6. Referring to ECE/TRANS/WP.29/GRSG/2007/33 tabled by Germany on a new draft UN Regulation on frontal protection of buses, the expert from Norway presented GRSG-115-04 reiterating the need to enhance the protection and integrity of the compartment of the driver and any crew member of buses and coaches in case of a frontal collision. The expert from the United Kingdom reported on the rarity of statistical data available in his country on such accidents. He preferred receiving first some more research on causality data. The expert from Finland echoed that position and questioned if this subject was not a matter of passive safety falling under the responsibility of the Working Party on Passive Safety (GRSP). The expert from Germany was of the opinion that there are already a number of active safety systems available today.
7. Finally, GRSG agreed on the need to collect some accidentology data on frontal collisions of buses and coaches resulting in risks for the driver and/or crew member. The GRSG Chair invited all governmental experts to investigate on their national/regional statistical data and to provide the results to GRSG for consideration at its April 2019 session. GRSG agreed to keep GRSG-115-04 on the agenda as a reference document.

56. The expert from CLCCR introduced ECE/TRANS/WP.29/GRSG/2022/17 to amend the consolidated Resolution on the Construction of Vehicles (R.E.3) by clarifying the definition of a trailer/semi-trailer in case one or more trailer axles may be driven by a propulsion type integrated into the trailer (e.g. electric engine) in combination with the motor vehicle. The expert from United Kingdom remarked on an inconsistency in the text of the proposal between the contribution to the propelling forces of the vehicle combination at all speeds and the speed limit of 15 km/h. The expert from the Netherlands added that amending R.E.3. and Special Resolution No. 1 (S.R.1) would be just a first step because a number of UN Regulations also need amendment (e.g. UN Regulations Nos. 13, 55 and 100) to allow for the introduction of such semi-trailers and full-trailers.
57. Finally, GRSG agreed to resume discussion on this subject at its October 2022 session on the basis of a revised proposal superseding ECE/TRANS/WP.29/GRSG/2022/17.
32. The experts from CLCCR and CLEPA introduced GRSG-124-12 superseding ECE/TRANS/WP.29/GRSG/2022/17, to clarify the definition of a trailer/semi-trailer in case one or more trailer axles may be driven by a propulsion type integrated into the trailer (e.g. electric engine) in combination with the motor vehicle. The expert from the Netherlands expressed a study reservation on the proposal and recommended that parallel amendments be introduced in other UN Regulations such as UN Regulation No. 13 (Heavy vehicle braking). At the same time, he recalled to GRSG that UN Regulation No. 100 does not apply to trailer categories O3 and O4. GRSG agreed to resume discussion at its March 2023 session and requested the secretariat to distribute GRSG-124-12 with an official symbol.

41. The expert from the Republic of Korea introduced a presentation (GRSG-124-05) to explain a proposal of amendment to the UN Regulation (GRSG-124-04) to allow the use of a new technology (radiation warmer) as a heating system to maximize the energy efficiency of electric vehicles. The GRSG Chair requested experts to provide comments to the proposal that could, in future, also encompass other propulsion system like hydrogen. GRSG agreed to resume discussion at its March 2023 session and requested the secretariat to distribute GRSG-124-04 with an official symbol. 75. The Chair of GRSG presented two new UN Regulations, UN Regulation No. [166] on Vulnerable Road Users in Front and Side Close Proximity (ECE/TRANS/WP.29/2022/139) and UN Regulation No. [167] on Vulnerable Road Users (VRU) Direct Vision (ECE/TRANS/WP.29/2022/140/Rev.1). He highlighted that the proposal in document, ECE/TRANS/WP.29/2022/139 aimed to enhance driver awareness, e.g. with devices including mirrors and/or camera monitor systems, making that regulation technology neutral. For the document ECE/TRANS/WP.29/2022/140/Rev.1, he noted that the proposed new UN Regulation allows for better views on trucks to address the risks posed to VRUs. The World Forum considered the proposals under agenda items 4.13.1 and 4.13.2 and recommended their submission to AC.1 for voting.
76. The representative of the Republic of Korea made a statement regarding agenda item 4.13.1. He noted that the Republic of Korea was taking various measures to prevent traffic accidents involving vulnerable road users, such as lowering urban speed limits, enforcing drivers to make a full stop at a crosswalk regardless if pedestrians are present, and extending AEBS requirements to all vehicles including passenger cars.
77. He added that the proposal for the new UN Regulation was going to enhance drivers’ awareness of vulnerable road users at the front and sides of vehicles and it was anticipated to help reducing accidents involving pedestrians.
78. He further highlighted that, in a similar way, the Acceleration Control for Pedal Error (ACPE) proposed at the fourteenth GRVA meeting would help preventing accidents caused by drivers’ mistakes. He concluded that the Republic of Korea fully supported the proposal and was going to actively participate in the discussion group.
79. The representative of the European Union informed WP.29 that the European Union would not mandate UN Regulation No. [166] for the purpose of the EU whole vehicle type approval.

UN R160: Proposal for Supplement 2
Description
|
Proposal from the EDR/DSSAD informal group to revise and clarify the acceleration data accuracy for the lateral and longitudinal acceleration data elements and introduce procedures to verify compliance of the acceleration data with the acceleration sensor accuracy specifications. The proposal is based on the following considerations: - There are multiple ways in which the acceleration data accuracy tolerance can be applied. This can potentially lead to different interpretations when applied by type-approval authorities. For clarity, the accuracy tolerance is specified as “+/- 10 per cent of the full range of the accelerometer used in the ECU containing the EDR function”.
- The proposal enables a component test (including a time-shifting algorithm to address differences in sampling rates between an EDR and bench test) to address difficulties in verifying acceleration sensor accuracy under vehicle crash tests.
- The proposal adds a footnote to clarify that the manufacturer has discretion (option) over the format for lateral acceleration data in rollover event because such data is not recorded using the lateral airbag deployment sensors.
- The proposal adds Annex 6 on the verification procedure with an illustration of the tolerance corridor for lateral and longitudinal acceleration.

EDR for heavy vehicles: Proposal for a new UN Regulation
Description
|
- Proposal from the EDR/DSSAD informal group to enable the type approval of medium and heavy vehicles with regard to the minimum collection, storage, and crash survivability of crash-event data of their event data recorders. The performance elements do not include specifications for data retrieval tools and methods which are subject to national or regional requirements.
- The purpose of these performance elements is to ensure that EDR record, in a readily usable manner, data valuable for effective crash investigations and for analysis of safety equipment performance. These data elements aim to improve understanding of the circumstances in which crashes and injuries occur and facilitate the development of safer vehicle designs. In this context, crashes should be understood as involving property damage and/or personal harm, including that of vulnerable road users involved in the events.
- Contracting Parties may but are not required to make EDR requirements mandatory for M2, M3, N2 and N3 vehicles.
