technical report (ECE/TRANS/WP.29/2013/122, WP.29-164-04) and the adopted proposal for the development of the UN GTR (ECE/TRANS/WP.29/AC.3/15) would be appended to the established UN GTR.
107. The United States of America voted to abstain on the UN GTR on tyres. The representative of the United States of America thanked France as sponsor, the United Kingdom for the chairmanship, and the tyre industry for the time and energy involved in the effort. He stated that the UN GTR offers a set of safety requirements that, in its entirety, no single country or region currently has and that, when implemented would truly increase vehicle safety worldwide. He further indicated that the United States of America abstained as it is not in a position to implement the UN GTR within a year due to resource constraints (according to the rules of the 1998 Agreement).
108. The representative of EU expressed his gratitude to the parties for their hard work to finalize the draft GTR on tyres and welcomed the positive vote by the Contracting Parties. He regretted that there had been one abstention and pointed out that the need for efficiency of the 1998 Agreement was more than urgent. The representative of ETRTO echoed a similar statement.
100. The representative of the United Kingdom, Chair of the IWG on the UN GTR on Tyres, informed AC.3 that five questions were still unresolved. He confirmed that two Contracting Parties were still in the process of reviewing the text of the draft UN GTR. Referring to the final report on the development of the UN GTR (WP.29-160-09), he stated that, in the case of disagreement at the September 2013 session of GRRF, an optional test procedure should be included in addition to the two optional modules.
101. The representative of EU stated that a really long list of controversial provisions had been solved by March 2013 and, due to the five remaining unresolved questions, the UN GTR could not be adopted during the current session. He urged the Contracting Parties to make an effort to solve the pending issues at the September 2013 session of GRRF, thus allowing for voting on the draft UN GTR at the November 2013 session of AC.3.
102. The secretariat was requested to distribute WP.29-160-09 with an official symbol for consideration at the November 2013 session of AC.3.

16. The secretary to the IWG on HDH introduced GRPE-69-12 and reported on the completion of the work. He presented GRPE-69-10 amending the proposal in ECE/TRANS/WP.29/GRPE/2014/11 introducing a novel approach for assessing the performance of the entire vehicle powertrain by a simulation (HILS) as well as the final technical report (GRPE-69-11) for the proposed Amendment 3 to UN GTR No. 4.
17. GRPE noted that the HILS method validation was only partially completed when applying the Japanese criteria but that none of the prerequisites were met for extending the mandate for further action by the IWG. Therefore, GRPE acknowledged the work done by the IWG and agreed to remove this item from the provisional agenda of the seventieth session of GRPE in January 2015.
18. GRPE adopted the proposal ECE/TRANS/WP.29/GRPE/2014/11 as amended by GRPE-69-10 and GRPE-69-22 (Part A) as reproduced in Addendum 2 to the GPE 68th session report. GRPE also adopted the corresponding technical report (GRPE-69-11 as amended by GRPE-69-22 (Part B), reproduced in Addendum 2) and requested the secretariat to submit them as a proposal for draft Amendment 3 to UN GTR No. 4 to WP.29 and AC.3 at their November 2014 sessions.

116. The representative of the United Kingdom reported on the work progress of the IWG on Phase 2 of UN GTR No. 7 (ECE/TRANS/WP.29/2014/86). He informed AC.3 that some progress was made in improving quality and reproducibility of the [biofidelic] rear impact dummy (BioRID) as a test tool of the draft UN GTR. However, he added that more substantial progress was expected once that current test programme by the National Highway Administration (NHTSA) was finalized. Therefore, he announced that a Webex meeting was planned during the third week of November 2014 and another informal meeting in January 2015. Finally, he announced that the IWG was expected to submit an official proposal for the May 2015 session of GRSP.

119. The representative of the United States of America informed the Committee that since the previous session, there had not been any meeting of the IWG on Electric Vehicle Safety (EVS). He announced that the next meeting would be held in the third week of November 2014 in the Republic of Korea.
99. The representative of the United States of America, on behalf of the co-sponsors of the UN GTR, informed AC.3 through the second progress report (WP.29-163-22) on the fifth meeting of the IWG (13-15 May 2014, Washington D.C.). He outlined the main items of discussion on: (i) research and rulemaking activities of Contracting Parties, (ii) UN GTR outline, road map of work and timeline, (iii) development of the UN GTR in one phase and, (iv) establishment of a new Task Force to investigate a possible extension of the UN GTR scope to include buses and trucks. He sought AC.3 endorsement of this extension until December 2015 to complete research and submit a draft UN GTR to GRSP at that time. He finally informed AC.3 on the next meeting of the IWG scheduled on 18-20 November 2014 in the Republic of Korea. AC.3 endorsed the extension of the mandate and requested the secretariat to distribute WP.29-163-22 at its November 2014 session with an official symbol.

127. The representative of Canada presented ECE/TRANS/WP.29/2014/88, proposing an extension to the mandate of EVE. The representative of EU introduced WP.29-164-07 expressing concerns on the drafted mandate in ECE/TRANS/WP.29/2014/88.
128. The representative of Canada stated that EVE had taken note of the content of WP.29-164-17 and that WP.29-164-15 included the corresponding amendments. The representative of EU agreed with the draft proposal as amended WP.29-164-15. AC.3 adopted ECE/TRANS/WP.29/2014/88 as amended by WP.29-164-15 and requested the secretariat to prepare the corresponding AC.3 document.
106. The representative of Canada recalled the progress made by the IWG on Electric vehicles and the environment. He added that GRPE had endorsed the Electric vehicle reference guide, which would be submitted to WP.29 for consideration at its November 2014 session. Following these activities, the IWG developed a draft document (WP.29-163-13) proposing the extension of IWG mandate, proposing potential new UN GTRs on Electric vehicles. AC.3 agreed to revise consideration of this item and requested the secretariat to distribute WP.29-163-13 with an official symbol.

83. WP.29 noted ECE/TRANS/WP.29/2014/89 proposing Addendum 2 to M.R.1. to include specifications on the 50th percentile World Side Impact Dummy (WorldSID). The representative of Australia clarified that the proposal was a temporary solution to complement the new UN Regulation on PSI, awaiting the full set of drawings and specifications to be provided by the IWG dealing with side impact dummies in cooperation with ISO. WP.29 adopted the proposal and noted that consideration and vote would continue during the session of AC.3 (see para. 110).
110. The proposed draft amendment to Mutual Resolution No. 1 (M.R.1) (ECE/TRANS/WP.29/2014/89) was submitted for consideration and vote, and was adopted on 13 November 2014 by consensus vote of the following Contracting Parties present and voting: Australia, Canada, China, European Union (voting for Cyprus, Finland, France, Germany, Hungary, Italy, Lithuania, Luxembourg, Netherlands, Romania, Slovakia, Slovenia, Spain, Sweden and the United Kingdom), India, Japan, Norway, Republic of Korea, Russian Federation, South Africa, Turkey and the United States of America.
