UN R67: Proposal for Supplement 1 to the 02 series of amendments (Germany)
Description
|
Proposal to improve the specifications for LPG multi-valves in response to an LPG vehicle fire that resulted in injuries to first responders. A German Type Approval Authority (KBA) analysis concluded that the hose connecting the PRV/PRD of the multi-valve to the gaseous phase was damaged and hose-fragments blocked both PRV and PRD such that pressure could not be adequately reduced. The PRV and PRD were activated, but the fragments considerably reduced the effective section of the relevant tubing and prevented the release of pressure. This proposal aims to prevent such occurrences.

25. Reporting on a severe incident which happened in 2014 (GRSG-112-31), the expert from Germany proposed a new series of amendments to UN Regulation No. 67 to enhance the specifications for the LPG multi-valve. The experts from Italy, the Netherlands and Poland confirmed such risks and endorsed the need to adopt such new provisions. The expert from Germany volunteered to submit an official document for consideration at the next GRSG sessions, including transitional provisions.
28. The expert from Germany presented ECE/TRANS/WP.29/GRSG/2017/16 that amends the provisions of UN Regulation No. 67 to improve the specifications for the Liquefied Petroleum Gas (LPG) connecting the pressure relief valve with the gaseous phase for multi-valve in the vehicle tanks and those for the installation and inspection of LPG containers and their accessories. The expert from OICA introduced GRSG-113-18 on modifications to the aging test requirements of some rubber materials and on further transitional provisions. The expert from AEGPL endorsed the proposal to avoid a ban of some technologies and materials. Both proposals received a number of comments.
29. GRSG agreed on the need to revise the requirements on pipes for multivalves on LPG containers and to keep, at the same time, the testing provisions technology neutral. Thus, GRSG agreed to set up a Task Force under the leadership of Germany to find a compromise and to prepare a revised proposal for consideration at the next GRSG. It was also agreed to keep ECE/TRANS/WP.29/GRSG/2017/16 on the agenda as a reference document. The secretariat was requested, in the absence of a revised proposal by the task force, to circulate GRSG-113-18 with an official symbol.
23. The expert from Germany introduced GRSG-114-08 on the recent meeting of the task force on gas-fuelled vehicle regulations held in Cologne (Germany) on 6 and 7 February 2018. He added that progress had been good on UN Regulation No. 110, but the amendments to UN Regulation No. 67 were still under considerations.
25. The expert from Germany recalled the outcome of the task force (para. 23 above) on ECE/TRANS/WP.29/GRSG/2017/16 and presented GRSG-114-09 proposing amendments to the Regulation. GRSG noted general support and some comments. Finally, GRSG considered a revised proposal (GRSG-114-09-Rev.1) and adopted ECE/TRANS/WP.29/GRSG/2017/16 as reproduced in Annex V to the session report. The secretariat was requested to submit the proposal to WP.29 and AC.1 as draft 02 series of amendments to UN Regulation No. 67 for consideration at their November 2018 sessions.
33. The expert from Germany reported on the work progress of the task force on gas-fuelled vehicle regulations during its meeting in Cologne (Germany) on 27 and 28 February 2018 (GRSG-115-05). GRSG welcomed the information.
70. The World Forum considered the draft amendments under agenda items 4.7.2. to 4.7.10. and recommended their submission to AC.1 for voting subject to the following modifications: - Item 4.7.2., document ECE/TRANS/WP.29/2019/94, throughout the document replace “para. 6.15.10.8.” by “para. 6.17.10.8.”
- Item 4.7.6., document ECE/TRANS/WP.29/2019/98, throughout the document replace “Annex 15” by “Annex 16”.
- Item 4.7.8, document ECE/TRANS/WP.29/2019/100, amend the title to read “Supplement 3 to the 07 series of amendments to UN Regulation No. 107 (M2 and M3 vehicles)”.

48. The expert from OICA introduced ECE/TRANS/WP.29/GRSG/2019/7 to amend the definition of keys that take account of innovative vehicle alarms systems, such as silent alarm or door-unlocking using smart phone. She underlined the need to distinguish between a key as an electronic solution and as hardware/software used to transfer this electronic solution. Several experts raised concerns on security issues of already existing keys and locking systems. GRSG agreed on the urgent need to work on cybersecurity issues of such new innovative keys for locking/unlocking. The Chair invited all experts to share their thoughts with the expert from OICA and to send her their proposals. GRSG agreed to resume consideration of this subject at its next session based on a revised official document by OICA which took account of the comments received.

UN R144: Draft proposal for a new series of amendments (OICA)
Description
|
This proposal relates to the proposal in document GRSG-116-15. This proposal would: - clarify that the application of an AECD approval to other vehicle categories than M1 and N1 is not mandatory,
- align the power supply requirement of Part III, para. 34.1 with the corresponding requirement in Part II, para. 25.1.
- clarify with regard to para. 34.1 that if the vehicle is equipped with both
- -a “back-power supply” as listed in para. 35.10.1 and
- -a “Power supply other than back-up power supply mentioned in paragraph 35.10.1” as listed in para. 35.10.2
both should be tested according to Annex 9. The “Power supply other than back-up power supply mentioned in paragraph 35.10.1” should indeed only be tested if it is the only power supply for the AECS. - Since informal document GRSG-116-15 deletes the existing exemptions in para. 1.3, and hence introduces more severe requirements, the changes should be introduced via a new series of amendments with appropriate Transitional Provisions of 2 years. (In effect, the application of AECS requirements would be based solely on the scope of UN R94 and R95 and no longer takes into account the presence of an airbag and its triggering system. The manufacturers need sufficient time to ensure AECS compliance for new vehicle types and in the same time, the changes should not affect existing vehicle types that were given an AECS type approval already.)

32. The expert from Germany introduced GRSG-116-20 to amend the provisions for approval and installation of devices for indirect vision with temporarily modified views on motor vehicles. A presentation (GRSG-116-37) also justified the need to amend the UN Regulation and showed the safety improvements of devices using magnification and resolution in image processing. GRSG welcomed GRSG-116-20 and noted several comments from the experts of Canada, France, Sweden and EC on the need to clarify the proposal. The expert from Japan raised a study reservation, stating that the current provisions of the regulation already cover such devices and that an amendment was superfluous. Finally, GRSG agreed to resume consideration of GRSG-116-20 at its next session on the basis of an official document. UN R107: Proposal for Supplement 7 to the 06 series, Supplement 2 to the 07 series, and Supplement X to the 08 series of amendments (OICA)
Description
|
Proposal to refine the provisions on the number and position of emergency exits of vehicles of Classes A and B. The transition from 05-series to 06-series of amendments is based on the final proposal of the Informal Group for Service Doors, Windows, and Emergency Exits (SDWEE) adopted by GRSG as document GRSG/2012/15. One of the consequences of the new wording is that, if one escape hatch is fitted, it must be positioned in the middle third of the passenger compartment. For Class A and B vehicles with sometimes short passenger compartments (< 3 m), this can be problematic because the middle third position can overlap with the position of the service door, close to which lateral roof reinforcements are necessary to provide structural stability and meet provisions of UN R66. Given that the exact position on shorter vehicles is of lower relevance than for long compartments, this proposal would provide latitude on the exact placement for Class A and B vehicles.

The Chair invited the expert from Germany to submit in due time, a revised proposal taking into account the comments received.

38. The expert from OICA recalled the purpose of ECE/TRANS/WP.29/GRSG/2018/2 and informed GRSG that parts of the proposal had been adopted and that the remaining parts had recently been reviewed by TF on gas-fuelled vehicle regulations. The expert from Germany reported on the good TF work progress force. He presented GRSG-116-05 on the outcome of TF discussions on UN Regulation No. 67. The expert from LG Europe proposed to remove the requirements for the use of an odorant in n-pentane: such requirements were not necessary and not requested in any test in the UN Regulations or in international standards (GRSG-116-39). After discussion, GRSG agreed on the revised proposal GRSG-116-05-Rev.1 and adopted ECE/TRANS/WP.29/GRSG/2018/2 as reproduced in Annex III to this report. The secretariat was requested to submit the revised proposal to WP.29 and AC.1 as draft Supplement 2 to the 02 series of amendments to UN Regulation No. 67 for consideration at their November 2019 sessions.

As GRSG ambassador on the International Whole Vehicle Type Approval (IWVTA), the expert from OICA presented GRSG-113-41 on the status of the splitting of the provisions of UN Regulation No. 116 into three separate Regulations. He briefly introduced - ECE/TRANS/WP.29/GRSG/2017/23 containing the prescriptions for devices against unauthorized use as an amendment to UN Regulation No. 116,
- ECE/TRANS/WP.29/GRSG/2017/24 as a new draft UN Regulation on vehicle immobilizers and
- ECE/TRANS/WP.29/GRSG/2017/25 and Corr.1 as a new draft UN Regulation on vehicle alarm systems.
He added that ECE/ TRANS/WP.29/ GRSG/2017/23 would still need to be reviewed and should be submitted to WP.29 as a new series of amendments and, thus, supplemented with transitional provisions.
48. GRSG agreed to resume consideration of this subject at its next session in April 2018 on the basis of revised official documents to be submitted by the GRSG ambassador.
46. The expert from OICA informed GRSG about his decision to resign from his function as GRSG Ambassador to IWG on the International Whole Vehicle Type Approval (IWVTA), due to increased workload. He wondered if the function was still needed as UN Regulation No. 0 on IWVTA had entered recently into force. He reported on the status of documentation on the splitting of UN Regulation No. 116 (ECE/TRANS/WP.29/GRSG/2017/23, ECE/TRANS/WP.29/GRSG/2017/24/Rev.1 and ECE/TRANS/WP.29/GRSG/2017/25) and invited all experts to send him their comments. He offered to prepare a set of final documents after the discussions at a further meeting in conjunction with the next GRSG session with the aim to adopt those documents at the 117th GRSG session. GRSG endorsed the proposed road map and agreed to keep the documents on the agenda as reference documents. The Chair thanked Mr. O. Fontaine for his commitment as GRSG Ambassador on IWVTA and his contributions in this function.
48. The expert from OICA introduced ECE/TRANS/WP.29/GRSG/2018/25 to clarify the provisions on the environmental testing of keys as components that were not embedded in the vehicle. 47. The expert from OICA presented ECE/TRANS/WP.29/GRSG/2018/25 to clarify the environmental testing requirements for keys. GRSG adopted the document and requested the secretariat to submit it to WP.29 and AC.1 as draft Supplement 7 to UN Regulation No. 116 for consideration at their November 2019 sessions.

UN R93: Proposal for amendments (EC)
Description
|
Proposal to update Part III of UN R93 to enable approval of truck cabs where the front underrun protection is integrated in the motor vehicle (in order to improve aerodynamic performance). This proposal would define the forward reference point as being the same transverse location where the force is applied. This results in FUPs where (in the case of cab fronts that are curved) at least 400 mm must be maintained along the front contour of the cab, instead of the foremost point. The proposal includes transitional provisions from 1 September 2020.

Status of the French legislation on shuttles (France)
Description
|
Presentation on new national legislation that defines a new vehicle category, “urban shuttle”. The legislation skirts the current M category definitions by defining an urban shuttle as having a total capacity to carry between nine and 16 passengers plus a driver with seating for 4-5 passengers. As such, France intends to propose national type approvals for such vehicles with a view to address driverless versions in future legislation.

10. The expert from France introduced GRSG-117-07 on national legislation for autonomous urban shuttles with a capacity for transport of nine to sixteen passengers both in seated and standing positions. He highlighted that this national legislation was based on principles of UN Regulation No. 107 for vehicles of categories M2 and M3 Class A with several derogations related inter alia to the minimum number of seats or the width of the service door. He further highlighted the need for amendments related to braking systems, steering controls and stability evaluations in case of autonomous operations. He informed GRSG that test procedures were based on UN Regulations Nos. 151 and [152] as well as on European New Car Assessment Programme (EuroNCAP) protocols. Additional elements such as process audit, cyber security and connectivity had been added to the national approval requirements. GRSG showed high interest in these latest developments and engaged in a discussion on various related topics such as the need for a new vehicle category, monitoring of operations by a control centre or the need of Data Storage Systems for Automated Driving (DSSAD). GRSG acknowledged the high importance of the new technology of autonomous shuttles and decided to keep this item on its agenda for the next meeting.

35. The expert from EC introduced ECE/TRANS/WP.29/GRSG/2019/6 to update the provisions on removable mechanical couplings fitted to motor vehicles, particularly on the need to provide clear information to the driver. He added that the proposal should not increase the stringency of the technical requirements but should rather provide the driver with appropriate information on the use of removable or repositionable mechanical coupling devices in the manufacturer’s user manual or handbook. The expert from OICA stated that, under the 1958 Agreement, a user manual was not yet mandatory. Some experts endorsed that position. The expert from the Russian Federation expressed her preference to proceed with the proposal as a new series of amendments. The expert from EC volunteered to prepare a revised official document for further consideration at the next session of GRSG.

12. Referring to ECE/TRANS/WP.29/GRSG/2018/17, the expert from France introduced GRSG-115-08 that clarifies the requirements on windscreen wipers with a simple generic drawing of the areas concerned. The expert from EC supported the proposal. The expert from CLEPA was of the opinion that the clarification by France imposed more stringent requirements particularly for the wiper holder and would require a justification for evolving costs (GRSG-115-32). The expert from OICA endorsed the position of CLEPA. He suggested inserting transitional provisions and adopting the proposal as a new series amendments to UN Regulation No. 26. The Chair invited the experts from France and OICA to submit, in due time, a revised proposal including transitional provisions, for consideration at the next GRSG session on the basis of an official document.
14. The expert from France introduced ECE/TRANS/WP.29/GRSG/2019/11 that clarifies the requirements on windscreen wipers with a simple generic drawing of the concerned areas. The expert from the United Kingdom did not support the proposal due to further requirements which had been added. The expert from CLEPA presented GRSG-116-34 which showed that more than fifty per cent of vehicle types would be impacted by the amendments proposed by France. He suggested that the proposal could be a new series of amendments with transitional provisions. The expert from OICA questioned the need for this amendment and sought further evidence, such as accidentology data.
15. GRSG agreed to resume discussions at its next session based on a revised official document. The Chair invited the experts from France, CLEPA and OICA to submit in due time a joint proposal for a new series of amendments to UN Regulation No. 26, including transitional provisions and exemptions, if necessary.

|
