42. The expert from the European Commission presented document ECE/TRANS/WP.29/GRSG/2020/11, the proposal for supplement 2 to the 01 series of amendments to Regulation No. 125, which aims to extend the scope of the Regulation to allow for the possibility to apply field of vision prescriptions to N1 category vehicles.
43. The expert of OICA introduced document GRSG-118-26, which contains proposed amendments to ECE/TRANS/WP.29/GRSG/2020/11.
44. Following detailed technical discussions, further comments from experts from Germany, Japan, Sweden, United Kingdom of Great Britain and Northern Ireland, the European Commission and OICA concerning the amendments proposed in GRSG-118-26, GRSG decided to keep document ECE/TRANS/WP.29/GRSG/2020/11 on amendments to UN Regulation No. 125 on the agenda of the October meeting of the group and requested that document GRSG-118-26 is converted into an official document and submitted for consideration at the October 2020 session of GRSG.

54. The expert from the European Commission recalled discussions by GRSG experts under the agenda item 11 at the 118th session of GRSG (see: ECE/TRANS/WP.29/GRSG/98), which resulted in the deferral of consideration of the proposal for Supplement 2 to the 01 series of amendments to Regulation No. 125 (ECE/TRANS/WP.29/GRSG/2020/11) and of document GRSG-118-26 amending the official proposal, to the current session of GRSG. The objective of the proposal was to extend the scope of the UN Regulation No. 125 to allow for the possibility to apply field of vision prescriptions to N1 category vehicles.
55. The expert of OICA introduced the updated proposal for Supplement 2 to the 01 series of amendments to Regulation No. 125 (ECE/TRANS/WP.29/GRSG/2020/31 (based on ECE/TRANS/WP.29/GRSG/2020/11 as amended by GRSG-118-26)), and document GRSG-119-23 amending the proposal.
56. Following detailed technical discussions, including further comments from experts from Germany, Japan, the Netherlands, United Kingdom of Great Britain and Northern Ireland, the European Commission and OICA, GRSG decided to defer considerations related to amendments to UN Regulation No. 125, based on a revised text of ECE/TRANS/WP.29/GRSG/2020/31 and incorporating GRSG-119-23, to its April 2021 session.

91. The expert from OICA presented document ECE/TRANS/WP.29/GRSG/2021/13, Proposal for Supplement 2 to the 01 series of amendments of UN Regulation No. 125. The expert from the European Commission informed GRSG that this proposal had not been discussed at the European Commission’s motor vehicle working group, therefore he proposed to discuss of this document at a technical level in the next session. He also suggested going forward with the existing extension of scope to category N1 vehicles with participation system.
92. The expert from Sweden supported the European Commission stating this proposal should be referred to the forum as it has not yet been addressed in the Forum. He further explained that the requirement for N1 classification, in the definition of goods department seemed to be different from the European perspective in its justification. The expert from France and Switzerland suggested that the proposal was not ready for adoption and proposed it be postponed. The expert from the United Kingdom expressed concerns in accepting the proposal because the text of this proposal did not clarify the application of the partitioning system. The expert from the Netherlands agreed with the point of view of the United Kingdom. The expert from Italy mentioned the need to be through in discussing the partitioning system as the application of this system was not clear.
93. The expert from OICA informed GRSG that excluding the partitioning system from the proposal could lead to individuals seeking personalized solution that could negatively impact the safety of a vehicle and its users.
94. The expert from Germany supported the extension of the scope for N1 vehicles but expressed concerns about the partitioning systems because it could impact the direct vision of the driver. The expert from the European Commission reiterated his support of the extension of scope and the need for a partitioning system, but there is need for more discussions because there are lots of disparities when considering its application in different countries.
95. OICA requested the participation from GRSG to deliver on the technical requirement and work related to the topic of the partitioning system and suggested its inclusion in the list of decisions. She also inquired from the secretariat of GRSG, if it was possible to adopt a document that is not an informal or official document for this session of GRSG (ECE/TRANS/WP.29/GRSG/2020/11). The secretariat clarified that this document had been used as an official document in a previous session of GRSG hence, it can be used as a basis for adoption in the next session of WP.29.
96. The Chair of GRSG noted that there was not full support from GRSG for document ECE/TRANS/WP.29/GRSG/2021/13 and therefore suggested the adoption of the original document ECE/TRANS/WP.29/GRG/2020/11. He also invited other delegates from GRSG to contribute to the technical work being done on the partitioning system.
97. GRSG adopted the document ECE/TRANS/WP.29/GRSG/2020/11 and requested its submission at WP.29 and AC.1 for voting in their March 2022 sessions.

GRSG agreed to resume considerations for introduction of Field of View Assistant (FOVA) based on a proposal for amendments to UN Regulation No. 125 (ECE/TRANS/WP.29/GRSG/2020/12 based on GRSG-117-27).

45. The expert of OICA introduced document ECE/TRANS/WP.29/GRSG/2020/12, a proposal for the 02 series of amendments of UN Regulation No. 125. Following a detailed discussion by GRSG experts, the Chair of GRSG recommended that further discussions are held between interested stakeholders to advance the proposal contained in document ECE/TRANS/WP.29/GRSG/2020/12 and invited delegates to provide comments to the proposal. To support this further work, a dedicated task force would be established. GRSG agreed to keep the document on the agenda for the October 2020 session.
