Description
|
International Telecommunication Union – Radiocommunication sector (ITU-R) Working Party (WP) 5A would like to introduce itself to UNECE WP on Automated/Autonomous Connected Vehicles (GRVA). ITU-R WP 5A addresses the radio communication issue of Land Mobile Service and is responsible for studies related to the Land Mobile Service and wireless access including RLANs (Radio Local Area Networks). Within WP 5A, Working Group (WG) 5A-5 addresses the issues pertinent to new technology, such as ITS (Intelligent Transport Systems), CAV (Connected Automated Vehicles) and MTC (Machine Type Communications).

The expert from Germany mentioned similar accidents in his country as well and explained that such systems would require regulations as they potentially override the driver. The expert from OICA inquired whether guidelines could be considered to address ACPE. He noted that “overriding the driver” was discussed in the context of complex ADAS and ADS but had not been acceptable so far from the regulator point of view for more simple systems such as AEBS, hence for ACPE.
77. GRVA agreed that the expert from Japan, together with interested Contracting Parties, would draft preliminary Terms of Reference (ToRs) of a potential IWG on ACPE. GRVA agreed to review draft ToRs and to decide on the way forward at its next session.

Proposal to prevent activation of an Automatically Commanded Steering Function of Category C for a minimum of [10] seconds after the system has verified that the road is of a valid type when merging into a roadway. The activation delay of [10] seconds prevents the system from being used during merging from the motorway’s acceleration lane. According to the proposal, the merging process during the acceleration phase is not fully suitable for an automated lane change due to, among other things, the vehicle dynamics and the limited space available. In addition, the delay shifts the driver’s notification of the automatic activation of the ACSF-C system to a time when the vehicle is already in a stable driving condition on the motorway and the driver’s attentional resources are more available to receive the notification. A manual activation of the system remains possible.

Proposal for the following amendments: - Paragraphs 6.1.1. and 6.1.2.: In the case of category L vehicles application, the same brake lining assemblies could be fitted across a variety of applications. For example, the same brake pads/shoes could be fitted both on vehicle with single disc and on vehicle with double discs. Moreover, the same brake pads/shoes could be fitted both on front application and on rear application vehicle. Since there are too many cases or variables and it’s impossible to have a package based on the axle set for category L vehicles, the proposal of amendment is meant to consider the caliper set/drum set, instead of the axle set.
- Paragraph 6.1.3.4.: Packaging of brake pads/drums has a limited dimension and it’s impossible to report in the packaging all applications approved, because there is no space available. In addition, should all applications approved be reported in the packaging, the updating of each packaging every time there is a new application available in the market would be needed. This is not feasible and it represents a risk to have a product with no updated information for the final consumer. For these reasons, the proposal aims to allow, as option, to report the approved vehicles/brakes/axle information through digital format (e.g. QR code, website) leading at least to a general catalogue. Moreover, using digital elements, it’s also possible to have a green solution and having a less environmental impact. The modification proposal is optional, and not exclusively for category L vehicles, but it is meant for every type of motor vehicles even if the major criticalities are with category L vehicles because their packaging is smaller than brake pads/drums of passenger car.
- Paragraph 6.1.4.: The current requirement asks to have fitting instructions inside the packaging with at least an ECE language supplemented by the corresponding text of the language of the country where the product is sold. It means two options:
- To have a specific fitting instruction for each country where the component is sold; or
- To have a unique fitting instruction with all languages.
Option 1 is not feasible from management and logistic point of view. Option 2 is not feasible because there is limit space available in the packaging: For example, to be sold in EU (that recognize UN R90), it’s needed to have all official 24 languages of the EU in a unique fitting instruction paper, but there are applications where the packaging is too small to contain the fitting instruction paper. For these reasons, the proposal of modification asks the possibility to have these fitting instructions also through digital format only (e.g. QR code, internet website, …). Moreover, using digital elements/formats, it’s possible to reduce the environmental impact because the instructions become paperless. The modification proposal is optional, and not exclusively for category L vehicles, but it is meant for every type of motor vehicle even though the major criticalities are with category L vehicles because their packaging is smaller than brake pads/drums of passenger cars.

87. The expert from CLEPA briefly introduced ECE/TRANS/WP.29/GRVA/2020/24. He explained that his organization invited GRVA participants to participate in an informal meeting that took place before the GRVA session and that CLEPA received some suggestions and comments from Contracting Parties that his members wanted to address.
88. GRVA agreed to review a revised proposal at its next session.
96. The expert from CLEPA updated GRVA (GRVA-14-52) on the outcome achieved following the weekly meetings organized by CLEPA since February 2022, with both industry group representatives and contracting parties regarding the drafting of provisions for the approval of Electromechanical Brakes (EMB) for electric powered trucks and coaches. EMB was presented for the first time to GRVA at the seventh session of GRVA (see ECE/TRANS/WP.29/GRVA/2020/21). The original proposal has been iteratively updated following GRVA guidance (see ECE/TRANS/WP.29/GRVA/2021/24, ECE/TRANS/WP.29/GRVA/2022/8 and GRVA-13-05). He presented the recent developments related to the effect of aging of the electrical energy storage device. He presented GRVA-14-12, the most recent draft superseding GRVA-13-05. He kindly invited interested contracting parties to join their activities.
97. GRVA noted the presentation of the expert from CLEPA on EMB and their ambition to submit an amendment proposal to UN Regulation No. 13, based on GRVA-14-12, for consideration at the next session.

33. The Chair of GRVA introduced ECE/TRANS/WP.29/2022/57, with the proposal for the second iteration of the New Assessment / Test Method (NATM) – Master Document. He also introduced ECE/TRANS/WP.29/2022/58 amended by WP.29-187-08, a proposal for the NATM guideline for the validation of ADS. He presented WP.29-187-10, including the Guidelines and Recommendations concerning Safety Requirements for Automated Driving Systems. He presented ECE/TRANS/WP.29/2022/60, with the proposal for recommendations on uniform provisions concerning cyber security and software updates suitable for the purpose of the contracting parties to the 1958 and 1998 Agreements.

The Chair requested the secretariat to issue document WP-187-10 with an official symbol for the next WP.29 session.

Proposal to clarify a logical cascade of actions regarding activation of ACSF B1 and C and the indication on when the vehicle has entered an eligible road based on the following: - When the same means is used by the driver to simultaneously activate the Automatically Commanded Steering Function of Category B1 (ACSF B1) and of Category C (ACSF C), both functions switch to standby mode when the vehicle enters an ACSF C eligible road. But if the road is non-eligible to ACSF C, then only the ACSF B1 is activated.
- With the current text of the regulation, once the vehicle moves to an ACSF C eligible road, the driver must operate again the means to activate the ACSF C. This second deliberate action is confusing for the driver since it makes the manipulation more complex. The current wording discourages most drivers from using this assistance function.
- The proposed wording permits the following, logical, cascade of actions:
- The driver has done a deliberate action to activate ACSF B1 and ACSF C (on a non-eligible road); then
- He drives into an eligible road, and is clearly informed thereof; then
- He initiates a lane change procedure by activating e.g. the direction indicator.
- This amendment further clarifies the requirement on the indication of when the vehicle enters an eligible road. It gives some examples of the type of indication to be given to the driver, e.g. additional popup or blinking indication, without being design restrictive.
- A dedicated status indication of an ACSF C off-mode is by nature already different from the standby or active indication. Therefore, the driver is already sufficiently informed on a potential status change.

52. The expert from the European Commission introduced GRVA-09-15, proposing revised Terms of Reference for the Task Force (TF) on Advanced Driver Assistance Systems (ADAS). He explained that the TF would work on amendments to UN Regulation No. 79 or a new Regulation as needed, that it would consider the use cases expected in the next years, that it would envisage a generic approach as well as Human Machine Interface (HMI), mode confusion, overreliance and misuse related concerns, in full coordination with the IWGs on FRAV and VMAD. He mentioned that the outcome of this work would be delivered in three phases, in September 2021 (finalization of pending proposals), in 2022 (second phase) and in 2023 (work under the 1998 Agreement).
53. The expert from AAPC recalled that UN Regulation No. 79 was only dealing with Advanced Driver Assistance Steering Systems (ADASS).
54. The expert from Japan expressed support for the ToR and committed to contribute to the work. He agreed about the importance to address HMI and social acceptance aspects and to review technical data and accidentology data. He mentioned that the USA, Canada and China included other systems than those covered in UN Regulation No. 79 on their markets and stated that 1998 Contracting Parties should participate to that work and provide data.
55. The expert from AVERE provided comments and expressed support for these activities. He presented GRVA-09-16, providing a report of the preliminary meeting of the Task Force on ADAS that developed the revised Terms of Reference.
56. The expert from Sweden expressed a positive position about the document. He mentioned that the scope of the TF would be complex and that the timing proposed was unsure. He wondered if the task force could work without ToR.
57. The expert from UK supported that work. He mentioned that the ToR established a plan and that they could be revisited as needed.
58. The expert from China agreed to join the meetings of the TF.
59. The expert from the Netherlands highlighted the challenging timeline proposed.
60. The expert from Germany supported the proposal.
61. The expert from China mentioned their readiness to work on ADAS including items beyond ADASS.
62. The expert from OICA recalled the aim of this workstream, that was to address the limitations of UN Regulation No. 79 e.g. new functions not fitting in existing definitions in UN Regulation No. 79 or longitudinal requirements that would not really fit in a steering regulation. He supported, for this reason, that the task force would focus on ADASS.
63. The expert from the United States of America expressed reservations. He recalled that UN Regulation No. 79 was about steering; going beyond that scope would get the work of the task force close to the one of the IWG on FRAV. He mentioned that there might be areas where ADAS and ADS are well separated by clear lines but that others don’t, such as HMI. He mentioned that if the group deliver a new UN Regulation by September 2021, then the group would be well ahead of the IWG on FRAV, so that it could prejudice the IWG’s work. He also mentioned that anticipating work on a UN GTR derived from a UN Regulation did not make sense.
64. The expert from OICA stated that ADAS and ADS had different scopes and recalled that their respective scopes had been defined at WP.29 level in ECE/TRANS/WP.29/2018/2.
65. The expert from Canada expressed support to the position expressed by the United States of America. He requested that the session report reflected the concerns expressed in terms of organization, overlap and realistic timeframes.
66. GRVA took note of the reservations expressed, of the importance of coordination and adopted the proposal with the deletion of paragraph 2 in part C of the document, as reproduced in Annex IV to this report.

- Regarding paragraph 5.6.4.2.3.: While entering the eligible road, the driver may be distracted or annoyed by this “prominent” indication. His attention resources shall be totally available during this phase. So the system would switch automatically to standby mode when fulfilling these two conditions: reaching an eligible and regular lane of travel. This second condition may be fulfilled for example by implementing a suitable time delay or by a direct verification of the lane of travel. These criteria should be explained, agreed between the technical service and the vehicle manufacturer.

The expert from Japan, Co-Chair of the IWG on VMAD, presented GRVA-14-45 with a brief review of the group’s deliverables until June 2022, information regarding the change of the leadership of the VMAD subgroup four, suggestions for deliverables during the two years provided by the mandate extension by WP.29, and a report of the activities since the May 2022 session of GRVA (elaboration of GRVA-14-16, organization of future activities of the four subgroups, and the preparation of the suggestion for deliverables until June 2024). He listed the open issues addressed by each subgroup, he presented the proposed deliverables until June 2024 and he offered suggestions of the leadership team regarding the collaboration with the IWG on FRAV. He announced the invitation by Japan for FRAV and VMAD meetings in December 2022, including a joint session.
27. The experts from France, the Netherlands, and the United Kingdom of Great Britain and Northern Ireland asked for clarifications. GRVA endorsed the status report of the IWG on VMAD.

33. The Chair of GRVA introduced ECE/TRANS/WP.29/2022/57, with the proposal for the second iteration of the New Assessment / Test Method (NATM) – Master Document. He also introduced ECE/TRANS/WP.29/2022/58 amended by WP.29-187-08, a proposal for the NATM guideline for the validation of ADS. He presented WP.29-187-10, including the Guidelines and Recommendations concerning Safety Requirements for Automated Driving Systems. He presented ECE/TRANS/WP.29/2022/60, with the proposal for recommendations on uniform provisions concerning cyber security and software updates suitable for the purpose of the contracting parties to the 1958 and 1998 Agreements.
34. WP.29 congratulated GRVA for these achievements and endorsed the documents ECE/TRANS/WP.29/2022/57, ECE/TRANS/WP.29/2022/58 as amended by WP.29-187-08 ECE/TRANS/WP.29/2022/60 and WP-187-10. The Chair requested the secretariat to issue document WP-187-10 with an official symbol for the next WP.29 session.

The European Union, the recently proposed EU Cyber Resilience Act (CRA) will introduce a set of horizontal requirements aimed at strengthening cyber resilience for products across a large number of sectors. While the CRA is a significant legislative initiative, its generic nature might not fully address the specific needs of the automotive industry, in particular for L-category vehicles. UN Regulation No. 155 is already available, proven for the automotive industry, and fully compatible with the EU CRA requirements, making it a more suitable and focused solution for these vehicles.
