GRSG reviewed again the list of all candidate UN Regulations identified for the IWVTA scheme under the responsibility of GRSG and agreed on the actions as reflected in the revised document GRSG-104-39-Rev.3. The IWVTA ambassador volunteered to report back to the informal group. He announced the intention of IWVTA to distribute to all Contracting Parties a questionnaire on a detailed review of Lists A and B in draft UN Regulation No. 0. GRSG agreed to resume consideration of this subject at its next session.

23. Referring to the discussion at the March 2014 session of WP.29 (GRSG-106-04), the expert from the Republic of Korea gave a presentation on the result of a national investigation on defects of panoramic sunroofs (GRSG-106-21). In this respect, he proposed an amendment to Global Technical Regulation (GTR) No. 6 on glazing (GRSG-106-10). GRSG noted a number of comments and concerns that the amendments to the drop test were not appropriate. The experts from Canada and Germany were of the opinion that further amendments to the GTR were necessary. Following the discussion, GRSG agreed to keep GRSG-106-10 on the agenda and to resume consideration of this subject at its next session. The Chair invited all experts to send, in the meantime, their comments to the expert from the Republic of Korea (e-mail: katrietf@ts2020.kr). He also invited the experts from Germany and the Republic of Korea to jointly prepare a concrete proposal.

42. Recalling the discussion at the previous session of GRSG, the expert from Belgium gave a presentation (GRSG-106-36) on the need to set up new provisions on the odometer. He introduced GRSG-106-06 proposing draft amendments to be included into UN Regulation No. 39 on speedometers. The expert from FIA gave a demonstration on the easy manipulation of modern odometers (GRSG-106-37). He stressed the urgent need to set up anti-tampering measures for odometers. A number of experts were of the opinion that WP.29 should even develop some periodical technical inspection requirements for insertion into UN Rule No. 2 annexed to the 1997 Agreement.
43. GRSG welcomed the proposal by Belgium. GRSG noted general support but a number of Contracting Parties requested that the proposed amendments shall be supplemented with provisions for the mandatory installation of odometer on vehicles, including anti-tampering test requirements and transitional provisions. GRSG agreed to resume consideration of this subject at its next session in October 2014 on the basis of new proposal by Belgium, taking into account the comments received.
48. The expert from Belgium proposed to develop new provisions concerning the approval of vehicles with regard to the odometer equipment and its installation (GRSG-104-14). GRSG noted a number of comments and concerns, as this subject seemed to be linked to consumer protection rather than to safety issues. The expert from Japan stated that in his country, only the presence of an odometer was regulated, without any performance requirements. Following the discussion, GRSG preferred to resume consideration at its next session in October 2013, on the basis of a concrete proposal by Belgium.
10. The expert from Belgium introduced ECE/TRANS/WP.29/GRSG/2014/32, proposing new requirements for odometers into UN Regulation No. 39. She presented GRSG-107-29-Rev.1 amending her proposal to include the comments received by the expert from OICA (GRSG-107-20). GRSG supported in principle the proposal. However, there was a general agreement among experts that the mandatory fitting of odometers should be completed by transitional provisions, anti-tampering requirements and type approval markings. GRSG agreed to resume consideration on this subject at its May 2015 session on the basis of a revised proposal from the expert of Belgium and on a proposal of transitional provisions from the experts of OICA and IMMA.

32. Recalling the discussion at the previous session of GRSG, the expert from the Netherlands presented GRSG-106-07 proposing new provisions on a directional discharge of the pressure relief devices of GNG containers. GRSG noted a number of comments on the possible location of the containers on the vehicle and questioned the need to also address vehicles with LNG or even hydrogen containers. Following the discussion, GRSG agreed to resume consideration at its next session in October 2014, on the basis of a revised proposal to be submitted by the expert from the Netherlands.
24. The expert from the Netherlands introduced ECE/TRANS/WP.29/GRSG/2014/29 to regulate the direction of discharging the pressure relief devices of CNG containers. He explained that the proposal addressed the safety of not only the vehicle occupants but also the surrounding area. The expert from IANGV introduced GRSG-107-35, which suggests that the discussion should be deferred until after the outcome of the ongoing research conducted in the United States of America on this matter. The experts from France, Germany, Sweden and OICA questioned the impact of this proposal on design of vehicle categories M1 and N1. GRSG agreed to resume discussion on this subject at its May 2015 session on the basis of a revised document.

The expert from the Russian Federation introduced GRSG-106-09 listing a number of suggestions to improve the proposed text. Mr. Sokchang Kwon, Director General of the Motor Vehicles Policy Division of the Ministry of Land, Transportation and Maritime Affairs of the Republic of Korea gave a presentation on the results of their national defect investigations on panoramic sunroofs (WP.29-162-15). The Chair of GRSG suggested that this topic be investigated further by GRSG experts to determine whether it is necessary to adjust the relevant UN Regulation No. 43 and UN GTR No. 6 on glazing. Thus, he invited the representative of the Republic of Korea to share these findings with GRSG experts during the forthcoming session in May 2014. The representative of the Republic of Korea (Korea Automobile Testing and Research Institute (KATRI)) introduced WP.29-162-22 showing the detailed results of their investigations on safety issues with panoramic sunroofs. The representative of Japan agreed with the suggestion by the Chair of GRSG. Finally, the World Forum requested GRSG to discuss this issue at its forthcoming session in April 2014.
13. The expert from the Republic of Korea introduced GRSG-107-06, proposing an amendment to the methodology of the 227g ball drop test for toughened glass that would cope with defects of panoramic sunroofs. The experts from CLEPA and OICA provided (GRSG-107-22) comments to the national defect investigation by Korea and the proposed amendments. The expert from the Republic of Korea reiterated his intention (GRSG-106-10) to draft a parallel amendment to UN GTR No. 6 (see para. 41 below). However, he suggested that the development of amendments on both UN Regulation and the UN GTR No. 6 should be carried out by an IWG. Finally, GRSG agreed to seek consent from WP.29 and from the Executive Committee of the 1998 Agreement (AC.3) at their November 2015 sessions to establish the above-mentioned IWG.

33. The expert from Belgium presented GRSG-106-15 reflecting the current provisions of UN Regulation No. 110 on the periodic requalification of CNG gas cylinders (Annex 3A) and LNG tanks (Annex 3B). She questioned the differences in the periodicity for the inspection of such cylinders and tanks. Following the discussion, GRSG underlined the need to investigate this subject and agreed to keep GRSG-106-15 on the agenda.
23. The expert from Belgium introduced ECE/TRANS/WP.29/GRSG/2014/28 clarifying the provisions for the periodic inspection of pressure relief valves. The expert from OICA suggested to improve the proposal by adding further instructions on how to conduct the tests. The expert from France raised similar comments and suggested to indicate the exact test that should be conducted either visually or physically. The expert from IANGV argued the lack of empirical evidence for the proposal and suggested a five-year frequency of visual inspection frequency. The expert from Germany stated that the proposal addressed issues beyond of the scope of the type approval procedures. Finally, GRSG agreed to resume discussion on this matter at its May 2015 session.

16. The expert from Germany, chairing the Informal Group on Plastic Glazing (IGPG), reported on the good work progress made by the group during its eighth and ninth meetings (Paris, 27-29 November 2013; Berlin, 25-26 March 2014) (GRSG-106-13). On behalf of IGPG, he introduced GRSG-106-16 proposing new provisions on plastic glazing for windscreens and laminated plastic panes other than windscreens. GRSG noted some comments and agreed to resume consideration of this subject at its next session. The secretariat was requested to distribute GRSG-106-16 with an official symbol.
23. The expert from Germany, chairing the Informal group on Plastic Glazing (IGPG), reported on the progress made by the group during its sixth meeting in January 2013 (GRSG-104-24). He presented GRSG-104-43 proposing a first set of amendments to UN Regulation No. 43 that would introduce requirements on plastic glazing for windscreens and laminated plastic panes other than windscreens. He underlined the need to further discuss the abrasion tests for plastic windscreen material and initiate round robin tests to ensure the accuracy of the equipment and tools for such tests. In this respect, he sought the consent of GRSG to extend the mandate of the informal group (GRSG-104-40) and, accordingly, he presented the amended Terms of References of IGPG (GRSG-104-41) and also the updated time schedule (GRSG-104-42) for concluding these tasks. GRSG welcomed that information and endorse the request. GRSG agreed to keep GRSG-104-43 on the agenda as a reference document. The GRSG Chair volunteered to inform WP.29 on the extended mandate of IGPG.
12. The expert from Germany, Chair of the informal working group (IWG) on Plastic Glazing, introduced GRSG-107-12 with the justification for the proposed amendments to ECE/TRANS/WP.29/GRSG/2014/23, which aims to introduce new provisions for plastic windscreens and laminated plastic panes other than windscreens. GRSG adopted the proposal as amended by Annex II of this report. The secretariat was requested to submit ECE/TRANS/WP.29/GRSG/2014/23 to the March 2015 sessions of WP.29 and AC.1 as draft Supplement 4 to the 01 series of amendments to UN Regulation No. 43. GRSG considered and adopted GRSG-107-16, as reproduced below. The secretariat was requested to submit it to the March 2015 sessions of WP.29 and AC.1 as draft Corrigendum 5 to Revision 3 to the UN Regulation.

37. The expert from OICA presented GRSG-106-17 updating the reference to standard ISO 6722 in the provisions on the cable test. The expert from OICA volunteered to prepare a justification with the differences between the former and the new standard. GRSG agreed to resume consideration of this subject at its next session on the basis of an official document and requested the secretariat to provide a copy of the corresponding ISO standard.
31. The expert from OICA introduced detailed justifications (GRSG-107-18) for his proposal (ECE/TRANS/WP.29/GRSG/2014/24) to update, in UN Regulation No. 118, the ISO standard references. GRSG agreed to resume discussion on this agenda item at its May 2015 session and to keep GRSG-107-18 as reference, to leave time for experts to study ISO STD 6722 (see para. 26 above). Experts were invited to send comments to the secretariat concerning the above-mentioned ISO standard.
50. Recalling the purpose of his justification document GRSG-107-18, the expert from OICA introduced ECE/TRANS/WP.29/GRSG/2014/24 updating the provisions on the cable test, especially the reference to international standard ISO 6722 (available in GRSG-107-28). The expert from Germany presented additional test requirements for cables (GRSG-108-09). The expert from OICA supported in principle the more stringent test requirements proposed by Germany, but raised a reservation to study the possible need for transitional provisions.
51. GRSG agreed to resume consideration of this subject at its next session on the basis of an official document, jointly prepared by Germany and OICA, including a proposal for transitional provisions, if necessary.

23. Referring to the discussion at the March 2014 session of WP.29 (GRSG-106-04), the expert from the Republic of Korea gave a presentation on the result of a national investigation on defects of panoramic sunroofs (GRSG-106-21). In this respect, he proposed an amendment to Global Technical Regulation (GTR) No. 6 on glazing (GRSG-106-10). GRSG noted a number of comments and concerns that the amendments to the drop test were not appropriate. The experts from Canada and Germany were of the opinion that further amendments to the GTR were necessary. Following the discussion, GRSG agreed to keep GRSG-106-10 on the agenda and to resume consideration of this subject at its next session. The Chair invited all experts to send, in the meantime, their comments to the expert from the Republic of Korea (e-mail: katrietf@ts2020.kr). He also invited the experts from Germany and the Republic of Korea to jointly prepare a concrete proposal.
71. Mr. Sokchang Kwon, Director General of the Motor Vehicles Policy Division of the Ministry of Land, Transportation and Maritime Affairs of the Republic of Korea gave a presentation on the results of their national defect investigations on panoramic sunroofs (WP.29-162-15). The Chair of GRSG suggested that this topic be investigated further by GRSG experts to determine whether it is necessary to adjust the relevant UN Regulation No. 43 and UN GTR No. 6 on glazing. Thus, he invited the representative of the Republic of Korea to share these findings with GRSG experts during the forthcoming session in May 2014. The representative of the Republic of Korea (Korea Automobile Testing and Research Institute (KATRI)) introduced WP.29-162-22 showing the detailed results of their investigations on safety issues with panoramic sunroofs. The representative of Japan agreed with the suggestion by the Chair of GRSG. Finally, the World Forum requested GRSG to discuss this issue at its forthcoming session in April 2014.
13. The expert from the Republic of Korea introduced GRSG-107-06, proposing an amendment to the methodology of the 227g ball drop test for toughened glass that would cope with defects of panoramic sunroofs. The experts from CLEPA and OICA provided (GRSG-107-22) comments to the national defect investigation by Korea and the proposed amendments. The expert from the Republic of Korea reiterated his intention (GRSG-106-10) to draft a parallel amendment to UN GTR No. 6 (see para. 41 below). However, he suggested that the development of amendments on both UN Regulation and the UN GTR No. 6 should be carried out by an IWG. Finally, GRSG agreed to seek consent from WP.29 and from the Executive Committee of the 1998 Agreement (AC.3) at their November 2015 sessions to establish the above-mentioned IWG.

27. The expert from Japan introduced GRSG-106-22 superseding document ECE/TRANS/WP.29/GRSG/2013/5. GRSG noted a number of concerns and different positions on the interpretation of the proposed paragraphs. GRSG agreed to set up, if necessary, a group of interested experts under the lead of Japan to clarify the interpretation issues of both UN Regulations Nos. 34 and 46. Following the discussion, GRSG agreed to resume consideration of this subject at its next session in October 2014, on the basis of a proposal to be tabled by the group of interested experts.
26. The expert from Japan introduced ECE/TRANS/WP.29/GRSG/2013/5 and its Corr.1 proposing to increase the safety benefits of the driver’s field of vision and the pedestrian safety in narrow streets. The expert from OICA requested details on the formula used for the range of a blind area. The expert from Japan presented their concept of obstacles aiming at improving the driver’s vision of pedestrian or other vulnerable road user approaching the vehicle (GRSG-104-45). He also presented the results of a study on this subject (GRSG-104-46). GRSG welcomed the initiative by Japan and noted a number of comments. The experts from EC, France and Germany raised a study reservation on the proposed amendments.
27. GRSG agreed to resume consideration on this subject at its next session in October 2013 on the basis of a revised document by Japan, if available, or to keep otherwise ECE/TRANS/WP.29/GRSG/2013/5 on the agenda as a reference document.
28. Recalling the purpose of ECE/TRANS/WP.29/GRSG/2011/23/Rev.1 to allow replacement of all mirrors with camera-monitor systems (CMS), the experts from ISO and OICA reported on the progress (GRSG-104-30) made by the ISO Task Force on the standardization of camera-monitor systems (ISO 16505). GRSG noted that the ISO standard was expected to be published by mid 2014. GRSG had an exchange of views on a number of safety aspect of the new camera-monitor systems. The Chair welcomed the offer by Germany to share, at a further session of GRSG, more detailed research results on this subject. GRSG agreed to have, at the next session, a detailed consideration of all the safety aspects linked to CMS and to keep ECE/TRANS/WP.29/GRSG/2011/23/Rev.1 on the agenda as a reference document awaiting the conclusion of the ISO Task Force.
29. The expert from OICA introduced GRSG-104-25 and GRSG-104-26 clarifying the transitional provisions of the 03 series and the 04 series of amendments, respectively, to UN Regulation No. 46. GRSG agreed to resume consideration of this subject at its next session and invited the secretariat to distribute GRSG-104-25 and GRSG-104-26 with an official symbol (in two different parts).

This proposal excludes close proximity devices for category M1 from the scope of the UN Regulation and allows Contracting Parties to limit the application of the scope of the UN Regulation to category M1 only. He added that the intention of his proposal was to allow Contracting Parties to keep their national requirements on close-proximity field of vision when UN Regulation No. 46 would be added to List A of the regulations to be included into the new UN Regulation No. 0. GRSG noted some concerns on the possible interpretation of the 1958 Agreement that could hamper the principle of reciprocal recognition of type approvals. GRSG agreed to resume discussion on this subject at its May 2015 session on the basis of revised proposal prepared by the expert from Japan in cooperation with interested parties.

5. The expert from Germany introduced GRSG-106-23 superseding ECE/TRANS/WP.29/GRSG/2013/14 and proposing new requirements to prevent accidents in the case of an open engine access panel. GRSG noted a number of comments. GRSG adopted the proposal, as reproduced below, and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their November 2014 sessions, as draft Supplement 2 to the 05 series of amendments and as draft Supplement 1 to the 06 series of amendments to UN Regulation No. 107.
Annex 3, insert a new paragraph 7.3.1., to read: “7.3.1. | If the engine compartment of a vehicle is located to the rear of the driver’s compartment, it shall not be possible to start the engine from the driver’s position when the main engine access panel located in the rear face of the vehicle is open and which provide direct access to parts that represent a hazard when the engine is running (e.g. pulley of belt drives).” |
5. The expert from Germany introduced ECE/TRANS/WP.29/GRSG/2013/14 proposing new requirements to prevent accidents in the case of an open engine access panel. The expert from OICA presented GRSG-105-14 improving the text of the proposal. GRSG noted a number of concerns and questioned the need to regulate the issues related to health and safety of maintenance staff. GRSG agreed to resume consideration, if deemed necessary, of a revised proposal by Germany.

Supplement 1 to the 01 series included requirements for the positioning of LNG tanks. While the Netherlands believes that mounting the LNG fuel tank 200mm above the road surface is broadly adequate; this proposal aims to ensure that the fuel tank cannot, under any normal driving or stationary working situations, come into contact with the ground. The new wording provides more definitive conditions, including the possibility of a vehicle having one or more flat tires as well as for those vehicles that have ‘kneeling’ capability or variable suspension, both of which lower the frame of the vehicle closer to the ground.

The expert from EU presented GRSG-106-25 proposing to align the provisions of UN Regulation No. 107 on the loading conditions of the baggage compartment with those of the corresponding EU Regulation. GRSG noted general support on the proposal and requested the secretariat to distribute GRSG-106-25 with an official symbol for further consideration at its next session.
7. GRSG considered ECE/TRANS/WP.29/GRSG/2014/22, tabled by the expert from EC, to align Annex 11 of the UN Regulation with Regulation (EU) 1230/2012. The expert from Hungary introduced GRSG-107-04 (for information only) arguing that ECE/TRANS/WP.29/GRSG/2014/22 did not correctly addressing the issue of volume and location of the masses. The expert from OICA introduced GRSG-107-19, amending ECE/TRANS/WP.29/GRSG/2014/22. Finally, GRSG adopted ECE/TRANS/WP.29/GRSG/2014/22 as amended below. The secretariat was requested to submit it to WP.29 and AC.1 for consideration and vote at their March 2015 sessions, as draft Supplement 3 to the 05 series of amendments and as Supplement 3 to the 06 series of amendments to the UN Regulation.

The expert from Sweden raised concerns related to the test conditions for type-approval of rear underrun protection devices (GRSG-106-40). GRSG noted a number of comments.
29. Following the discussion, GRSG agreed to resume consideration at its next session in October 2014, on the basis of a revised official document to be prepared by the experts from Germany jointly with the experts from Sweden, CLCCR and OICA. The secretariat was requested to keep GRSG-106-32 on the agenda.

35. The expert from Germany withdrew GRSG-105-31. He presented GRSG-106-27 requiring the mandatory exterior protection of gas cylinders instead of leaving the decision up to the manufacturer. The experts from France and OICA preferred to adopt such mandatory provisions together with a set of transitional provisions. GRSG agreed to resume consideration at its next session in October 2014, on the basis of a revised proposal by the expert from Germany.
41. The expert from Germany announced to prepare, for the next session of GRSG, a set of draft amendments to UN Regulation No. 110 preventing the LNG container from being overfilled and requiring the installed of a safety system against flooding by LNG (GRSG-105-31). GRSG noted that these issues had already been discussed by the LNG Task Force.

The expert from the Netherlands introduced ECE/TRANS/WP.29/GRSG/2015/6 proposing new provisions on a directional discharge of the pressure relief devices for Compressed Natural Gas (CNG) containers. The expert from Germany presented GRSG-108-08 proposing a number of improvements to the proposed text. Following the discussion, GRSG noted a general support on the final proposal as reflected in GRSG-108-08-Rev.2.
42. GRSG adopted ECE/TRANS/WP.29/GRSG/2015/6 as amended by Annex IV to this report. The secretariat was requested to submit the adopted proposal to WP.29 and AC.1 for consideration at their November 2015 sessions, as draft 02 series of amendments to UN Regulation No. 110.

31. The expert from Canada gave a presentation on high pressure cylinders for the on-board storage of natural gas as a fuel for motor vehicles (GRSG-106-29). He underlined the need to harmonize worldwide the test requirements for the CNG containers and proposed to align the provisions of Annex 3 to UN Regulation No. 110 with those of standard ISO 11439:2013. He added that GRSG should also consider simply inserting into Annex 3, references to ISO 11439. GRSG noted the decision of WP.29 that a reference in a UN Regulation to a private standard should not be adopted without free availability of that standard (see report ECE/TRANS/WP.29/1108, para. 39). The expert from OICA questioned the relevancy of the ISO standard, if all provisions were included into the UN Regulation. The Chair invited the gas experts to prepare an official document for consideration at the next GRSG session. The secretariat was requested to keep GRSG-106-29 on the agenda as a reference document.
32. The expert from ISO presented an overview of the activities of his organization on specific aspects for gaseous fuels (GRSG-111-25). He introduced GRSG-111-02 with the rationale of all amendments proposed to UN Regulation No. 110 in document ECE/TRANS/WP.29/GRSG/2016/22 superseding ECE/TRANS/WP.29/GRSG/2016/6. GRSG welcomed GRSG-111-03 listing the copies of all ISO standards referenced to in UN Regulation No. 110 on CNG/LNG vehicles. A number of experts raised a concern on the dynamic referencing of international standards and expressed their preference for a static referencing, mainly for legal purposes. GRSG reviewed the document and agreed on the need to adopt the proposal as a new 03 series of amendments and to insert transitional provisions triggered of the 1 September. The expert from France asked for more detailed information on each of the proposed amendments, especially on the level of stringency and their impact on technical services. The expert from CLEPA underlined the need to also insert transitional provisions for existing type approvals and sufficient lead time for suppliers to upgrade them.
33. Following study reservations by the experts from Germany, France and CLEPA, GRSG decided to resume consideration of the proposal at its next session in April 2017 based on a revised document to be submitted by ISO. The Chair invited all experts to send their written comments on GRSG-111-02-Rev.1 in due time to the experts from ISO or NGV Global.

44. The expert from the Russian Federation, chairing the informal working group on Accident Emergency Call System (AECS), reported on the work results of the recent three meetings. He underlined the need to align UN Regulations Nos. 94 and 95. He announced that the next meeting was scheduled to be held in Turin, Italy on 2-4 September 2014. GRSG noted GRSG-106-03 proposing the Terms of Reference and Rules of Procedures of AECS and adopted them as reproduced in Annex IV to the GRSG 106th session report.
45. GRSG also noted the lack in the harmonization of the different mobile communication networks available in the regions and the dilemma of AECS to develop test requirements for the different data transmission processes and protocols. GRSG endorsed the proposed introduction of different classes of AECS and underlined the need that the new provisions shall be performance-oriented and technology neutral.
46. GRSG agreed to resume consideration of this subject at its next session in October 2014 on the basis of concrete proposal by AECS. The secretariat was requested to keep GRSG-106-31 on the agenda as a reference document.
38. The expert from the Russian Federation, chairing the Informal Working Group on Accident Emergency Call System (AECS), reported on the progress made by the Group during the last meeting held in Turin in September 2014. He stressed the need to agree on the scope and principles of the draft UN Regulation on AECS. He presented GRSG-107-11 listing three possible alternatives (i) limitation of the scope of the UN Regulation to the vehicle while excluding issues on communication network and data transmission mechanisms, (ii) development of several UN Regulations, each one covering a technology class for a specific region, (iii) development of a UN Regulation that includes three classes of AECS covering the technologies used in the regions of the European Union, Japan and Russian Federation.
39. Several delegates expressed their concern on the first option due to the limited scope of the Regulation and the need to ensure that the type of AECS must be tested as a whole. GRSG decided to reject the second option. A large number of experts expressed their preference for the third option as long as the mutual recognition under the 1958 Agreement could be met.
40. GRSG agreed to go forward with option (iii) but to keep option (i) as a backup solution. The Chair of GRSG announced his intention to seek the advice of WP.29 at its November 2014 session.

GRSP noted GRSP-55-27, or the possible insertion of new categories of vehicles (e.g. agricultural trailers and towed machinery) into the Consolidated Resolution on the Construction of Vehicles (R.E.3). It was noted that the proposal had been designed by the Working Party on Lighting and Light-Signalling (GRE) in updating UN Regulation No. 86 (Installation of lighting and light-signalling devices for agricultural tractors) and that GRE agreed to circulate the proposal to all Working Parties for comments. GRSP invited its experts to provide comments on the proposal to the secretariat, before the October 2014 session of GRE.
50. The secretariat introduced a draft proposal (GRPE-69-18) by GRE to introduce in the consolidated Resolution on the construction of vehicles (R.E.3) the following new vehicle categories: agricultural trailer and towed agricultural machinery. He reported that the GRE experts preferred to involve experts from other Working Parties subsidiary to WP.29 and requested the secretariat to circulate this first draft proposal. Comments may be submitted by email to the GRE secretary (GRE@unece.org)
35. The secretariat introduced ECE/TRANS/WP.29/GRSG/2014/25 on a first draft of new definitions for agricultural and forestry vehicles that have been prepared by the Working Party on Lighting and Light-Signalling (GRE) Informal Group on Agricultural Vehicle Lighting Installation (AVLI).
36. The expert from EC presented GRSG-107-07 on alternative definitions to those reflected in ECE/TRANS/WP.29/GRSG/2014/25 to align the wording with the EU legislation.
37. GRSG noted no objection and agreed that both proposals should further be considered at the next GRE session.

48. The expert from Belgium proposed to develop new provisions concerning the approval of vehicles with regard to the odometer equipment and its installation (GRSG-104-14). GRSG noted a number of comments and concerns, as this subject seemed to be linked to consumer protection rather than to safety issues. The expert from Japan stated that in his country, only the presence of an odometer was regulated, without any performance requirements. Following the discussion, GRSG preferred to resume consideration at its next session in October 2013, on the basis of a concrete proposal by Belgium.

The expert from EC informed GRSG on new innovative vehicle alarms systems such as silent alarm or door-unlocking using smart phone (GRSG-106-38) and questioned the need to develop an appropriate amendment to UN Regulation No. 116. GRSG agreed to resume consideration of this subject at its next session in October 2014 and requested the secretariat to keep GRSG-106-38 on the agenda.
28. Referring to the request of comments from GRSG (GRSG-106-38) submitted by the expert from EC at the last session, the expert from Germany provided information (GRSG-107-08) from the German type approval authority on the possibility of using a smart phone as an innovative alarm system. He added that some of these solutions had been refused, such as those which open the vehicle, because the smartphone signal was considered as an additional key, not provided by the vehicle manufacturer, which could potentially interfere with the original alarm system from the manufacturer. The GRSG Chair invited experts to provide their comments to the expert from EC and GRSG agreed to resume consideration on this matter at its May 2015 session.
49. Recalling the discussion of GRSG at its previous sessions on the need to develop an appropriate amendment to UN Regulation No. 116 for new innovative vehicle alarms systems, the expert from OICA proposed to amend the definitions of keys (GRSG-115-20). GRSG noted a number of comments and study reservations mainly on the security of such systems. The expert from OICA reported that the issue of cybersecurity was currently discussed in a specific task force of the WP.29 informal working group on Intelligent Transport Systems / Automated Driving (ITS/AD). He added that the group was expected to develop a new horizontal UN Regulation on cybersecurity. GRSG agreed to resume consideration of this subject at its next session and requested the secretariat to circulate GRSG-115-20 with an official symbol.

The expert from Sweden raised concerns related to the test conditions for type-approval of rear underrun protection devices (GRSG-106-40). GRSG noted a number of comments.

Following the discussion, GRSG agreed to resume consideration at its next session in October 2014, on the basis of a revised official document to be prepared by the experts from Germany jointly with the experts from Sweden, CLCCR and OICA. The secretariat was requested to keep GRSG-106-32 on the agenda.

6. The expert from Germany introduced ECE/TRANS/WP.29/GRSG/2014/2 clarifying the technical provisions for low floor vehicles. GRSG adopted the proposal, as reproduced below, and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their November 2014 sessions, as a part (see para. 5 above) of draft Supplement 2 to the 05 series of amendments and of draft Supplement 1 to the 06 series of amendments to UN Regulation No. 107.
Annex 8, paragraph 3.1., amend to read: "3.1. | Steps | The height of the first step …… of Class II, III and B. In the case where only one service door meets this requirement there shall be no barrier or sign which prevents that door from being used as both an entrance and an exit.

The expert from Germany presented ECE/TRANS/WP.29/GRSG/2014/3 proposing to introduce the automatic activation of the hazard warning lights upon detection of excess temperatures in the engine and/or the heater compartment. The expert from OICA stressed the need to insert transitional provisions and announced the preparation of a concrete proposal for consideration at the next session. GRSG adopted the proposal, as reproduced below, and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their March 2015 sessions, as draft Supplement 3 to the 05 series of amendments and as draft Supplement 2 to the 06 series of amendments to UN Regulation No. 107. GRSG underlined the need that WP.29 shall adopt these amendments together with an parallel amendments to UN Regulation No. 48 to be submitted by the Working Party on Lighting and Light-signalling (GRE). The expert from Germany volunteered to submit an official document for consideration by GRE at its October 2014 session.
Annex 3, paragraph 7.5.1.5., amend to read: “7.5.1.5. | In the case of vehicles having the engine located to the rear of the driver’s compartment, the compartment shall be equipped with an alarm system providing the driver with both an acoustic and a visual signal, and activating the hazard warning signal in the event of excess temperature in the engine compartment and in each compartment where a combustion heater is located.” |
Annex 3, paragraph 7.5.6.2., amend to read: “7.5.6.2. | Upon detection, the system given in paragraph 7.5.6.1. shall provide the driver with both an acoustic and a visual signal in the driver’s compartment and shall activate the hazard warning signal.” |
10. The expert from Germany suggested activating automatically the hazard warning lights in case of a detection of a temperature excess in the engine and/or heater compartment (GRSG-105-33). GRSG noted a number of concerns on the use of hazard warning lights specified in the 1968 Vienna Convention. GRSG agreed to resume consideration of the proposal at the next session on the basis of an official symbol.
10. The expert from Germany introduced a proposal on the activation of a hazard warning signal in case of excess temperature in certain compartments of M2 and M3 buses (ECE/TRANS/WP.29/GRE/2014/39). The expert from OICA introduced an alternative proposal (GRE-72-17). GRE adopted the text as contained in Annex V to the report and requested the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their March 2015 sessions as draft Supplements to the 04, 05 and 06 series of amendments to Regulation No. 48.
73. The World Forum noted WP.29-164-05 and removed ECE/TRANS/WP.29/2014/76 from the agenda.
73(bis). On item 4.14.2 (Regulation No. 107), WP.29 agreed to defer ECE/TRANS/WP.29/2014/77 to the March or June 2015 session, awaiting a parallel amendment to Regulation No. 48 to be submitted by GRE.

The expert from the Russian Federation lifted the reservation on ECE/TRANS/WP.29/2014/70, submitted to the November 2014 sessions of WP.29 and of the Administrative Committee of the 1958 Agreement (AC.1). GRSG confirmed the adoption of ECE/TRANS/WP.29/2014/70 as well as ECE/TRANS/WP.29/2014/77 (this latter document will be submitted to the March 2015 sessions of WP.29 and AC.1), without amendments. The expert from OICA withdrew ECE/TRANS/WP.29/GRSG/2014/31. GRSG agreed to withdraw ECE/TRANS/WP.29/2014/76 from the agenda of the WP.29 session in November 2014. (see WP.29-164-05).
8. GRSG noted GRSG-107-05, tabled by the expert from Hungary, addressing ECE/TRANS/WP.29/2014/70. In his opinion, this last compromise did not correctly address the security as it facilitated the access of undesirable people during the parking time of buses. GRSG noted no support and reiterated its decision of the previous session. GRSG agreed to keep GRSG-107-05 for reference only in the agenda of its May 2015 session.

Recalling her presentation at the previous GRSG session (GRSG-105-32), the expert from Sweden introduced ECE/TRANS/WP.29/GRSG/2014/6 proposing new test requirements for automatic fire suppression systems in the engine and/or heater compartment of buses and coaches. GRSG welcomed the document and noted general support. Following the discussion on the scope and purpose of the new requirements, GRSG agreed to have a final review of this subject at its next session in October 2014. In this respect, the Chair invited all experts to reflect on the possible adoption of ECE/TRANS/WP.29/GRSG/2014/6 as optional requirements through a Supplement to the 06 series of amendments or as mandatory requirements through a new series of amendments together with appropriate transitional provisions, including amendments to the markings.
13. The expert from Sweden gave a presentation (GRSG-105-32) justifying the new test requirements for automatic fire suppression systems in the engine compartment of buses and coaches (GRSG-105-08). GRSG welcomed the proposal and noted general support. Following the discussion, GRSG agreed to have a detailed consideration of the proposal at its next session and requested the secretariat to distribute GRSG-105-08 with an official symbol.
6. The expert from Sweden gave a presentation (GRSG-107-32) justifying the amendments list in GRSG-107-25 to ECE/TRANS/WP.29/GRSG/2014/6 on the subject of introducing fire suppression systems for buses and coaches. GRSG noted GRSG-107-13, tabled by the expert from Germany, proposing to limit the mandatory fitting of fire suppression systems to buses of category M3, Class III only. The expert from the Netherlands expressed concerns on safety and fire risks of all categories of buses and coaches using Natural Gas (NG) and/or hydrogen in their propulsion system. Thus he introduced GRSG-107-33 to complement the proposal from Sweden and cover all categories of NG and/or Hydrogen-fuelled vehicles. The experts from France, Poland, Russian Federation, Switzerland and Turkey also preferred to cover all Classes while the experts from Italy and the Czech Republic endorsed the proposal from Germany. The expert from EC noted that the proposal would imply relevant costs for the industry and that this aspect should be further explored. The expert from OICA argued that the proposal from Sweden was outside the scope of UN Regulation No. 107 and listed a series of concerns in GRSG-107-14 proposing, amongst others, the optional installation of the fire suppression system. Finally, GRSG agreed to resume consideration on this subject at its May 2015 session and invited interested experts to send their comments to the expert from Sweden in due time to allow him to submit a revised official proposal, taking into account the possibility of a new specialized regulation.
5. Recalling the discussion at the previous GRSG session, the expert from Sweden introduced a revised proposal for the introduction of automatic fire suppression systems in the engine and/or heater compartment of buses and coaches (ECE/TRANS/WP.29/GRSG/2014/6/Rev.1). The expert from OICA raised concerns and presented GRSG-108-45 proposing further improvements to the revised text. The expert from Hungary introduced GRSG-108-10 on statistical information about fires in different categories and classes of buses and coaches.
6. Following a controversial discussion on the scope of the new test requirement for automatic fire suppression systems, GRSG agreed to go forward with the following compromise stages: (i) to agree during the current session on the mandatory installation of such systems on vehicles of Class III (as a Supplement to the 06 series of amendments) taking into account the transitional provisions (i.e. June 2018 for new types of vehicles and June 2019 for all existing types) as reflected in GRSG-108-51 and (ii) to reach a consensus at the forthcoming session of GRSG on the mandatory installation of automatic fire suppression systems on vehicles of Classes I and II. Thus, GRSG already committed to the following dates for the transitional provisions of stage (ii) mentioned above: at the latest 2020 for new types and 2022 for all types.
7. Finally, GRSG adopted ECE/TRANS/WP.29/GRSG/2014/6/Rev.1, as amended as reproduced in GRSG-108-51, and requested the secretariat to submit the proposal to WP.29 and AC.1 for consideration at their November 2015 sessions, as draft Supplement 4 to the 06 series of amendments to UN Regulation No. 107.

The expert from CLEPA preferred to adopt an amendment (ECE/TRANS/WP.29/GRSG/2014/9) to the boiling water test procedure. GRSG adopted ECE/TRANS/WP.29/GRSG/2014/9, as reproduced below, and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their November 2014 sessions, as draft Supplement 3 to the 01 series of amendments to UN Regulation No. 43.
Annex 3, paragraph 5.1., amend to read:
“5.1. Procedure
Heat to 100 °C +0 °C / -2 °C three samples or three square test pieces …… specified period of time, care being taken to avoid undue thermal shock. The test shall be carried out in an oven if the boiling water temperature is outside the specified tolerance. If samples are cut from windscreens, one edge of each such sample shall be part of an edge of the windscreen.”
22. The expert from OICA proposed ECE/TRANS/WP.29/GRSG/2014/11 on alternative provisions. The expert from Germany presented GRSG-106-32 with a comparison of the proposed requirements listed in the documents. The expert from CLCCR presented some observations and recommendations of his organization (GRSG-106-11). The expert from Sweden raised concerns related to the test conditions for type-approval of rear underrun protection devices (GRSG-106-40). GRSG noted a number of comments.
29. Following the discussion, GRSG agreed to resume consideration at its next session in October 2014, on the basis of a revised official document to be prepared by the experts from Germany jointly with the experts from Sweden, CLCCR and OICA. The secretariat was requested to keep GRSG-106-32 on the agenda.
33. The expert from Germany introduced ECE/TRANS/WP.29/GRSG/2013/27 proposing more stringent requirements for rear underrun protection devices. He also presented GRSG-105-23 with a detailed cost-benefit analysis carried out in Germany on this subject. The expert from IRU raised concerns by his organizations and presented a number of observations (GRSG-105-06). The expert from OICA proposed an alternative text for amending UN Regulation No. 58 (GRSG-105-20). The expert from CLCCR presented some observations and recommendations of her organization (GRSG-105-26).
34. GRSG welcomed the proposal by Germany including the cost-benefit analysis, but noted a number of comments and reservations. Following the discussion, the Chair suggested keeping the subject on the agenda of GRSG instead of establishing a new informal group and invited all experts to transmit their written comments to the expert from Germany. GRSG agreed to resume consideration at its next session in May 2014, on the basis of a revised proposal to be submitted by Germany taking into account the comments received. The secretariat was invited to distribute GRSG-105-20 with an official symbol.

The expert from Japan gave a presentation (GRSG-106-33) justifying the proposed amendments in ECE/TRANS/WP.29/GRSG/2014/16 as amended by GRSG-106-20 to prevent vehicles from fire risks under certain conditions in the event of a rear collision. GRSG noted a number of comments. Following the discussion, GRSG adopted GRSG-106-39, as reproduced in Annex III to the GRSG 106th session report, and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their November 2014 sessions, as draft 03 series of amendments to UN Regulation No. 34, subject to a final review by GRSG at its next session in October 2014.
21. The expert from Japan presented GRSG-104-47 justifying the amendments proposed in ECE/TRANS/WP.29/GRSG/2013/4 to prevent vehicles from fire risks under certain conditions in the event of a rear collision. GRSG noted a number of comments. GRSG also noted a general concern to avoid options or alternatives in the text of UN Regulations.
22. Following the discussion, GRSG agreed to resume consideration of this proposal at its next session and invited the expert from Japan to review the proposed text in view of the concern raised and to provide, if possible, further elements on costs and benefits and additional statistical data as evidence for such amendments to UN Regulation No. 34. GRSG agreed to keep ECE/TRANS/WP.29/GRSG/2013/4 on the agenda as a reference document.

25. The expert from Germany withdrew ECE/TRANS/WP.29/GRSG/2013/21. He introduced ECE/TRANS/WP.29/GRSG/2014/17 on new requirements for the installation of exterior mirrors with a folding mechanism that can be operated electronically or automatically unfold above a certain vehicle speed. GRSG noted a number of comments and agreed to resume consideration of the proposals at the next GRSG session on the basis of an updated official document by Germany.
26. Referring to ECE/TRANS/WP.29/GRSG/2013/21 on the installation of exterior mirrors with automatic pivoting function on the passenger side of a vehicle, the expert from Germany introduced GRSG-105-28 on new requirements for mirrors to be unfolded automatically above a certain vehicle speed. He announced that he had already received a number of comments by the experts from the Netherlands and OICA. GRSG noted a number of further comments and agreed to resume consideration of the proposals at the next GRSG session on the basis of a revised official document by Germany.
19. The expert from Germany introduced GRSG-107-31, proposing requirements for mirrors that have a folding mechanism operated electronically or by any other automatic system. He added that the speed at which the device for indirect vision should automatically return to the normal position, had been fixed at 5 km/h because of the difficulty to identify exactly the commencement of movement at 0 km/h. The proposal received a number of comments such as by the expert from the Netherlands who argued that even at 5 km/h, accidents could occur implying liability problem if the mirror did not deploy. The expert from EC suggested that further assessment on the risks of safety was needed to clarify the responsibility of the vehicle manufacturer and the driver. Finally, GRSG agreed to resume discussion on this subject at its May 2015 session on the basis of a revised proposal by the expert from Germany, taking into account the comments received.

Following the discussion, GRSG agreed to resume consideration at its next session in October 2014, on the basis of a revised official document to be prepared by the experts from Germany jointly with the experts from Sweden, CLCCR and OICA. The secretariat was requested to keep GRSG-106-32 on the agenda.
33. The expert from Germany introduced ECE/TRANS/WP.29/GRSG/2013/27 proposing more stringent requirements for rear underrun protection devices. He also presented GRSG-105-23 with a detailed cost-benefit analysis carried out in Germany on this subject. The expert from IRU raised concerns by his organizations and presented a number of observations (GRSG-105-06). The expert from OICA proposed an alternative text for amending UN Regulation No. 58 (GRSG-105-20). The expert from CLCCR presented some observations and recommendations of her organization (GRSG-105-26).
34. GRSG welcomed the proposal by Germany including the cost-benefit analysis, but noted a number of comments and reservations. Following the discussion, the Chair suggested keeping the subject on the agenda of GRSG instead of establishing a new informal group and invited all experts to transmit their written comments to the expert from Germany. GRSG agreed to resume consideration at its next session in May 2014, on the basis of a revised proposal to be submitted by Germany taking into account the comments received. The secretariat was invited to distribute GRSG-105-20 with an official symbol.
20. Recalling the discussion on GRSG-106-32 during the previous session of GRSG, the expert from Germany introduced GRSG-107-30 superseding ECE/TRANS/WP.29/GRSG/2014/18 and proposing more stringent requirements for rear underrun protection devices. The expert from OICA preferred to exclude vehicles of category N2 from the proposal, due to their limited presence in the current traffic fleet. The expert from CLCCR suggested splitting vehicle category N2 and addressing only those having design similarity with N3. The expert from Japan required more time to assess the impact of the proposal including the splitting of vehicle category N2. Following the discussion, the expert from Germany introduced a revised proposal (GRSG-107-39). GRSG agreed to resume discussion at its May 2015 session, taking into account the study reservation of some experts. The secretariat was requested to distribute GRSG-107-39 with an official symbol at the next session of GRSG.

The expert from Belgium presented GRSG-106-28 superseding ECE/TRANS/WP.29/GRSG/2014/19 and amending the safety prescriptions for trolleybuses to update these according to the respective electrical standard EN 50502. The expert from the Russian Federation introduced GRSG-106-09 listing a number of suggestions to improve the proposed text. GRSG adopted the document, as reproduced in Annex II to this report, and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their November 2014 sessions, as a part (see paras. 5, 6, 8 and 9 above) of draft Supplement 1 to the 06 series of amendments to UN Regulation No. 107, subject to a final review by GRSG at its next session in October 2014.

GRSG reminded the decision of WP.29 (see para. 31 above) on references in UN Regulations to private standards but adopted ECE/TRANS/WP.29/GRSG/2014/20.
