63. GRSG decided to defer considerations related to amendments to R.E.3 to its April 2021 session. Towards that end, the secretariat was requested to prepare a revised and consolidated version, based on revised and supplemented texts of document ECE/TRANS/WP.29/GRSG/2020/14, as amended by GRSG-119-24, and in alignment with the amendments to R.E.3 adopted by WP.29 at its June 2020 session, for consideration at the April 2021 session of GRSG.
110. The secretary of GRSG introduced the proposal for amendments to the Consolidated Resolution on the construction of vehicles (R.E.3) (GRSG-121-30), a consolidated text based on ECE/TRANS/WP.29/GRSG/2020/14 as amended by informal document GRSG-119-24 and decisions taken at the 119th GRSG session (ECE/TRANS/WP.29/GRSG/98 para. 63). It also included ECE/TRANS/WP.29/2020/82, adopted by AC.1 in June 2020.
111. Following comments from the Netherlands, Switzerland and OICA, GRSG adopted ECE/TRANS/WP.29/GRSG/2021/14, the proposal for amendments to the Consolidated Resolution R.E.3, as amended by GRSG-121-30 and in session, and requested the secretariat to submit it as an official document to WP.29 for consideration and vote at its November 2021 session.

65. The expert from the Republic of Korea welcomed the proposal from IMMA and expressed support for the L7 vehicle category specification, and the safety requirements stepwise approach, as proposed. The expert expressed concerns regarding the dimension criteria of L7 vehicle category. He recalled that, according to UN Regulations, category M1 vehicles are defined as vehicles used for the carriage of passengers, comprising not more than eight seats in addition to the driver’s seat, and regardless of length, width and height. The expert explained that in the Republic of Korea, passenger vehicles are classified as small, medium and large size vehicles, according to the engine displacements, length, width and height. Additionally, he continued, L7 vehicle weight and battery weight, and power rates, are also relevant for vehicle classification in the Republic of Korea. Therefore, in some cases, the L7 vehicle dimensions as proposed in the draft amendments to R.E.3, as a result of which motorcycles may be larger than small size passenger motor vehicles, may cause confusion in terms of classifications as defined in the Republic of Korea. He explained that existing regulations on the classification of vehicles in the Republic of Korea are referenced in numerous laws and that their amending would have complex implications. He concluded by emphasizing that the Republic of Korea does not oppose the proposal from IMMA, but that implementing the specification of L7 vehicle category, as proposed in ECE/TRANS/WP.29/GRSG/2020/33, would be difficult in the market of the Republic of Korea.
66. The expert from Japan also expressed concern regarding the content of the proposal for amendments to R.E.3, in particular with regard to the proposed maximum speed of category L7 vehicles with an enclosed driving and passenger compartment accessible via maximum three sides, as it exceeded the maximum speed defined in several countries’ national legislations.
67. The expert from IMMA emphasized that the proposal contained in ECE/TRANS/WP.29/GRSG/2020/33 relates to the defining a specific group within the existing definition of L7, stating that the definition of L7 itself is not modified in the proposal. He stated that the proposal for dimensions and maximum speed was seen as an overarching framework, without intention to modify national and regional classification criteria, but rather to facilitate such requirements at regional level.
68. Based on the requests from Japan and the Republic of Korea, GRSG decided to continue consideration of ECE/TRANS/WP.29/GRSG/2020/33, on amendments to the Consolidated Resolution on the Construction of Vehicles (R.E.3), at its April 2021 session, and invited delegations to clarify their positions on this matter.

The representative from OICA stated that their experts may submit a proposal related to the draft new UN Regulation on Moving Off Information Systems (ECE/TRANS/WP.29/2020/122) to the GRSG session scheduled for 11 January 2021. However, he confirmed that OICA would not be opposed to the adoption of this new UN Regulation.

The expert from the European Commission recalled discussions by GRSG experts under the agenda item 11 at the 118th session of GRSG (see: ECE/TRANS/WP.29/GRSG/98), which resulted in the deferral of consideration of the proposal for Supplement 2 to the 01 series of amendments to Regulation No. 125 (ECE/TRANS/WP.29/GRSG/2020/11) and of document GRSG-118-26 amending the official proposal, to the current session of GRSG. The objective of the proposal was to extend the scope of the UN Regulation No. 125 to allow for the possibility to apply field of vision prescriptions to N1 category vehicles.
55. The expert of OICA introduced the updated proposal for Supplement 2 to the 01 series of amendments to Regulation No. 125 (ECE/TRANS/WP.29/GRSG/2020/31 (based on ECE/TRANS/WP.29/GRSG/2020/11 as amended by GRSG-118-26)), and document GRSG-119-23 amending the proposal.
56. Following detailed technical discussions, including further comments from experts from Germany, Japan, the Netherlands, United Kingdom of Great Britain and Northern Ireland, the European Commission and OICA, GRSG decided to defer considerations related to amendments to UN Regulation No. 125, based on a revised text of ECE/TRANS/WP.29/GRSG/2020/31 and incorporating GRSG-119-23, to its April 2021 session.
79. The expert from the Netherlands, on behalf of the Task Force on Field of Vision Assistants (FVA), introduced a proposal for amendments to UN Regulation No. 125 (ECE/TRANS/WP.29/GRSG/2021/12 as amended by GRSG-121-15), containing among others, new definitions on obstruction and on the FVA, prescriptions to be considered for obstruction evaluation, prescriptions to allowed obstructing FVA, information to be presented during the driving task, and transitional provisions for the 02 series of amendments.
80. GRSG adopted ECE/TRANS/WP.29/GRSG/2021/12, the proposal for the 02 series of amendments to UN Regulation No. 125, as amended by GRSG-121-15 and in session (remove square brackets in paras. 12.1. to 12.4.) and requested the secretariat to submit it as an official document to WP.29 and AC.1 for consideration and vote at their November 2021 sessions.

GRSG reviewed the proposals by IWG on EDR/DSSAD for Guidance on Event Data Recorder (EDR) Performance Elements Appropriate for Adoption in 1958 and 1998 Agreements (ECE/TRANS/WP.29/2020/100, as amended by GRSG-120-01 and GRSG-120-05), for a new UN Regulation on Event Data Recorder (ECE/TRANS/WP.29/2020/123, as amended by GRSG-120-02 and GRSG-120-05), and for a new 01 series of amendments to the new UN Regulation on Event Data Recorder (GRSG-120-03 and GRSG-120-05).
6. The expert from AAPC introduced document GRSG-120-06, on data elements for EDR. GRSG took note of the matters raised by the expert.
7. Following detailed technical discussions, including comments from experts from, Belgium, Germany, Italy, Japan, Netherlands, United Kingdom of Great Britain and Northern Ireland, United States of America, the European Commission, the AAPC and OICA, GRSG requested the secretariat to issue a consolidated version of amendments to document ECE/TRANS/WP.29/2020/100, proposal for Guidance on Event Data Recorder (EDR) Performance Elements Appropriate for Adoption in 1958 and 1998 Agreements Resolutions or Regulations, based on informal documents GRSG-120-01 and GRSG-120-05, as an official document with the unsolved elements between square brackets for consideration at the March 2021 WP.29 session.

GRSG adopted amendments to document ECE/TRANS/WP.29/2020/123, proposal for a new UN Regulation on Event Data Recorder, based on informal documents GRSG-120-02 and GRSG-120-05 and requested the secretariat to submit it as official document to WP.29 and AC.1 for consideration and vote at their March 2021 sessions.

10. As the European Commission request to align transitional provisions with the dates provided by the EU General Safety Regulation did not find support by the other intervening contracting parties during the session, their representative envisaged that a related informal document would be provided by the European Commission to WP.29 for consideration at its March 2021 sessions, subject to the outcome of European Union internal process.

GRSG considered the proposal for amendments to UN Regulation No. 66 (ECE/TRANS/WP.29/GRSG/2020/22) and, upon technical discussion and comments from experts from Belgium, Japan, Italy, the European Commission and OICA, decided to reconsider the proposal at its April 2021 session, on the basis of an updated draft.

The expert from Netherlands, Co-Chair of IWG on Event Data Recorder (EDR) / Data Storage Systems for Automated Driving (DSSAD) introduced GRSG-118-12 containing a status report of the activities of IWG. GRSG adopted GRSG-118-13 on Event Data Recorder (EDR) Performance Elements Appropriate for Adoption in 1958 and 1998 Agreements and GRSG-118-14 the Proposal for a new UN Regulation on Event Data Recorder, and requested the secretariat to submit those documents with an official symbol for consideration and vote to WP.29/AC.1 subject to their review at the October 2020 session of GRSG.
61. The expert from China presented GRSG-118-29 introducing the Chinese proposals for EDR performance elements. GRSG noted the matters raised and agreed to continue considerations at the next meeting upon further discussions that would take place at the upcoming meeting of the IWG on EDR/DSSAD.
62. GRSG agreed to resume consideration of this subject at its next session.
71. Following detailed technical discussions, including comments from China, Netherlands, the United Kingdom of Great Britain and Northern Ireland, the European Commission, AAPC and OICA, GRSG endorsed GRSG-119-02/Rev.1 and GRSG-119-03/Rev.1, and asked the IWG on EDR/DSSAD to continue in its activities with respect to further developing the content of those documents.
72. GRSG decided to hold an additional session in early January 2021, for the purpose of considering revised versions of documents GRSG-119-02/Rev.1 and GRSG-119-03/Rev.1, pending further consultations on the documents content within the IWG on EDR/DSSAS.
73. GRSG agreed to request WP.29/AC.2 to recommend to WP.29/AC.1 a deferral of the scheduled consideration of document ECE/TRANS/WP.29/2020/100, Guidance on Event Data Recorder (EDR) Performance Elements Appropriate for Adoption in 1958 and 1998 Agreement Resolutions or Regulations, and document ECE/TRANS/WP.29/2020/123, a proposal for a new UN Regulation on Event Data Recorder, to its March 2021 session, in order to allow further consultations on the documents content.
80. The GRSG chair informed WP.29 that GRSG had agreed to request withdrawal of documents ECE/TRANS/WP.29/2020/100 and ECE/TRANS/WP.29/2020/123 from the agenda (item 4.7.1) of this session of WP.29 in order to resume considerations.

6. The expert from AAPC introduced document GRSG-120-06, on data elements for EDR. GRSG took note of the matters raised by the expert.
7. Following detailed technical discussions, including comments from experts from, Belgium, Germany, Italy, Japan, Netherlands, United Kingdom of Great Britain and Northern Ireland, United States of America, the European Commission, the AAPC and OICA, GRSG requested the secretariat to issue a consolidated version of amendments to document ECE/TRANS/WP.29/2020/100, proposal for Guidance on Event Data Recorder (EDR) Performance Elements Appropriate for Adoption in 1958 and 1998 Agreements Resolutions or Regulations, based on informal documents GRSG-120-01 and GRSG-120-05, as an official document with the unsolved elements between square brackets for consideration at the March 2021 WP.29 session.
