The World Forum recommended their submission to AC.1 for voting.
5. GRSG reviewed the proposals by IWG on EDR/DSSAD for Guidance on Event Data Recorder (EDR) Performance Elements Appropriate for Adoption in 1958 and 1998 Agreements (ECE/TRANS/WP.29/2020/100, as amended by GRSG-120-01 and GRSG-120-05), for a new UN Regulation on Event Data Recorder (ECE/TRANS/WP.29/2020/123, as amended by GRSG-120-02 and GRSG-120-05), and for a new 01 series of amendments to the new UN Regulation on Event Data Recorder (GRSG-120-03 and GRSG-120-05).
6. The expert from AAPC introduced document GRSG-120-06, on data elements for EDR. GRSG took note of the matters raised by the expert.
7. Following detailed technical discussions, including comments from experts from, Belgium, Germany, Italy, Japan, Netherlands, United Kingdom of Great Britain and Northern Ireland, United States of America, the European Commission, the AAPC and OICA, GRSG requested the secretariat to issue a consolidated version of amendments to document ECE/TRANS/WP.29/2020/100, proposal for Guidance on Event Data Recorder (EDR) Performance Elements Appropriate for Adoption in 1958 and 1998 Agreements Resolutions or Regulations, based on informal documents GRSG-120-01 and GRSG-120-05, as an official document with the unsolved elements between square brackets for consideration at the March 2021 WP.29 session.

GRSG adopted amendments to document ECE/TRANS/WP.29/2020/123, proposal for a new UN Regulation on Event Data Recorder, based on informal documents GRSG-120-02 and GRSG-120-05 and requested the secretariat to submit it as official document to WP.29 and AC.1 for consideration and vote at their March 2021 sessions.
9. Following detailed technical discussions, including comments from experts from, Belgium, Germany, Italy, Japan, Netherlands, United Kingdom of Great Britain and Northern Ireland, the European Commission and OICA, GRSG adopted a proposal for 01 series of amendments to the new UN Regulation on Event Data Recorder, based on informal documents GRSG-120-03 and GRSG-120-05 with square brackets removed related to the additional data elements (pages 22 and 23 of document GRSG-120-03) and requested the secretariat to submit it as official document to WP.29 and AC.1 for consideration and vote at their March 2021 sessions.
10. As the European Commission request to align transitional provisions with the dates provided by the EU General Safety Regulation did not find support by the other intervening contracting parties during the session, their representative envisaged that a related informal document would be provided by the European Commission to WP.29 for consideration at its March 2021 sessions, subject to the outcome of European Union internal process.

15. The expert from Spain, Chair of the IWG on Safer Transport of Children and Busses and Coaches (IWG-STCBC) that is working under the mandate of the Group of Experts on Passive Safety (GRSP), presented the latest activities of the IWG (GRSP-68-03). He explained that the group was examining different configurations of testing (e.g.: seating position, Q-dummies with or without CRS, types of CRS) considering bus requirements (UN Regulations No. 80 and 107). He stated that the progress of the work in terms of the initially envisaged timeline had been delayed due to COVID-19 circumstances.
16. The secretary of GRSP thanked the Chair of the IWG on STCBC on introducing the topic. He informed GRSG about discussions that took place at GRSP upon presentation of the report of the activities of the IWG on STCBC at the December 2020 session of GRSP (ECE/TRANS/WP.29/GRSP/68, para. 33).
17. The expert from OICA presented the position paper of OICA regarding the activities of the IWG on STCBC (GRSG-121-02). He recapped the activities of the IWG that had been in progress, introduced OICAs observations concerning the work of the IWG and presented a list of questions in this respect that OICA had drafted for GRSG consideration. The expert from OICA also introduced a presentation (GRSG-121-03), which expanded the observations of her organization regarding the activities of the IWG on STCBC and arguing on the consequences of considering UN Regulation No. 129 (Enhanced Child Restraint Systems (ECRS) provisions for installation of ECRS on buses (e.g. seat spacing and further loss of seats in the vehicle) that in her opinion were not compatible with bus interior arrangements.
18. GRSG took note of the information presented by the expert from OICA. The Chair of GRSG thanked OICA for providing the organizations views on the activities and possible outcomes of the work of the IWG on STCBC. He invited GRSP to provide GRSG with their conclusions and recommendations in this respect, prior to moving forward in addressing the observations and questions put forward by OICA. He also suggested to consider the possibilities of built-in (incorporated into bus seats) child restraint systems to cope to some of the issues indicated by the expert from OICA.
19. The expert from CLEPA, secretary of the IWG on STCBC, presented document GRSG-121-33, which contained CLEPA’s comments to the OICA position paper (GRSG-121-02). He also confirmed that the IWG on STCBC would consider the above-mentioned suggestion of the Chair of GRSG.
20. The expert from Germany called on, given the activities and responsibilities of GRSG in the context of regulating the construction of buses and coaches, a strong exchange and cooperation between the IWG on STCBC and GRSG, also in investigating the extent of the impact of the work of the IWG on STCBC in the context of UN Regulation No. 107. He also recalled GRSG that the issue of securing children on buses was a longstanding discussion held in GRSP. He added that experts of this Working Group agreed to resume discussion on this issue once that UN Regulation No. 129 had been finalized.
21. The expert from OICA called on the participation of GRSG experts in the work of the IWG on STCBC, underlining the relevance of UN Regulations under the purview of GRSG to the work of the IWG on STCBC and the expertise of GRSG experts in terms of the construction of buses and coaches.
22. Upon a further technical discussion, with comments from experts representing France, Germany, CLEPA and OICA, the Chair of GRSG invited experts of GRSG to actively participate in the work of the IWG on STCBC, and for the coordination of activities in this respect between GRSG and GRSP, in order to ensure the safest possible transport of children in buses and coaches, while simultaneously finding solutions to avoid major consequential impacts on the structure of buses and coaches. He invited the IWG on STCBC to update GRSG on the progress of its work at the next session of GRSG in October 2021.

32. The expert from the European Commission, Co-Chair of the GRSG IWG on awareness of Vulnerable Road Users proximity in low speed manoeuvres (VRU-Proxi), presented a proposal for the revised Terms of Reference and Rules of Procedure of the IWG, for the purpose of facilitating the completion of additional work within the IWG concerning a draft regulatory proposal on driver’s visibility and system detection of VRUs.
33. The expert from OICA expressed concern that it would be challenging to meet the deadlines envisaged within the work of the IWG addressing Direct Vision. She also stated that there were opposing views within the IWG on approaches for Direct Vision. She emphasised that OICA urged GRSG to request that the IWG on VRU-Proxi make a transparent communication on the consequences of the proposed technical requirements on the future vehicle fleets. She invited the contracting parties members of GRSG to attend the meetings of the IWG on VRU-Proxi, or alternatively to provide guidance, and called on the Contracting Parties, members of GRSG, to clarify their positions about the proposed technical requirements for the 122nd session of GRSG in October 2021 (GRSG-121-40).
34. The expert from the European Commission, Co-Chair of the GRSG IWG on VRU-Proxi informed GRSG that the IWG was still discussing threshold values for N category vehicles concerning how far in front of or to the side of the cab of a truck should pedestrians be directly visible to the driver. He added that those threshold values were very important because a decision on those may impact the core design of cabs of the trucks. He added that the test protocol in this respect had also not been finalized yet. The expert urged Contracting Parties to provide their views on the matter of thresholds and blind spots and participate in the work of the IWG. He announced that the IWG would prepare a state of play, to be presented at the next meeting of GRSG, including on what the test protocol is and what the effects of different thresholds are.
35. The expert from Germany stated that not all CPs had decided preferred threshold values. He added that it was too early for Germany to decide on threshold values because the test procedure had not been defined, as a result of which acceptable limits at the front and the side of the vehicle to detect a pedestrian could not be evaluated.
36. The Chair of GRSG emphasized that the IWG on VRU-Proxi should consider the consequence when proposing amendments to technical requirements. The IWG should reflect on possible solutions, to redesign the cabin, or to use technology that would help remove blind spots and have a situation that would require fewer changes to the cabin but more changes in the technology. He asked the IWG to provide possible alternatives, and urged Contracting Parties to actively participate and provide their inputs to the work of the IWG.
37. The expert from the European Commission, Co-Chair of the GRSG IWG on VRU-Proxi stated that the next meeting (18th) of the IWG on VRU-Proxi would be a two-day session, on 26 and 28 April 2021. He invited OICA to state their position at the meeting of the IWG. He also invited all CPs to take part in the meeting.
38. Following detailed technical discussions and comments from France, Germany, the United Kingdom of Great Britain and Northern Ireland, the European Commission and OICA, GRSG invited Contracting Parties to actively participate in the work of the IWG on VRU-Proxi, and adopted GRSG-121-11, the revised Terms of Reference and Rules of Procedures for the IWG on VRU-Proxi (Annex IV).

The expert from OICA informed GRSG about the progress of work and discussions that had taken place at meetings of the Task Force on Key Definition (GRSG-119-28), related to the definition and other aspects of “Digital Key”. She explained the need to further develop the proposal for amendments to UN Regulation No. 116 (ECE/TRANS/WP.29/GRSG/2020/24), as there was still a need to reach consensus on several open matters, as listed in GRSG-119-28. In this respect, the aim of the Task Force was to submit a revision of the official document (ECE/TRANS/WP.29/GRSG/2020/24) to the April 2021 session of GRSG. She invited delegates to submit proposals and comments to the Task Force.
51. GRSG decided to continue consideration of document ECE/TRANS/WP.29/GRSG/2020/24, concerning the definition of keys, on the basis of a revised proposal, at its April 2021 session.

The expert from the European Commission recalled discussions by GRSG experts under the agenda item 11 at the 118th session of GRSG (see: ECE/TRANS/WP.29/GRSG/98), which resulted in the deferral of consideration of the proposal for Supplement 2 to the 01 series of amendments to Regulation No. 125 (ECE/TRANS/WP.29/GRSG/2020/11) and of document GRSG-118-26 amending the official proposal, to the current session of GRSG. The objective of the proposal was to extend the scope of the UN Regulation No. 125 to allow for the possibility to apply field of vision prescriptions to N1 category vehicles.
55. The expert of OICA introduced the updated proposal for Supplement 2 to the 01 series of amendments to Regulation No. 125 (ECE/TRANS/WP.29/GRSG/2020/31 (based on ECE/TRANS/WP.29/GRSG/2020/11 as amended by GRSG-118-26)), and document GRSG-119-23 amending the proposal.
56. Following detailed technical discussions, including further comments from experts from Germany, Japan, the Netherlands, United Kingdom of Great Britain and Northern Ireland, the European Commission and OICA, GRSG decided to defer considerations related to amendments to UN Regulation No. 125, based on a revised text of ECE/TRANS/WP.29/GRSG/2020/31 and incorporating GRSG-119-23, to its April 2021 session.
98. The expert from the Netherlands on behalf of the GRSG Task Force on Field of Vision Assistant (FVA), presented document ECE/TRANS/WP.29/GRSG/2021/31, Proposal for supplement 1 to the 02 series of amendments of UN Regulation No. 125.
99. GRSG adopted ECE/TRANS/WP.29/GRSG/2021/31 and requested its submission to WP.29 and AC.1 for voting in their March 2022 sessions.

Following his presentation, The Chair of GRSG inquired from the expert from Germany if he supported the proposal from OICA. The expert from Germany stated his support for the proposal with the exclusion of paragraph “22.26. “
38. The expert from Australia introduced himself as the current representative for GRSG but explained he is a participation in GRSG was new and transitory as plans are in place to have a permanent expert from Australia. He pointed out a typographical error in paragraph 6.2.2.1.2. of the document, GRSG-122-08. He recalled that transitional provision under Article 1 of 1958 Agreement state that Contracting Parties applying a UN Regulation are expected to accept the latest version of the Regulation and asked if these Regulations go contrary to the treaty?
39. The expert from OICA clarified this by informing the expert from Australia that transitional provision is aligned to the guidance of the provisions in document ECE/TRANS/WP.29/2044/Rev.3 and the 1958 Agreement does not require Contracting Parties to apply the latest series of amendment.
40. The experts from OICA, Sweden, Germany, Netherlands engaged in a detailed discussion concerning paragraphs “22.23.” and “22.26.” of document GRSG-122-08 and agreed to exclude paragraph “22.26.” from the informal document GRSG-122-08.
41. GRSG adopted document ECE/TRANS/WP.29/GRSG/2021/18 as amended by GRSG-122-08 (without paragraph 22.26.) and agreed for its submission at the March 2022 sessions of WP.29 and AC.1.

The expert from France, Chair of the IWG on BMFE introduced document GRSG-122-05, a proposal for the 10 series of amendment to UN Regulation No. 107, aimed at increasing the safety of M2 and M3 vehicles in case of fire by improving their general construction with regard to evacuation time. This proposal amends the working document referenced ECE/TRANS/WP.29/GRSG/2021/17.
6. The expert from of Italy appreciated done by IWG on BMFE however, he expressed some reservations regarding the test specifications on the proposal and requested that the tests described in the proposal be more specific. The experts from Germany, Norway, Switzerland, Sweden, and the European Commission indicated their support. The expert from OICA commended the effort from the IWG stating proposal made a good compromise to all Contracting Parties and proposed the text be adopted be revisited in future to improve on the test specification when there are more reference materials to update this proposal.
7. GRSG adopted document ECE/TRANS/WP.29/GRSG/2021/17, as amended by GRSG-122-05, and requested its submission an official document to WP.29 and AC.1 for consideration and vote at their March 2022 sessions.

59. The expert from the Russian Federation introduced GRSG-122-41, Proposal for Supplement 1 to the 02 series of amendments to UN Regulation No. 66 (Strength of superstructure (buses)).
60. The expert from OICA introduced document GRSG-122-02, which is a document containing comments from OICA to the updated proposal of the Russian Federation for an amendment to UN Regulation No. 66 (ECE/TRANS/WP.29/GRSG/2021/23). The expert from OICA informed GRSG that there was no supplement to the 01 series of amendment and proposed a harmonized solution for GRSG to establish a taskforce.
61. The expert from France supported the proposal from the Russian Federation and stated they had similar views to that of OICA regarding their concerns on the series of amendment. The experts from the Netherlands and Belgium both agreed with France.
62. GRSG decided to establish a taskforce chaired by the Russian Federation and invited participation from interested parties to fine-tune the proposals for amendments made to UN Regulation No. 66.

15. The expert from Spain, Chair of the IWG on Safer Transport of Children and Busses and Coaches (IWG-STCBC) that is working under the mandate of the Group of Experts on Passive Safety (GRSP), presented the latest activities of the IWG (GRSP-68-03). He explained that the group was examining different configurations of testing (e.g.: seating position, Q-dummies with or without CRS, types of CRS) considering bus requirements (UN Regulations No. 80 and 107). He stated that the progress of the work in terms of the initially envisaged timeline had been delayed due to COVID-19 circumstances.
16. The secretary of GRSP thanked the Chair of the IWG on STCBC on introducing the topic. He informed GRSG about discussions that took place at GRSP upon presentation of the report of the activities of the IWG on STCBC at the December 2020 session of GRSP (ECE/TRANS/WP.29/GRSP/68, para. 33).
17. The expert from OICA presented the position paper of OICA regarding the activities of the IWG on STCBC (GRSG-121-02). He recapped the activities of the IWG that had been in progress, introduced OICAs observations concerning the work of the IWG and presented a list of questions in this respect that OICA had drafted for GRSG consideration. The expert from OICA also introduced a presentation (GRSG-121-03), which expanded the observations of her organization regarding the activities of the IWG on STCBC and arguing on the consequences of considering UN Regulation No. 129 (Enhanced Child Restraint Systems (ECRS) provisions for installation of ECRS on buses (e.g. seat spacing and further loss of seats in the vehicle) that in her opinion were not compatible with bus interior arrangements.
18. GRSG took note of the information presented by the expert from OICA. The Chair of GRSG thanked OICA for providing the organizations views on the activities and possible outcomes of the work of the IWG on STCBC. He invited GRSP to provide GRSG with their conclusions and recommendations in this respect, prior to moving forward in addressing the observations and questions put forward by OICA. He also suggested to consider the possibilities of built-in (incorporated into bus seats) child restraint systems to cope to some of the issues indicated by the expert from OICA.
19. The expert from CLEPA, secretary of the IWG on STCBC, presented document GRSG-121-33, which contained CLEPA’s comments to the OICA position paper (GRSG-121-02). He also confirmed that the IWG on STCBC would consider the above-mentioned suggestion of the Chair of GRSG.
20. The expert from Germany called on, given the activities and responsibilities of GRSG in the context of regulating the construction of buses and coaches, a strong exchange and cooperation between the IWG on STCBC and GRSG, also in investigating the extent of the impact of the work of the IWG on STCBC in the context of UN Regulation No. 107. He also recalled GRSG that the issue of securing children on buses was a longstanding discussion held in GRSP. He added that experts of this Working Group agreed to resume discussion on this issue once that UN Regulation No. 129 had been finalized.
21. The expert from OICA called on the participation of GRSG experts in the work of the IWG on STCBC, underlining the relevance of UN Regulations under the purview of GRSG to the work of the IWG on STCBC and the expertise of GRSG experts in terms of the construction of buses and coaches.
22. Upon a further technical discussion, with comments from experts representing France, Germany, CLEPA and OICA, the Chair of GRSG invited experts of GRSG to actively participate in the work of the IWG on STCBC, and for the coordination of activities in this respect between GRSG and GRSP, in order to ensure the safest possible transport of children in buses and coaches, while simultaneously finding solutions to avoid major consequential impacts on the structure of buses and coaches. He invited the IWG on STCBC to update GRSG on the progress of its work at the next session of GRSG in October 2021.

53. The expert from France introduced GRSG-121-35, the consolidated proposal for amendments to UN Regulation No. 39, based on ECE/TRANS/WP.29/GRSG/2021/7, GRSG-121-21 and GRSG-121-29, submitted jointly by France, the United Kingdom of Great Britain and Northern Ireland and OICA.
54. GRSG considered and discussed documents proposing amendments to UN Regulation No. 39 (ECE/TRANS/WP.29/GRSG/2021/7, GRSG-121-21, 29 and 35), and upon comments delivered by experts from Canada, Finland, France, Japan, the Netherlands, United Kingdom of Great Britain and Northern Ireland, the European Commission, IMMA and OICA, decided to resume consideration of the proposal based on an updated version, with the aim of including L category vehicles, at the October 2021 session of GRSG. GRSG invited interested parties to work towards developing the proposal based on the draft contained in document GRSG-121-35.

63. GRSG considered the proposal for amendments to UN Regulation No. 66 (ECE/TRANS/WP.29/GRSG/2021/22 as amended by GRSG-121-31). Upon technical discussion, comments, and support expressed for the proposal from the Russian Federation that aimed to enhance the safety of buses, by the experts from Belgium, France, Germany, Japan, Italy, the Netherlands, the European Commission and OICA, GRSG decided to revisit the proposal based on a revised version, pending consultations among experts, at its October 2021 session.
64. The expert from the Russian Federation thanked experts for expressing their positions and invited interested parties to deliver their comments to the proposal for amendments to UN Regulation No. 66 (GRSG-121-31) to s.maslennikov@autorc.ru.

The experts from Germany, Japan, Italy, and Switzerland supported the proposal. The expert from Switzerland supported the addition of a blank annex because other split proposals already have them.
76. GRSG adopted ECE/TRANS/WP.29/GRSG/2021/24 as amended by GRSG-122-13 and requested its submission to WP.29 and AC.1 for their March 2022 sessions.

The expert from the European Commission, Co-Chair of the GRSG IWG on awareness of Vulnerable Road Users proximity in low speed manoeuvres (VRU-Proxi), presented a proposal for the revised Terms of Reference and Rules of Procedure of the IWG, for the purpose of facilitating the completion of additional work within the IWG concerning a draft regulatory proposal on driver’s visibility and system detection of VRUs.
33. The expert from OICA expressed concern that it would be challenging to meet the deadlines envisaged within the work of the IWG addressing Direct Vision. She also stated that there were opposing views within the IWG on approaches for Direct Vision. She emphasised that OICA urged GRSG to request that the IWG on VRU-Proxi make a transparent communication on the consequences of the proposed technical requirements on the future vehicle fleets. She invited the contracting parties members of GRSG to attend the meetings of the IWG on VRU-Proxi, or alternatively to provide guidance, and called on the Contracting Parties, members of GRSG, to clarify their positions about the proposed technical requirements for the 122nd session of GRSG in October 2021 (GRSG-121-40).
34. The expert from the European Commission, Co-Chair of the GRSG IWG on VRU-Proxi informed GRSG that the IWG was still discussing threshold values for N category vehicles concerning how far in front of or to the side of the cab of a truck should pedestrians be directly visible to the driver. He added that those threshold values were very important because a decision on those may impact the core design of cabs of the trucks. He added that the test protocol in this respect had also not been finalized yet. The expert urged Contracting Parties to provide their views on the matter of thresholds and blind spots and participate in the work of the IWG. He announced that the IWG would prepare a state of play, to be presented at the next meeting of GRSG, including on what the test protocol is and what the effects of different thresholds are.
35. The expert from Germany stated that not all CPs had decided preferred threshold values. He added that it was too early for Germany to decide on threshold values because the test procedure had not been defined, as a result of which acceptable limits at the front and the side of the vehicle to detect a pedestrian could not be evaluated.
36. The Chair of GRSG emphasized that the IWG on VRU-Proxi should consider the consequence when proposing amendments to technical requirements. The IWG should reflect on possible solutions, to redesign the cabin, or to use technology that would help remove blind spots and have a situation that would require fewer changes to the cabin but more changes in the technology. He asked the IWG to provide possible alternatives, and urged Contracting Parties to actively participate and provide their inputs to the work of the IWG.
37. The expert from the European Commission, Co-Chair of the GRSG IWG on VRU-Proxi stated that the next meeting (18th) of the IWG on VRU-Proxi would be a two-day session, on 26 and 28 April 2021. He invited OICA to state their position at the meeting of the IWG. He also invited all CPs to take part in the meeting.
38. Following detailed technical discussions and comments from France, Germany, the United Kingdom of Great Britain and Northern Ireland, the European Commission and OICA, GRSG invited Contracting Parties to actively participate in the work of the IWG on VRU-Proxi, and adopted GRSG-121-11, the revised Terms of Reference and Rules of Procedures for the IWG on VRU-Proxi (Annex IV).

GRSG also suggested current document ECE/TRANS/WP.29/GRSG/2021/19 be reviewed and submitted for reconsideration at the 123rd session of GRSG as official document ECE/TRANS/WP.29/GRSG/2021/19/Rev.1.

The expert from of Italy appreciated done by IWG on BMFE however, he expressed some reservations regarding the test specifications on the proposal and requested that the tests described in the proposal be more specific. The experts from Germany, Norway, Switzerland, Sweden, and the European Commission indicated their support. The expert from OICA commended the effort from the IWG stating proposal made a good compromise to all Contracting Parties and proposed the text be adopted be revisited in future to improve on the test specification when there are more reference materials to update this proposal.
7. GRSG adopted document ECE/TRANS/WP.29/GRSG/2021/17, as amended by GRSG-122-05, and requested its submission an official document to WP.29 and AC.1 for consideration and vote at their March 2022 sessions.

He pointed out a typographical error in paragraph 6.2.2.1.2. of the document, GRSG-122-08. He recalled that transitional provision under Article 1 of 1958 Agreement state that Contracting Parties applying a UN Regulation are expected to accept the latest version of the Regulation and asked if these Regulations go contrary to the treaty?
39. The expert from OICA clarified this by informing the expert from Australia that transitional provision is aligned to the guidance of the provisions in document ECE/TRANS/WP.29/2044/Rev.3 and the 1958 Agreement does not require Contracting Parties to apply the latest series of amendment.
40. The experts from OICA, Sweden, Germany, Netherlands engaged in a detailed discussion concerning paragraphs “22.23.” and “22.26.” of document GRSG-122-08 and agreed to exclude paragraph “22.26.” from the informal document GRSG-122-08.

However, this does not pertain to the category of T vehicles – wheeled or tracked agricultural or forestry vehicles – which require a security glazing windscreen to protect the occupant from, for example, ruptured chainsaws (required in ISO 21876:2020).
14. GRSG noted that the current provisions of the UN Regulation did not allow type approval of the safety glazing of T vehicles. GRSG agreed to postpone full discussion of ECE/TRANS/WP.29/GRSG/2022/5 to its October 2022 session, while awaiting a full understanding of the solutions to test configurations of safety glazing of the T vehicle category that were coordinated by the experts from OICA, CLCCR and other interested parties.

Following a detailed technical discussion from the experts from France, the Russian Federation, The European Commission and OICA with regarding the paragraph that is yet to be transposed in the UN Regulation No. 153, GRSG suggested document GRSG-122-10 be converted into an official document for reconsideration in the 123rd session of GRSG in March 2022. GRSG also suggested current document ECE/TRANS/WP.29/GRSG/2021/19 be reviewed and submitted for reconsideration at the 123rd session of GRSG as official document ECE/TRANS/WP.29/GRSG/2021/19/Rev.1.

27. The expert from EC introduced, through a presentation (GRSG-123-30), the draft new UN Regulation No. XXX of VRU-Proxi on Direct Vision (ECE/TRANS/WP.29/GRSG/2022/7 and GRSG-123-09 amending it). He underlined that the new draft UN Regulation would enhance the direct visibility of vulnerable road users from the driver seat, by reducing to the greatest possible extent the blind spots in front of and to the side of the driver. As a follow-up to the EC presentation, the expert from Germany remarked that driver’s behaviour and skills to judge critical situations without technical assistance is increasingly important since more than 90 per cent of road accidents are estimated to result from some level of human error. Therefore, he introduced GRSG-123-08, to ensure among others, that automated vehicles are equipped with the technology to support the driver especially during low-speed manoeuvres. The expert from AAPC endorsed, in principle, the proposal but suggested replacing the term “automated vehicle” with “VRU collision system”. The expert from the United States of America supported the proposal but suggested sending it to IWG on Functional Requirements for Automated Vehicles (FRAV) to verify the consistency with already defined terminology. The expert from the United Kingdom expressed concern for the late submission of the document introducing substantive changes to the draft UN Regulation and seemingly introducing alternative technology. He therefor suggested discussion of GRSG-123-08 at another stage. The expert from Germany suggested discussing the document with the Automated/Autonomous and Connected Vehicles Working Group (GRVA) to determine consistent definitions. The expert from EC replied that the approach proposed by GRSG-123-08 was not new and not endorsed by the majority of contracting parties because the IWG mandate was for a unique technology for direct vision. The experts from Denmark, France, the Netherlands and the United Kingdom supported the position of EC to adopt the draft UN Regulation and discuss GRSG-123-08 at the October 2022 session of GRSG. The expert from the Russian Federation assumed that the new UN Regulation would apply to large trucks and buses (M3 and N3 categories of vehicles) according to the design configuration of the vehicle. The expert from EC confirmed it and clarified that there were options and protocols for manufacturers to follow also for small buses and trucks (N1, N2, M1 and M2). The expert from OICA acknowledged the merit of the proposal. However, he pointed out the issue of lack of harmonization of the three-dimensional point machine to correctly implement the proposed UN Regulation. The expert from Sweden supported the draft new UN Regulation. However, in his view, application on long vehicles would be challenging particularly in view of the changes proposed in GRSG-123-08.
28. GRSG adopted ECE/TRANS/WP.29/GRSG/2022/7 as amended by annex VII to the session report. The secretariat was requested to submit the proposal as draft new UN Regulation No. XXX (VRU Direct Vision) to WP.29 and AC.1 for consideration and vote at their November 2022 sessions.
29. GRSG agreed to send GRSG-123-08 to IWG VRU-Proxi for further elaboration and resume discussion at its October 2022 session for possible amendments to the official proposal to WP.29 of new UN Regulation No. XXX (VRU Direct Vision).
30. GRSG agreed to send GRSG-123-25 and GRSG-123-26, tabled by the expert from Spain, to IWG VRU-Proxi for further elaboration.

The expert from the United Kingdom argued that in paragraph 16.1.3.1., the current terminology “permanent” would potentially relieve the responsibility of drivers in case of an accident involving vulnerable road users. The experts from the Netherlands and the United Kingdom agreed. Therefore, GRSG discussed GRSG-123-31, to provide two alternative texts, among others, to paragraph 16.1.3.1. and also to avoid subjectivity of the term “obstruction” as proposed by the expert from France (second alternative sentence in square brackets). The expert from EC endorsed the sentence proposed by the expert from France. The expert from Japan proposed to further discuss the proposal within IWG.
20. GRSG adopted ECE/TRANS/WP.29/GRSG/2022/10 as amended by annex IV to the report (GRSG-123-15-Rev.1). The secretariat was requested to submit the proposal as draft Supplement 2 to the original version of UN Regulation No. 158 (Reversing motion) to WP.29 and AC.1 for consideration and vote at their November 2022 sessions. Moreover, GRSG agreed to submit GRSG-123-31 to IWG VRU-Proxi, for a possible amendment of paragraph 16.1.3.1. that would amend the draft Supplement 2 to the original version of UN Regulation No. 158. Consideration would eventually be at its October 2022 session.

The expert from the European Commission, from the IWG on VRU-Proxi presented documents GRGS-122-24 and GRSG-122-25-Rev.1, a proposal for a new UN Regulation on uniform provisions concerning the approval of motor vehicles regarding their direct vision. He explained the scope of this Regulation covers field vision for trucks and buses with an aim to improve direct vision and enhance direct visibility of pedestrians and cyclists by reducing to the greatest extent, the blind spot in front and to the side of the driver.
33. The expert from Germany commended the presentation from the European Commission and supported this proposal. The expert from Sweden expressed concerns on this proposal specifically relating to high-capacity transport vehicles.
34. The expert from OICA made extensive technical contribution to this presentation and proposed changes be made to impact the design of the cabs and highlighted that the proposal should take into consideration future design of cabs and not focus on current design. She emphasized that the text was not design and technology neutral and consideration should be given to other design possibilities and technological advancement. The expert from France supported the design neutral approach proposed by OICA however, he said consideration needs to be given to articles of the general safety Regulation therefor, this item be further discussed and reviewed in the taskforce.
35. The Chair of GRSG acknowledged the feedback and invited other Contracting Parties to study this proposal in-depth with an aim to give timely feedback to the IWG on VRU-Proxi to enable the IWG meet the deadline for submission for 123rd session of GRSG. GRSG considered document GRSG-122-24 and requested it be reviewed and presented as a formal document in the next session of GRSG for further discussion.

Following detailed technical discussions, including comments from representatives from the Netherlands, Sweden and NGV Global, GRSG requested the submission of a revised version of GRSG-119-20, based on further consideration and discussions among interested stakeholders, as an official document for consideration at the April 2021 session of GRSG, inviting interested stakeholders to deliver their remarks and comments to OICA.
69. The expert from OICA introduced a proposal for amendments to UN Regulation No. 110 (ECE/TRANS/WP.29/GRSG/2021/10, as amended by GRSG-121-22), with the aim of adding provisions for excess flow valves (EFV) which can shut off fuel flow at the time of operation, to specific components.
70. Following technical discussions and comments, GRSG adopted ECE/TRANS/WP.29/GRSG/2021/10, the proposal for supplement 3 to the 04 series of amendments to UN Regulation No. 110, as amended by GRSG-121-22 and in session, and requested the secretariat to submit it as an official document to WP.29 and AC.1 for consideration and vote at their November 2021 sessions.

The expert from OICA update GRSG on the status of exchanges between Contracting Parties and OICA members on the extension of the scope of UN Regulation No. 125 and partitioning systems (GRSG-121-23). He recalled discussions that took place concerning this matter at the 118th and 119th sessions of GRSG. OICA recommend GRSG to postpone consideration on a proposal for amendments to expend the extension of scope of the Regulation until the "European Forum” (former Type Approval Authorities Meeting) released their conclusions on ISO 27956:2009 interpretations, and also asked EU Members States at GRSG whether there are national laws/incentives that require the driver/worker to be protected from a load.
89. The expert from the European Commission stated that a document would be tabled at the next session of GRSG with a proposal to extend the scope of UN Regulation No. 125 to N1 category vehicles.
90. GRSG decided to resume discussions on the proposal for amendments to UN Regulation No. 125 (ECE/TRANS/WP.29/GRSG/2021/13), related to extending the scope of the Regulation to include additional categories of vehicles, at its October 2021 session, and invited experts from EU Members States that participate in GRSG to contact OICA concerning the questions contained in document GRSG-121-23.

63. GRSG decided to defer considerations related to amendments to R.E.3 to its April 2021 session. Towards that end, the secretariat was requested to prepare a revised and consolidated version, based on revised and supplemented texts of document ECE/TRANS/WP.29/GRSG/2020/14, as amended by GRSG-119-24, and in alignment with the amendments to R.E.3 adopted by WP.29 at its June 2020 session, for consideration at the April 2021 session of GRSG.

The expert from of Italy appreciated done by IWG on BMFE however, he expressed some reservations regarding the test specifications on the proposal and requested that the tests described in the proposal be more specific. The experts from Germany, Norway, Switzerland, Sweden, and the European Commission indicated their support. The expert from OICA commended the effort from the IWG stating proposal made a good compromise to all Contracting Parties and proposed the text be adopted be revisited in future to improve on the test specification when there are more reference materials to update this proposal.
7. GRSG adopted document ECE/TRANS/WP.29/GRSG/2021/17, as amended by GRSG-122-05, and requested its submission an official document to WP.29 and AC.1 for consideration and vote at their March 2022 sessions.

36. The expert from OICA introduced document GRSG-122-08, a proposal to amend ECE/TRANS/WP.29/GRSG/2021/18 on UN Regulation No.46. The document was proposing amendments to the text in paragraphs “22.22.”, to introduce new paragraphs “22.23.” and “22.26.” and to renumber existing paragraphs that have been affected by the new addition.
37. The expert from Germany presented a proposal to the 05 series of amendments of UN Regulation No. 46 (ECE/TRANS/WP.29/GRSG/2021/18) aiming to update the existing proposal on general specification requirements by amending and introducing new paragraphs. Following his presentation, The Chair of GRSG inquired from the expert from Germany if he supported the proposal from OICA. The expert from Germany stated his support for the proposal with the exclusion of paragraph “22.26. “
38. The expert from Australia introduced himself as the current representative for GRSG but explained he is a participation in GRSG was new and transitory as plans are in place to have a permanent expert from Australia. He pointed out a typographical error in paragraph 6.2.2.1.2. of the document, GRSG-122-08. He recalled that transitional provision under Article 1 of 1958 Agreement state that Contracting Parties applying a UN Regulation are expected to accept the latest version of the Regulation and asked if these Regulations go contrary to the treaty?
39. The expert from OICA clarified this by informing the expert from Australia that transitional provision is aligned to the guidance of the provisions in document ECE/TRANS/WP.29/2044/Rev.3 and the 1958 Agreement does not require Contracting Parties to apply the latest series of amendment.
40. The experts from OICA, Sweden, Germany, Netherlands engaged in a detailed discussion concerning paragraphs “22.23.” and “22.26.” of document GRSG-122-08 and agreed to exclude paragraph “22.26.” from the informal document GRSG-122-08.
41. GRSG adopted document ECE/TRANS/WP.29/GRSG/2021/18 as amended by GRSG-122-08 (without paragraph 22.26.) and agreed for its submission at the March 2022 sessions of WP.29 and AC.1.

53. The expert from France recalled that para. 9.3. of UN Regulation No. 34 is not yet transposed in the UN Regulation No. 153. He therefore suggested joint activity on this proposal with GRSP to ensure alignment between the GTRs and UN Regulations. The Expert from the Russian Federation suggested a postponement of the revision of the documents GRSG-122-10 and GRSG-122-15 because the Russian Federation currently does not apply UN Regulation No. 153 and will need time to review these documents.
54. Following a detailed technical discussion from the experts from France, the Russian Federation, The European Commission and OICA with regarding the paragraph that is yet to be transposed in the UN Regulation No. 153, GRSG suggested document GRSG-122-10 be converted into an official document for reconsideration in the 123rd session of GRSG in March 2022. GRSG also suggested current document ECE/TRANS/WP.29/GRSG/2021/19 be reviewed and submitted for reconsideration at the 123rd session of GRSG as official document ECE/TRANS/WP.29/GRSG/2021/19/Rev.1.
33. GRSG adopted ECE/TRANS/WP.29/GRSG/2021/19/Rev.1, as amended below. The secretariat was requested to submit the proposal as draft 04 series of amendment to UN Regulation No. 34 (Prevention of fire risks), for consideration and vote at the November 2022 sessions of WP.29 and AC.1. It was further agreed to keep the document submitted to WP.29 on the agenda of the October 2022 session of GRSG for further revision.

57. The secretariat presented a proposal for amendments to UN Regulation No. 55 (GRSG-121-42). The secretariat informed GRSG that the respective proposal for a Corrigendum to Revision 2 of UN Regulation No. 55 (ECE/TRANS/WP.29/2019/21), adopted at the 177th session of WP.29, had not been notified by the UN Office of Legal Affairs (OLA) because it was interpreted by OLA as a duplication of what was already covered by ECE/TRANS/WP.29/2015/7. Furthermore, OLA reaffirmed that Revisions of UN Regulations are not considered as authentic treaty texts and therefore corrigenda to Revisions would not be notified by OLA and should be related to authentic texts only. Therefore, the secretariat explained, it was necessary to put forth the proposal contained in document GRSG-121-42, in order to amend UN Regulation No. 55 as proposed and adopted by WP.29 within document ECE/TRANS/WP.29/2019/21.
58. GRSG considered document GRSG-121-42, proposal for Supplement 10 to the 01 series and 02 to the 02 series of amendments to UN Regulation No. 55, and requested the secretariat to submit it as an official document to WP.29 and AC.1 for consideration and vote at its November 2021 sessions, with prior reconfirmation at the October 2021 session of GRSG.

64. The expert from the Russian Federation thanked experts for expressing their positions and invited interested parties to deliver their comments to the proposal for amendments to UN Regulation No. 66 (GRSG-121-31) to s.maslennikov@autorc.ru.
59. The expert from the Russian Federation introduced GRSG-122-41, Proposal for Supplement 1 to the 02 series of amendments to UN Regulation No. 66 (Strength of superstructure (buses)).
60. The expert from OICA introduced document GRSG-122-02, which is a document containing comments from OICA to the updated proposal of the Russian Federation for an amendment to UN Regulation No. 66 (ECE/TRANS/WP.29/GRSG/2021/23). The expert from OICA informed GRSG that there was no supplement to the 01 series of amendment and proposed a harmonized solution for GRSG to establish a taskforce.
61. The expert from France supported the proposal from the Russian Federation and stated they had similar views to that of OICA regarding their concerns on the series of amendment. The experts from the Netherlands and Belgium both agreed with France.
62. GRSG decided to establish a taskforce chaired by the Russian Federation and invited participation from interested parties to fine-tune the proposals for amendments made to UN Regulation No. 66.

He proposed that non-English speaking countries find a way to harmonize resolutions and advised the use of limited English terms to prevent confusion in the use of words.
108. The expert from Netherlands said that the document is a base document for the 1958 Agreement and Contracting Parties to the UN Regulation No. 160 and a few GTRs and they could make some additions to this document to clarify the meaning of the various definitions.
109. GRSG adopted document ECE/TRANS/WP.29/GRSG/2021/33 as amended by GRSG-122-36 to be submitted to WP.29 and AC.1 for voting at their March 2022 sessions. GRSG also adopted document ECE/TRANS/WP.29/GRSG/2021/34 as amended by GRSG-122-37 to be submitted to WP.29 and AC.1 for voting at their March 2022 sessions.
