25. GRSP noted GRSP-64-24, tabled by the expert from the Netherlands to extend the functional safety in UN Regulation No. 100 to other categories of vehicles. Referring to the work in progress of aligning UN Regulation No. 100 to UN GTR No. 20, the expert from OICA suggested to include this proposal in the programme of work of the IWG on UN GTR No. 20. Finally, GRSP agreed to resume discussion on this agenda item and requested the secretariat to distribute GRSP-64-24 with an official symbol at its May 2019 session.
30. The experts from the Netherlands and OICA introduced GRSP-65-33-Rev.1 (superseding ECE/TRANS/WP.297GRSP/2019/3) which proposed functional safety requirements that focused on other categories of vehicles other than M1. The expert from the United States of America reminded GRSP that harmonization shall be kept when UN GTR No. 20 was transposed into UN Regulation No. 100. GRSP agreed to distribute GRSP-65-33-Rev.1 with an official symbol to the December 2019 session of GRSP, awaiting a proposal of amendments that align UN Regulation No. 100 to UN GTR No. 20.
31. The expert from the Russian Federation introduced GRSP-65-07, proposing further improvement of functional safety requirements. The expert from Japan suggested that this extensive revision of safety requirements should be handed over to the IWG on UN GTR No. 20, Phase 2 to be compared or aligned with their ongoing work on the UN GTR. GRSP agreed with the proposal of Japan and to refer it to IWG UN GTR No. 20, Phase 2 and, to resume discussion at its December 2019 session.

20. GRSP agreed (ECE/TRANS/WP.29/GRSP/2017/26) on how to secure a cab mounted on a vehicle on the test rig allowing the use of rigid composite blocks and/or metal brackets instead of the wooden blocks (Annex 3, Appendix 1, para. 1), and on the necessity to secure the vehicle with ropes or chains for test C. The expert from Germany introduced GRSP-62-11 on tolerance for the position of the loading device during the test. GRSP agreed in principle with GRSP-62-11, to combine both documents and to resume discussion at the May 2018 session of GRSP to allow for any further provisions. The secretariat was requested to distribute GRSP-62-11 with an official symbol at the next session of GRSP.

UN R17: Proposal for the 10 series of amendments (CLEPA)
UN R17: Proposal for the 10 series of amendments
|
Description
|
Proposal to amend the dynamic option of the draft 10 series of amendments (document GRSP/2018/34). CLEPA proposes that injury risk limits should be based not only on the injury risk curves, but also on technical feasibility given the repeatability and reproducibility limits of the BioRID II test tool. This proposal also corrects the definition of T(end) which is different from T-HRC.

5. In the same time, the expert from Japan introduced the eighth status report of the Informal Working Group (IWG) on Head Restraints. The expert from OICA suggested that both UN GTR No. 7 and UN Regulation No. 17 be kept aligned. However, he added that if, at this time, it was difficult to maintain alignment, he urged GRSP to at least amend UN Regulation No. 17 to include the outcome of the IWG work. The expert from CLEPA introduced GRSP-64-44, expressing concerns on repeatability and reproducibility of BioRID test results and suggesting permissible variations to the injury criteria. GRSP noted that a proposal for amendments to Mutual Resolution No. 1 (M.R.1), which incorporated drawings and specifications of the BioRID dummy would possibly be presented at the May 2019 session of GRSP.
16. The experts from Japan and EC introduced GRSP-64-37 on the proposal of amendments (ECE/TRANS/WP.29/GRSP/2018/34) to UN Regulation No. 17 (Strength of seats) that would align it with Phase 2 of UN GTR No. 7 (see para. 5 above). The expert from CLEPA introduced GRSP-64-25, to clarify static alternative provisions of UN GTR No. 7, Phase 2 and modifications to the allowed range of tolerances to backset retention and to the energy dissipation test. GRSP agreed to hand over GRSP-64-25 to the IWG for its possible integration in the proposal of amendments to UN Regulation No. 17 and to the draft amendment to UN GTR No. 7. GRSP agreed to resume discussion on this subject at its May 2019 session on the basis of the progress of the IWG work.

He explained that the proposal still has several items, in several square brackets, to be solved. However, he added that the draft amendment would introduced five main changes to the UN GTR: - Procedure for establishing the height of the head restraint base on the head contact rather than at its absolute height;
- Height measurement test procedure;
- Deletion of the backset measurement test procedure using the H-point machine method;
- Introduction of the backset measurement test procedure using the R-point method; and
- Introduction of the dynamic performance test procedure, by using the Biomechanical Rear Impact Dummy (BioRID) and empirical criteria instead of biomechanical (due to the absence of an absolute medical definition of whiplash) to establish seat performance.
4. The expert from Germany introduced GRSP-65-32, to present the proposed Amendment 2 (GRSP-65-24 superseding ECE/TRANS/WP.29/GRSP/2019/5) to UN GTR No. 7 (Phase 2 of the UN GTR on head restraints), jointly prepared with the experts from Japan and the Netherlands. He explained that the proposal has removed several square brackets and therefore solving the main issues. He added that the draft amendment would introduce: (a) injury criteria focusing on Neck Injury Criteria (NIC) namely upper and lower neck flexion and extension, (b) BioRID as an option for contracting parties to Hybrid III still and © procedure for establishing the height of the head restraint based on the head contact rather than at its absolute height. He clarified that the proposal that would need still some changes, will be complemented by a proposal of Addendum 1 to the Mutual Resolution No. 1 to insert drawings and specifications of the BioRID, to be presented at the December 2019 session of GRSP. Moreover, the experts from France and Russian Federation announced that they would not need the translation of the BioRID manual or other dummy specification and can be dealt with in English only. GRSP noted that all these specifications, when they would be submitted, shall need a disclaimer letter from the dummy manufacturer concerning copyright claims and that they might be upload on the M.R.1 website without any copyright infringements.

6. The expert from the Netherlands introduced ECE/TRANS/WP.29/GRSP/2013/17, aimed at increasing the height of the head restraint at the front driver seating position, to cover taller occupants, and decreasing the lowest height of head restraints at the front passenger seating positions for reason of visibility. The expert from the United States of America argued (GRSP-54-23) a lack of rational for both proposed height values. The expert from OICA renewed his concern (GRSP-54-18-Rev.1) that the new measurement procedure would reduce the measured height by 30 mm; and that associated with the new limit of 830 mm would result in increasing the height of the head restraints by 60 mm compared to the current requirements. 35. The expert from CLEPA introduced a summary of all the documents that he had submitted (GRSP-64-29) and presented GRSP-64-16-Rev.1 on the draft 04 series of amendments to UN Regulation No. 129 (ECE/TRANS/WP.29/GRSP/2018/29 complemented by GRSP-64-15) aimed at including in the scope of the UN Regulation: - non-integral Universal ECRS with no backrest (i-Size booster cushion) and
- non-integral Specific vehicle ECRS with no backrest (Specific vehicle booster cushion).
Moreover, the expert from CLEPA introduced a consolidated text of all the comments received ( GRSP-64-43). The expert from Germany argued that the definition of i-Size was associated with an additional side-impact test to assess protection of children when the vehicle was involved in such a collision and to ensure that children under fifteen months travel in the rearward facing position. Therefore, he stated that he opposed associating the above proposed new categories of ECRS with the i-Size definition to avoid confusion among users. The expert from Japan supported the opinion of the expert from Germany. The experts from IC and EC endorsed the inclusion of such ECRS in the scope of UN Regulation No. 129 to definitively phase out UN Regulation No. 44. Finally, GRSP agreed to resume discussion on this subject at its May 2019 session. Therefore, GRSP agreed to defer the discussion on parallel amendments to other series of amendments affected by the draft 04 series of amendments ( ECE/ TRANS/WP.29/ GRSP/2018/30, ECE/ TRANS/WP.29/ GRSP/2018/32 and GRSP-64-27) at its May 2019 session. Moreover, the secretariat was requested to keep GRSP-64-27 as a reference in the agenda and to distribute GRSP-64-43 with an official symbol at the next session of GRSP.
34. The expert from CLEPA introduced ECE/TRANS/WP.29/GRSP/2019/12 and its amendment, GRSP-65-27-Rev.1. He explained that the proposal introduced the booster cushion without a backrest, and concluded the development of UN Regulation No. 129. GRSP adopted ECE/TRANS/WP.29/GRSP/2019/12, as amended by Annex V to the session report, and requested the secretariat to submit it as Supplement 3 to the 03 series of amendments to UN Regulation No. 129, for consideration and vote at the November 2019 sessions of WP.29 and AC.1.

27. The expert from Germany introduced GRSP-64-20, to clarify different interpretations on vehicle configuration testing in the presence of active suspensions, which arose in off-road driving (SUVs mostly) or driving in a car park (sports cars). He concluded that since the vehicle height had an influence on the headform test area and on the test results for legform tests, all possible vehicle heights up to a driving speed of 11.1 m/s (40 km/h) should be considered relevant for impact with a pedestrian. The expert of OICA agreed that the issue raised by Germany was valid and that there was a need to avoid different interpretations, but this needs to be studied carefully, also in relation to the normal procedure of “worst case definition”. He added that this would entail new requirements, therefore needing a series of amendments and transitional provisions. He also added that this issue should be considered in the ongoing WP.29 discussions on the performance of vehicles outside the test boundaries defined in the various UN Regulations. The expert from the Netherlands suggested developing simulation models to check worst case testing. The expert from OICA stressed that testing a vehicle in all potential configurations would be unrealistic and therefore welcomed the statements from the Netherlands. He referred to the work on the certification of automated vehicles whereby an additional 3-pillar approach was considered to address automation: - test track,
- road test and
- simulation and audit of development process.
28. The Chair of GRSP suggested establishing a group of interested experts to further develop the proposal. GRSP agreed with the proposal of its Chair. The expert from Germany announced a possible meeting before 15 February 2019, to submit a new official proposal. Finally, GRSP requested the secretariat to keep GRSP-64-20 as a reference in the agenda of the May 2019 session.
8. The expert from Germany introduced GRSP-65-17, explaining that the intention of the pedestrian protection test procedures as described in UN GTR No. 9 and UN Regulation No. 127 was to deliver an adequate level of protection for pedestrians in accidents up to an impact velocity of 40 km/h. International Harmonized Research Agenda research has shown that the cumulative frequency curves versus vehicle impact speed for pedestrian injuries and their respective injury causing parts showed that 58 per cent of the child head abbreviated injury scale (AIS) 2+ injuries were addressed to a vehicle impact speed up to 40 km/h, 40 per cent to adult head AIS2+ injuries and 50 per cent of the adult leg AIS2+ injuries respectively. He added that test procedures described in UN Regulation No. 127 and UN GTR No. 9 were meant to represent worst case scenarios. However, it was agreed that this was not the case for all possible scenarios and that also at lower impact speeds higher injury risk could occur due for example to different heights of the vehicle because of adjustable suspension systems. The representative from OICA reminded that during the type approval process the worst case scenario will be considered. GRSP agreed to keep GRSP-65-17 as an informal document for the December 2019 session of GRSP, awaiting further rationales to develop a proposal of amendments.

5. [At] the same time, the expert from Japan introduced the ninth status report of the Informal Working Group (IWG) on Head Restraints (GRSP-65-31). The expert from CLEPA withdrew ECE/TRANS/WP.29/GRSP/2019/8 and introduced GRSP-65-30 superseding ECE/TRANS/WP.29/GRSP/2019/10 amending the static options of the proposal.
6. Finally, GRSP experts were invited to provide comments to GRSP-65-24 to the expert from Japan by 13 September 2019. Moreover, GRSP requested the secretariat to distribute GRSP-65-30 and GRSP-65-31 with an official symbol and agreed to seek consent of WP.29 and AC.3 to extend the mandate of the IWG until June 2020.

24. GRSP resumed discussion on the proposal tabled by the expert from Germany (ECE/TRANS/WP.29/GRSP/2018/10), aimed at removing the static tests and improving the dynamic test on seat anchorages. The expert from Germany continued provide evidence to GRSP through a new presentation (GRSP-63-32 and a Video Presentation No. 1) to support his proposal. He stated that the current requirements of the UN Regulation allows the approval of seat systems in busses on the basis of a static test procedure which does not provide an adequate level of protection compared with the dynamic procedure. He added that tests with one seat model showed that occupants could be exposed to a high risk of death or serious injury in an accident from the collapse of the seat fixation. Finally, he informed GRSP that comparable seat fixations failure had been observed in bus accidents, and occupants had already been killed or seriously injured. He added that the German administration is concerned that these severe accidents could happen again in the future. The expert from the Russian Federation proposed to postpone the decision to the December 2018 session of GRSP. He justified his recommendation on the lack of research on the issue. He added that the Russian Federation considered it premature to exclude static tests from UN Regulation No. 80 and proposed to revise this type of test. He also suggested amending the dynamic test methodology according to ECE/TRANS/WP.29/GRSP/2018/10 and to the outcome of research conducted in the Russian Federation. Finally, he announced his intention to present these research results, accompanied with a draft amendment to UN Regulation No. 80 at the December 2018 session of GRSP. Several experts raised a study reservation to verify further statistical data. The expert from OICA also requested more time to prepare a revised proposal and requested to keeping GRSP-63-17 as a reference in the agenda of the next session.
25. GRSP agreed to resume discussion at the December 2018 session and invited experts to reach an agreement on this subject at that session.
22. The expert from Germany introduced GRSP-64-22 and
GRSP-64-23 superseding ECE/TRANS/WP.29/GRSP/2018/10, aimed at removing Appendix 5 (static test requirements and procedure) from UN Regulation No. 80 (GRSP-64-22) and at improving the dynamic test (GRSP-64-23) in two different series of amendments. The expert from OICA suggested that both tests be maintained as alternatives and that the static test be improved as a first step. The expert from Italy supported the approach of the expert from OICA. The expert from the Russian Federation introduced GRSP-64-19 and Add.1, proposing to include the assessment of the dummy neck injury criteria into the dynamic test of the UN Regulation. The Chair of GRSP suggested creating a task force of concerned parties led by Germany to provide a revised official document that would incorporate GRSP-64-19 and other comments submitted to the secretariat by 15 February 2019. The expert from Germany agreed with the Chair’s proposal and the expert from OICA offered his contribution in drafting the revised document.

5. [At] the same time, the expert from Japan introduced the ninth status report of the Informal Working Group (IWG) on Head Restraints (GRSP-65-31).

27. Referring to the presentation of the revised General Safety Regulation of the European Union (see agenda item 28 (a)), the expert from EC introduced GRSP-65-14 aimed at broadening the scope to cover, e.g. heavy vans and Sport Utility Vehicles, and proposing an evacuation of occupants through a front door in a crash instead of displacement systems for the front seats. He also mentioned that the dates proposed of entry into force of the draft supplement to the UN Regulation were needed to trigger those of the General Safety Regulation. The expert from Italy suggested a new series of amendments instead of a supplement. The expert from OICA argued that the proposal was demanding for manufacturers of N1 vehicles and that further discussions on this proposal should start shortly. He added that the provisions for electric vehicles would be amended by the transposition of UN GTR No. 20 into UN Regulation No. 94 in near future so contracting parties should carefully agree on transitional provisions. Therefore, he proposed to establish a TF to cover all crash configurations. The expert from Germany endorsed the proposed TF as the most viable solution.
28. GRSP agreed with establishing a TF, led by EC and handed over GRSP-65-14 as a reference, awaiting an official document delivered by TF before the deadline for submission of official documents of 13 September 2019.

15. The expert from the Netherlands introduced ECE/TRANS/WP.29/GRSP/2018/25 to correct the type approval communication to extend the requirements for the safety-belt reminder installation not only to the driver’s seat. Since, the proposed amendment would entail broader technical aspects, GRSP agreed to incorporate it in a further proposal of amendments to UN Regulation No. 16. Finally, GRSP agreed to resume discussion on this subject at its May 2019 session.
18. The expert from CLEPA introduced ECE/TRANS/WP.29/GRSP/2019/6 to clarify which modification of the vehicle type or the safety-belt or restraint system shall be notified to the Type Approval Authority. GRSP agreed to combine ECE/TRANS/WP.29/GRSP/2019/6 with ECE/TRANS/WP.29/GRSP/2018/25 to extend the requirements for the safety-belt reminder installation not only to the driver’s seat (see ECE/TRANS/WP.29/GRSP/64, para. 15). GRSP finally agreed with both proposals, neither amended, and requested the secretariat to submit ECE/TRANS/WP.29/GRSP/2019/6 and ECE/TRANS/WP.29/GRSP/2018/25 as Supplement 12 to the 06 series of amendments to UN Regulation No. 16 and as Supplement 5 to the 07 series of amendments, for consideration and vote at the November 2019 sessions of WP.29 and AC.1.

27. GRSP adopted ECE/TRANS/WP.29/GRSP/2011/25 and ECE/TRANS/WP.29/GRSP/2011/31, both not amended, ECE/TRANS/WP.29/GRSP/2011/32 and ECE/TRANS/WP.29/GRSP/2011/28, both as amended by Annex IV [of the session report], and GRSP-50-14 as reproduced in Annex IV [of the session report]. The secretariat was requested to submit all the proposals to WP.29 and AC.1, for consideration and vote at their June 2012 session as draft Supplement 5 to the 04 series of amendments to UN Regulation No. 44.
28. GRSP did not support ECE/TRANS/WP.29/GRSP/2011/26, that matched the corresponding proposal of amendments to UN Regulation No. 16 (see para. 22 above) and postponed discussions on ECE/TRANS/WP.29/GRSP/2011/27 awaiting a revised wording of paragraph 6.1.5. Finally, the expert from Spain withdrew ECE/TRANS/WP.29/GRSP/2011/29 and introduced GRSP-50-16, superseding ECE/TRANS/WP.29/GRSP/2011/30. The secretariat was requested to distribute GRSP-50-16 with an official symbol for consideration at its May 2012 session.
29. The expert from CLEPA introduced GRSP-50-08 on inflatable CRS, to provide information on this system sold in the European market and [his doubtful opinion on its compliance] with UN Regulation No. 44. He showed a video presentation (GRSP-50-25) on the risks (i.e. submarining of CRS occupants) introduced by the system. The expert from the Czech Republic argued (GRSP-50-21) that his administration had been granting successful type approvals to inflatable CRS since 2008. Accordingly, the expert from the Netherlands made a proposal (GRSP-50-33-Rev.1) to prevent different interpretations of the lap belt position during dynamic test of CRS secured by adult safety belts, such as inflatable CRS. GRSP agreed to resume consideration on this subject at its May 2012 session and requested the secretariat to distribute GRSP-50-33-Rev.1 with an official symbol.
30. The expert from CLEPA provided further information to GRSP (GRSP-50-09 and GRSP-50-25) on the so called belt guide device and test results of this system, as a followup of the May 2011 session of GRSP (see ECE/TRANS/WP.29/GRSP/49, para. 28). GRSP noted that the Hungarian administration granted a type approval to this device according to Regulation No. 44. However, it was also noted that the device was banned in several countries. The expert from Hungary informed GRSP that his administration had started an action to withdraw the approval but that it was incomplete due to a legal challenge by the manufacturer. The guidance provided in ECE/TRANS/WP.29/1059 (resolving interpretation issues and requirements for the Technical Services in the framework of the 1958 Agreement) was noted and GRSP agreed that it could offer clarity regarding the technical requirements associated with a particular UN Regulation to assist in disputes among technical services of Contracting Parties to the Agreement.
Concerning the belt guide device, GRSP agreed on the principle (GRSP-50-34) that a guide strap was meant as a part of CRS and therefore could not be individually approved as a CRS under UN Regulation No. 44. Moreover, GRSP expressed concerns on the safety of this device. Finally, GRSP agreed to continue discussion on this matter on the basis of information on possible actions taken by competent Type Approval Authority of Contracting Parties to the Agreement on this issue.
30. The expert from Poland requested deferral of discussion on the belt-guide, that was type approved by the authority of her country, to the December 2020 session of GRSP due to the research test results on the belt-guide, which had not yet been made available by the expert of EC. The experts from the Netherlands and ANEC/CI argued that discussion was needed on this subject since they considered this type of CRS as dangerous. The expert from the Netherlands introduced GRSP-67-05 explaining that the belt-guide was not in the scope of the UN Regulation and could not be type approved; as such, the type approval should be withdrawn. Finally, with reference to the procedure of the 1958 Agreement, Revision 3, Articles 4.2., 10.4 and Schedule 6 (paragraphs 2 and 3), he stated that through GRSP-67-05 he sought support from other contracting parties and cooperation from the expert of Poland to avoid starting the arbitration process – according to Schedule 6 of the 1958 Agreement. The expert from ANEC/CI, introduced GRSP-67-10 and GRSP-67-36 showing the high risk of abdominal injuries in both cases due to severe submarining. In anticipation of the above-mentioned test results, the expert from Poland introduced GRSP-67-32, showing some results of tests demonstrating the performance of this belt-guide type under laboratory conditions. She also clarified that the belt-guide was type approved according to Supplement 10 to the 04 series of amendments. However, she added that according to some stakeholder opinions, this belt-guide type should had been tested according to Supplement 11, thus making the device subject to different criteria. However, she stated that in her opinion there was a clear legal basis which demonstrated that the type approval granted under Supplement 10 was the correct one. The expert of the Netherlands responded by stating that, apart from the fact that this device does not comply with several requirements of UN Regulation No. 44, a supplement only clarifies existing requirements or test procedures and does not introduce new requirements. Even when Supplement 10 was in force, it was evident that a belt guide could not be approved as a child restraint.
31. The expert from EC recalled to GRSP, that the group had agreed to his former proposal (ECE/TRANS/WP.29/GRSP/2019/28) to amend the scope of UN Regulation No 44 (Child Restraint Systems) with clarification that a belt-guide cannot be approved under Regulation 44 without being part of a child restraint system (see ECE/TRANS/WP.29/GRSP/66, paragraphs 27 and 28). However, he explained that EC had reconsidered the document submission to WP.29, since the interpretation that a “guide strap” and similar devices cannot be separately approved as a child restraint system, had already been endorsed by WP.29 at its March 2012 session (see ECE/TRANS/WP.29/1095, paragraph 35). Therefore, he introduced GRSP-67-31, that was only on the phase out of UN Regulation No. 44.
32. The Chair of GRSP referred to Schedule 6 of the 1958 Agreement, and stressed full consideration of the different opinions of the Type Approval Authorities of the concerned contracting parties, and of contracting parties applying UN Regulation No. 44. Therefore, the experts from France, Germany, Italy, Russian Federation, Spain, Switzerland and United Kingdom explicitly endorsed the request of the expert from the Netherlands to withdraw the type approval granted by Poland on the belt-guide, while none of the other present delegates indicated abstention or disagreement. The experts also noted that the Chair encouraged the expert of the Netherlands to continue discussions with the Type Approval Authority of Poland to seek cooperation with Poland in the aim to avoid the arbitration process according to Schedule 6 of the 1958 Agreement, which would start in the November 2020 session of WP.29.
33. GRSP also considered GRSP-67-14, tabled by the expert from France to correct a date in transitional provisions. Finally, GRSP adopted GRSP-67-14 and GRSP-67-31, as reproduced in Annex V to the session report. The secretariat was requested to submit the two proposals as draft Supplement 18 to the 04 series of amendment to UN Regulation No. 44, for consideration and vote at the November 2020 sessions of WP.29 and AC.1.

57. AC.3 agreed to postpone deliberations under this agenda item to its fifty-ninth session.

35. The expert from GlobalNCAP also introduced GRSP-65-06 proposing limit values for the chest vertical acceleration of Q-dummies during dynamic testing of Enhanced Child Restraint Systems (ECRS). The expert from CLEPA expressed general concern and raised a time reservation. The expert from United Kingdom stated that a permanent solution was needed. He added that this was not the case to implement the chest vertical acceleration but rather to develop the upper neck tension force on the basis of available data. The expert from EC stated that discussion should be deferred until data was available. The expert from CLEPA expressed similar view and suggested collecting support data before the December 2019 session of GRSP. The Chair of GRSP suggested to create a TF led by a representative of a contracting party to coordinate efforts. GRSP agreed, in principle, with the proposal of Chair and agreed to resume discussion at its December 2019 session on the basis of the outcome of above-mentioned TF research. At the same time GRSP requested the secretariat to distribute GRSP-65-06 with an official symbol at its next session.
23. GRSP resumed discussion of ECE/TRANS/WP.29/GRSP/2019/19 on limit values on the chest vertical acceleration of Q-dummies during the dynamic testing of ECRS, as agreed at its December 2019 session (see ECE/TRANS/WP.29/GRSP/67, paragraph 41). The expert from CLEPA recalled to GRSP that this decision aimed to allow the collection and analysis of data monitoring. The expert from CLEPA clarified (see GRSP-67-23) that data were subsequently provided by the Type-Approval Authority and the Vehicle Certification Agency (VCA) of the United Kingdom. He added that these were supplemented with a sample from CLEPA, in order to derive the proposed limits for tension force, Fz and flexion moment. He then introduced a proposal (see GRSP-67-24) of amendments to the injury assessment criteria for frontal and rear impact to specify limit values for tension force and flexion moment measured in the upper neck of the Q0, Q1 and Q1.5 dummies. However, he recommended that other contracting parties also provide monitoring data to support this analysis and confirm the proposed limits. GRSP endorsed the request of the expert from CLEPA and agreed to resume discussion at its December 2020 session based on a revised official proposal. Moreover, the experts from the Global NCAP and ANEC on behalf of CI withdrew ECE/TRANS/WP.29/GRSP/2019/19. GRSP agreed to defer consideration of GRSP-66-28 to the December 2020 session, due to the lack of time.
23. GRSP resumed discussion on limit values on the chest vertical acceleration of Q-dummies during the dynamic testing of ECRS, on the basis of GRSP-68-05 tabled by the expert from CLEPA. The expert from CLEPA introduced the proposal through a presentation (GRSP-68-10) showing GRSP that collection and analysis of data monitoring was progressing. He further encouraged Contracting Parties to the 1958 Agreement to provide data to support the analysis and the proposed limits. The expert from Spain introduced a presentation (GRSP-68-26), showing the test results conducted by her technical service on the effects of dummy type Q1.5 chin-thorax contact in measuring upper neck forces. GRSP noted that further data collection was needed and agreed to resume discussion on this topic at its May 2021 session.

19. The expert from Finland introduced GRSP-65-04 to raise concerns on head-restraint installation, testing and other interpretations issues. The expert from Germany introduced GRSP-65-18-Rev.1, proposing an amendment to the definition of integrated, detachable and separate head-restraints. The expert from OICA noted that Amendment 1 to UN GTR No. 7 dealt with definitions of such head-restraints and suggested that the transposition of UN GTR No. 7, Phase 2 into the UN Regulation would solve the issue. [At] the same time, he urged that cross references between the UN Regulation and the UN GTR be consistent. So, he proposed to establish a Task Force (TF) to complete harmonization of the two Regulations. The expert from Germany endorsed the establishment of TF but proposed to keep GRSP-65-18-Rev.1 separated from other proposals of alignment to the UN GTR.
20. Finally, GRSP agreed with the proposal of the expert from OICA to establish a TF and to combine GRSP-65-18-Rev.1 once the proposal of amendments to align UN Regulation No. 17 with UN GTR No. 7 were finalized. In the meantime, GRSP agreed to defer discussion on ECE/TRANS/WP.29/GRSP/2019/7 and ECE/TRANS/WP.29/GRSP/2019/9 to its December 2019 session. Moreover, the secretariat was requested to distribute GRSP-65-18-Rev.1, as a new series of amendments with an official symbol at its December 2019 session.

33. Referring to agenda item 3(b) (see paragraph 8 above), the expert from Germany suggested postponing discussion on GRSP-65-21 to allow careful consideration of the new provisions of the General Safety Regulation of the European Union, which had proposed an extension of the head impact zone. GRSP agreed to defer discussion of GRSP-65-21 to its December 2019 session and to distribute it with an official symbol.
20. The expert from Germany reiterated his proposal (ECE/TRANS/WP.29/GRSP/2019/18) and referred to agenda item 3(a) (see paragraph 4). The expert from OICA introduced GRSP-67-07 as a counterproposal, aimed at clarifying the issue that vehicle height has an influence on the test results of headform and legform tests, and consequentially all possible vehicle heights up to a driving speed of 11.1 m/s (40 km/h) should be considered to be relevant for impact with a pedestrian. Germany stated its agreement, in general, with the OICA proposal but suggested further clarifications. GRSP agreed to resume discussion at its December 2020 session on the basis of a potentially revised proposal from the experts of Germany, the United Kingdom and OICA.
19. The expert from Germany introduced GRSP-70-17 (superseding ECE/TRANS/WP.29/GRSP/2019/18), concerning new provisions to cope with Adjustable Ride Height Suspension System (ARHSS). 17. The expert from OICA introduced GRSP-65-08 with a presentation (GRSP-65-09), aimed to introduce an alternative (at the choice of the manufacturer) to the airbag switch-off for frontal airbags in combination with rearward-facing child restraint systems in the rear seat. With a new test procedure, the manufacturer can demonstrate that deactivation of the airbag is not needed. He explained that the proposal aimed to promote new airbag technologies while ensuring the current level of protection for children in rearward faced CRS. GRSP agreed to resume discussion on this subject at its December 2019 session and requested the secretariat to distribute GRSP-65-08 with an official symbol.
14. GRSP resumed discussion on ECE/TRANS/WP.29/GRSP/2019/15, superseded by GRSP-71-11-Rev.2, tabled by the expert from OICA on rearward faced CRS in rear seats in combination with a frontal airbag. The proposal aims to add a third alternative to the already existing airbag switch off or the automatic detection of a rearward faced CRS. This third alternative foresees that the frontal airbag remains activated in the case of specific CRS only when tested together with the frontal airbag. This concept was agreed during the December 2021 session of GRSP by the expert from EC and further agreed on during this May 2022 session by the experts from Germany, the Netherlands and CI. However, the experts from Italy and Sweden raised a study reservation. Therefore, GRSP requested the secretariat to distribute GRSP-71-11-Rev.2 with an official symbol at its December 2022 session.
15. GRSP agreed to defer discussion to its May 2023 session on ECE/TRANS/WP.29/GRSP/2022/12, tabled by the expert from OICA on rearward-facing CRS in rear seats that were combined with a frontal airbag.

The expert from EC stated that he was open to consider the proposal but would like to see the initiative paired with safety belt reminders to ensure maximum benefit. The expert from Sweden supported the initiative from Finland. However, she asked for more about negative consequences, especially about occupant evacuation. The expert from OICA supported the need for accident data from other regions and review them carefully before drawing conclusions; he also noted that it would be useful to review the UN Regulation No. 80 requirements before deleting the possibility of two point-belts, which would have huge consequences. GRSP finally agreed to resume discussion on the proposal of the expert from Finland on the basis of broader data at its next sessions.
