6. GRE took note of the progress report of the Informal Working Group Simplification of the Lighting and Light-Signalling Regulations" (IWG SLR) (GRE-83-47). GRE agreed that IWG SLR would be chaired by Mr. Derwin Rovers (Netherlands).

• GRE supported the proposed scientific notation for numbers (GRE-83-08);
• For the use of the Unique Identifier (UI), GRE agreed with the IWG SLR proposal to include new information in the electronic Database for the Exchange of Type Approval documentation (DETA) and to provide access to this information to new categories of stakeholders. GRE mandated IWG SLR to bring the proposal to IWG DETA for consideration by means of a presentation;
• GRE supported the IWG SLR view on the use of type approval numbers and approval markings for the frozen UN Regulations, i.e. either apply an old number/old marking combination or a new number/new marking combination.

Taking into account concerns expressed by the experts from EC and the Russian Federation, GRE invited the authors to liaise with those experts and to prepare an updated text for the next session. GRE adopted the proposals and requested the secretariat to submit it for consideration and vote at the March 2021 sessions of WP.29 and the Administrative Committee of the 1958 Agreement (AC.1) as draft Supplement 3 to the original series of amendments to UN Regulation No. 148.

27. GRE took note of GRE-83-29 and GRE-83-42 and requested their submission as official documents to the next session. GRE also took note that an updated proposal for the sun load impact would be submitted to the next session (GRE-83-40).

Proposal to introduce requirements for testing the sun load impact, which can delay the perception of a signal in such a way that it may became a serious safety issue, if the sun load impact goes above a defined ratio.

18. The expert from Germany presented an updated proposal which introduces requirements for testing the sun load impact into UN Regulation No. [148] (ECE/TRANS/WP.29/GRE/2019/22). He further indicated that these amendments should be introduced by a new 01 series of amendments to UN Regulation No. [148], together with transitional provisions. The proposal received comments from Japan (GRE-82-38). The experts from the United Kingdom, CLEPA and OICA requested justification for additional testing in ECE/TRANS/WP.29/GRE/2019/22. Finally, GRE invited the expert from Germany, in cooperation with Japan, CLEPA and OICA, to complement the document with transitional provisions and research justification.

The expert from OICA presented supporting material for the proposal (GRE-83-33 and GRE-83-34), while the experts from Japan expressed concerns identified in the course of their own study (GRE-83-49). Other experts also expressed various views and concerns, such as the need for possible restrictions and standardization of the projected symbols, and that distraction must be avoided. Based on the comments received and pending further studies on the issue, GRE requested GTB to submit a revised document to the next session and invited all interested parties to contribute. Meanwhile, GRE asked the expert from Finland to liaise with the Working Party on General Safety Provisions (GRSG) which had established a Task Force on Field of Vision Assistant.

For a more efficient discussion during the 83rd session of GRE the experts from the International Organization of Motor Vehicle Manufacturers merged documents GRE/2020/08-Rev.1 (SLR) and GRE/2020/23 into one document.

29. Based on a proposal of IWG SLR, GRE continued its deliberations for preparing a new series of amendments to UN Regulation No. 48 with new requirements for headlamp aiming and automatic levelling (ECE/TRANS/WP.29/GRE/2020/8/Rev.1). The expert from Poland held the view that the justification part contained mistakes and inconsistencies and recalled his earlier proposals on the subject (GRE-83-41). Several experts expressed their support to the IWG SLR proposal.

30. The expert from OICA proposed to keep an option of manual levelling (ECE/TRANS/WP.29/GRE/2020/23 and GRE-83-31). Some experts supported this option, while others were not in favour.

31. In the absence of a consensus, GRE stressed the need to finalize the issue as soon as possible and requested IWG SLR to take into account the comments made and to prepare a revised working document for the next session, based on the following principles:

• the aiming diagram agreed at the eighty-first session of GRE (Annex II to ECE/TRANS/ WP.29/GRE/81);
• automatic levelling;
• manual levelling, only if a consensus is reached within IWG SLR.

6. specifications for specifications for LR1, LW2, L3, LR4, L5, and L1/6 light source categories with respect to test voltage
7. correcting some details of light source category specifications in the Consolidated Resolution on the common specification of light source categories, and
8. administrative updates of IEC cap sheet references in light source category specifications.

Proposal to add a reference to the installation parameters of the licence plate illumination lamps determined during their type approval process. Every type-approved device or pair of devices have their own geometrical position in relation to the rear registration plate which is determined based on the illumination levels, maximum gradient value, angles of visibility and light incidence angle. This proposal would introduce a reference to these parameters in UN R48.

For a more efficient discussion during the 83rd session of GRE the experts from the International Organization of Motor Vehicle Manufacturers merged documents GRE/2020/08-Rev.1 (SLR) and GRE/2020/23 into one document.

Taking into account concerns expressed by the experts from EC and the Russian Federation, GRE invited the authors to liaise with those experts and to prepare an updated text for the next session. In the interim, GRE reiterated its request to type approval authorities to refrain from granting type approvals to lamps with such logos.

Proposal to allow the use of manufacturer logos in the internal structure of optical components and/or in the outer lens within the apparent surface of a signalling lamp.

This feature is necessary for armed services and forces responsible for maintaining public order and is requested by them. It is limited only to vehicles intended for use by the armed services and forces responsible for maintaining public order. This proposal aims to reduce disadvantages and can increase safety.

Some experts were of the view that such a derogation should be addressed in the framework of national or regional rather than international law. Several experts indicated practical difficulties in identifying those vehicles when at the stage of type approval and manufacturing. GRE agreed to revert to the issue at the next session.

For light sources with integrated electronics an “Electronic light source control gear” comprises components between the supply and the light emitting elements. The definition was derived from IEC and CIE, where a light source is the light emitting element. Provisions for “Electronic light source control gear” are normally used in installation and device regulations, but create confusion in relation to light sources with integrated electronics. Therefore, it is proposed to tune this term to the use in installation and device regulations and no longer specifically mention integration (or not) in the light source; “Electronic light source control gear” is not defined in R.E.5., but is part of the light source definition. The proposal also delete the term “igniter” because it is not used in the regulation.

Proposal to define the switching conditions of dipped beam and daytime running lamps (DRL) and the variable intensity of rear lamps in conjunction with traffic conditions.

The expert from the Special Interest Group (SIG) presented a proposal for another new draft series of amendments to UN Regulation No. 48 concerning switching conditions of various lamps and the variable intensity of rear lamps in conjunction with traffic conditions (ECE/TRANS/WP.29/GRE/2020/14). Following an in-depth discussion, GRE invited SIG to take into account various comments and to submit a revised document to the next session.

Proposal to minimize hazards to other traffic users such as glare and distraction by expanding the scope of the vehicle’s conditions subject to technical requirements under “normal conditions of use” (para. 5.1.), including use of lighting when parked or engine stopped.

35. GRE noted GRE-83-45 submitted by the experts from Japan and invited them to submit an official document to the next session. In the interim, the Chair suggested that IWG SLR should also consider this proposal.

Proposal to clarify the definition of “‘on’ time” (t_H) to address cases where a single flash consists of several flashes.

38. The expert from Poland proposed to clarify the definition of the “on” time for the case of a group of flashes (GRE-82-09). The expert from GTB pointed out that the GTB Working Group Photometry had recently considered an alternative wording for the same purpose. GRE invited both experts to submit a new proposal to the next session.

Proposal for corrections to UN Regulation 65 (Special Warning Lamps) based upon Supplement 10 to the original Regulation. A recent review of the content of UN Regulation 65 has revealed some long-standing editorial errors that do not affect the technical requirements but do create confusion.

Proposal to introduce into the 01 series of amendments to UN Regulation No. 86 references to the three new simplified UN Regulations on Light-Signalling Devices (No. 148), Road Illumination Devices (No. 149) and Retro-Reflective Devices (No. 150) and to make corrections.

41. The expert from IWG SLR proposed inserting references to the three new simplified UN Regulations Nos. 148, 149 and 150 as well as some corrections (ECE/TRANS/WP.29/GRE/2020/21). GRE adopted the proposal and requested the secretariat to submit it for consideration and vote at the March 2021 sessions of WP.29 and AC.1 as draft Supplement 3 to the 01 series of amendments to UN Regulation No. 86.

Proposal to correct errors identified during the transposition on UN R98 and R123 into UN R149.

42. GRE considered and adopted a proposal for corrections submitted by IWG SLR (ECE/TRANS/WP.29/GRE/2020/11/Rev.1). The secretariat was requested to submit it for consideration and vote at the March 2021 sessions of WP.29 and AC.1 as draft Supplement 10 to the 01 series of amendments and draft Supplement 2 to the 02 series of amendments to UN Regulation No. 98 as well as draft Supplement 10 to the 01 series of amendments and draft Supplement 2 to the 02 series of amendments to UN Regulation No. 123.

Proposal to correct the installation provisions of passing and driving beams for mopeds.

43. GRE considered and adopted a proposal for amendments submitted by IWG SLR with the aim to correct the installation provisions for the passing and driving beams (ECE/TRANS/WP.29/GRE/2020/20). The secretariat was requested to submit it for consideration and vote at the March 2021 sessions of WP.29 and AC.1 as draft Supplement 13 to the 01 series of amendments and draft Supplement 1 to the 02 series of amendments to UN Regulation No. 74.

44. GRE was informed about the progress of the electronic Database for the Exchange of Type Approval documentation (DETA) (GRE-83-02).

45. The item was postponed to the next session.

Proposal to correct an error introduced by the 01 series of amendments to UN R113 when angular coordinates were introduced instead of dimensions in mm with screen at 25 m. The same correction applies to the 02 and 03 series of amendments to UN R113 and to UN R149. The proposal also corrects Annex 3, Figure C of UN R113 where the description of the zone 1 is not in line with the photometric requirements set in paragraph 6.2.5.2. which defines the horizontal angles to 5° to the left and 5° to the right. Similarly, the proposal corrects Annex 4, Figure A4-IX of UN R149 where the description of the zone 1 is not in line with the photometric requirements set in paragraph 5.4.4.2. Table 34 which defines the horizontal angles to 5° to the left and 5° to the right for the class BS headlamps.

10. The expert from IWG SLR proposed correcting a figure with the passing beam test points and zones in UN Regulations Nos. 113 and 149 (GRE-83-07). GRE adopted the proposal and requested the secretariat to submit it for consideration and vote at the March 2021 sessions of WP.29 and AC.1 as draft Supplement 7 to the 01 series of amendments, draft Supplement 1 to the 02 series of amendments, draft Supplement 2 to the 03 series of amendments to UN Regulation No. 113 and as draft Supplement 3 to the original series of amendments to UN Regulation No. 149.

6. GRE took note of the progress report of the Informal Working Group Simplification of the Lighting and Light-Signalling Regulations" (IWG SLR) (GRE-83-47). GRE agreed that IWG SLR would be chaired by Mr. Derwin Rovers (Netherlands).

7. GRE provided the following guidance to IWG SLR:

• GRE supported the proposed scientific notation for numbers (GRE-83-08);
• For the use of the Unique Identifier (UI), GRE agreed with the IWG SLR proposal to include new information in the electronic Database for the Exchange of Type Approval documentation (DETA) and to provide access to this information to new categories of stakeholders. GRE mandated IWG SLR to bring the proposal to IWG DETA for consideration by means of a presentation;
• GRE supported the IWG SLR view on the use of type approval numbers and approval markings for the frozen UN Regulations, i.e. either apply an old number/old marking combination or a new number/new marking combination.

49. GRE noted several past revisions of the list of priorities and recurrent items prepared by the Chair (GRE-83-04 and Rev.1, GRE-83-04-Add.1). GRE endorsed an updated list of priorities (GRE-83-04-Add.1-Rev.1).
