98. The representative of the Russian Federation, Co-Chair of the IWG on PTI, presented ECE/TRANS/WP.29/2017/92 proposing amendments to the 1997 Agreement. He recalled the status of the discussion at the last session and proposed ways forward. WP.29 invited the Russian Federation to present the proposed amendments to the 1997 Agreement to the Secretary General in consistency with the provisions of the Agreement.

67. The representative of Japan, Chair of the IWG on IWVTA, reported on the progress made by the group at the twenty-seventh meeting of the IWG on IWVTA held in June 2018 in The Hague, Netherlands (informal document WP.29-175-13). He informed WP.29 about the proposed amendments to Schedule 4 on the numbering of UN type approvals allowing the use of a four- to six-digit sequential number. He also reported on the proposed procedure to fill-in the extension number in existing and new communication forms. He also highlighted the potential to amend the approval numbering in UN Regulations Nos. 37, 90, 99, 108, 109, 117 and 128 for alignment with Schedule 4. WP.29 endorsed the proposals and requested GRB, GRE and GRRF to review, in this respect, the provisions of the UN Regulations concerned.

68. WP.29 invited the secretariat to prepare an official document with the proposed amendments to Schedule 4 for consideration at its November 2018 session. WP.29 noted that this proposal would result in a first amendment to the Schedules of the 1958 Agreement and that its adoption according to the new provisions of article 13.bis of revision 3 would require some additional time for clearance in some of the CPs.

69. The Chair of GRRF expressed his concern that this amendment would not necessarily solve the problems which occurred under UN Regulation No. 90 on replacement braking parts as these parts were approved as groups with a single approval number. WP.29 noted the concern raised by GRRF about revision 3 to the 1958 agreement and its possible impact of the issuing of approvals to UN Regulation No. 90, using the test group approach (and extensions to approvals issued in this way). WP.29 agreed that the test group practices which were valid under revision 2 of the 1958 agreement should remain available for use under revision 3. Thus, WP.29 requested the IWG on IWVTA to consider any amendments to the agreement, or to Schedule 4, that may be required to improve transparency on this point.

70. WP.29 noted the informal document WP.29-175-14 that proposes to amend annex 4 to UN Regulation No. 0 with the updated list of UN Regulations. The World Forum welcomed the proposal and agreed to resume consideration and possible vote in AC.1 at its next session in November 2018. Thus, the secretariat was requested to circulate the informal document WP.29-175-14 with an official symbol.

112. WP.29 recalled the recommendation of AC.2 not to vote on the amendment proposals to UN Regulation No. 53 under agenda items 4.6.4 and 4.6.5 (ECE/TRANS/WP.29/2018/86 and ECE/TRANS/WP.29/2018/87), and to keep those items as pending proposals awaiting amendments to UN Regulation No. 78. The representative of IMMA pointed out that, apart from amendments on stop lamps which required corresponding modifications to UN Regulation No. 78, the amendment proposals UN Regulation No. 53 also contained corrections of errors. He proposed to extract those corrections from ECE/TRANS/WP.29/2018/86 and ECE/TRANS/WP.29/2018/87 and to submit them for consideration to the March 2019 sessions of WP.29 and AC.1. WP.29 supported IMMA and requested the secretariat to revise the documents accordingly.

35. The expert from IMMA presented a consolidated text of the draft 03 series of amendments to UN Regulation No. 53 which had incorporated the latest modifications to the 01 and 02 series (ECE/TRANS/WP.29/GRE/2019/23 and GRE-82-16). GRE noted that these modifications had been also included in the draft 03 series of amendments to UN Regulation No. 53 submitted for consideration of WP.29 and AC.1 in November 2019 (ECE/TRANS/WP.29/2019/80).

112. WP.29 recalled the recommendation of AC.2 not to vote on the amendment proposals to UN Regulation No. 53 under agenda items 4.6.4 and 4.6.5 (ECE/TRANS/WP.29/2018/86 and ECE/TRANS/WP.29/2018/87), and to keep those items as pending proposals awaiting amendments to UN Regulation No. 78. 35. 112. WP.29 noted that these proposals had been the result of intensive work of GRE and its IWG on Simplification of Lighting and Light-Signalling Regulations, as well as that further intensive work by the groups was expected towards finalizing the process of simplification of the relevant UN Regulations. The World Forum recommended their submission to AC.1 for voting, subject to the following modification to ECE/TRANS/WP.29/2018/105 (Proposal for Supplement 20 to the 01 series of amendments to UN Regulation No. 53), agenda item 4.11.18:

8. On behalf of the Informal Working Group on Simplification of the Lighting and Light-Signalling Regulations (IWG SLR), the expert from GTB reported on the finalization of stage 1 of SLR (GRE-79-28). He further provided a draft schedule for stage 2 which would include two steps. Step 1 would cover objectives which could be achieved by the end of 2019, such as introducing technology neutral and performance based requirements, as well as objectively testable provisions. Step 2 would start in 2020 with the aim to simplify the installation Regulations Nos. 48, 53, 74 and 86. As an additional task, he suggested harmonization with the applicable standards in China. GRE experts also proposed other issues for stage 2 of SLR.

9. The expert from GTB presented the full package of amendment proposals drafted by IWG SLR under stage 1 of SLR:

a) The three new simplified UN Regulations on Light-Signalling Devices (LSD), Road Illumination Devices (RID) and Retro-Reflective Devices (RRD) (ECE/TRANS/WP.29/GRE/2018/2, ECE/TRANS/WP.29/GRE/2018/3, ECE/TRANS/WP.29/GRE/2018/4, GRE-79-10 and GRE-79-14);

b) Draft amendments to Regulations Nos. 48, 53, 74 and 86 that group the definitions and introduce references to the new simplified Regulations (ECE/TRANS/WP.29/GRE/2018/6, ECE/TRANS/WP.29/GRE/2018/7, ECE/TRANS/WP.29/GRE/2018/8, ECE/TRANS/WP.29/GRE/2018/9, ECE/TRANS/WP.29/GRE/2018/10, ECE/TRANS/WP.29/GRE/2018/12, ECE/TRANS/WP.29/GRE/2018/13, ECE/TRANS/WP.29/GRE/2018/14, ECE/TRANS/WP.29/GRE/2018/15, ECE/TRANS/WP.29/GRE/2018/17, ECE/TRANS/WP.29/GRE/2018/30, GRE-79-08, GRE-79-09 and GRE-79-13);

c) Transitional provisions to “freeze” Regulations Nos. 3, 4, 6, 7, 19, 23, 27, 38, 50, 69, 70, 77, 87, 91, 98, 104, 112, 113, 119 and 123 (ECE/TRANS/WP.29/GRE/2018/11).

10. The expert from EC was not in a position to support the indefinite validity of type approvals granted under the frozen Regulations, as proposed in ECE/TRANS/WP.29/GRE/2018/11, because of the General Safety Regulation of the European Union. He proposed revised transitional provisions for these Regulations (GRE-79-31, part I), together with new transitional provisions for the installation Regulations Nos. 48, 53, 74 and 86 (GRE-79-31, part II). While several experts agreed in principle with part I, they were not in a position to support part II. The experts from Finland and UK made study reservations. The expert from OICA expressed the concern that the revised transitional provisions might be rejected by WP.29.

11. To not delay the submission of the whole package of amendment proposals that had been developed in stage 1 of SLR, GRE decided to provisionally adopt the transitional provisions in ECE/TRANS/WP.29/GRE/2018/11, but to put in square brackets the third transitional provision for each Regulation mentioned in the document. At the same time, GRE recognized the urgency of the issue raised by the expert from EC and requested all GRE experts, as well as IWG SLR, to carefully consider the EC proposals with a view to taking a final position at the next session.

12. The expert from IWG SLR proposed correcting minor errors and inconsistencies identified in the documents mentioned under para. 9 (a) above (GRE-79-14). GRE adopted these corrections, as laid down in Annex II.

13. The expert from IWG SLR also suggested rectifying minor errors and inconsistencies in the documents listed in para. 9 (b) above (GRE-79-13). GRE adopted these corrections, as laid down in Annex III, and decided to opt for the alternative wording (in square brackets) of paragraph 6.3.9. of different series of amendments to Regulation No. 48.

14. The expert from India suggested corrections to ECE/TRANS/WP.29/GRE/2018/2 and ECE/TRANS/WP.29/GRE/2018/3 (GRE-79-17-Rev.1 and GRE-79-18-Rev.1 new text). GRE adopted the corrections, as laid down in Annexes IV and V. The expert from India withdrew GRE-79-19, in order to first present it at the next session of IWG SLR.

15. The expert from IWG SLR recalled that all identical definitions should only be kept in Regulation No. 48. Thus, he proposed to review the definitions in Regulations Nos. 53 and 74 (GRE-79-08 and GRE-79-09, respectively). GRE adopted these modifications, as contained in Annex VI.

16. The expert from IWG SLR presented the concept of “change index” developed for the LSD, RID and RRD Regulations (GRE-79-12-Rev.1). He further introduced amendment proposals on the change index to Regulations Nos. 48, 53, 74 and 86 (ECE/TRANS/WP.29/GRE/2018/16, ECE/TRANS/WP.29/GRE/2018/18 and GRE-79-11). GRE adopted these proposals, as amended by Annex VII). In addition, GRE agreed to include transitional provisions on the change index in the text of the LSD, RID and RRD Regulations (GRE-79-10 and Annex VIII). The expert from India pointed out that he would refer GRE-79-22 to IWG SLR.

17. Subject to the modifications mentioned in paras. 10–16 above, GRE adopted the package of amendment proposals drafted by IWG SLR and listed in para. 9 a) – c). The secretariat was requested to submit the amendments proposals to WP.29 and to the Administrative Committee of the 1958 Agreement (AC.1) for consideration and vote at their November 2018 sessions. GRE noted that any modification of the transitional provisions, mentioned in para. 11 above, that GRE might agree upon at the next GRE session in October 2018, would be submitted to the November 2018 session of WP.29 as corrigenda to the basic SLR package which otherwise would be issued in August 2018.

18. The expert of SAE proposed to keep Regulations Nos. 98, 112, 113 and 123 “alive” for the purpose of the recently updated Canadian Federal Motor Vehicle Safety Standard (CMVSS) No. 108 (GRE-79-32-Rev.1). GRE referred this document to IWG SLR for consideration.

9. GRE recalled that, at its previous session, it had provisionally adopted transitional provisions to “freeze” UN Regulations Nos. 3, 4, 6, 7, 19, 23, 27, 38, 50, 69, 70, 77, 87, 91, 98, 104, 112, 113, 119 and 123 (ECE/TRANS/WP.29/GRE/2018/11), with square brackets around the third transitional provision on the validity of existing type approvals, and had agreed to take a final decision at this session (ECE/TRANS/WP.29/GRE/79, paras. 11 and 17). The Secretary of IWG SLR presented the revised transitional provisions (ECE/TRANS/WP.29/GRE/2018/34) which propose the deletion of the third transitional provision for all concerned UN Regulations. The expert from OICA expressed concerns that this deletion might lead to different interpretation among type approval authorities and that some of them might question the validity of existing type approvals (GRE-80-21). GRE confirmed that the revised transitional provisions, as proposed in ECE/TRANS/WP.29/GRE/2018/34, do not affect the validity of type approvals already granted pursuant to the UN Regulations concerned.

10. Upon this understanding, GRE adopted ECE/TRANS/WP.29/GRE/2018/34 and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their November 2018 sessions as corrigenda to the original SLR package. GRE also expressed a hope that, in spite of the late submission of these modifications, contracting parties would be in a position to take them into consideration and to vote for the complete updated SLR package in November 2018.

112. The World Forum considered the proposals for new UN Regulations on Light Signalling Devices (LSD), on Road Illumination Devices (RID) and on Retro-Reflective Devices under items 4.12.1 to 4.12.3. The World Forum agreed with the view of AC.2 (see para. 43 above) and recommended postponing the vote and deferring their consideration to the March 2019 session of AC.1.

10. The expert from EC was not in a position to support the indefinite validity of type approvals granted under the frozen Regulations, as proposed in ECE/TRANS/WP.29/GRE/2018/11, because of the General Safety Regulation of the European Union. He proposed revised transitional provisions for these Regulations (GRE-79-31, part I), together with new transitional provisions for the installation Regulations Nos. 48, 53, 74 and 86 (GRE-79-31, part II). While several experts agreed in principle with part I, they were not in a position to support part II. The experts from Finland and UK made study reservations. The expert from OICA expressed the concern that the revised transitional provisions might be rejected by WP.29.

11. To not delay the submission of the whole package of amendment proposals that had been developed in stage 1 of SLR, GRE decided to provisionally adopt the transitional provisions in ECE/TRANS/WP.29/GRE/2018/11, but to put in square brackets the third transitional provision for each Regulation mentioned in the document. At the same time, GRE recognized the urgency of the issue raised by the expert from EC and requested all GRE experts, as well as IWG SLR, to carefully consider the EC proposals with a view to taking a final position at the next session.

12. The expert from IWG SLR proposed correcting minor errors and inconsistencies identified in the documents mentioned under para. 9 (a) above (GRE-79-14). GRE adopted these corrections, as laid down in Annex II.

13. The expert from IWG SLR also suggested rectifying minor errors and inconsistencies in the documents listed in para. 9 (b) above (GRE-79-13). GRE adopted these corrections, as laid down in Annex III, and decided to opt for the alternative wording (in square brackets) of paragraph 6.3.9. of different series of amendments to Regulation No. 48.

14. The expert from India suggested corrections to ECE/TRANS/WP.29/GRE/2018/2 and ECE/TRANS/WP.29/GRE/2018/3 (GRE-79-17-Rev.1 and GRE-79-18-Rev.1 new text). GRE adopted the corrections, as laid down in Annexes IV and V. The expert from India withdrew GRE-79-19, in order to first present it at the next session of IWG SLR.

15. The expert from IWG SLR recalled that all identical definitions should only be kept in Regulation No. 48. Thus, he proposed to review the definitions in Regulations Nos. 53 and 74 (GRE-79-08 and GRE-79-09, respectively). GRE adopted these modifications, as contained in Annex VI.

16. The expert from IWG SLR presented the concept of “change index” developed for the LSD, RID and RRD Regulations (GRE-79-12-Rev.1). He further introduced amendment proposals on the change index to Regulations Nos. 48, 53, 74 and 86 (ECE/TRANS/WP.29/GRE/2018/16, ECE/TRANS/WP.29/GRE/2018/18 and GRE-79-11). GRE adopted these proposals, as amended by Annex VII). In addition, GRE agreed to include transitional provisions on the change index in the text of the LSD, RID and RRD Regulations (GRE-79-10 and Annex VIII). The expert from India pointed out that he would refer GRE-79-22 to IWG SLR.

17. Subject to the modifications mentioned in paras. 10–16 above, GRE adopted the package of amendment proposals drafted by IWG SLR and listed in para. 9 a) – c). The secretariat was requested to submit the amendments proposals to WP.29 and to the Administrative Committee of the 1958 Agreement (AC.1) for consideration and vote at their November 2018 sessions. GRE noted that any modification of the transitional provisions, mentioned in para. 11 above, that GRE might agree upon at the next GRE session in October 2018, would be submitted to the November 2018 session of WP.29 as corrigenda to the basic SLR package which otherwise would be issued in August 2018.

18. The expert of SAE proposed to keep Regulations Nos. 98, 112, 113 and 123 “alive” for the purpose of the recently updated Canadian Federal Motor Vehicle Safety Standard (CMVSS) No. 108 (GRE-79-32-Rev.1). GRE referred this document to IWG SLR for consideration.

43. AC.2 recommended postponing the vote on proposed new UN Regulations under agenda items 4.12.1 – 4.12.3 and deferred their consideration as revised proposals to the March 2019 session of WP.29.

121. The World Forum considered the proposals for new UN Regulations on Light Signalling Devices (LSD), on Road Illumination Devices (RID) and on Retro-Reflective Devices under items 4.12.1 to 4.12.3. On behalf of the Informal Working Group on Simplification of the Lighting and Light-Signalling Regulations (IWG SLR), the expert from GTB reported on the finalization of stage 1 of SLR (GRE-79-28). He further provided a draft schedule for stage 2 which would include two steps. Step 1 would cover objectives which could be achieved by the end of 2019, such as introducing technology neutral and performance based requirements, as well as objectively testable provisions. Step 2 would start in 2020 with the aim to simplify the installation Regulations Nos. 48, 53, 74 and 86. As an additional task, he suggested harmonization with the applicable standards in China. GRE experts also proposed other issues for stage 2 of SLR.

9. The expert from GTB presented the full package of amendment proposals drafted by IWG SLR under stage 1 of SLR:

The Chair of GRE presented amendment proposal contained in ECE/TRANS/WP.29/2018/91/Rev.1 to ECE/TRANS/WP.29/2018/119/Rev.1, under agenda items 4.11.4 to 4.11.32, to amend UN Regulations Nos. 3, 4, 6, 7, 19, 23, 27, 38, 48, 50, 53, 69, 70, 74, 77, 86, 87, 91, 98, 104, 112, 113, 119 and 123. WP.29 noted that these proposals had been the result of intensive work of GRE and its IWG on Simplification of Lighting and Light-Signalling Regulations, as well as that further intensive work by the groups was expected towards finalizing the process of simplification of the relevant UN Regulations. The World Forum recommended their submission to AC.1 for voting, subject to the following modification to ECE/TRANS/WP.29/2018/105 (Proposal for Supplement 20 to the 01 series of amendments to UN Regulation No. 53), agenda item 4.11.18:

The World Forum considered the proposals for new UN Regulations on uniform provisions concerning the approval of motor vehicles on Blind Spot Information Systems for the Detection of Bicycles, on Light Signalling Devices (LSD), on Road Illumination Devices (RID) and on Retro-Reflective Devices (RRD) under items 4.12.1 to 4.12.4. The World Forum considered the proposals and recommended their submission to AC.1 for voting.

14. Pending the outcome of the discussion on light emitting diode (LED) substitute light sources (see agenda item 5, paras. 17-19), GRE agreed to postpone consideration of ECE/TRANS/WP.29/GRE/2017/14, ECE/TRANS/WP.29/GRE/2017/15 and GRE-78-04.

11. The Secretary of IWG SLR introduced the first proposals for amendments to the original versions of the LSD, RID and RRD UN Regulations (ECE/TRANS/WP.29/GRE/2018/36, ECE/TRANS/WP.29/GRE/2018/37 and ECE/TRANS/WP.29/GRE/2018/38). GRE adopted these proposals and noted that some of these amendments were essentially corrections of errors in the original SLR package while others were improvements. GRE stressed the need to rectify the discovered errors, such as the correction of Table 9 in the RID UN Regulation (as proposed in ECE/TRANS/WP.29/GRE/2018/37) and the correction of Annex 7 of the RRD UN Regulation (as proposed in ECE/TRANS/WP.29/GRE/2018/38) and requested the secretariat to submit these corrections to WP.29 and AC.1 for consideration at their November 2018 sessions as corrigenda to the original SLR package. The “improvement” amendments would be submitted to WP.29 and AC.1 for consideration at their June 2019 sessions, as explained in para. 8 above.

43. AC.2 recommended postponing the vote on proposed new UN Regulations under agenda items 4.12.1 – 4.12.3 and deferred their consideration as revised proposals to the March 2019 session of WP.29.

121. The World Forum considered the proposals for new UN Regulations on Light Signalling Devices (LSD), on Road Illumination Devices (RID) and on Retro-Reflective Devices under items 4.12.1 to 4.12.3. The World Forum agreed with the view of AC.2 (see para. 43 above) and recommended postponing the vote and deferring their consideration to the March 2019 session of AC.1.

69. The World Forum considered the draft amendments under agenda items 4.6.1 to 4.6.15 and recommended their submission to AC.1 for voting, subject to the following modifications:

• Item 4.6.3, document ECE/TRANS/WP.29/2019/81, last page, Table A2-1, line “Rear position pair (MR)”, replace “15°/15°” with “15°/10°”.
• Item 4.6.5, document ECE/TRANS/WP.29/2019/125, amend the title to read “Supplement 1 to the original series of UN Regulation No. [149] on Road Illumination Devices (RID)”.

113. 43. AC.2 recommended postponing the vote on proposed new UN Regulations under agenda items 4.12.1 – 4.12.3 and deferred their consideration as revised proposals to the March 2019 session of WP.29.

121. The World Forum considered the proposals for new UN Regulations on Light Signalling Devices (LSD), on Road Illumination Devices (RID) and on Retro-Reflective Devices under items 4.12.1 to 4.12.3. The World Forum agreed with the view of AC.2 (see para. 43 above) and recommended postponing the vote and deferring their consideration to the March 2019 session of AC.1.

12. GRE also noted draft consolidated proposals for amendments to UN Regulation Nos. [148] and [150] (GRE-82-30 and GRE-82-26). The Chair invited GRE experts to review these documents and send their comments to IWG SLR.

52. The secretariat drew the attention of GRE to the fact that the new definition of “External status indicator”, which had been introduced by Supplement 11 to the 06 series of amendments to UN Regulation No. 48 (paragraphs 2.7. and 2.37 of ECE/TRANS/WP.29/2018/84), was left out of Supplement 12 (ECE/TRANS/WP.29/2018/99/Rev.2). GRE requested the secretariat to submit a rectifying document to the March 2020 sessions of WP.29 and AC.1.

20. The Secretary of WP.29 presented the WP.29 programme of work highlighting the strategic priorities. WP.29 adopted the programme of work ECE/TRANS/WP.29/2019/1 pending the revisions requested by AC.2 (para. 11). The revised programme of work is reproduced in Annex III of the session report.

25. The representative of the United Kingdom, Chair of GRVA, introduced ECE/TRANS/WP.29/2019/2. He proposed to delay the adoption of this document until the review of WP.29-177-19, which was under preparation at that time.

27. The representative of the United States of America introduced WP.29-177-08 referring to the work priorities on vehicle automation in ECE/TRANS/WP.29/2019/2 and proposing principles relevant for the performance assessment of automated vehicles.

48. WP.29 adopted ECE/TRANS/WP.29/2019/2 with the following amendment:

Table 1 to read:

156. The Chair of AC.3 introduced the documents that were considered under this agenda item. AC.3 considered ECE/TRANS/WP.29/2019/31, aimed at providing an updated overview of the priorities of the Programme of Work of the development of UN GTRs or amendments to the existing ones. AC.3 referred to the discussions on document ECE/TRANS/WP.29/2019/2 under agenda item 2.3.

157. The Chair of AC.3 proposed that agenda item 17 could be divided into two items: 17.1 on the conventional priority topics in the programme of work of the 1998 Agreement, and 17.2. on priority topics in the programme of work of the 1998 Agreement concerning automated and connected vehicles for consideration.

158. Discussion was inconclusive, and the Chair of AC.3 proposed to prepare and submit an informal document to the fifty-sixth session detailing the proposed changes to the agenda. AC.3 accepted this proposal and deferred continuation of discussions on the matter to the subsequent AC.3 session in June 2019.

51. The Chair of GRVA introduced WP.29-176-28 which sets out the priority areas on which GRVA should focus. He explained that the document was based on WP.29-175-29 submitted jointly by Japan and the European Union. He reminded the World Forum of his consultation with the WP.29 delegations and explained that document WP.29-176-28 was an attempt to summarize the responses into strategic issues. He described several detailed topics such as cyber security and automated steering where discussions were well advanced but also mentioned ongoing discussions on the functional requirements of automated vehicles and consideration of a new approach to assessing their performance. He invited delegates to provide comments on his proposed list by mid-December 2018.

52. The representative of the Netherlands noted that WP.29-176-28 did not provide a general framework but that it specifically addressed GRVA activities. The Chair of WP.29 confirmed that the framework does indeed contain activities beyond those of GRVA.

5. The Chair introduced ECE/TRANS/WP.29/2019/2 proposing priorities related to WP.29 and its subsidiary bodies activities on Automated Driving Vehicles (ADVs).

6. The expert from Japan mentioned that the framework document work stream proposed in ECE/TRANS/WP.29/2019/2 should be based on the existing national and regional guidelines to provide the big picture of what GRVA should do. GRVA agreed to make progress on this work stream but noted some minor variations in the precise understanding of what this document should include: a document setting principles and guidelines (compiling existing guidelines) and a document that would also have an operational dimension to guide the future work on ADVs.

7. GRVA also reviewed the other priority items listed in the document and agreed that these priorities proposed can be addressed by GRVA.

8. GRVA discussed the need to address both the activities already started as well as the short-term priorities. Therefore, GRVA discussed the potential structure of GRVA to best address these current activities as well as the new short-term priorities defined in ECE/TRANS/WP.29/2019/2. Several proposals for a new structure were presented
(GRVA-02-31, GRVA-02-40, GRVA-02-42 and GRVA-02-47). The Chair also submitted GRVA-02-41 with draft Terms of Reference (ToR) and Rules of Procedures (RoP) for a new Informal Working Group (IWG).

9. The secretariat drafted at the end of the session a consolidation of inputs made by the Contracting Parties during the discussions (GRVA-02-44). GRVA agreed with this consolidation in form of a table as reproduced in Annex II, with the expectation that this would provide a base for continued discussions at the March 2019 session of WP.29.

4. The expert from IMMA proposed amendments which make additional sound emission provisions (ASEP) testing mandatory (ECE/TRANS/WP.29/GRB/2018/11). GRB adopted the proposals and requested the secretariat to submit them to WP.29 and AC.1 for consideration and vote at their March 2019 sessions as a draft Supplement 7 to the 04 series of amendments UN Regulation No. 41.

5. The expert from the Informal Working Group on Additional Sound Emission Provisions (IWG ASEP) proposed amendments aimed at updating and revising Supplement 4 to the 03 series of amendments to UN Regulation No. 51 (ECE/TRANS/WP.29/GRB/2018/10). GRB adopted the proposals and requested the secretariat to submit them to WP.29 and AC.1 for consideration and vote at their March 2019 sessions as a draft Supplement 5 to the 03 series of amendments to UN Regulation No. 51, subject to the following modifications:

6. The expert from IMMA proposed to delete the last sentence in paragraph 1.3.2.1., since the scope of the 04 series of amendments to Regulation No. 41 does not cover motorcycles with a sidecar (L4 category of vehicles) (GRB-65-18). The expert from EC requested more time to study if the proposed modification would also require a change in the European Union (EU) legislation. GRB agreed to continue consideration of this issue at the next session, based on an official document to be submitted by IMMA.

3. The expert from the European Commission proposed to introduce additional sound emission provisions (ASEP) for L4 and L5 category vehicles with the power-to-mass ratio (PMR) of more than 50 W/kg (ECE/TRANS/WP.29/GRB/2018/7 and GRB-68-22). GRB adopted the proposals, as amended (Annex II), and requested the secretariat to submit them to WP.29 and to the Administrative Committee (AC.1) for consideration and vote at their March 2019 sessions as draft 08 series of amendments to UN Regulation No. 9.

4. The expert from IMMA proposed to correct an inconsistency in the exemption conditions applicable to the additional sound emission provisions (ASEP) for vehicles with variable gear ratios or automatic transmission with non-lockable gear ratios (GRB-69-14 and GRB-69-16). The expert from Germany made a study reservation. GRB invited IMMA to convert the proposal into an official document for consideration at the next session.

10. The expert from Germany presented a new series of amendments to UN Regulation No. 92 which introduce requirements for non-original replacement exhaust silencing systems (NORESS). GRB adopted the proposals and requested the secretariat to submit them to WP.29 and AC.1 for consideration and vote at their March 2019 sessions as a draft 02 series of amendments to UN Regulation No. 92.

9. The expert from Germany introduced a proposal for a new series of amendments aimed at transposing the modified requirements for non-original replacement exhaust silencing systems (NORESS) from UN Regulation No. 92 (Replacement exhaust silencing systems for motorcycles) into UN Regulation No. 59. GRBP adopted the proposal and requested the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their March 2020 sessions as a draft 03 series of amendments to UN Regulation No. 59.

72. The expert from France introduced GRSG-116-13 to insert specifications in UN Regulation No. 62 that would ensure the electromagnetic compatibility of an electronic device, such as a transponder. Thus, he proposed to insert a new paragraph 5.12 with a reference to UN Regulation No. 10. GRSG supported the proposal. The expert from EC volunteered to check the proposal for the immunity and emission test methods of the 06 series of amendments to UN Regulation No. 10.

73. GRSG agreed to resume discussions at its next session based on a revised proposal by EC to be circulated, if available, as an official document.

36. The expert from Poland recalled the purpose of ECE/TRANS/WP.29/GRSG/2018/8 to adapt the Regulation to technical progress, specifically for the definition of a type of container and Annex 2B. The expert from LG Europe introduced ECE/TRANS/WP.29/GRSG/2018/20 as a counterproposal. A number of experts welcomed the amendments to Annex 2B, but could not support the amendments to the definition of “Type of container”. After discussion, GRSG adopted ECE/TRANS/WP.29/GRSG/2018/20 except the amendments to paragraph 2.4. The secretariat was requested to submit the proposal as amended to WP.29 and AC.1 as draft Supplement 16 to the 01 series of amendments and as draft Supplement 1 to the 02 series of amendments to UN Regulation No. 67 for consideration at their March 2019 sessions.

36. The expert from Poland recalled the purpose of ECE/TRANS/WP.29/GRSG/2018/8 to adapt the Regulation to technical progress, specifically for the definition of a type of container and Annex 2B. 43. The expert from France introduced ECE/TRANS/WP.29/GRSG/2018/19 to restore consistency in UN Regulation No. 73 between the provisions related to the installation of Lateral Protection Devices (LPD) of an approved type according to Part II of the Regulation and those related to vehicles with regard to their LPD. GRSG adopted the proposal and requested the secretariat to submit it to WP.29 and AC.1 as draft Supplement 2 to the 01 series of amendments and as draft Supplement 1 to the 02 series of amendments to UN Regulation No. 73 for consideration at their March 2019 sessions.

8. GRSG considered in detail GRSG-115-15, tabled by the expert from OICA, that clarified the transitional provisions for the approval of vehicles which are not affected by the latest 08 series of amendments to UN Regulation No. 107. The expert from EC underlined the urgency for adopting this additional provision to give certainty to contracting parties and manufacturers. Finally, GRSG endorsed the proposal as reproduced below. The secretariat was requested to submit it to WP.29 and AC.1 as a draft Supplement 1 to the 08 series of amendments to UN Regulation No. 107 for consideration at their March 2019 sessions.

Insert a new paragraph 10.24., to read:

103. The World Forum considered the draft amendments under agenda items 4.8.1 to 4.8.8 and recommended their submission to AC.1 for voting, subject to the following corrections:

104. For agenda item 4.8.6, document ECE/TRANS/WP.29/2019/13, para. 6.12, the last sentence “Manufacturers are advised …… Appendix H to this annex.” shall be deleted.

105. The Chair of GRSG presented the amendment proposal in ECE/TRANS/WP.29/2019/16 under agenda item 4.8.9, to amend UN Regulation No. 110 with the following correction in annex 1A, add: “Items 1.2.4.5.15.4. to 1.2.4.5.15.6., shall be deleted.”. The World Forum recommended their submission to AC.1 for voting.

42. The expert from the Netherlands introduced GRSG-113-26 proposing to correct and clarify the references to Annex 5Q in UN Regulation No. 110. GRSG welcomed the proposal and invited the expert from the Netherlands to prepare an official document for consideration at the next session of GRSG in April 2018.

37. Recalling the discussion of GRSG at its previous session, the expert from Italy introduced ECE/TRANS/WP.29/GRSG/2018/16 to amend Annex 3A of the Regulation on the test requirements for Compressed Natural Gas (CNG) cylinders to avoid structural failures during their service life. The expert from NGV Global proposed some further clarifications (GRSG-115-06) and a new definition on “certified cylinder”. The proposals received general support.

38. The expert from OICA presented ECE/TRANS/WP.29/GRSG/2018/13 to adapt the text of the Regulation to the current technology on the gas flow adjustor in the carburettor or injector. GRSG noted a number of comments and proposals for amendments.

39. The expert from OICA introduced GRSG-115-18-Rev.2 amending the Regulation with respect to the inspection requirements for the periodic requalification of CNG cylinders to avoid structural failures during their service life. Finally, GRSG adopted ECE/TRANS/WP.29/GRSG/2018/16, ECE/TRANS/WP.29/GRSG/2018/13 and GRSG-115-18-Rev.2 as reproduced in Annex III to this report. The secretariat was requested to submit the proposals to WP.29 and AC.1 as draft Supplement 2 to the 03 series of amendments to UN Regulation No. 110 for consideration at their March 2019 sessions.

47. The expert from OICA presented ECE/TRANS/WP.29/GRSG/2018/14 on the removal of references to the European standards on frequencies in UN Regulation No. 116. GRSG adopted the document as amended below and requested the secretariat to submit it to WP.29 and AC.1 as draft Supplement 6 to UN Regulation No. 116 for consideration at their March 2019 sessions.

New paragraph 1.9., replace “radio transmission” by “radio transmission frequencies”.

54. The expert from France proposed to amend UN Regulation No. 122 to incorporate new provisions on systems for heating the passenger compartment by heat pump (ECE/TRANS/WP.29/GRSG/2018/21). The expert from OICA introduced GRSG-115-21 proposing to submit the new requirements as a new 01 series of amendments to UN Regulation No. 122 together with appropriate transitional provisions. The expert from France added that the new provisions should be considered as “if-fitted” requirements and, therefore, not increase the level of stringency of the UN Regulation. He also introduced ECE/TRANS/WP.29/GRSG/2018/22 to limit possible exemptions of electric heating devices involved in heating the passenger compartment.

55. GRSG adopted both proposals as reproduced in Annex IV to this report. The secretariat was requested to submit the proposal to WP.29 and AC.1 as draft Supplement 5 to UN Regulation No. 122 for consideration at their March 2019 sessions.

103. The World Forum considered the draft amendments under agenda items 4.8.1 to 4.8.8 and recommended their submission to AC.1 for voting, subject to the following corrections:

104. For agenda item 4.8.6, document ECE/TRANS/WP.29/2019/13, para. 6.12, the last sentence “Manufacturers are advised …… Appendix H to this annex.” shall be deleted.

105. The Chair of GRSG presented the amendment proposal in ECE/TRANS/WP.29/2019/16 under agenda item 4.8.9, to amend UN Regulation No. 110 with the following correction in annex 1A, add: “Items 1.2.4.5.15.4. to 1.2.4.5.15.6., shall be deleted.”. The World Forum recommended their submission to AC.1 for voting.

40. The expert from the Netherlands presented ECE/TRANS/WP.29/GRSG/2018/11 on new requirements on “CNG compressor” and “CNG accumulator” components used in LNG/CNG systems. The expert from OICA stated that the proposal by the Netherlands result in changes of the level of the technical requirements for vehicles equipped with CNG compressors and/or accumulators. He introduced GRSG-115-19 proposing to submit the new requirements as a new 04 series of amendments to UN Regulation No. 110 together with appropriate transitional provisions.

41. Finally, GRSG adopted ECE/TRANS/WP.29/GRSG/2018/11, as amended below. The secretariat was requested to submit the proposal to WP.29 and AC.1 as draft 04 series of amendments to UN Regulation No. 110 for consideration at their March 2019 sessions.

Insert new paragraphs 24.22. to 24.25. (Transitional provisions), to read:

42. The expert from the Netherlands introduced ECE/TRANS/WP.29/GRSG/2018/12 to insert new requirements for vehicle gas systems to provide gaseous fuel to a generator that would provide electrical power to accessories or other systems on the vehicle. GRSG noted general support on the proposal. GRSG adopted ECE/TRANS/WP.29/GRSG/2018/12, as amended below. The secretariat was requested to submit the proposal to WP.29 and AC.1 as part (see para. 41) of draft 04 series of amendments to UN Regulation No. 110 for consideration at their March 2019 sessions.

Through the whole proposal, replace the words “second engine” by “secondary engine”.

106. The World Forum considered the draft amendments under items 4.9.1 to 4.9.3 and recommended their submission to AC.1 for voting, subject to the below corrigenda.

107. For agenda item 4.9.1, document ECE/TRANS/WP.29/2019/17, the correct title shall read: “Proposal for Supplement 2 to the 02 series of amendments to UN Regulation No. 53 (Installation of lighting and light-signalling devices for L3 vehicles)”.

108. For agenda item 4.9.2, document ECE/TRANS/WP.29/2019/18, the correct title shall read: “Proposal for Supplement 20 to the 01 series of amendments to UN Regulation No. 53 (Installation of lighting and light-signalling devices for L3 vehicles)”.

109. The Chair of GRE presented amendment proposal contained in ECE/TRANS/WP.29/2019/20 under agenda item 4.9.4, to amend UN Regulation No. 10. The World Forum recommended their submission to AC.1 for voting.

30. The expert from IMMA proposed to clarify the use of direction indicators to show the status of the device for protection of a vehicle against unauthorised use (ECE/TRANS/WP.29/GRE/2018/45). GRE adopted the proposal and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their March 2019 sessions as draft Supplement 3 to the 02 series and draft Supplement 21 to the 01 series of amendments to UN Regulation No. 53.

31. The expert from IMMA presented a revised proposal on exterior courtesy lamps (ECE/TRANS/WP.29/GRE/2018/46). GRE adopted the proposal and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their March 2019 sessions as draft Supplement 3 to the 02 series and draft Supplement 21 to the 01 series of amendments to UN Regulation No. 53, subject to the following modification:

New paragraph 6.15.19.3., second indent, delete “…one or more of…”.

35. The expert from IMMA presented a consolidated text of the draft 03 series of amendments to UN Regulation No. 53 which had incorporated the latest modifications to the 01 and 02 series (ECE/TRANS/WP.29/GRE/2019/23 and GRE-82-16). GRE noted that these modifications had been also included in the draft 03 series of amendments to UN Regulation No. 53 submitted for consideration of WP.29 and AC.1 in November 2019 (ECE/TRANS/WP.29/2019/80).

106. The World Forum considered the draft amendments under items 4.9.1 to 4.9.3 and recommended their submission to AC.1 for voting, subject to the below corrigenda.

107. For agenda item 4.9.1, document ECE/TRANS/WP.29/2019/17, the correct title shall read: “Proposal for Supplement 2 to the 02 series of amendments to UN Regulation No. 53 (Installation of lighting and light-signalling devices for L3 vehicles)”.

108. For agenda item 4.9.2, document ECE/TRANS/WP.29/2019/18, the correct title shall read: “Proposal for Supplement 20 to the 01 series of amendments to UN Regulation No. 53 (Installation of lighting and light-signalling devices for L3 vehicles)”.

109. The Chair of GRE presented amendment proposal contained in ECE/TRANS/WP.29/2019/20 under agenda item 4.9.4, to amend UN Regulation No. 10. The World Forum recommended their submission to AC.1 for voting.

30. The expert from IMMA proposed to clarify the use of direction indicators to show the status of the device for protection of a vehicle against unauthorised use (ECE/TRANS/WP.29/GRE/2018/45). GRE adopted the proposal and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their March 2019 sessions as draft Supplement 3 to the 02 series and draft Supplement 21 to the 01 series of amendments to UN Regulation No. 53.

17. On behalf of TF SR, the expert from Germany introduced amendment proposals to UN Regulation No. 128 for the use of LED substitute light sources (ECE/TRANS/WP.29/GRE/2018/39) as well as corresponding amendments to the Consolidated Resolution on the common specification of light source categories (R.E.5) (ECE/TRANS/WP.29/GRE/2018/40). GRE adopted the proposals and requested the secretariat to submit them to WP.29 and AC.1 for consideration at their March 2019 sessions as draft Supplement 9 to the original version of UN Regulation No. 128 and as draft amendment 3 to R.E.5. GRE noted that both amendments are part of the same package and should enter into force on the same date.

22. The expert of GTB introduced amendment proposals that modified light source category LR4 in UN Regulation No. 128 and in the Consolidated Resolution R.E.5 (ECE/TRANS/WP.29/GRE/2018/48, ECE/TRANS/WP.29/GRE/2018/49 and Add.1). GRE adopted the proposals and requested the secretariat to submit them to WP.29 and AC.1 for consideration at their March 2019 sessions as draft Supplement 9 to the original version of UN Regulation No. 128 and draft amendment 3 to R.E.5. GRE noted that both amendments are part of the same package and should enter into force on the same date.

109. The Chair of GRE presented amendment proposal contained in ECE/TRANS/WP.29/2019/20 under agenda item 4.9.4, to amend UN Regulation No. 10. The World Forum recommended their submission to AC.1 for voting.

27. The expert from OICA, on behalf of the Task Force on Electromagnetic Compatibility (TF EMC), presented their progress report (GRE-80-12-Rev.1) and revised proposals for the 06 series of amendments to UN Regulation No. 10 (ECE/TRANS/WP.29/GRE/2018/43 and GRE-80-13). For L-category vehicles, the expert of IMMA proposed to limit the scope of this UN Regulation to categories L6 and L7 only (GRE-80-31). GRE supported the IMMA proposal. The expert of Japan proposed to exclude agricultural vehicles (categories T, R and S) from the scope (GRE-80-24). Following a discussion, the expert from Japan was in a position to accept categories T, R and S in the scope. Finally, GRE adopted the amendment proposals, as amended by Annex IV, and requested the secretariat to submit them to WP.29 and AC.1 for consideration at their March 2019 sessions as a new 06 series of amendments to UN Regulation No. 10.

60. The secretariat presented ECE/TRANS/WP.29/GRVA/2018/10, in the absence of the expert from CLEPA, proposing to clarify some unintentional deletions introduced in UN Regulation No. 55. GRVA agreed with the proposal and requested the secretariat to clarify the follow-up action on this document with the Working Party on General Safety provisions (GRSG).

57. The secretariat presented a proposal for amendments to UN Regulation No. 55 (GRSG-121-42). The secretariat informed GRSG that the respective proposal for a Corrigendum to Revision 2 of UN Regulation No. 55 (ECE/TRANS/WP.29/2019/21), adopted at the 177th session of WP.29, had not been notified by the UN Office of Legal Affairs (OLA) because it was interpreted by OLA as a duplication of what was already covered by ECE/TRANS/WP.29/2015/7. Furthermore, OLA reaffirmed that Revisions of UN Regulations are not considered as authentic treaty texts and therefore corrigenda to Revisions would not be notified by OLA and should be related to authentic texts only. Therefore, the secretariat explained, it was necessary to put forth the proposal contained in document GRSG-121-42, in order to amend UN Regulation No. 55 as proposed and adopted by WP.29 within document ECE/TRANS/WP.29/2019/21.

58. GRSG considered document GRSG-121-42, proposal for Supplement 10 to the 01 series and 02 to the 02 series of amendments to UN Regulation No. 55, and requested the secretariat to submit it as an official document to WP.29 and AC.1 for consideration and vote at its November 2021 sessions, with prior reconfirmation at the October 2021 session of GRSG.

63. GRSG noted GRSG-115-03 on correcting the provisions of model B of the approval mark. The expert from Finland suggested correcting also Annex 1, item 1 to read “Trade name or mark of device” and item 2 to read “Device type”. GRSG also noted ECE/TRANS/WP.29/GRSG/2018/26 which proposes to correct the French version of UN Regulation No. 58.

64. GRSG adopted the proposals as reproduced in Annex V to this report and requested the secretariat to submit it to WP.29 and AC.1 as Corrigendum 1 to Revision 3 of UN Regulation No. 58 for consideration at their March 2019 sessions.

5. The expert from Poland introduced GRSG-114-05 on a possible error in Annex 11 of the Regulation and on aligning it with Annex 3 by deleting paragraphs 3.3.1.2.1. to 3.3.1.2.2.2. The expert from France added that the corresponding paragraphs in Annex 3 had been removed through ECE/TRANS/WP.29/2008/98 on Supplement 3 to the 02 series of amendments to UN Regulation No. 107. Thus, the Chair invited experts to verify the historical development of these provisions. GRSG agreed to resume consideration of this subject at its next session and to keep GRSG-114-05 on the agenda as a reference document.

5. The expert from Poland recalled the purpose of GRSG-114-05 on a possible error in Annex 11 of UN Regulation No. 107. The expert from OICA proposed to correct Annex 3 of several Supplements and series of amendments to the Regulation (GRSG-115-41). GRSG endorsed the amendments as reproduced below. The secretariat was requested to submit it to WP.29 and AC.1 as Corrigenda to Revisions 4 to 8 of UN Regulation No. 107 for consideration at their March 2019 sessions.
