GRRF recommended further steps for a better understanding of the proposed method’s sensitivity, suggesting: (i) extending the validation study for tyres of categories C2 and C3 and (ii) verifying the application of the proposed alternative in the conditions of the conformity of production. The GRRF Chair invited the experts to provide their comments on the proposal to the GRB secretariat with a copy to the expert from the Russian Federation.

Proposal for amendments to document GRRF/2014/12 (Draft ESC Regulation)
(CLEPA and OICA)
Description
|
Proposal to specify that safety aspects of ESC systems can be assessed under this new regulation or under UN R13-H. The objective of the proposed wording is to avoid redundant certification of the complex electronic control systems (CEL) aspects of ESC according to both the proposed ESC regulation and UN Regulation No. 13-H (keeping unchanged the level of safety). The proposal would permit the applicant to show evidence that CEL compliance has already been achieved according to Annex 8 of UN Regulation No. 13-H as an alternative to demonstrating compliance with the CEL annex of the ESC regulation.

(OICA and CLEPA)
Description
|
Proposal to include a footnote in the scope of the regulation alerting type approval authorities to the possibility for exemptions to the lane departure warning systems requirements based upon reasonable technical feasibility, cost/benefit, and/or other evidence. The broad notion is that LDWS is intended to prevent accidents due to inattention while driving long distances, especially on highways. Therefore, vehicles designed for purposes not given to such monotonous long-distance travel should, under this proposal, logically be exempted on a case-by-case basis from LDWS requirements.

24. Recalling the purpose of ECE/TRANS/WP.29/2013/66, the Chair of GRRF stressed that WP.29 was expecting GRRF to conclude its deliberation about the wet grip limit values. The GRRF experts introduced their positions (GRRF-76-05, GRRF-76-07, GRRF-76-08, GRRF-76-11, GRRF-76-12, GRRF-76-26, GRRF-76-27, GRRF-76-28). The expert from the EC reported on the concerns expressed by the Directorate-General for Mobility and Transport of the European Commission (DG Move). GRRF confirmed the limit values proposed in para. 6.2.2. for Tyres of C2 category and agreed to amend the proposed limit values in para. 6.2.3. for Tyres of C3 category in ECE/TRANS/WP.29/2013/66. GRRF requested the secretariat to submit this amendment as reproduced in WP.29-162-05 to WP.29 and AC.1 for consideration at their March 2014 session.
24bis. The expert from the Russian Federation presented GRB-59-02 proposing a tyre rolling resistance test results evaluation using a mathematical algorithm, to be added as an alternative to the existing one in the text of the Regulation. He also presented the results of a validation study of the proposed algorithm for tyres of the C1 category performed in France, in cooperation with the Russian Federation (GRB-59-07 and GRB-59-08). GRRF noted that this proposal may be submitted by GRB to WP.29 as a supplement to UN Regulation No. 117.
15. The expert from the Russian Federation made a presentation (GRB-58-12) to introduce a revised proposal (ECE/TRANS/WP.29/GRB/2013/10) that would introduce a “Deceleration Calculator” software for the deceleration test method in the test procedure for measuring rolling resistance. The expert from France informed GRB that the proposed calculator had been verified for a first cycle of tests by the Technical Union for the Automobile, Motorcycle and Cycle Industries (UTAC). However, he added that the method should be still thoroughly analysed. The expert from ETRTO expressed some doubts on the variability of the method by temperature change and stated that further work was needed to demonstrate equivalence. The expert from the Russian Federation recalled that full cooperation was offered by the Russian experts as well as data sharing and asked GRB to take into consideration the positive experience developed by the industrial sector of his country in this field. The expert from France proposed to host a meeting of experts (date to be defined) in UTAC to further the exchange of views and finalize the proposal. The Chair of GRB suggested that other laboratories would start similar activities to evaluate the proposed method and devise possible alternative calculators to provide wider choice to future users. Finally, GRB endorsed the ad hoc meeting with the experts of ETRTO and the Russian Federation which was proposed by the expert from France to test the proposed “Deceleration Calculator”. It was also noted that once that the calculator was accepted by GRB as a valid alternative to the current one, it could be hosted on the WP.29 website, as an example, with an anonymous reference.
55. The World Forum considered the pending proposal for amendments to Regulation No. 117 listed under agenda item 4.12.3 (document ECE/TRANS/WP.29/2013/66) and recommended its submission to AC.1 for voting, subject to the correction of para. 47 below (see WP.29-162-05).
56. Page 1, the title, replace “Supplement 5” by “Supplement 6”. Page 2, paragraph 6.2.3, correct the wet grip index G for normal tyres other than traction tyres to read 0.80.
[The proposal was adopted as amended as “Supplement 6 to the 02 series of amendments to UN Regulation No. 117” by a vote of 36 in favor and none either opposed or abstaining.]

17. The experts from France, the Russian Federation and ERTRO informed GRB (GRB-59-07 and GRB-59-08) about the outcome of their ad hoc meeting on testing the “Deceleration Calculator” software proposed by the Russian Federation for the deceleration test method using the dω/dt form for measuring rolling resistance. GRB noted that the ad hoc meeting had been hosted by the Technical Union for the Automobile, Motorcycle and Cycle Industries (UTAC), and generally included both theoretical justification of the method and its experimental assessment by determining rolling resistance of a sample tyre of class C1 using two test machines of different types. GRB also noted that the obtained data, its processing and statistical assessment had demonstrated good adaptability of the software to the tyre test machines and satisfactory reproducibility of deceleration data. Moreover, the algorithm of the “Deceleration Calculator” practically provides independence of the measured deceleration from the test speed range in span from 4 to 20 km/h.
18. Therefore the expert from the Russian Federation proposed GRB-59-02 superseding ECE/TRANS/WP.29/GRB/2013/10, as an alternative for measurements and data processing for deceleration value obtaining in differential form dω/dt.
19. GRB agreed in principle with the proposed method. However, given the late availability of GRB-59-02, GRB suggested that this document, accompanied by other supporting materials (GRB-59-07 and GRB-59-08), be first submitted to the forthcoming February 2014 session of GRRF for discussion and then, together with GRRF comments, transmitted as an official document to the next GRB session in September 2014 for final consideration. In the meantime, it was noted that results of testing tyres of commercial vehicles (classes C2 and C3) could also become available for that session of GRB. Finally, GRB invited experts to provide comments, if any, to the secretariat before the next GRB session.

The expert from OICA introduced GRRF-79-05, GRRF-79-06 and GRRF 79 07 superseding official proposals for separate Regulations on Brake Assist Systems (BAS) (ECE/TRANS/WP.29/GRRF/2014/11) and on Electronic Stability Control (ESC) (ECE/TRANS/WP.29/GRRF/2014/12) extracted from Regulation No. 13 H (ECE/TRANS/WP.29/GRRF/2014/10). GRRF agreed that further work e.g. on the transitional provisions, was necessary to make sure that Countries mandating the fitment of ESC or BAS on the basis of the existing text of Regulation No. 13-H would be able to continue to mandate this fitment, unaffected by this extraction. The expert from UK agreed to lead an ad-hoc group of interested members on addressing the transitional provisions, to establish a methodology for all of the regulations that would need to be separated for IWVTA. Proposal for amendments to ECE/TRANS/WP29/GRRF/2014/4
(Italy)
Description
|
Proposal to clarify the intent of the selected paragraphs to ensure that systems with with one service brake meet braking performance requirements using only that brake system (i.e, without any assistance from the secondary brake system). There had been an interpretation that for systems with two service brakes each brake had to meet the requirements which would result in higher stringency levels than intended by the requirement for single brake systems.
The proposal also clarifies the parts of the braking system that should be considered with respect to hydraulic brake and mechanical transmissions and further clarifies that the test procedures are designed to simulate a brake failure rather than produce one.

11. The expert from UK reported on the outcome of the group of experts working on updated transitional provisions of UN Regulations Nos. 13 (GRRF-76-02) and introduced ECE/TRANS/WP.29/GRRF/2014/7. GRRF adopted this proposal as reproduced in Annex II to the session report and requested the secretariat to submit it to World Forum for Harmonization of Vehicle Regulations (WP.29) and the Administrative Committee of the 1958 Agreement (AC.1) for consideration at their June 2014 sessions as part of the draft Supplement 12 to the 11 series of amendments to UN Regulation No. 13.
13. At the request of the expert from Japan, GRRF agreed to take note that the consolidation of the transitional provisions does not change the interpretation of the current text of the Regulation (e.g. transitional provisions for supplements). GRRF agreed that the absence of the historical dates from the latest text simplified interpretation of the requirements for the purposes of issuing type approval. GRRF also noted that references to “registration” had been removed in favour of “national or regional type approval” as recommended by the guidelines in ECE/TRANS/WP.29/1044/Rev.1.
14. GRRF agreed to note in this report the meaning of “according to the basis of the requirement that existed at the time of the original approval” in para. 12.5. of ECE/TRANS/WP.29/GRRF/2014/7. In this context, GRRF agreed that “the requirement that existed” refers to those requirements applied at that time, taking into consideration of the transitional provisions.

GRRF agreed to reconsider this proposal at its September 2015 session.
54. The expert from OICA presented ECE/TRANS/WP.29/GRRF/2016/6 removing (as suggested by the IWG on IWVTA) the provisions on ESC and Brake Assist Systems (BAS) from Regulation No. 13-H, taking into consideration the comments received at previous sessions of GRRF as well as the transitional provisions proposed by the expert from UK in ECE/TRANS/WP.29/GRRF/2016/10. He introduced ECE/TRANS/WP.29/GRRF/2016/7 proposing a new Regulation on BAS. He also introduced a proposal for a new Regulation on ESC (ECE/TRANS/WP.29/GRRF/2016/8). After discussion, GRRF agreed on the revised proposals in GRRF-81-23, GRRF-81-24 and GRRF-81-25.
55. GRRF adopted ECE/TRANS/WP.29/GRRF/2016/6 as amended by Annex VII to the report and requested the Secretariat to submit it as well as the adopted proposal in ECE/TRANS/WP.29/GRRF/2013/13 to WP.29 and AC.1 for consideration and vote in June 2016 as draft 01 series of amendments to Regulation No. 13-H
