37. GRSG considered the proposal for Supplement 1 to the 05 series of amendments to UN Regulation No. 110 (CNG and LNG vehicles) in GRSG-123-02-Rev.1 (superseding ECE/TRANS/WP.29/GRSG/2022/12) to overcome the lack of design qualification tests within UN Regulation No. 110 to determine that a temperature activated Pressure Relief Device (PRD) would consistently activate in a timely manner. GRSG agreed to resume discussion at its October 2022 session based on a new official proposal drafted by a Task Force coordinated by the expert of NGVA Europe. GRSG also agreed, in case a new proposal was not submitted by the deadline for official documents, that the secretariat would distribute GRSG-123-02-Rev.1 with an official symbol.

75. The Chair of GRSG presented two new UN Regulations, UN Regulation No. [166] on Vulnerable Road Users in Front and Side Close Proximity (ECE/TRANS/WP.29/2022/139) and UN Regulation No. [167] on Vulnerable Road Users (VRU) Direct Vision (ECE/TRANS/WP.29/2022/140/Rev.1). He highlighted that the proposal in document, ECE/TRANS/WP.29/2022/139 aimed to enhance driver awareness, e.g. with devices including mirrors and/or camera monitor systems, making that regulation technology neutral. For the document ECE/TRANS/WP.29/2022/140/Rev.1, he noted that the proposed new UN Regulation allows for better views on trucks to address the risks posed to VRUs. The World Forum considered the proposals under agenda items 4.13.1 and 4.13.2 and recommended their submission to AC.1 for voting.
76. The representative of the Republic of Korea made a statement regarding agenda item 4.13.1. He noted that the Republic of Korea was taking various measures to prevent traffic accidents involving vulnerable road users, such as lowering urban speed limits, enforcing drivers to make a full stop at a crosswalk regardless if pedestrians are present, and extending AEBS requirements to all vehicles including passenger cars.
77. He added that the proposal for the new UN Regulation was going to enhance drivers’ awareness of vulnerable road users at the front and sides of vehicles and it was anticipated to help reducing accidents involving pedestrians.
78. He further highlighted that, in a similar way, the Acceleration Control for Pedal Error (ACPE) proposed at the fourteenth GRVA meeting would help preventing accidents caused by drivers’ mistakes. He concluded that the Republic of Korea fully supported the proposal and was going to actively participate in the discussion group.
79. The representative of the European Union informed WP.29 that the European Union would not mandate UN Regulation No. [166] for the purpose of the EU whole vehicle type approval.
27. The expert from EC introduced, through a presentation (GRSG-123-30), the draft new UN Regulation No. XXX of VRU-Proxi on Direct Vision (ECE/TRANS/WP.29/GRSG/2022/7 and GRSG-123-09 amending it). He underlined that the new draft UN Regulation would enhance the direct visibility of vulnerable road users from the driver seat, by reducing to the greatest possible extent the blind spots in front of and to the side of the driver. As a follow-up to the EC presentation, the expert from Germany remarked that driver’s behaviour and skills to judge critical situations without technical assistance is increasingly important since more than 90 per cent of road accidents are estimated to result from some level of human error. Therefore, he introduced GRSG-123-08, to ensure among others, that automated vehicles are equipped with the technology to support the driver especially during low-speed manoeuvres. The expert from AAPC endorsed, in principle, the proposal but suggested replacing the term “automated vehicle” with “VRU collision system”. The expert from the United States of America supported the proposal but suggested sending it to IWG on Functional Requirements for Automated Vehicles (FRAV) to verify the consistency with already defined terminology. The expert from the United Kingdom expressed concern for the late submission of the document introducing substantive changes to the draft UN Regulation and seemingly introducing alternative technology. He therefor suggested discussion of GRSG-123-08 at another stage. The expert from Germany suggested discussing the document with the Automated/Autonomous and Connected Vehicles Working Group (GRVA) to determine consistent definitions. The expert from EC replied that the approach proposed by GRSG-123-08 was not new and not endorsed by the majority of contracting parties because the IWG mandate was for a unique technology for direct vision. The experts from Denmark, France, the Netherlands and the United Kingdom supported the position of EC to adopt the draft UN Regulation and discuss GRSG-123-08 at the October 2022 session of GRSG. The expert from the Russian Federation assumed that the new UN Regulation would apply to large trucks and buses (M3 and N3 categories of vehicles) according to the design configuration of the vehicle. The expert from EC confirmed it and clarified that there were options and protocols for manufacturers to follow also for small buses and trucks (N1, N2, M1 and M2). The expert from OICA acknowledged the merit of the proposal. However, he pointed out the issue of lack of harmonization of the three-dimensional point machine to correctly implement the proposed UN Regulation. The expert from Sweden supported the draft new UN Regulation. However, in his view, application on long vehicles would be challenging particularly in view of the changes proposed in GRSG-123-08.
28. GRSG adopted ECE/TRANS/WP.29/GRSG/2022/7 as amended by annex VII to the session report. The secretariat was requested to submit the proposal as draft new UN Regulation No. XXX (VRU Direct Vision) to WP.29 and AC.1 for consideration and vote at their November 2022 sessions.
29. GRSG agreed to send GRSG-123-08 to IWG VRU-Proxi for further elaboration and resume discussion at its October 2022 session for possible amendments to the official proposal to WP.29 of new UN Regulation No. XXX (VRU Direct Vision).
30. GRSG agreed to send GRSG-123-25 and GRSG-123-26, tabled by the expert from Spain, to IWG VRU-Proxi for further elaboration.

19. The expert from Japan on behalf of IWG on VRU-Proxi introduced GRSG-123-15-Rev.1, superseding ECE/TRANS/WP.29/GRSG/2022/10 to clarify the type-approval testing process. The expert from the United Kingdom argued that in paragraph 16.1.3.1., the current terminology “permanent” would potentially relieve the responsibility of drivers in case of an accident involving vulnerable road users. The experts from the Netherlands and the United Kingdom agreed. Therefore, GRSG discussed GRSG-123-31, to provide two alternative texts, among others, to paragraph 16.1.3.1. and also to avoid subjectivity of the term “obstruction” as proposed by the expert from France (second alternative sentence in square brackets). The expert from EC endorsed the sentence proposed by the expert from France. The expert from Japan proposed to further discuss the proposal within IWG.
20. GRSG adopted ECE/TRANS/WP.29/GRSG/2022/10 as amended by annex IV to the report (GRSG-123-15-Rev.1). The secretariat was requested to submit the proposal as draft Supplement 2 to the original version of UN Regulation No. 158 (Reversing motion) to WP.29 and AC.1 for consideration and vote at their November 2022 sessions. Moreover, GRSG agreed to submit GRSG-123-31 to IWG VRU-Proxi, for a possible amendment of paragraph 16.1.3.1. that would amend the draft Supplement 2 to the original version of UN Regulation No. 158. Consideration would eventually be at its October 2022 session.
12. GRSG resumed consideration of the new UN Regulation No. [165] on reverse warning, with reference to UN Regulation No. 158 as the requirements for the pause switch. However, a proposal was yet to be provided by GRSG on this subject. GRSG also recalled that it was agreed to submit a proposal (GRSG-123-31) to IWG VRU-Proxi, for a possible amendment of paragraph 16.1.3.1. which would amend draft Supplement 2 to the original version of UN Regulation No. 158, that had been submitted for consideration and vote at the November 2022 sessions of AC.1 and WP.29 (ECE/TRANS/WP.29/2022/123). The expert from Japan informed GRSG that proposal had not yet been provided by IWG VRU-Proxi. Therefore, GRSG considered GRSG-124-29, tabled by the experts from France and Japan, proposing to remove the amendment of paragraph 16.1.3.1. since the opportunity for temporary obstruction without any countermeasure preserving safety was not acceptable. While awaiting a further proposal from the IWG, GRSG adopted GRSG-124-29. The secretariat was requested to submit ECE/TRANS/WP.29/2022/123 as amended by GRSG-124-29 (ECE/TRANS/WP.29/2022/123/Rev.1), deleting the proposed amendment to paragraph 16.1.3.1., for consideration and vote at the November 2022 sessions of WP.29 and AC.1. In the meantime, GRSG expected to consider at its March 2023 session, a new proposal of amendments to paragraph 16.1.3.1., revised by IWG VRU-Proxi.

24. The expert from Japan introduced, through presentation (GRSG-123-17), the new draft UN Regulation on awareness of VRU-Proxi who are in the front and lateral side proximity of vehicles (ECE/TRANS/WP.29/GRSG/2022/6 and GRSG-123-18 amending it).
25. GRSG adopted ECE/TRANS/WP.29/GRSG/2022/6 as amended by annex VI to the report. The secretariat was requested to submit the proposal as the draft new UN Regulation No. XXX (VRU in Front and Side Close Proximity) to WP.29 and AC.1 for consideration and vote at their November 2022 sessions. The expert from EC welcomed the proposal and clarified that this new UN Regulation would not become mandatory in the European Union in the near future, but most likely in a farther future.
26. GRSG agreed to consider a proposal of amendment (supplement/new series of amendments) at its October 2022 session, announced by the expert of the Russian Federation, to the new UN Regulation No. XXX (VRU in Front and Side Close Proximity).

28. The expert from the Netherlands, on behalf of IWG on Field of Vision Assistant (FVA) of Drivers, introduced the IWG status report (GRSG-124-08). He confirmed that the next phase of the work would plan a draft new UN Regulation on FVA for all vehicle categories and update UN Regulation No. 125 (separating out the FVA section). Moreover, he added that in a future third phase, vehicle category L would be included as well as a possible update of UN Regulation No. 22 (Safety helmets). Finally, he introduced ECE/TRANS/WP.29/GRSG/2022/27 and GRSG-124-09-Rev.1 amending it, aimed at clarifying the switch off provisions of an FVA system in case of a backing event. GRSG adopted ECE/TRANS/WP.29/GRSG/2022/27 as amended by annex V to the session report. The secretariat was requested to submit the proposal as draft Supplement 2 to the 02 series of amendments to UN Regulation No. 125, for consideration and vote at the March 2023 sessions of WP.29 and AC.1.

56. The expert from CLCCR introduced ECE/TRANS/WP.29/GRSG/2022/17 to amend the consolidated Resolution on the Construction of Vehicles (R.E.3) by clarifying the definition of a trailer/semi-trailer in case one or more trailer axles may be driven by a propulsion type integrated into the trailer (e.g. electric engine) in combination with the motor vehicle. The expert from United Kingdom remarked on an inconsistency in the text of the proposal between the contribution to the propelling forces of the vehicle combination at all speeds and the speed limit of 15 km/h. The expert from the Netherlands added that amending R.E.3. and Special Resolution No. 1 (S.R.1) would be just a first step because a number of UN Regulations also need amendment (e.g. UN Regulations Nos. 13, 55 and 100) to allow for the introduction of such semi-trailers and full-trailers.
57. Finally, GRSG agreed to resume discussion on this subject at its October 2022 session on the basis of a revised proposal superseding ECE/TRANS/WP.29/GRSG/2022/17.

20. GRSG considered documents prepared by the Task Force on UN Regulation No 110: (a) ECE/TRANS/WP.29/GRSG/2022/23 that introduces the minimum opening set pressure of the primary Liquid Natural Gas (LNG) relief valve, (b) ECE/TRANS/WP.29/GRSG/2022/24 and (c) ECE/TRANS/WP.29/GRSG/2022/25 that updates the existing requirements for CNG/LNG fuelled components. The expert from OICA proposed that the three documents be combined together as a new series of amendments. Therefore, he introduced GRSG-124-31-Rev.1, consolidating the three proposals and amending ECE/TRANS/WP.29/GRSG/2022/24. GRSG adopted ECE/TRANS/WP.29/GRSG/2022/23, ECE/TRANS/WP.29/GRSG/2022/24 and ECE/TRANS/WP.29/GRSG/2022/25 as amended by annex II to the session report. The secretariat was requested to submit the combined document of the three proposals as the 06 series of amendments to UN Regulation No. 110 for consideration and vote at the March 2023 sessions of AC.1 and WP.29.

53. The expert from France recalled that para. 9.3. of UN Regulation No. 34 is not yet transposed in the UN Regulation No. 153. He therefore suggested joint activity on this proposal with GRSP to ensure alignment between the GTRs and UN Regulations. The Expert from the Russian Federation suggested a postponement of the revision of the documents GRSG-122-10 and GRSG-122-15 because the Russian Federation currently does not apply UN Regulation No. 153 and will need time to review these documents.
54. Following a detailed technical discussion from the experts from France, the Russian Federation, The European Commission and OICA with regarding the paragraph that is yet to be transposed in the UN Regulation No. 153, GRSG suggested document GRSG-122-10 be converted into an official document for reconsideration in the 123rd session of GRSG in March 2022. GRSG also suggested current document ECE/TRANS/WP.29/GRSG/2021/19 be reviewed and submitted for reconsideration at the 123rd session of GRSG as official document ECE/TRANS/WP.29/GRSG/2021/19/Rev.1.

29. The expert from Japan, on behalf of the IWG on awareness of Vulnerable Road Users proximity in low-speed manoeuvres (VRU-Proxi), introduced GRSG-122-19 (an explanation of document GRSG-122-16) a new regulation proposal on uniform provisions concerning the approval of devices and motor vehicles regarding the driver’s awareness of vulnerable road users existing front and lateral side proximity of vehicles. He explained the aim of the proposal, was to combine the effectiveness of various detection systems to mitigate the road traffic fatalities by improving the detection of pedestrians using the different systems.
30. The expert from OICA referring to document GRSG-122-19, said the presentation didn’t include data on pedestrian accidents caused by L category vehicles and asked if all pedestrian accidents in Japan only involved M1 and N1 vehicles. She also questioned the minimum age of pedestrians in the report, which was pegged at 5 years old stating pedestrians less than 5 years were not included in the report. The expert from Japan explained the focus of his presentation only included pedestrian fatalities caused by L category vehicles. He further explained the reason for the 5 years age limit is pedestrians below this age, are mostly accompanied by adults.
31. GRSG considered GRSG-122-16 and GRSG-122-19 and requested its submission as an official document for the 123rd session of GRSG.

32. The expert from the European Commission, from the IWG on VRU-Proxi presented documents GRGS-122-24 and GRSG-122-25-Rev.1, a proposal for a new UN Regulation on uniform provisions concerning the approval of motor vehicles regarding their direct vision. He explained the scope of this Regulation covers field vision for trucks and buses with an aim to improve direct vision and enhance direct visibility of pedestrians and cyclists by reducing to the greatest extent, the blind spot in front and to the side of the driver.
33. The expert from Germany commended the presentation from the European Commission and supported this proposal. The expert from Sweden expressed concerns on this proposal specifically relating to high-capacity transport vehicles.
34. The expert from OICA made extensive technical contribution to this presentation and proposed changes be made to impact the design of the cabs and highlighted that the proposal should take into consideration future design of cabs and not focus on current design. She emphasized that the text was not design and technology neutral and consideration should be given to other design possibilities and technological advancement. The expert from France supported the design neutral approach proposed by OICA however, he said consideration needs to be given to articles of the general safety Regulation therefor, this item be further discussed and reviewed in the taskforce.
35. The Chair of GRSG acknowledged the feedback and invited other Contracting Parties to study this proposal in-depth with an aim to give timely feedback to the IWG on VRU-Proxi to enable the IWG meet the deadline for submission for 123rd session of GRSG. GRSG considered document GRSG-122-24 and requested it be reviewed and presented as a formal document in the next session of GRSG for further discussion.
76. The representative of the Republic of Korea made a statement regarding agenda item 4.13.1.

42. The expert from Germany, from the IWG on VRU-Proxi, introduced documents GRSG-122-18 and GRSG-122-20, a proposal for amendments to UN Regulation No. 151 (Blind Spot Information Systems). The expert from OICA proposed the documents be reviewed by a native English speaker to ensure the administrative part of the report is free of errors or misinterpretations.
43. The expert from Australia asked if the proposal would require retesting for multiple configurations and if the testing requirements were dependent on the BSIS. The expert from Germany explained the testing proposed is extensive, but the intention is to have limited testing, and this would be reflected in the document upon further review.
44. GRSG considered document GRSG-122-18 and requested its submission as an official document at the 123rd session of GRSG.
45. The expert from CLEPA on behalf of the IWG on VRU-Proxi presented documents GRSG-122-26 and GRSG-122-27, a proposal for supplement to UN Regulation No. 151 (Blind Spot Information System). The expert from Germany supported this proposal and indicated interest to support the work on this document with OICA with an aim to bring the documents GRSG-122-18 and GRSG-122-26 into one formal document.
46. The expert from the Netherlands referring to GRSG-122-26 referring to a text that concerns the exception for auxiliary equipment, stated this exception needs to be reflected on the Type approval document to indicate vehicle making use of the exemption. The colleagues from Finland, CLEPA and Secretariat had an extensive technical discussion regarding some texts in the proposal. The Chair suggested the texts in the proposal be reviewed further before the next session of GRSG.
47. GRSG considered the documents GRSG-122-18 and GRGG-122-26 and requested the expert from IWG on VRU-Proxi and the expert from Germany to produce one formal document for consideration at the 123rd session of GRSG in March 2022.
17. The expert from Germany on behalf of IWG on VRU-Proxi introduced ECE/TRANS/WP.29/GRSG/2022/9 and GRSG-123-10-Rev.1 amending it. He explained that the proposal: would solve issues on some vehicle configurations for which BSIS may not work correctly (e.g. because of the vehicle body, the vehicle use), would allow more flexibility for system design and would pave the way for introducing automated brake functions.
18. GRSG adopted ECE/TRANS/WP.29/GRSG/2022/9 as amended by annex III to the session report. The secretariat was requested to submit the proposal as draft Supplement 4 to the original version of UN Regulation No. 151 (Blind Spot Information Systems) to WP.29 and AC.1 for consideration and vote at their November 2022 sessions.

49. The expert from OICA presented document GRSG-122-39, a proposal to amend UN Regulation No. 158. The experts from the European Commission, Germany and Japan supported this however, the expert from Japan suggested the proposal be used for technical services to define Type Approval.
50. GRSG considered documents GRSG-122-17 and GRSG-122-39, proposals for amendments to UN Regulation No. 159 and requested the secretariat to issue it as an official document for the 123rd session of GRSG.

UN R110: Proposal for Supplement 1 to the 05 of Amendments (NGVA Europe)
Description
|
Proposal defines the working pressure for an LNG tank to be the primary relief valve setting (paragraph 4.4.), without stating a minimum value of the said relief valve. If a vehicle has an on-board tank with a primary relief valve that opens at a lower pressure than that at which the filling station is set to stop, the primary relief valve will open during refueling and this is an obvious safety risk.
